The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Facility is currently permitted as a large, type 3 solid waste compost facility. 2. The required 100-foot buffer between the composting area and the property boundary is being maintained. 3. Required records of compost temperatures were submitted for inspection, all reported values appeared to
meet permit requirements. 4. No objectionable odor was detected beyond the facility boundary during the inspection. 5. Access to the facility is secured with a lockable gate. 6. The access road to the facility was of all-weather construction and well maintained. 7. Signage was displayed at the entrance to the site displaying required information such as prohibited
materials and emergency contact information. Emergency contact information was updated on sign at entrance gate. 8. Approved setbacks to property lines appear to be maintained. 9. Established windrows appeared to be sufficiently spaced to allow access for firefighting equipment.
10. No evidence of stormwater leaving the permitted area was observed. Accumulated stormwater was being removed from base of berm and windrows by pump truck. 11. Stormwater from OMRI (non-septage) compost windrow area tentatively being dispersed on formerly permitted SLAS field 1 using overland flow system. Stormwater accumulated at base of containment berm from non-OMRI compost windrows was being removed by pump truck.
12. An area of the overs stockpile was smoldering from an earlier reported fire that had been extinguished.
