(CCI) 281 Lane Parkway Salisbury, North Carolina 28416 (704) 273-1500 UST Closure Report – Pelican’s SnoBalls 7617 Carolina Beach Road Wilmington, New Hanover County, North Carolina ECS Project No. 49-18240 3 2.0 BACKGROUND INFORMATION 2.1 Site Information The subject property is located at 7617 Carolina Beach Road in Wilmington, New Hanover County, North Carolina and contains seven parcels, which are identified by New Hanover County parcel identification numbers (PINs) R08514-003-004-000, R08514-003-005-000, R08514-003-005-001, R08514-003-006-001, R08514-003-006-000, R08514-003-007-000, and R08514-003-007-001 (Figures 1 and 2). The site is developed with an approximate 1,276 square foot residence, reportedly constructed in 1960, and a 900 square foot commercial building, that was reportedly constructed in 1958. The building is currently occupied by a snow cone store; however, it was historically occupied by Snow’s Cut Convenience Store, a petroleum retailer. Two 4,000-gallon gasoline underground storage tanks (USTs) were reportedly installed at this facility in 1993 and temporarily closed in place in 2007. The UST facility ID on record with the NCDEQ is 00-0-0000035295 and the owner/operator is named as William Freeman. Based on a review of the North Carolina Department of Environmental Quality (NCDEQ) Laserfiche database, there do not appear to be previous documented releases associated with the UST system at this facility. The records available through the NCDEQ’s online Permits and Inspection Program date to 2012 and indicate that three notices of violation have been issued since 2013 to this facility for failure to obtain operator training. ECS was requested to provide environmental services associated with the closure of the two existing 4,000-gallon gasoline USTs and associated piping at the site, observation and documentation of UST closure activities, collection of soil and groundwater samples, project management, and UST closure reporting. 2.2 Site History No previous releases are known to exist at this site. The two 4,000-gallon gasoline USTs were reportedly installed at this facility in 1993 and temporarily closed in place in 2007. The UST facility ID on record with the NCDEQ is 00-0-0000035295 and the owner/operator is named as William Freeman. 2.3 Site Geology As determined from the USGS Topographic Map, Carolina Beach, North Carolina Quadrangle (Figure 1), the site is at an approximate elevation of 10 feet above mean sea level. Site geology has been characterized through observations of the sidewalls and bottoms of the excavated UST basin. Observations indicated that site soils consisted of approximately 4 feet of greyish white, loamy quartz sand over approximately 8 feet of dark grey coarse sand. Groundwater was observed at a depth of approximately 4 feet below ground surface (bgs) in the former UST basin during removal activities; however, during monitoring well installation activities, the groundwater table was measured at depths ranging from approximately 2.41 to 2.84 feet below top of casing (btoc) in monitoring wells MW-1 through MW-3, respectively. Bedrock was not encountered or observed in excavated areas or borings performed on site to a maximum depth of approximately 12 feet bgs. UST Closure Report – Pelican’s SnoBalls 7617 Carolina Beach Road Wilmington, New Hanover County, North Carolina ECS Project No. 49-18240 4 3.0 UST CLOSURE ACTIVITIES On September 27 through 29, 2022, ECS mobilized to the site to observe, document, and collect soil samples during the closure by removal of the two 4,000-gallon gasoline USTs and associated fiberglass product lines conducted by Contaminant Control, Inc. (CCI). ECS completed the UST closure documentation including submitted a UST-3 Form on August 19, 2022 and the UST-2A Form on January 19, 2023. The documents are provided in Appendix A. A release was discovered on September 28, 2022 during UST closure by permanent removal activities. A copy of the 24-Hour Release and UST Leak Reporting Form submitted to the North Carolina Department of Environmental Quality (NCDEQ) has been included in Appendix B. CCI pumped and permanently closed the two USTs by removal from their one contiguous basin. The contents of the USTs were pumped on September 27, 2022 and subsequently closed by permanent removal on September 28, 2022. The location of the two USTs and associated product lines are included in Figure 3. 