The field activities for this project consisted of the sampling of existing monitor wells with the laboratory analyses of the collected groundwater samples. All activities were conducted in accordance with the NCDEQ guidelines and the requirements of 15A NCAC 2L .0115. Free Product: Free product has not been observed at the site. 2. Contaminant Mass: Based on the soil & groundwater data from the original CSA with subsequent placement of final wells at the site in August 2014, the estimated baseline total contaminant mass at this site during initial investigations is 194 lbs of total petroleum mass, which includes an estimated 32.5 lbs of petroleum dissolved into the aqueous phase at this site. The latest groundwater monitoring event conducted on January 29, 2021 indicates that an estimated 1.15 lbs of petroleum contaminant mass remains dissolved in groundwater at the site based on analytical data. Current data indicates a 96.5% contaminant decrease in dissolved aqueous phase petroleum mass has occurred at the site compared to the original CSA total dissolved mass, due to natural processes and nutrient sock installation. 3. Extent of Dissolved Groundwater Contamination: The plume of dissolved groundwater contamination appears to be reducing significantly in downgradient areas of this site with the addition of nutrient socks, and as a result of abatement soil excavation activities, based on the historical data for the site. Historically, the plume appears to be originating from the gasoline UST basin. Data from the 2014 baseline sampling event indicated that the dissolved plume above 2L Standards had migrated 220’ from the UST source area. Currently, 2L Violations are present at relatively low levels compared to the 2L & GCL Standards, with a plume reduced to 50’ from the source in the downgradient direction. 5. Based on the local public water supply well, Lowest MSCC standards may apply for this site. Approximately 1806 tons of petroleum contaminated soils were excavated and disposed of from around the USTs and dispenser islands during IAA excavation activities. 6. Remedial Action Plan: No CAP has been developed for this site. The NCDEQ Wilmington Regional Office has approved the experimental use of nutrient and absorbent socks at this site to evaluate their effectiveness on contaminant reduction at this site. Nutrient socks have been installed at this site on the following dates: March 18, 2017 (nutrient socks/MW-2,3,8,9,10) October 16, 2017 (nutrient/oxygenating socks/ MW-2,3,8,9,10) May 16, 2018 (nutrient/oxygenating socks/ MW-2,3,8,9,10) March 28, 2019 (nutrient socks/MW-2,3,8,9,10) January 29, 2021 (nutrient socks/MW-2,3,8,9,10) The available data suggests that these nutrient socks have been effective in reducing 6200B concentrations at this site, particularly in downgradient wells. The plume appears to be significantly reduced in size and concentrations since the socks have been introduced into the impacted wells at this site. Current plans for remedial action at this site include evaluation continued use of nutrient socks via semi-annual sampling to collect data for continued evaluation of the effectiveness of the use of nutrient socks on the reduction of petroleum constituents at this site. 7. Impacted Receptors: 3 private potable wells serve as a water supply well for residents located on Roberts Road. A public water supply well located downgradient of the release source at 6760 Hwy 70 has routinely failed to contain petroleum related compounds. Since this is an active water supply well, the site will retain its High Risk classification as long as this well is used to provide water supply to the tenants of this small strip shopping center. A drainage ditch on the east side of the NCDOT right-of-way may now or formerly intercepted the dissolved plume during high water table periods. This ditch has never been tested for impact from the UST release originating at the Handy House 3 site. Davis Industries, Inc. owned USTs which were operated at the Handy House 3 facility located at 6724 Hwy 70 in Newport, North Carolina. Figure 1 illustrates the location of this facility on the Newport Quadrangle U.S.G.S. Topo Map. This facility contains one permanent structure which was used as a convenience store. The site formerly contained (2) 6,000 gallon gasoline and (1) 4,000 gallon gasoline UST which were last used at this facility in June, 2012. The locations of the USTs and the site layout are illustrated on Figure 4. A release from the UST system was suspected on 3/6/13 and reported to NCDENR personnel based