Power Company's Burlington Operations Center. Your letter dated May 9, 2000 required
the report.
Please note that this facility is the location of a former Manufactured Gas Plant (MGP).
The Division of Waste Management, Superfund Section, provides regulatory oversite for
the Burlington Site. Duke Power has signed an Administrative Order on Consent with the
Division to investigate and remediate the site. The Comprehensive Site Assessment has
been submitted to the Superfund Section for review.
Duke Power believes it would be more efficient for the Division and for Duke if
regulatory oversite for the Burlington site were coordinated from the Superfund Section.

Site History
The Burlington Operations Center is the location of a former Manufactured Gas
Plant (MGP) and Electric Generating Station. The MGP operated from 1925 until
the early 1950's. The operation and subsequent demolition of a MGP typically
impacts site soils and groundwater. MGP residues include volatile and semi-
volatile organic compounds.
A section of a USGS topographic map is provided in Figure 1, a site location map
is provided in Figure 2 and a partial site plan showing the UST system is provided
in Figure 3.

Duke Power is the only UST owners/operator known to have operated at the site.
Site Investigation
A detailed site investigation report, dated October 19, 1999, has been submitted to
the Special Remediation Branch, Superfund Section, Division of Solid Waste
Management, Department of Environment and Natural Resources. The following
information is a brief summary of some of the information contained in that
report.
Soil
A total of 17 samples were collected during the closure of the UST systems in
June 1998. Eight soil samples (all grab samples) were collected from the
excavation of the diesel tank. There was a concrete pad under the tank that
required samples to be taken on each side of the pad. These samples were
collected around the pad a depth of 12 feet below the surface. Two samples were
collected at a depth of four feet below the diesel piping and one sample was
collected a depth of four feet below the diesel dispenser. ·
Three samples were collected from the excavation of the gasoline tank at a depth
of 13 feet. Two samples were collected from a depth of four feet below the
product line and one sample collected below the gasoline dispenser at a depth o_f
four feet. Sample locations are provided in Appendix 1, Figures 1 and 2.
Analytical results are provided in Appendix 1 Tables 1 and 2.

To further characterize the site 387 soil samples were collected during the period
from October 1998 until March 1999. The samples were collected at 112
locations typically at several depths at each location. Sample depths ranged from
the ground surface to 23 feet. Samples were collected using a geoprobe sampling
system. All samples were field screened in the field for carcinogenic P AH using
the RaPID field screen. Volatile organic compounds were screened in the field
using a PID. Selected samples were also analyzed for volatile and semi-volatile
organic compounds using EPA Method 8260 and 8270 and for additional
compounds.
A summary of the sample information is provided in Appendix 2 Tables V.D.4-1
through V.1).4-5. A summary of the Method 8270 analytical results is provided in
Appendix 2 Table V.D.4-6. A summary of the Method 8260 analytical results is
provided in Appendix 2 Table V.D.4-13. The soil field screening results are
provided in Appendix 2 Figures V.D.7-1 through 5. The PID results are provided
in Appendix 2 Figures V.D.7-6 through 10. Appendix 2 Figures V.D.7-11
through 15 show the total PAH results from Method 8270 and Figures V.D.7-16
through 20 show the total BTEX results from Method 8260.
The Maximum Soil Contaminant Concentrations for residential or soil-to-
groundwater exposure pathways was exceeded for one or more compounds in six
of the 17 samples collected in the UST removal excavation. Only one sample
exceeded the maximum soil concentrations for volatile organic compounds.
Sample BOC 04 exceeded the 5.6 parts per billion (ppb) standard for benzene
(230 ppb) and the standard of240 ppb for ethylbenzene ( 450 ppb) for the soil-to-
groundwater pathway.
Fifty-six samples out of the 387 additional soil samples collected were analyzed
by Methods 8020/8260 for volatile organic compounds. Analytical results
indicate that two samples detected benzene above the Maximum Soil
Concentration standard. Due to compound interference all of the detection limits
exceeded the standard and 13 exceeded the concentration of230 ppb detected in
sample BOC 04. The two samples detected benzene at a concentration of990 ppb
(sample B55B) and 1100 ppb (sample B61C). These samples are located
approximately 100 feet upgradient and 150 feet cross gradient respectively from
the UST area.
The Maximum Soil Contaminant Concentrations for residential or soil-to
groundwater exposure pathways was exceeded for one or more compounds in five
of the 12 samples collected and analyzed for semi-volatile organic compounds in
the UST removal excavation. Using Naphthalene and Benzo(a)Pyrene as
representative compounds, the maximum concentrations detected in the UST
removal excavation are 15,000 ppb for Naphthalene and 3,400 ppb for BaP.

D.
Fifty-six samples out of the 387 additional soil samples collected were analyzed
by Method 8270 for semi-volatile organic compounds. Using Naphthalene and
BaP as representative compounds the maximum concentrations detected were
520,000 ppb for Naphthalene and 64,000 ppb for BaP. Nine samples exceeded
the maximum Naphthalene concentration found in the UST excavation and 12
samples exceeded the maximum concentration for BaP. These samples were
located beyond the influence of the UST.
Groundwater
Twenty-six monitoring wells were installed at the Burlington site during the
period from September 30, 1998 until June 1, 1999. Monitoring well locations
are provided in Appendix 3, Figure V.D.3-9. Appendix 3, Figure V.D.2.4 shows
the groundwater elevations from the most recent sampling event.
Groundwater samples were analyzed for volatile organic compounds, semi-
volatile organic compounds, metals, cyanide, PCBs and miscellaneous parameters
including phenols, halides, nitrate, sulfate, oxidation-reduction potential and total
organic carbon.
The semi-volatile organic compounds naphthalene and acenaphthene were
detected above their respective NCAC 2L standard. Naphthalene concentrations
over 1000 ppb were detected in wells DMW2, DMW2A, GPMWlD and
GPMW5D. The highest naphthalene concentration detected was 6,300 ppb in
deep well DPMW2A. The volatile organic compounds, benzene and
ethylbenzene were detected above the NCAC 2L standards in 11 wells and 5
wells respectively. The maximum concentration of benzene was 170 ppb.
Summaries of the groundwater analytical results for volatile and semi-volatile
organic compounds are provided in Appendix 3, TableV.D.4-33 through V.D.4-
36 and Table V.D.39 through V.D.41. BTEX results are shown in Figure V.D.7-
28 and Naphthalene results are shown in Figure V.D.7-29.
Conclusion
The Burlington Operations Center is the site of a former manufactured gas plant
(MGP). The majority of the site soils contain MGP residues including volatile
and semi-volatile organic compounds. The UST system was installed in MGP
impacted soils. Regulatory oversite for the Burlington MGP site is provided by
the Division of Waste Management, Superfund Section. Duke Power has signed
An Administrative Order on Consent with the Division for the investigation and
remediation of the site.

It does not appear that the diesel UST system leaked. The semi-volatile
compounds detected in the UST excavation are MGP residues, not the result of a
UST leak.
The gasoline UST system may have leaked a small amount of product at the
dispenser. Although the volatile organic compounds detected at the dispenser
may also be from the MGP operation. Areas upgradient from the UST system
have volatile organic compound concentrations much greater than those detected
at the dispenser.
Duke Power believes that the efficiency of the investigation and remediation of
the Burlington site would improve if regulatory oversite was coordinated from
one section of the Division.
