Monitoring and reporting is being performed in accordance with the MCAS Cherry Point UST Closure and Management Program adopted by MCAS Cherry Point Environmental Affairs Department. A listing of sites for which sampling results are included in this Periodic Monitoring Report is presented in Table I and locations of these sites are shown on Figure I and Figure II. This Periodic Monitoring Report is designed such that all data and information pertaining to any individual site is contained entirely within one section of the report and each section is devoted entirely to one site. Therefore, each section serves as a stand-alone monitoring report for the respective site. Each section begins with an Executive Summary which provides information about location, monitoring, groundwater hydraulics, free-phase product plumes, dissolved- phase plumes, potential receptors, and remediation at the site. Each Executive Summary is supported by several site-specific tables and figures. Product thicknesses ranged from 0.02 feet in well 41PR217 and 41PR220 to 0.12 feet in well 41PR214. See Table 4.1. Plume Size and Location: See Figure 4.1. Free Product Removed from Site This Period: Approximately 1.5 gallons. Significant Changes from Previously Reported Data: Overall a reduction in the extent and thickness of free-phase product has been observed in the areas which were remediated by surfactant/recirculation activities. Past Evidence of Vapors?: No Significant Changes from Previously Reported Data?: None 4.8 REMEDIATION Status: Conceptual Site Model will be utilized to evaluate remediation alternatives. Type: Previously Surfactant Recirculation and AFVR Progress: Completed four rounds of surfactant recirculation Construction Contractor: CATLIN/ETEC (Surfactant Recirculation System) Operating Contractor: ITMS/GES 4.9 OBSERVATIONS AND COMMENTS Historical: In late 2010/early 2011, CATLIN recommended surfactant injection/extraction recirculation to remove the remaining free-phase product at the site. Injection permitting discussions prompted a meeting with the NCDEQ UIC Injection Branch, to discuss the possibility of a Base Wide re-circulation permit for MCAS Cherry Point. Further evaluations and discussions prompted CATLIN to recommend a series of surfactant recirculation events on site, utilizing a mobile surfactant injection/recirculation trailer unit. A demonstration of the mobile trailer unit was performed by a private vendor on May 13th, 2011. In August 2011, CATLIN developed and Cherry Point EAD submitted the CAPA report to the Washington Regional office of NCDEQ for the surfactant recirculation events to be implemented at the subject site. The CAPA was approved by NCDEQ on November 16, 2011. In January 2012, a Base-Wide Non-Discharge permit with Building 1083 Site Specific Attachments was MCAS Cherry Point FY-21; 221001VOL1.RPT47 CATLIN Engineers and Scientists CATLIN Project No. 221001 August 2021 submitted to NCDEQ UIC Branch. The permit was issued on April 6, 2012. CATLIN prepared and submitted a Workplan in July 2012 and MCAS ordered the mobile trailer system. The mobile surfactant trailer for MCAS Cherry Point was delivered in early August 2012. In late July/early August 2012, CATLIN installed 18 additional recovery wells to be used in the surfactant recirculation activities at three areas on-site (Area A, B and C). All additional recovery wells were installed prior to the mobile surfactant injection/recirculation system start-up. Field activities began in August 2012 and one round of surfactant recirculation and nutrient injection was completed at Areas A, B, and C by November 2012. From early January 2013 through early March 2013 a second round of surfactant recirculation and nutrient injection was completed at Areas A, B, and C. Gauging data collected from March 2013 through May 2013 revealed free-phase product reappeared at Areas A and B. As free-phase product remained at Areas A and B as of June 2013, a third round of surfactant recirculation and nutrient injection was completed at Areas A and B from July 2013 through October 2013. Gauging data from the First Semester 2014 revealed that minor amounts of free- phase product remained at two areas (Area A and B); therefore, an additional surfactant recirculation event was recommended. Also, AFVR events were conducted in May 2014 at the areas of “outlying” free-phase product (i.e. beyond the limits of Areas A, B and C) at wells 41GW05, 41GW43, 41PR68 and 41PR83. However, no measureable thickness of free-phase product was recorded from any of these wells during the AFVR events. Gauging data from the Second Semester 2014 indicated that free-phase product thicknesses rebounded slightly at two areas (Area A and B) since the last surfactant recirculation event; therefore, an additional surfactant recirculation event was planned for the Spring/Summer of 2015. Also, an additional AFVR event was conducted in October 2014 at well 41PR83 which was calculated to have recovered less than a hundredth of a gallon of free-phase product. In addition, in December 2014 monitoring wells 41GW02 and 41GW03 (Area A) were removed and replaced with four-inch diameter wells 41GW02R and 41GW03R which should enhance surfactant recirculation/recovery at these locations during the planned, upcoming activities. The fourth round of surfactant recirculation at Area A commenced on May 5, 2015 and was completed on May 19, 2015. Surfactant recirculation activities began at Area B in early June 2015; however, due to a construction project in the vicinity of Area B the surfactant recirculation activities had to be suspended. The construction project was completed and the surfactant recirculation activities were restarted in this area in mid-July 2015. The surfactant recirculation activities were completed at Area B in mid-November 2015. Gauging data from the Second Semester 2015 revealed that free-phase product