STATUS OF PERMIT:
In 1973. Landfill operations began in Phase 1 on this property. Facility Permit 51-03 is a combination of facility permits
5 1 -01 and 51-02.
Permit to Construct Johnston County MSW Landfill, Phase 6 issued May 8, 2020.
Permit to Operate 5103-MSWLF Phase 4A and 5103-CDLF Area 2 Cells 1 and 2 issued May 8, 2020.
Permit for Closure for MSW Phases 1 through 4 and C&D Area 1 issued May 8, 2020.
Life of Site Permit for 5103-MSWLF and 5103-CDLF issued May 8, 2020 and will expire August 8, 2057.
Permit to Construct Johnston County MSW Landfill Phase 6 issued November 30, 2021.
Permit to Operate 5103-MSWLF Phase 4A, 5, and 6A and C&D Area 2, Cells 1 and 2 issued November 30, 2021.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
Facility Inspection
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Saturday from 8:00 am until 4:45 pm and closed on Sunday.
4. The permit, operations plan, waste screening, and training records were not reviewed during this inspection.
5. The perimeter roadways around the active MSWLF and closed CDLF are being properly maintained.
6. Permanent edge of waste (EOW) markers were observed around the active portion of the MSWLF and closed
CDLF.
Yard Waste
7. The yard waste was windrowed and being prepped for grinding. Mr. Beasley stated that the yard waste would be
ground in the next few months.
8. One small area of standing water was observed in the western portion of the yard waste area. Mr. Beasley stated
that the area will be graded to shed water. Continue to monitor and repair the yard waste area as needed.
Phase 4A MSWLF
9. An area with erosion rills and exposed waste was observed along the access roadway to the former borrow area.
Mr. Beasley contacted Ms. Thompson after the inspection and stated that the area had been repaired. Photographs
from before and after the repair were provided to the Section on March 31, 2023. Continue to monitor and repair
the areas of erosion as needed.
10. Additional vegetative growth was observed in the ditch along the former access road to the top of Phase 4A. No
leachate releases were observed. Continue to monitor and repair the area as needed throughout the closure process.
11. Phases 1 through 4A have received authorization to close and are in the beginning stages of closure. Monthly
meetings have been scheduled to provide status updates during the process.
Phase 5 MSWLF
12. The slopes of Phase 5 have been covered. Grasses have begun to grow on the eastern side slope. Once the final
grade has been achieved on the western side slope, the area will be seeded.
13. Additional cover was being applied to the top of Phase 5 to meet slope requirements. The top will be seeded after
grading has been completed.
14. Some windblown waste was observed at the base of the western side slope. Mr. Beasley stated that workers were
actively picking up the windblown waste. Ensure that the windblown waste is picked up daily.
Phase 6 MSWLF
15. The working face of Phase 6 was small and compact. The working face was actively being covered during this
inspection.
16. One small area of standing water was observed near vehicle signage on Phase 6. Mr. Beasley provided the Section
with photographs of the repair. Continue to monitor and grade as needed so that water is shed from the active
cell.

Phase 4 Closure Meeting
16. The closure meeting provided a status update for the closure of Phases 1 through 4.
17. A roadway was being constructed through the former borrow area to the new borrow area for the closure soils. At
the time of this inspection, the land clearing waste from the borrow area was actively being burned. Mr. Beasley
stated that the contractor had obtained a burn permit but had not informed Permitting or Air Quality of the burning
on landfill property. In a follow-up phone call after the inspection, Ms. Thompson recommended that Mr. Beasley
contact Permitting and Air Quality to notify them of the burning.