on elevated PID readings observed in soil samples collected from soils removed from around the USTs. This release was confirmed upon receipt of analytical results from soil samples collected during the tank closure activities conducted on 3/6-13/2013. In response to this release, J.M. Davis Industries, Inc. took immediate abatement measures at the site including excavation and proper disposal of accessible contaminated soils in the UST and dispenser island areas resulting in remediation of 1,806 tons of petroleum contaminated soils. Groundwater monitoring activities are ongoing at the site on a semi-annual basis. Table 1 contains the UST history for this site. The site and adjacent properties are used for commercial and residential purposes. Municipal water supply from the Town of Newport serves the site and is available to all properties within 1,500’; however, (4) active water supply wells are in use within 1,000’ of the release source originating at this facility. The NCDEQ Wilmington Regional should evaluate the information contained in this report to determine whether development of a CAP is warranted. 1.2 Scope of Services This Groundwater Monitoring Report contains documentation concerning the following activities which have been conducted at this facility: o Sampling of five monitor wells conducted by Henry Nemargut Engineering on January 29, 2021. o Removal of nutrient socks. o Laboratory analyses of groundwater samples conducted by Pace Analytical, Inc. of Huntersville, NC. Page - 2 2.0 Presentation of Current Site Assessment Information / Comparison to Historical Assessment Information 2.1 Historical Soil Assessment Information Soil samples were collected from the sidewalls of the remedial excavation during 2013 IAA activities. (4) soil borings (B1 through B4) advanced at the site during CSA soil assessment activities to depths of 4’ below grade in the approximate locations depicted on Figure 3 to assess the extent of non-excavatable soils beneath the canopy structure at this site. An estimated 60 square foot area was estimated during assessment to contain contaminated soil in the area of the UST basin. With an assumed thickness of 6’, that would represent approximately 20 tons of contaminated soils remain in place at the project site beneath the canopy structure. Based on the existence of local potable wells within 1,000’, Lowest MSCC standards should apply for soil cleanup standards for this site. Figure 3 illustrates the locations of the risk-based soil samples collected at the subject site and the estimated extent of soil contamination above lowest MSCCs, and Table 2 summarizes the laboratory results for the “Risk-Based” soil samples from 6724 Hwy 70 in Newport, NC. Laboratory analytical reports and the chain of custody records for the soil samples collected at the project site are contained in the IAA and CSA reports submitted for this site. Based on the limited time between the original soil sampling and the most recent groundwater sampling event, it is estimated that natural processes have not significantly reduced soil contaminant levels beyond the original estimate. Additional soil assessment activities would be required to formulate new soil mass contaminant calculation for the site. 2.2 Ground Water Flow Direction and Gradient In order to estimate the groundwater flow direction in the vicinity of the petroleum release, elevations of the monitor well casings were measured using surveying equipment. During the January 29, 2021 sampling event, static water levels were obtained from the monitor wells (see Table 3) and the data was used to compute a potentiometric surface map. Figure 6 illustrates the current potentiometric surface map as calculated based on the measurements obtained on January 29, 2021. Groundwater data and monitoring well information were also used to estimate the hydraulic gradient at the project site. Using the horizontal distance between the monitor wells and the static water levels, the groundwater was calculated to flow toward the north/northwest with a hydraulic gradient of approximately 0.0209 ft/ft. 2.3 Monitor Well Sampling and Analyses On January 29, 2021, (5) monitor wells were sampled for analyses utilizing Standard Method 6200B + oxygenates. Before collecting the samples, the monitor wells were Page - 3 purged by removing a minimum of three well volumes to ensure that the samples were representative of the actual groundwater conditions. The wells were developed using disposable plastic bailers suspended with unused nylon string. All samples were placed in