RIEGEL ROAD RIEGELWOOD, COLUMBUS COUNTY NORTH CAROLINA APS INCIDENT NO. 17324 UST INCIDENT NO. 16383 and 21823 GRI PROJECT NO.: 2652 Prepared For: Sampson-Bladen Oil Company, Inc. Post Office 160 Elizabethtown, North Carolina 28337 Prepared by: Geological Resources, Inc. 3502 Hayes Road Monroe, North Carolina 28110 (704) 845-4010 March 25, 2015 Angela Roach Staff Scientist EXECUTIVE SUMMARY Han-Dee Hugo #1 is located at 87 John L. Riegel Road, in Riegelwood, Columbus County, North Carolina. The adjoining properties are residential and commercial. Public water is available to the site and surrounding properties. A co-mingled UST/AST ground water plume continues to exist at the site. The site has had an active AST investigation since 1997. The UST section has reviewed the site data and determined that a No Further Action status can be granted to the AST incident under risk based rules after free product has been removed and consecutive sampling events demonstrate contaminant concentrations are less than Gross Contaminant Levels (GCLs) On March 3, 2015, seven monitoring wells were gauged, purged and sampled. Concentrations of one or more BTEX constituents, naphthalene, isopropylbenzene, p-isopropylbenzene, n-propylbenzene, methyl chloride, 1,2,4-trimethylbenzene, and/or 1,3,5-trimethylbenzene that exceeded the Maximum Allowable Concentrations were reported in the ground water samples collected from MW-5R, MW-7R, MW-8R, MW-9, MW-17R, MW-18R and MW-21R. No contaminant concentrations exceeded the GCLs. No GCL violations have been reported at the site since 2010. Therefore, the site risk should be re- classified to low risk; the incident should be closed; and, no further action should be required. Riegel Road, in Riegelwood, Columbus County, North Carolina (Figure 1). The site has been in operation as a retail petroleum facility since 1969. Previously, the on-site bulk petroleum facility had four ASTs: one 14,000-gallon diesel, one 14,000-gallon kerosene, one 15,500-gallon fuel oil, and one 500-gallon kerosene. Please note that prior to January 2008, previous investigation activities at the site were conducted by Environmental Hydrogeological Consultants, Inc. (EHC) and CBM Environmental Services, Inc. (CBM). Previous investigation activities included a Comprehensive Site Assessment (CSA) by EHC in 1997 and subsequent LSA activities by CBM pertaining to a UST release at the site. The UST incident was classified as low risk and the incident was closed following a deed recordation of a Notice of Residual Petroleum. At that time the AST incident was managed by the North Carolina Department of Environment and Natural Resources (NCDENR) Ground Water Section. The Ground Water Section acknowledged that the UST and AST plumes had comingled and therefore applied risk-based clean-up rules to the incident. Please note that some of the information contained in this report was obtained under the supervision of EHC and CBM, the previous consultants on the project, until GRI conducted assessment activities in January 2008. Although Geological Resources, Inc. (GRI) cannot verify the accuracy of the information obtained by previous consultants, for the purpose of this report it is assumed to be correct, and any inferences or interpretations made by GRI based on data that may be incorrect are not the responsibility of GRI. Please refer to earlier submittals for additional information regarding assessment activities. 2.0 CURRENT SITE ASSESSMENT The purpose of this report presents the results of the monitoring well installation and ground water sampling activities conducted at the Han-Dee Hugo #1 in Riegelwood, Columbus County, North Carolina (Figure 1). The activities were conducted in accordance with GRI Proposal Number 15-004 which was submitted to NCDENR on January 21, 2015 and approved as Task Authorization Number 21823-06 on February 26, 2015. The purpose of these activities was to obtain current ground water quality data. 3.0 GROUND WATER SAMPLING ACTIVITIES On March 3, 2015, seven Type II monitoring wells (MW-5R, MW-7R, MW-8R, MW-9, MW-17R, MW- 18R, and MW-21R) were gauged, purged, and sampled. The depths to ground water in the Type II monitoring wells during the March 2015 sampling event ranged from 7.76 to 12.28 feet below the tops of 2 well casings. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark assumed by the previous consultant ranged from 91.22 to 91.54 feet. Based on these data, the ground water flow direction at the site is primarily towards the south with an average horizontal hydraulic gradient of less than 0.01 feet per foot. A Site Map showing the structures on-site and the locations of the monitoring wells is included as Figure 2. A Water Table Surface Map for the March 3, 2015 sampling event has been included as Figure 3. A summary of well construction information including ground water elevation data is presented in Table 1. Laboratory analyses were performed on the ground water samples collected from the monitoring wells during the March 2015 sampling event for volatile organic compounds by EPA Method 6200B. Concentrations of one or more BTEX constituents, naphthalene, isopropylbenzene, p-isopropylbenzene, n-propylbenzene, methyl chloride, 1,2,4-trimethylbenzene, and/or 1,3,5-trimethylbenzene that exceeded the maximum allowable concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-5R, MW-7R, MW-8R, MW-9, MW-17R, MW-18R, and MW- 21R. However, no contaminant concentrations exceeded the gross contaminant levels (GCLs). A Ground Water Quality Map based on data from the March 3, 2015 sampling event has been included as Figure 4. A summary of ground water sample analytical results is presented in Table 2. A complete laboratory report has been included as Appendix A. 4.0 CONCLUSIONS AND RECOMMENDATIONS  The average depth to ground water in the Type II monitoring wells during the March 2015 sampling event was 9.22 feet. Ground water flow was generally toward the south.  Concentrations of one or more BTEX constituents, naphthalene, isopropylbenzene, p- isopropylbenzene, n-propylbenzene, methyl chloride, 1,2,4-trimethylbenzene, and/or 1,3,5- trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-5R, MW-7R, MW-8R, MW-9, MW-17R, MW-18R and MW-21R. No contaminant concentrations exceeded the GCLs.  No GCL violations have been reported at the site since 2010. Therefore, the site risk should be reduced to low; and, no further action should be required. 5.0 LIMITATIONS This report has been prepared for the exclusive use of Sampson-Bladen Oil Company, Inc. for specific application to the referenced site in Columbus County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by the NCDENR and with resources adequate 3 only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
