Combined with 2803-CDLF-1995. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 6 ADDITIONAL COMMENTS: 01 - Life of Site Permit was issued 2/20/2017 as a combined permit with facility #2803- CDLF. 02 - Facility has required signage. Locking gates and fencing for security. 03 - Need to add contractor/operator & contact numbers (Republic/Stella Enviro.) 15A NCAC 13B .0405 OPERATIONAL REQUIREMENTS: (e) (4). 04 - Republic Services contracts this facility, the operations and the hauling are sub-contracted to Stella Environmental. 05 - Interior roads are of all-weather construction and well maintained. 06 - 1 leaking trailer #134 in the loading bay in need of repair. Attached I a picture of the leaking trailer. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 6 07 - Facility has plenty of empty trailers for incoming waste. 08 - Tipping floor looked fairly good during operating hours. 09 - Be sure to keep the loading bay free and clear of excess waste. 10 – Items are being screened out of loads and taken to the proper waste areas. 11 - Screening records are up to date. 12 - The windblown trash during this inspection was at a minimal. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 4 of 6 13 - The required pressure washing of the tipping floor was documented on a calendar. May want to consider making a form to keep in the records book. 14 - Overall the staff at this Transfer Station appears to be doing a good job. 15 - Certified Transfer Station Operations Specialist: Michael Chesson, expires 7/24/24, (Stella), Jonathan Hill, expires 8/18/2025 (Stella), Devin Spencer, expires 8/18/25 (Stella) and Dare County has several Certified Transfer Station Specialist onsite that are not listed. 16 - The tipping floor has fire extinguishers and a high volume fire hose to combat any fire that may occur. 17 – The required 8 hours of annual training was available. BE SURE TO FOLLOW THE REQUIREMENTS OF TRAINING ON THE PERMIT AND THE OPERATIONS PLAN.