3.1 UST Removal Removal activities included the use of a tracked excavator and skid steer provided by CCI. Approximately 6 inches of concrete and 1.5 feet of overburden soil was removed with the excavator bucket to expose the top of the steel USTs. The two USTs were observed to be filled with water and near full capacity, believed to be from stormwater entering the observed opened fill ports from previous precipitation events. CCI was contracted to remove the residual materials. A total of 8,000-gallons of petroleum contact water was evacuated from the two USTs on September 28, 2022 utilizing a vacuum truck operated by CCI. Additionally, a release was observed to have occurred based on petroleum sheens observed on the surface of the groundwater in the UST basin. The impacted water below the two USTs was skimmed and combined with the water evacuated from USTs, totaling 12,156-gallons of liquid. The non-hazardous liquids were transported by CCI to the SR&R Environmental, Inc. facility located in Wilmington, North Carolina or to their CCI Environmental facility located in Thomasville, North Carolina for disposal. Copies of the non-hazardous waste liquids manifests is included in Appendix C. Following removal of the residual liquid, the USTs were cleaned and checked for hazardous vapors and gases using a lower explosive limit (LEL) gas detector. After the gas detector did not indicate the presence of hazardous vapors or gases, and following the inspection by the New Hanover County Fire Marshal, the two USTs were removed from the excavation. A copy of the Fire Marshall inspection documentation has been included in Appendix D. The dimensions of the two USTs were each measured to be approximately 23 feet long by 5 feet 3 inches in diameter. The USTs were transported by CCI to the Southern Metals Recycling, LLC facility located in Wilmington, North Carolina. A copy of UST disposal manifest is included in Appendix C. Following sampling activities, the excavation was backfilled with clean materials imported from Pelton Aggregates Company located in Wilmington, NC and completed by CCI. Photo documentation of the closure activities are included in Appendix E. 3.2 Soil Sample Collection On September 28, 2022, following the removal of the UST, ECS collected ten UST closure samples, identified as UST-1 through UST-10, at depth of approximately 3.0 feet bgs at an approximate interval of every 10 linear feet from around the sidewalls of the UST basin. On September 29, 2022, approximately 50 feet of product UST Closure Report – Pelican’s SnoBalls 7617 Carolina Beach Road Wilmington, New Hanover County, North Carolina ECS Project No. 49-18240 5 line was removed and five product line closure samples, identified as L-1 through L-5, were collected from beneath the product line at a depth of 2.5 feet bgs. Due to the former dispenser and a portion of the product line being beneath a wooden deck, and unable to be accessed on September 29, 2022, ECS remobilized with CCI on November 2, 2022 to finish collecting the additional product line and dispenser closure samples following deck removal. Approximately 2.5 feet of overburden soil was removed with the excavator bucket to expose the top of the remaining fiberglass product line and stockpiled to the side of the excavation. An additional 20 feet of product line was removed and two product line closure samples, identified as L-6 and L-7, were collected from beneath the product line at a depth of 2.5 feet bgs. Additionally, ECS collected one closure sample beneath the center of each of the four former dispenser locations for a total of four dispenser closure samples, identified as D-1 through D-4, at a depth of approximately 2.5 feet bgs. The soil samples were collected from the bucket of the excavator. ECS personnel wore new, disposable nitrile gloves to collect each sample. The approximate locations of the samples have been illustrated on Figure 3. The soil samples were field screened with a photo-ionization detector (PID) prior to placing the samples in laboratory supplied/preserved containers. The sample containers were labeled and placed into a cooler containing ice to maintain the samples at approximately 4° Celsius. ECS maintained chain of custody (COC) procedures throughout the sample collection and transportation process. 