Hello Jeremy and Tom,
I wanted to update everyone to let you know that the caps have been placed back on the drainfield.
Please see the email below and the attached records from Figure 8 Island Club regarding the clean
out caps at the drainfield.
I have also requested sludge levels to be monitored in the septic tank and pump out records to
include the number of gallons pumped and where they are discharging the wastewater. I have only
been receiving the following reports from Figure 8 Island (from Tony Loreti with ECLP) which does
not show the amount of gallons pumped or where ECLP discharges the waste. Does DEQ require the
pumper to record this data? A condition of the Env. Health Operation Permit will require this, but I
am curious if they should always be recording this for DEQ records under the Solid Waste Section
and if it is possible for DEQ to request this information from this pumper, since Env. Health has been
unsuccessful in obtaining this information?

Hello Mr. Gushanas,
I wanted to inform you that for the past week, Environmental Health has documented on multiple
days, that both of the pressure manifold cleanout caps at the drainfield have been left off. There are
flies present and the grass is overgrown. Please advise why these caps were left off? These caps
need to be replaced as soon as possible. The fact that these pressure manifold caps have been left
off, is concerning and the drainfield needs to be monitored regularly for sewage surfacing. If this
continues, please move forward with a septic repair permit application as soon as possible. Please
note that the current system can only be repaired for up to 4200 gallons per day. Any proposed
sewage flow greater than this will require an Improvement Permit to expand/replace the existing
septic system.
Please send the latest water meter readings to Environmental Health. Please also include all pump
out records since November 8, 2022. The pump out records shall include the following: An on-site
record shall be maintained of all residuals removed from this facility. This record shall include the
name of the hauler, permit authorizing the disposal or a letter from a municipality agreeing to
accept the residuals, date the residuals were hauled, and volume of residuals removed.
The sludge and scum levels of the septic tank shall also be reported on the monthly maintenance
reports and are not being reported. Please advise how this will be addressed for the next reports
going forward.

Hello Robert,
I received your call and left you a message. I have attached a general Operation and Maintenance
Requirement guideline for large systems. All type IV and V septic systems require sludge and scum
levels to be measured during the ORC inspection at least twice a year and more often as needed.
The wastewater level in tanks needs to be measured monthly. This has never been shown on the
reports submitted and needs to be from now on. We are trying to establish patterns, usage, tanks
levels, etc. Even if you, as the ORC, is not taking the measurement, please have someone that can
perform this task do so with a sludge judge and measure the sludge and scum levels and wastewater
levels in the tanks.
Also, I am asking that The Figure Eight Island Club regularly provide the pump hauler reports which
need to include the gallons pumped from each tank and dates and times the tanks are pumped. This
will allow transparency with Figure Eight Island Club’s current practices and will help address the
issue as to where all the wastewater is going. This will also provide a clearer picture as to whether
the system is by definition “malfunctioning” based on the frequency of pumping. Per the State Rule
, 15A NCAC 18A .1961 MAINTENANCE OF SEWAGE SYSTEMS , “The system shall be considered to be
malfunctioning when it fails to meet one or more of the requirements below, either continuously or
intermittently, or if it is necessary to remove the contents of the tank(s) at a frequency greater than
once per month in order to satisfy the conditions of Parts (A), (B), or (C) of this Paragraph.”
15A NCAC 18A .1961 MAINTENANCE OF SEWAGE SYSTEMS
(a) Any person owning or controlling the property upon which a ground absorption sewage treatment and disposal
system is installed shall be responsible for the following items regarding the maintenance of the system:
(1) Ground absorption sewage treatment and disposal systems shall be operated and maintained to prevent
the following conditions:
(A) a discharge of sewage or effluent to the surface of the ground, the surface waters, or directly
into groundwater at any time; or
(B) a back-up of sewage or effluent into the facility, building drains, collection system, or
freeboard volume of the tanks; or
(C) a free liquid surface within three inches of finished grade over the nitrification trench for two
or more observations made not less than 24 hours apart. Observations shall be made greater
than 24 hours after a rainfall event.

I received your message regarding the gallons per inch for the tanks located at Figure Eight Club. I
have attached the tank plan.
Please see below:
Volume (FT2))= L x W X D 12 FTx 6 FT X 6.5 FT = 468 FT2
Volume (gallons) = Volume x 7.5 gal/ft2 = 468 FT2 x 7.5 gal/ft2 = 3510 gallons
Gallons per inch = Gallons / liquid depth (inches) = 3510 gallons/(6.5 FT x 12 in/ft) = 3510
gallons/42.25 in/ft = 83.08 gallons per inch
I hope this helps you be able to calculate drawdowns from this point forward for your inspection
reports.

Thank you for your report and hope you are doing well. I would like to see additional detail on your
Figure Eight Island Club report in the future to include the following information:
Comments regarding the status of the system, e.g. which laterals are shut off and which laterals are
surfacing out of the 14 laterals.
Site Vegetation
Dose volume set
Gallons per inch for each tank
Draw down measurements and delivery and performance rate.
Please also provide pump out records by others (gallons pumped and dates for the septic, pump
tank and grease trap). Please direct this to the appropriate person, since this is not shown on the
report and sludge and scum levels are not being measured by you.
