(Wood) is pleased to provide Franklin Baking Company, LLC with this report for well replacement and groundwater monitoring at the former Franklin Baking Sunbeam Terminal (Site). The subject property is located at 410 S. JK Powell Blvd, Whiteville, North Carolina (Figure 1). The owner/operator of the closed underground storage tank (UST) system is Franklin Baking Company, LLC. The UST system was closed by removal in 1994. This site is listed in the North Carolina Department of Environmental Quality (NCDEQ) files as Incident No.13072. 2.0 BACKGROUND The Site is in the city limits of Whiteville, NC on US Highway 701 South with a mailing address of 410 S. JK Blvd in Whiteville, North Carolina (Figures 1). The Site was formerly used as a baked products distribution depot facility. The Site is currently used as a community outreach non-profit facility known as the Islamic Center of Columbus County. The release of petroleum resulted from a former 1,000-gallon gasoline UST system reportedly used for fueling company trucks. The layout of the Site and area of the former 1,000-gallon UST is illustrated on Figure 2. Franklin Bakery LLC received NCDEQ’s Notice of Regulatory Requirements (NORR) dated May 6, 2021. The NORR indicated that the site is eligible for NC Trust Fund reimbursement in accordance with the program guidelines. The NORR specifically requested an updated groundwater monitoring event and a receptor survey. Wood responded to the NCDEQ’s Notice of Regulatory Requirements (NORR) dated May 6, 2021 with a Groundwater Monitoring and Receptors Survey Report dated September 21, 2021. In the September 2021 report, Wood reviewed the NCDEQ’s online files for the subject site to better understand the environmental site history and the number of monitoring wells and monitoring requirements. This site formerly contained one 1,000-gallon gasoline UST system that had a fuel release discovered in 1994. According to the files the UST system was closed by removal and the site has been through a site investigation with a corrective action plan in place. The site was investigated by previous consultants in the 1990’s through the Comprehensive Site Assessment process under the NCDEQ UST Program. Subsequent soil remediation by excavation was completed, and the groundwater was monitored until 2003. As part of the Groundwater Monitoring and Receptor Survey Report by Wood and dated September 21, 2021, Wood completed a receptor survey of the area meeting the NCDEQ’s guidance (this includes a water supply well search within a radius of 1,500 feet of the site), water level gauging and sampling of groundwater from five groundwater monitoring wells located on the subject property, and analysis of the samples for volatile organic compounds (VOC’s) and MADEP Volatile Petroleum Hydrocarbons (VPH). The NCDEQ responded to the report with a Notice of Regulatory Requirements (NORR) dated October 5, 2021 in which the NCDEQ requested two replacement wells to be installed downgradient of the plume and additional sampling of four monitoring wells. Wood installed the two additional monitoring wells and completed a sampling event on February 15, 2022. Following review of the monitoring report, on April 12, 2022, NCDEQ requested an additional semi-annual groundwater sampling event to be completed. Per NCDEQ, sampling of only Standard Method of 6200 was required. It was also noted that a commercial gasoline station is located on a property adjacent to the south of the subject site. The gasoline station has a separate property owner and appears to be a direct downgradient direction of the subject site. The gasoline station has had a documented release of petroleum product impacting soil and groundwater. 3.0 SCOPE OF WORK In a letter dated April 12, 2022, NCDEQ requested an additional semi-annual sampling event. This was completed in August 2022. The following scope of work was completed: • Preparation of Trust Fund preapproval documents and reimbursement package for cost recovery • Water level gauging from MW-1, MW-2, MW-3, MW-5, MW-6, MW-7R2002, MW-8R, and MW-8R2022 located on the subject property • Groundwater sampling of groundwater from five groundwater monitoring wells (MW-1, MW-2, MW-3, MW-5, MW-6, MW-7R2022, MW-8R, and MW-8R2022) located on the subject property • Analysis of the samples for volatile organic compounds (VOC’s) via Standard Method 6200. • Provide a report including the information, results, and conclusions from the above tasks. Wood performed the scope of work in accordance with the Guidelines for Assessment and Corrective Action for UST Releases, July 15, 2008, Version, Change 3, Effective December 2013. This report provides the summary of the results of groundwater monitoring associated