First Quarterly Landfill Gas Monitoring Report of 2023

Dear Mark:
LaBella Associates (LaBella) is submitting the attached methane monitoring results for Johns River
Landfill, Permit Number 12-03. The 2023 first quarter landfill gas monitoring event was performed
on March 21, 2023. During this event, gas probes GP-1S, GP-1D, GP-2S, GP-21, GP-2D, GP-4, GP-5,
GP-6, GP-7, and GP-8 were monitored in accordance with the facility's Landfill Gas Monitoring Plan.
The gas vents in the old C&D-over-MSW waste unit (GV-1 through GV-7) were also monitored.
The facility buildings, including the scale house (GMP-1), the shop (GMP-2), the office (GMP-3), the
shed (GMP-4), the shooting range (GMP-13), and the Recycling Center (GMP-14) were also monitored
on March 21, 2023, as were ambient air monitoring points GMP-5 through GMP-12. The locations of
the gas probes and monitoring points are depicted in Drawing 1. The monitoring data for the gas
probes and buildings are summarized in the attached Landfill Gas Monitoring Data Forms.
Methane was detected above the lower explosive limit (LEL) in gas probes GP-2S, GP-21, and GP-2D.
Methane was initially detected above the LEL in GP-4, but at the time the Gas Extraction Unit (GEU)
was down. After the GEU was restarted, the methane concentration in GP-4 dropped to below the
LEL. Methane was not detected above the LEL in any other probes or ambient air locations, and
methane was not detected above 25% of the LEL in any of the buildings. Methane detections and
exceedances are summarized in Table 1 and Table 2, respectively.
Gas probes GP-2S, GP-21, and GP-2D are a nested set located in close proximity to waste in the old
C&D-over-MSW landfill and are not considered boundary probes. Similarly, GP-4 is located between
the old and new landfills and is not considered a boundary probe.
Hydrogen sulfide was not detected in any of the probes, monitoring points, or structures; however, it
was detected in gas vents GV-1 through GV-7. Hydrogen sulfide concentrations in the gas vents
ranged from 3.0 to 49.0 ppm. These are potentially dangerous concentrations of hydrogen sulfide,
so precautions should be taken by any person working near the vents.
If you wish, we can forward a copy of this report to Jaclynne Drummond with the NCDEQ Solid Waste
Section; however, since there are no exceedances in boundary probes or structures, this is not
required. A copy of this report should be maintained in the facility's records.
