GRI Project No. 2911 ii EXECUTIVE SUMMARY Ethco Service Station is located at 34970 US Highway 264 in Engelhard, Hyde County, North Carolina. The site is currently owned by Tom Cat Capital, LLC and is operated by Ethco Service Station as a petroleum retail facility, automotive service center, bulk petroleum storage and convenience store. On June 21, 1994, a release was confirmed during the closure of a former UST system. Incident Number 12709 was issued for the release. A release was confirmed on April 8, 2019, upon receipt of the laboratory report for soil samples collected during the March 2019 UST closure activities. One 12,000-gallon gasoline UST was removed from the site on March 27, 2019. A former UST system consisting of one 1,000-gallon diesel, one 1,000-gallon gasoline and two 2,000-gallon gasoline USTs was removed from the site in June 1994. The adjoining properties are a mixture of residential and commercial properties. According to the information determined during receptor survey activities, five water supply wells are located within 1,500 feet of the site. None of the water supply wells are currently active or located within 250 feet of the site. Municipal water is available to the site or surrounding properties. Far Creek Canal is located approximately 130 feet north of the site. A Comprehensive Site Assessment was completed in March 1999; a CSA Addendum was completed in March 2000. A Corrective Action Plan proposing natural attenuation supported by Aggressive Fluid-Vapor Recovery (AFVR) and/or High Vacuum Dual Phase Extraction (HVDPE) was submitted to NCDEQ on February 16, 2001. On January 6, 2020, four Type II monitoring wells and one recovery well were gauged, purged and sampled. No free product was observed in the monitoring wells prior to sampling. The Maximum Allowable Concentrations (MACs) as specified in T15A NCAC 2L.0202 were below the reported concentrations of individual BTEX constituents, MTBE, naphthalene, isopropylbenzene, n-propylbenzene, n-butylbenzene, IPE, 1,3,5-trimethylbenzene and/or 1,2,4-trimethylbenzene reported in the ground water samples collected from MW-1, MW-2, MW-7 and RW-1. All of the reported contaminant concentrations were below the Gross Contamination Levels. The 2B Surface Water Standards times a factor of ten were below the concentrations of benzene and/or toluene reported in the ground water samples collected from MW-1, MW-2, MW-7 and RW-1. The total contaminant mass at the site has decreased approximately 64.6% between the April 2010 and January 2020 sampling events. Based on the above information, the site risk classification should remain as Intermediate. Semi-annual ground water sampling activities should continue at the site. The next sampling event is tentatively scheduled for July 2020 and should include an evaluation of natural attenuation parameters. GRI Project No. 2911 1 1.0 SITE HISTORY AND CHARACTERIZATION Geological Resources, Inc. (GRI) presents the results of the January 2020 monitoring well installation and ground water sampling event at the Ethco Service Station site; located at 34970 US Highway 264 in Engelhard, Hyde County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 19-623, which was submitted to the North Carolina Department of Environmental Quality (NCDEQ) on November 20, 2019, and was approved as Task Authorization No. 12709-17 on November 25, 2019. NCDEQ correspondence associated with the incident is included as Appendix A. The site is currently owned by Tom Cat Capital, LLC and is operated by Ethco Service Station as a petroleum retail facility, automotive service center, bulk petroleum storage and convenience store. According to available information, one 12,000-gallon gasoline UST was removed from the site on March 27, 2019. A former UST system consisting of one 1,000-gallon diesel, one 1,000-gallon gasoline and two 2,000-gallon gasoline USTs was removed from the site in June 1994. Incident Number 12709 was issued by NCDEQ following the June 1994 UST closure. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: The site and surrounding area is a mixture of residential and commercial properties. The site contains one building and is primarily capped with concrete. The overall topography at the site is relatively flat. The closest surface water body is Far Creek Canal which is located approximately 130 feet north of the site. Thirteen Type II monitoring wells (MW-1 through MW-5, MW-7 through MW-13 and GMW-1), one Type III monitoring well (MWD-6) and one recovery well (RW-1) were installed at the site during previous ground water assessment and corrective action activities. On April 28, 2010, GRI personnel conducted a receptor survey at the site. Five water supply wells were identified within a 1,500-foot radius of the site. A Site Vicinity Map showing the adjacent properties has been included as Figure 2. A Site Map showing the locations of the monitoring wells and the structures on-site has been included as Figure 3. A Corrective Action Plan proposing natural attenuation remediation paired with Aggressive Fluid-Vapor Recovery (AFVR) and High Vacuum Dual Phase Extraction (HVDPE) events was completed in February 2001. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On January 6, 2020, four Type II monitoring wells (MW-1, MW-2, MW-7 and GMW-1) and one recovery well (RW-1) were gauged, purged and sampled. Depths to ground water in the Type II monitoring wells ranged 0.62 feet to 2.21 feet from the tops of well casings. Well construction and gauging information is presented in Table 5. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark with an assumed datum of 100.00 feet ranged from 98.15 to 99.38 feet. Based on this information, ground water flow direction is generally to the east. The horizontal hydraulic gradient across the site was approximately 0.03 feet per foot. MWD-6 was not gauged during the January gauging activities and therefore the vertical gradient was not calculated between paired wells MW-2 and MW-6. The Maximum Allowable Concentrations (MACs) as specified in T15A NCAC 2L.0202 were below the concentrations of individual BTEX constituents, MTBE, naphthalene, isopropylbenzene, n-propylbenzene, n-butylbenzene, IPE, 1,3,5-trimethylbenzene and/or 1,2,4-trimethylbenzene reported in the ground water samples collected from MW-1, MW-2, MW-7 and RW-1. All of the reported contaminant concentrations were below the Gross Contamination Levels. The 2B Surface Water Standards times a factor of ten were below the concentrations of benzene and/or toluene reported in the ground water samples collected from MW-1, MW-2, MW-7 and RW-1. A summary of the analytical results for ground water samples collected on January 6, 2020, is presented in Table 6. A Ground Water Quality Map based on the January 2020 data is included as Figure 5. A complete report of laboratory analyses of the ground water samples collected from the monitoring wells during the January 2020 sampling event has been included as Appendix B. The contaminant plume was divided into three areas (Areas 1, 2 and 3) based on the benzene concentrations during the April 2010 ground water sampling event. The total contaminant mass at the site has decreased by 64.6% at the site between April 2010 and January 2019. Please note, RW-1 was not sampled in April 2010. For the purpose of the contaminant mass calculations, the July 2019 results for RW-1 were used as an assumed value for the April 2010 sampling event. Please also note, MW-9 was not sampled in January 2020, therefore the July 2019 contaminate mass was used for Area 1 in the total contaminant mass reduction calculation for January 2020. Contaminant mass reduction calculations have been included as Appendix C. A map of the contaminant mass areas has been included as Figure 6. GRI Project No. 2911 4 The site is located in the Coastal Plain Physiographic Province of North Carolina. The water table has a seasonal high depth to water of approximately 1 to 4 feet below ground surface (bgs). Remediation milestones have not been established for the site. 3.0 FREE PRODUCT REMOVAL Free product has not been observed at the site during past sampling events. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS Although the February 2001 CAP proposed remediation using natural attenuation, a natural attenuation monitoring plan is not currently in place at the site. Natural attenuation parameters should be included in the next sampling event. 5.0 CONCLUSIONS  On January 6, 2020, four Type II monitoring wells and one recovery well were gauged, purged and sampled. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected.
