PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. This facility has a Life of Site Permit that was issued April 10, 2017. Facility is required to submit an annual facility report on or before August 1 annually. 2. This facility is permitted to receive Municipal Solid Waste as defined in NCGS 130A — 290 (a)(18a). 3. This facility is secured by fences with locking gates. 4. Signs are posted on the fence before the scales with all required information. 5. The interior roadways are made of all-weather construction and well maintained. A street sweeper is used several times a week to clean the roadways. A smaller sweeper is utilized throughout the day to help pick up windblown waste. 6. The tipping floor is kept clean. 7. The leachate drains are kept clean and functioning properly. The leachate drains are connected directly to the sanitary sewer system. 8. Some building maintenance is needed. The metal siding above the trailer loading bay has been damage and the metal at the base of the southern wall of the transfer station has eroded. This was also identified in the October 2021 and September 2022 Inspection Reports. The repairs to the building should be completed as recommended in the Transfer Station Assessment Report. 9. The transfer station walls were covered with dirt and grime and are in need of cleaning. Mr. Parker stated that the walls would be cleaned again in April. Ensure that the transfer station is cleaned no less than twice per year. 10. Waste was observed within the transfer trailer loading bay. Mr. Parker stated that the waste is removed as needed throughout the day and at the end of the day. Wood paneling had been added to the southwestern to help direct waste into the transfer trailer loading bay and away from the damaged metal. Mr. Parker also stated that a request has been made to repair the metal chute plates and add a brush like feature to the chute to help reduce the waste in the transfer trailer loading bay Endure that the waste is removed from the transfer trailer bay at the end of each day and as needed throughout the day. 11. Windblown waste was observed throughout the transfer trailer bay and near the trailer staging area. Windblown waste was actively being picked up during this inspection. The facility also utilizes a sweeper machine to pick up windblown waste from the roadways and curbing. Ensure that any windblown waste is picked up around the facility and cleaned out of the transfer trailer loading bay daily. 12. No areas of standing water were observed during this inspection. 13.