3.3 Soil Sample Assessment A total of 10 UST closure samples, 7 product line closure samples, and 4 dispenser closure samples were submitted to Pace Analytical Services, LLC (Pace), a North Carolina certified lab, located in Huntersville, North Carolina to be analyzed for total petroleum hydrocarbons (TPH) gasoline range organics (GRO) using EPA Method 8015 and volatile petroleum hydrocarbons (VPH) using Massachusetts Department of Environmental Protection (MADEP) method. 3.4 Monitoring Well Installation (MW-1 through MW-3) Due to encountering groundwater in the excavations performed during UST removal activities, on November 3, 2022, ECS contracted Mid-Atlantic Drilling, Inc. (Mid-Atlantic), a North Carolina Certified Well Contractor (NCCWC) based out of Carolina Beach, North Carolina to install three monitoring wells. Monitoring well MW-1 was installed near the former UST basin, monitoring well MW-2 was installed near the vicinity of the former dispenser locations, and monitoring well MW-3 was installed topographically downgradient of the UST system. The locations of the installed wells have been illustrated on Figure 4. The borings for the monitoring wells were drilled to depths approximately 12 feet bgs for MW-1 through MW-2 using hollow-stem augers (HSAs). The monitoring wells were constructed with two-inch I.D. Schedule 40 PVC flush-threaded casing and screen. The PVC screen and casing for each well was placed into its borehole through HSAs. A 10-foot length of slotted well screen with machined 0.010-inch slot widths and a threaded bottom plug were installed at the bottom of the boreholes. The screens were installed to a depth such that the screened interval intersected the estimated groundwater surface as encountered during drilling activities. A solid section of PVC casing was placed above the screened interval and extended to a point just below the ground surface for monitoring wells MW-1 through MW-3. The annular space around each well was filled with a washed and graded medium sand to approximately 6 inches above the top of the screen. The sand was poured into the HSAs as they were being extracted. UST Closure Report – Pelican’s SnoBalls 7617 Carolina Beach Road Wilmington, New Hanover County, North Carolina ECS Project No. 49-18240 6 A minimum 6-inch-thick seal of bentonite pellets was placed immediately above the sand pack. After placement in the well, the bentonite pellets were allowed to hydrate. After hydrating the bentonite pellets, a bentonite/neat cement mixture was poured down the borehole to fill the annular space from the bentonite seal to the ground surface. The top of each well casing was equipped with a lockable, water- tight well plug and a flush-mounted 8-inch diameter, steel, bolt-down manhole was installed over each well and completed within a concrete pad. Monitoring well construction details are summarized in Table 1 and the well construction record (GW-1) forms are provided in Appendix F. Following completion, the three monitoring wells were developed by purging at least five well volumes using a dedicated disposable polyethylene bailer and string. The wells were developed to remove sand, silt, and other fine sediments that may have entered the wells during their construction. 3.5 Monitoring Well Groundwater Sample Collection Groundwater samples were collected from monitoring wells MW-1 through MW-3 on November 3, 2022. The groundwater samples were collected with the use of new dedicated disposable polyethylene bailers and nylon string. Samples were collected directly into laboratory supplied/preserved sample containers. The sample containers were labeled with ECS project number, sample identification, sample date and time, and requested analysis. The containers were properly packaged and placed into a cooler with ice to maintain the samples at approximately 4˚C. The groundwater samples were submitted to Pace to be analyzed for volatile organic compounds (VOCs) using EPA Method 8260, VPH using MADEP, and total lead using EPA Method 6010. ECS maintained COC procedures throughout the sample collection and transportation process. A copy of the laboratory analytical report along with accompanying COC documentation is included in Appendix G. 4.0 RESULTS 4.1 Closure Samples Laboratory analysis did not report TPH-GRO at a concentration above its North Carolina Department of Environmental Quality (NCDEQ) Action Level of 50 milligrams per Kilogram (mg/Kg) in soil samples collected, with the exception of soil samples identified as L-4, L-6, and D-1. Additionally, laboratory analysis reported select targeted volatile petroleum hydrocarbon ranges above