(ATC), on behalf of Cenama, LLC (Worsley), is submitting this sampling report for the Former Liberty BP located at 248 Greensboro Road, in Liberty, Randolph County, North Carolina (Incident # 13356). The property is currently an office building. Historically, the property operated as a retail fuel outlet and service station. A site topographic map is presented as Figure 1 and site map is presented as Figure 2. This report includes the results of the laboratory analytical results for the groundwater sampling event performed on October 7, 2022. 2.0 SITE BACKGROUND The Former Liberty BP (Facility ID No. 0-018175) is currently an office building. The site is located at 248 Greensboro Road, Liberty, North Carolina. Three gasoline, one kerosene, one #2 fuel oil, and one used-oil underground storage tanks (USTs) and their appurtenances were removed on October 25, 1994. The cover at the site consists of asphalt around the driveway and primary site building and concrete in the locations of the former dispenser islands and USTs. The side and rear of the property are covered in grass and landscaped areas. The site is classified by the town of Liberty as Commercial (B-2). Areas surrounding the site are also classified as Commercial (B-2). Properties beyond the site are mainly a mix of transportation and commercial areas. On October 25, 1994, CBM (SEPS) personnel conducted an UST closure at the facility. CBM submitted a UST Closure Report on November 29, 1994. On January 5, 1995, Philip R. Thompson P.G. submitted a UST Closure Report, on behalf of Worsley. The UST Closure Report was followed by a Phase I Limited Site Assessment (LSA) on March 2, 2006. On December 15, 1997, Clark Environmental Services (CES) submitted a Comprehensive Site Assessment. On January 14, 2000, CES submitted a Corrective Action Plan. Groundwater Monitoring Report December 3, 2022 Former Liberty BP NCDEQ Incident #13356 2 On July 5, 2001, Delta Environmental Consultants (Delta) submitted a Pre-Corrective Action Plan Monitoring report. This report was followed by subsequent reports dated July 5, 2001, and April, 29, 2002. On January 30, 2003, Delta submitted a Correction Action Plan. On December 12, 2003, Delta submitted a Revised Soil Excavation Addendum. This was followed by Soil Excavation Letter Report on May 20, 2004. The NCDEQ then requested quarterly natural attenuation monitoring of the site. Between 2008 and 2014, Best Geological performed quarterly groundwater sampling and reporting at the facility. In 2014, Worsley contracted ATC to manage the environment monitoring and remediation for the Former Liberty BP. This report includes the laboratory analytical results for the groundwater sampling event performed on November 7, 2022, as well as the installation and maintenance of Biosocks in monitoring wells MW-1R and MW-4R. 3.0 GROUNDWATER MONITORING 3.1 Biosock Installation On August 16, 2022 and November 7, 2022, ATC personnel installed new Biosocks in monitoring wells MW-1R and MW-4R to assist with natural attenuation activities. 3.2 Groundwater Elevations On November 7, 2022, ATC collected static water level measurements from monitoring wells MW-1R and MW-4R. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet Groundwater Monitoring Report December 3, 2022 Former Liberty BP NCDEQ Incident #13356 3 relative to an arbitrary on-site benchmark. Monitoring well construction information and depth to water measurements are included in Table 1. A groundwater elevation contour map could not be generated for this sampling event as only two monitoring wells were measured. Historically, groundwater flow has been toward the southeast. Historical groundwater elevation data are included in Table 2. 3.3 Groundwater Analytical Results On November 7, 2022, groundwater samples were collected from monitoring wells MW-1R and MW-4R. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody to SGS North America in Scott, Louisiana for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 602 including methyl tertiary-butyl ether (MTBE). A summary of the recent groundwater analytical data is presented in Table 3 and a historical summary of groundwater analytical data is presented in Table 4. Select natural attenuation measurements are provided in Table 5. The laboratory analytical results from the November 7, 2022 sampling event indicate that dissolved benzene and naphthalene concentrations were detected above respective 2L Standards in the groundwater sample collected from monitoring well MW-1R. Dissolved benzene and MTBE concentrations were detected above respective 2L Standards in the groundwater sample collected from monitoring well MW-4R. Dissolved target compound concentrations continue to decrease through time in monitoring wells MW-1R and MW-4R. Dissolved contaminants of concern are provided as Figure 3. A copy of the laboratory report and chain of custody documents are included as Appendix A. 3.4 Water Supply Well Analytical Results On November 7 2022, a sample was collected from the nearby municipal water supply well (sample ID WSW-2). The sample was collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody SGS North America in Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B and Massachusetts Department of Environmental Protection (MADEP) method for Volatile Petroleum Hydrocarbons (VPH). Dissolved 1,1-Dichloroethene, cis-1,2-Dichloroethene, and Groundwater Monitoring Report December 3, 2022 Former Liberty BP NCDEQ Incident #13356 4 trichloroethene concentrations were detected above the laboratory method detection limits in the groundwater sample collected from water supply well WSW-2. The detected concentrations were below the established Drinking Water Standards. A historical summary of groundwater analytical data for the water supply well is presented in Table 6. It should be noted these compounds are generally not associated with petroleum releases. 4.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Former Liberty BP in Liberty, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: • Depth to groundwater measurements ranged from 21.98 feet to 22.07 feet below ground surface in MW-1R and MW-4R, respectively. The inferred shallow groundwater flow direction across the site is to the southeast; and • Dissolved benzene and naphthalene concentrations were detected above established 2L Standards in the groundwater sample collected from monitoring well MW-1R; • Dissolved benzene and MTBE concentrations were detected above established 2L Standards in the groundwater sample collected from monitoring well MW-4R; • Dissolved target compound concentrations have continued to decrease through time in monitoring wells MW-1R and MW-4R; • Biosocks have been installed and maintained in wells MW-1R and MW-4R to assist with natural attenuation activities; and • Dissolved target compound concentrations were detected above laboratory MDLs in the groundwater sample collected from water supply well WSW-2. Based on the groundwater analytical results, ATC recommends the following: • Continue annual sampling of monitoring wells MW-1R and MW-4R; and, • Quarterly maintenance and replacement of Biosocks in monitoring wells MW-1R and MW-4R.