laboratory supplied glassware, labeled with sample location, analysis to be performed, time, date and sampler's name. The sample jars were then immediately placed in a cooler, chilled with ice to approximately 4oC in preparation of transportation to an analytical laboratory utilizing EPA approved chain-of-custody procedures. Laboratory analytical results indicate the presence of (2) 6200B compounds groups above the current listed 2L Standards in monitor wells MW-3 only. 1,2,4-Trimethylbenzene was detected at a maximum concentration of 630 ug/l in MW-3, above its 2L standard of 400 ug/l but below its GCL of 28,500 ug/l. No GCL violations were noted at the site. Naphthalene was detected at a maximum concentration of 251 ug/l in monitoring well MW-3. Total 6200B compounds were noted in MW-3 at a maximum concentration of 1,666 ug/l. No oxygenates were detected at the site. Table 4 summarizes the laboratory analytical results, and Appendix A contains a copy of the laboratory analytical report and chain of custody records. Figure 7 contains a naphthalene iso-concentration map and Figure 8 contains a 1,2,4-Trimethylbenzene iso-concentration map. Figures 9 and Figure 10 contain current and baseline total 6200B isoconcentration maps which were prepared for total dissolved constituent groundwater contaminant mass calculations. 2.4 Supply Well Sampling and Analyses On January 29, 2021, the supply well at the Elaine Honeycutt property (SW-3) was sampled for analyses utilizing Standard Method 6200B. Before sampling, the supply well was purged by pumping from the wells for approximately 5 minutes to ensure that the samples were representative of the actual groundwater conditions. After pumping, the flowrate was reduced for collection of samples. The sample from SW-3 was obtained from the spigot closest to the supply well. All samples were placed in laboratory supplied glassware, labeled with sample location, analysis to be performed, time, date and sampler's name. The sample jars were then immediately placed in a cooler, chilled with ice to approximately 4oC in preparation of transportation to an analytical laboratory utilizing EPA approved chain-of-custody procedures. Laboratory analytical results failed to indicate the presence of any 6200B compounds above laboratory detection limits in the Honeycutt supply well sample. Appendix A contains a copy of the laboratory analytical report and chain of custody records. 2.5 Regional / Site Geology and Hydrogeology The site is situated in the Coastal Plain Physiographic Province. According to the Geological Map of North Carolina local geology of the region consists of surficial deposits, undivided, including sand, clay, gravel and peat deposited in marine, fluvial, Page - 4 eolian, and lacustrine environments. Bedrock was not encountered to a depth of 68 feet below surface which was the maximum depth explored during the subsurface investigation. Three single well rising head tests or "slug tests" were performed on MW-3, MW-7 and MW-9 to determine the saturated hydraulic conductivity of the water table aquifer. The method of Bouwer and Rice (Bouwer and Rice, 1989, 1976) was chosen to reduce the slug test data. A computer program developed by the Geraghty & Miller Modeling Group named AQTESOLV was used to estimate the aquifer parameters. Results of the slug tests indicated a hydraulic conductivity of 6.501 x10-3 feet/minute for MW-3, 2.221 x 10-3 feet/minute for MW-7, and 4.08 x 10-3 feet/minute for MW-9. The results from MW-3, MW-7 and MW-9 are consistent with published values for silty sand and fine clean sand (Freeze & Cherry, 1979). 2.6 Plume Development The monitoring well network at this release site was installed between June, 2013 and August, 2014. In prior sampling events conducted at the site, contaminants have been reported above 2L Standards in on-site and off-site monitoring wells. The contaminant concentrations in source area wells MW-1 and MW-2, where soils were excavated, have continually decreased throughout the monitoring history for this site. Down-gradient wells at the site generally showed a decrease to a historically low concentrations during the October 16, 2017 sampling event. This decrease may have in part been related to pit dewatering conducted by the Town of Newport in the DOT right-of-way during installation of underground sewer lines during 1st quarter 2017. Several wells were lost or destroyed on adjacent properties and in the NC-DOT right-of-way by the Town of Newport in 2017. Additional wells have been lost due to construction activities on off- site