their respective Soil-to- Groundwater Maximum Soil Contaminant Concentrations (MSCCs) in L-4 and D-1, and above Residential MSCCs in the soil sample identified as D-1. A summary of the UST closure soil analytical results is included in Table 2. The laboratory analytical reports and COCs are included in Appendix G. 4.2 Groundwater Samples Laboratory analysis reported several petroleum-related compounds at concentrations above their respective North Carolina 2L groundwater quality standards (NC2LGWQS) but below their respective Gross Contamination Levels in the groundwater samples collected from MW-1 through MW-3. Total lead was report above its NC2LGWQS in the groundwater samples collected from MW-1 and MW-2. A summary of the groundwater analytical results is included in Table 3. The laboratory analytical reports and COCs are included in Appendix G. UST Closure Report – Pelican’s SnoBalls 7617 Carolina Beach Road Wilmington, New Hanover County, North Carolina ECS Project No. 49-18240 7 5.0 CONCLUSIONS & RECOMMENDATIONS Based on the field observations and laboratory analytical results of the soil samples collected during this assessment, ECS concludes the following: • On September 27-29, 2022 and November 2, 2022, respectively, an ECS professional observed the closure by removal of two 4,000-gallon gasoline USTs along with approximately 80 feet of associated product line. ECS collected a total of 21 soil samples collected from the UST sidewalls, associated product line, and the four former dispenser locations, and submitted them for North Carolina certified laboratory analysis. • Laboratory analysis of the 21 soil samples collected from the UST sidewalls, associated product line, and the four former dispenser locations did not report TPH-GRO above its NCDEQ Action Level, with the exception of soil samples L-4, L-6, and D-1. Additionally, MADEP VPH analysis reported select targeted volatile petroleum hydrocarbon ranges above their respective Soil-to-Groundwater MSCCs in L-4 and D-1, and above respective Residential MSCCs in the soil sample identified as D-1. However, based on the depths the three soil samples with exceedances were collected (2.5 feet bgs), and the measured depth to water at the site averaging approximately 2.6 feet bgs, ECS believes these samples were collected in the “smear zone” and therefore not representative of soil conditions. • A total of 8,000-gallons of petroleum impacted water was evacuated from the two USTs on September 28, 2022 utilizing a vacuum truck operated by CCI. Additionally, a release was observed to have occurred based on petroleum sheens observed on the surface of the groundwater in the UST basin. The impacted water below the two USTs was skimmed and combined with the water evacuated from USTs, totaling 12,156-gallons of liquid. • On November 3, 2022, ECS contracted Mid-Atlantic to install three Type-II permanent monitoring wells. Monitoring well MW-1 was installed near the former UST basin, monitoring well MW-2 was installed near the vicinity of the former dispenser locations, and monitoring well MW-3 was installed topographically downgradient of the UST system. Following installation, ECS collected three groundwater samples, identified as MW-1 through MW-3, and submitted them for North Carolina certified laboratory analysis. • Groundwater was measured at depths of 2.41, 2.84, and 2.84 feet btoc in monitoring wells MW-1 through MW-3, respectively. • Laboratory analysis of the groundwater samples collected November 3, 2022 reported benzene, naphthalene, and total xylenes at concentrations above their respective NC2LGWQS in one or more sampled wells, but below their respective Gross Contamination Levels. Total lead was also reported above its NC2LGWQS in the groundwater samples collected from MW-1 and MW-2. • Based on the analytical results obtained, and in an effort to pursue risk-based closure of the incident, ECS recommends conducting a Phase I Limited Site Assessment (LSA) including but not limited to collecting an additional round groundwater samples from the onsite monitoring wells, and the conductance of a potential receptor and land use survey within 1,500-feet of the source area of release. • ECS recommends that a copy of this report to be submitted to the NCDEQ DWM UST Section for review. • ECS recommends that a copy of this report be retained by the property owner to document assessment activities. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
