The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
GFL Environmental, Inc has elected to close the landfill prior to reaching permitted capacity. The SWS Section received a Notice of Intent to Close on August 16, 2022, and closure construction was completed in November 2022. An LCID
Landfill Closure Certification was received by the Section on December 19, 2022. Post closure care shall be conducted for 10 years in accordance with 15A NCAC 13B .0567. 1. The Stone Park Court LCID Landfill is located on the property that includes the Stone Park Court Transfer Station (Permit# 3214-TRANSFER-2001). This property is fenced and secured by a locking gate and has the proper signage. 2. Aggregate surfacing has been installed over Cells 3, 4, and 5, which according to the facility operator, contain no waste. This area is being used to store empty roll-off containers and transfer trailers. 3. The LCID waste appears to be properly covered. Per the LCID Landfill Closure Certification, test pits of the closure soil were performed, and at each test location a minimum of 12 inches of soil was observed. A concrete slab located on the southeastern side of the waste boundary was observed to be uncovered at the time of this inspection. Mr. Davidson stated that this slab was part of an old roadway. The Section will not require this slab of concrete to be covered. However, the area around this slab should be graded as necessary to prevent ponding water and erosion. 4. The facility has established proper vegetative ground cover on the landfill cap. No woody vegetation was observed. 5. During this inspection, the northern stormwater drainage channel which lies between cells 2 & 3 was observed to contain a large amount of sediment at the down pipe intake. The edge of waste (EOW) in this area was also difficult to discern, as it coincides with the aggregate surfaced trailer storage area. Mr. Russ recommended adding 3 EOW
markers in this area to delineate the waste footprint. Ensure sediment within the northern stormwater drainage channel is removed and the EOW is properly marked. 6. During this inspection, a large erosion rill was present along the western side of the landfill, within the diversion berm. This rill was observed to be the main source of sediment notated in #5. Other smaller erosion rills were observed running east to west across the landfill cap. Mr. Fearrington stated that he planned to have the eroded areas repaired. Ensure all erosion rills are graded and repaired as needed and as conditions allow. 7. Post closure care shall be conducted for 10 years in accordance with 15A NCAC 13B .0567. 8.