rebounded at one well at Area A and three wells at Area B revealed free-phase product in November and December 2015. Quarterly groundwater sampling events were conducted in February 2016 and May 2016 in accordance with the Non-Discharge Permit associated with the surfactant recirculation project at the subject site. The results from these MCAS Cherry Point FY-21; 221001VOL1.RPT47 CATLIN Engineers and Scientists CATLIN Project No. 221001 August 2021 sampling events (and review of historical sampling events over the past five years) indicated that dissolved-phase contaminant concentrations remained relatively unchanged and the dissolved-phase plume is generally stable and not migrating. However, residual free-phase product continued to persist at the subject site and additional surfactant recirculation events are not planned at this time. Residual free-phase product continued to persist at the subject site based on gauging data from the Second Semester 2016. A project to fully delineate the extent of residual free-phase product and dissolved-phase groundwater contamination started in August 2016 and was completed in May 2017. As part of this project all on-site monitoring wells (approximately 100) were sampled for Naphthalene in August 2016. The results of this sampling indicated that the dissolved-phase Naphthalene plume was generally delineated. The data also indicated that the highest Naphthalene concentration was 428 ug/L which was above the 2L GWQS of 6 ug/L but well below the GCL of 6,000 ug/L. As part of the above-stated delineation project 23 borings and temporary wells were installed, gauged and sampled during March through May 2017. The results from the sampling of the temporary wells were used in conjunction with the August 2016 site-wide Naphthalene data to fully delineate the dissolved- phase plume. Also, select on-site wells were sampled in February 2017 and these results were comparable to the August 2016 analytical results. The borings/temporary wells were also used to delineate the extent of the residual free-phase product at the subject site. All of the data collected from the above- stated project was utilized to develop an updated Conceptual Site Model for the site which was completed in May 2017. Based on the updated Conceptual Site Model it was determined that a petroleum vapor intrusion investigation was necessary. The above-stated vapor intrusion investigation was conducted in November 2017 which consisted of exterior shallow and deep soil gas sampling. The results from the November 2017 soil gas sampling event revealed detections of certain petroleum constituents; however, due to elevated laboratory detection limits for some of the petroleum constituents and other site issues it was decided that a second phase of exterior soil gas sampling was necessary. Also, select on-site wells were sampled in August 2017 and these results were comparable to the February 2017 analytical results. The dissolved-phase contaminant concentrations were fairly consistent (i.e. no significant increases or decreases) and the plumes were generally stable. The above-stated, second phase of exterior soil gas sampling was conducted in the First Semester 2018 to confirm and verify the results of the first phase of exterior soil gas sampling. The results from the January 2018 sampling event revealed that no compounds were above the NCDEQ Residential Vapor Intrusion Screening Levels. Therefore, no additional vapor intrusion investigation was proposed at this time. A statistical review of the analytical results of the past five years indicated that contaminant concentrations were generally stable. Therefore, based on the large volume of historical data documenting this stable trend, it was recommended that the sampling frequency for the subject site be reduced from semi-annual to annual. Select on-site wells were sampled again in the First Semester 2020 (March 2020) and these results were consistent with the historical analytical data. A statistical review of the historical analytical results indicated that contaminant concentrations were generally decreasing or stable and the plumes were not migrating. The recommendation to modify the sampling frequency to annual was approved by the NCDEQ WaRO on June 9, 2020 via email. Therefore, select on-site wells were planned for sampling again in November 2020. The analytical results from the Second Semester 2020 (November 2020) groundwater sampling event indicated data consistent with the historical analytical results. A statistical review of the historical analytical results indicates that contaminant concentrations were generally decreasing or stable and the plumes were not migrating. Current: The main regulatory driver at the subject site is the remaining, residual free-phase product. During the First Semester 2021 in-well, product thicknesses have ranged from 0.01 feet to 0.12 feet. There has been a slight increase in the in-well, product thickness during the First Semester 2021 from the last semester which may be attributable to the groundwater table fluctuating approximately four feet over the past six months. During the winter months (January, February and March) the water table dropped due to a lack of rain and then rose significantly in the spring (April, May and June) due to large amounts of rain. The above-stated updated Conceptual Site Model will be utilized to develop a revised remediation plan for the remaining, residual free-phase product. Ultimately, a more aggressive remediation approach (such as excavation) may be implemented to address the residual free-phase product at the subject site. In the interim, passive recovery and/or AFVR events may be conducted to MCAS Cherry Point FY-21; 221001VOL1.RPT47 CATLIN Engineers and Scientists CATLIN Project No. 221001 August 2021 recover free-phase product. Also, the next annual groundwater sampling event is planned for November 2021.