properties. The current reduced monitoring well network is illustrated on Figure 5. The latest groundwater monitoring event conducted on January 29, 2021 indicates that an estimated 1.15 lbs of petroleum contaminant mass remains dissolved in groundwater at the site based on analytical data. Current data indicates a 96.5% contaminant decrease in dissolved aqueous phase petroleum mass has occurred at the site compared to the August 2014 baseline total dissolved mass, due to natural processes and nutrient sock installation. Both the size and concentration of the dissolved constituent plume at this site has decreased significantly over the history of this site. Historical groundwater data are summarized on Table 7, which includes groundwater elevation data. Table 6 contains contaminant mass calculations. 3.0 Monitored Natural Attenuation 3.1 Natural Source Zone Depletion Status Historically, 2L violations for 10 compounds/compound groups have been observed in groundwater monitoring activities conducted since March 11, 2015. The groundwater contaminant plume in August, 2014 appeared to have migrated to the north/northwest to a Page - 5 distance of 220’ from the UST source area; however, based on the results of the January 29, 2021 groundwater sampling event, it appears that the groundwater contaminant plume has been reduced to a down-gradient distance of 50’. Targeted petroleum concentrations detected in the groundwater samples collected from within the plume over that time period appear to be significantly reduced based on available data. Based on current analytical data, it appears that natural processes are remediating the dissolved contaminant plume at this site originating from the UST source area. Estimates based on the analytical data available for this site indicate that dissolved contaminant mass has decreased by 96.5% over the monitoring history of this site. 4.0 Conclusions 4.1 General Summary A Groundwater Monitoring event at Handy House 3 located at 6724 Hwy 70 in Wilmington, NC has been completed. From a review of all information gathered during this monitoring project, Henry Nemargut Engineering makes the following conclusions: o Laboratory analytical results indicate the presence of (2) 6200B compounds groups above the current listed 2L Standards in monitor wells MW-3 only. 1,2,4-Trimethylbenzene was detected at a maximum concentration of 630 ug/l in MW-3, above its 2L standard of 400 ug/l but below its GCL of 28,500 ug/l. No GCL violations were noted at the site. Naphthalene was detected at a maximum concentration of 251 ug/l in monitoring well MW-3. Total 6200B compounds were noted in MW-3 at a maximum concentration of 1,666 ug/l. No oxygenates were detected at the site. o Nutrient socks were removed during this sampling event and not replaced. o One nearby in-use water supply well (Honeycutt property - SW-3) was sampled on January 29, 2021. Laboratory analytical results failed to indicate the presence of any 6200B compounds above laboratory detection limits in the Honeycutt supply well sample. o Based on current analytical data, it appears that natural processes are remediating the dissolved contaminant plume at this site originating from the UST source area. The latest groundwater monitoring event conducted on January 29, 2021 indicates that an estimated 1.15 lbs of petroleum contaminant mass remains dissolved in groundwater at the site based on current analytical data. Current data indicates a 96.5% contaminant decrease in dissolved aqueous phase petroleum mass has occurred at the site compared to the August, 2014 baseline total dissolved mass, due to natural processes and nutrient sock installation. Page - 6 4.2 Recommendations Based on information obtained during this sampling event, Henry Nemargut Engineering Services makes the following recommendations for this site: o Semi-annual sampling should be continued with results used to evaluate the effectiveness of past nutrient sock addition on groundwater contaminant level reduction compared to natural processes alone with no nutrient sock additions. Oxygenates should not be analyzed during future sampling events to reduce project costs since none were detected at this site. o The NCDEQ should determine whether any replacement monitoring wells are warranted since all leading edge monitoring wells were destroyed by others from site development and construction on downgradient properties. Additionally, the data obtained from the samples would be interpreted as meaningful with respect to the parameters indicated in the laboratory reports.