with a former UST system at the subject site. 4.0 SITE GEOLOGY AND HYDROGEOLOGY The Site is located in Whiteville, Columbus County North Carolina, and is within the Coastal Plain physiographic and geologic province. The site is an area of surficial undifferentiated deposits of fluvial sands, silts, clays and gravel often grading upwards into fine sands and silts. The underlying Peedee Formation often consist of sand, clayey sand, and clay, greenish gray to olive black, massive, glauconitic, locally fossiliferous and calcareous. Patches of sandy molluscan-mold limestone can be present in the upper part. Topographically, the Site is located at an elevation of approximately 70 feet (NGVD). The general topographic slope is towards the south. Based on previous site soil borings and groundwater monitoring wells, the depth to groundwater appears to range from approximately 4-5 feet bgs. The direction of groundwater flow was shown to be to the south in prior assessment reports which is relatively consistent with the topographic gradient. 5.0 GROUNDWATER MONITORING EVENT Prior to initiating field activities, a site-specific Health and Safety Plan (HASP) was prepared for the project. The HASP was reviewed and signed by field personnel and maintained on-site during completion of field activities. 5.1 Groundwater Sampling On August 31, 2022, Wood collected groundwater samples from eight monitoring wells: MW-1, MW-2, MW-3, MW-5, MW-6, MW-7R2022, MW-8R, and MW-8R2022. Groundwater samples from monitoring wells were collected using a peristaltic pump with dedicated tubing, following sampling guidance consistent with the NCDEQ and USEPA guidelines. Each groundwater monitoring well was gauged using a decontaminated water level indicator to measure the static water level. While purging each well a peristaltic pump was used to monitor the geochemical parameters including conductivity, pH, temperature, and oxidation reduction using a field calibrated meter and recorded on field data sheets. Once the geochemical parameters stabilized the groundwater samples were collected. Groundwater samples were collected via dedicated tubing into laboratory-supplied containers, chilled, and shipped to Pace Analytical Services, Inc., an NCDEQ-certified laboratory, under chain-of-custody protocol. Purge water was discharged to the ground surface near each well. Each groundwater sample was analyzed for VOCs by EPA Method 6200per NCDEQ guidance in a letter dated April 12, 2022. 5.2 Groundwater Gradient On August 31, 2022, Wood collected groundwater elevations form MW-1, MW-2, MW-3, MW-5, MW-6, MW-7R2022, MW-8R, and MW-8R2022 using a decontaminated water level indicator to measure the static water level. Groundwater elevations are provided on Figure 3. The water level data collected suggested flow overall is likely to the south. The previous monitoring and assessment reports prepared by others consistently indicated a general groundwater flow to the south and that is also consistent with the topography. 5.3 Groundwater Analytical Results Groundwater analytical results are summarized in Table 2. The laboratory analytical reports are included in Appendix A. The laboratory data that exceeded NC 15A NCAC 2L .0202 Groundwater Standard (Groundwater Standards) is summarized on Figure 4. Samples from four monitoring wells, MW-1, MW-2, MW-3, and MW-5 exceeded NC Groundwater Standards. For the groundwater sample collected from monitoring well MW-1, benzene, naphthalene, and N-Propylbenzene exceeded their respective NC Groundwater Standards. For the sample from well MW-2, benzene exceeded their respective NC Groundwater Standards. For the sample from well MW-3, benzene, naphthalene, N-Propylbenzene, and 1,2,4-trimethylbenzene exceeded their respective NC Groundwater Standards. For sample from well MW-5, benzene exceeded their respective NC Groundwater Standards. 6.0 CONCLUSIONS AND RECOMMENDATIONS Wood has completed this groundwater assessment in response to the North Carolina Department of Environmental Quality (NCDEQ’s) Notice of Regulatory Requirements (NORR) dated October 5, 2021. As such the following conclusions can be made. • Based on groundwater elevation data collected from the monitoring wells and previous reports, groundwater flows to the south. There is a separate gasoline station immediately south of the Franklin Baking site. • Samples from four monitoring wells MW-1, MW-2, MW-3 and MW-5 exceeded Groundwater Standards. • For the groundwater sample collected from monitoring well MW-1 benzene, naphthalene, and N-Propylbenzene exceeded their respective standards. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description J The identification of the analyte is acceptable; the reported value is an estimate.
