HomeMy WebLinkAboutWA-911_11890_CA_RPTS_20160210_MRP EXECUTIVE SUMMARY The former Red Apple Market #15 site is located at 1109 US Highway 64 East in Plymouth, Washington County, North Carolina. According to available information, two 550-gallon fuel oil, one 10,000-gallon gasoline, three 4,000-gallon gasoline, one 10,000-gallon diesel, and one 2,000-gallon kerosene underground storage tanks (USTs) were removed from the site in October 1993. Reportedly, a water supply well, which its use has yet to be determined by NCDEQ, is located approximately 750 feet north/northwest of the site. Municipal water is available to all properties within the site vicinity. No surface water bodies were identified within a 500-foot radius of the source area. On January 28, 2016, eleven Type II monitoring wells (MW-1 through MW-5, MW-7, MW-13 through MW-16 and MW -18) and one Type III monitoring well (MW-8) were gauged, purged and sampled. Concentrations of requested method constituents that exceeded the Maximum Allowable Concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-2, MW-3, MW-4, MW-13 and MW-14. GRI recommends that the use of the water supply well be determined by NCDEQ. Regardless of the use of the water supply well, the results of the March 14, 2014, Ground Water Monitoring and Fate & Transport Model Report indicate that the well is not considered to be at risk from this site. The site risk classification should be lowered to Low Risk and the incident should be closed with the completion of Notice of Residual Petroleum. A total of twenty-one Type II monitoring wells (MW-1 through MW-7 and MW-9 through MW-22) and one Type III monitoring well (MW-8) were installed at the site. Monitoring well MW-6 was found destroyed during previous ground water assessment and corrective action activities. A Corrective Action Plan, proposing natural attenuation, was approved for the site on November 30, 1998. The site is currently ranked as High risk due to the presence of a water supply well, which its use has yet to be determined by NCDEQ, located approximately 750 feet north/northwest of the site. Municipal water is available to all properties within the site vicinity. No surface water bodies were identified within a 500-foot radius of the source area. Previous activities were conducted by other consultants. Although Geological Resources, Inc. (GRI) cannot verify the accuracy of information obtained from previous reports, for the purposes of this report, it is assumed to be correct. Please refer to previous submittals for further historical information regarding the site. 2.0 CURRENT SITE ASSESSMENT This report presents the results of ground water assessment activities conducted on January 28, 2016, at the former Red Apple Market #15 site. The site is located at 1109 US Highway 64 East in Plymouth, Washington County, North Carolina (Figure 1). The activities were conducted in accordance with GRI proposal number 15-677, which was submitted to NCDEQ on October 30, 2015 and approved as Task Authorization No. 11890-022 on November 19, 2015. The purpose of the activities was to obtain current ground water quality data for the site. 3.0 GROUND WATER QUALITY On January 28, 2016, eleven Type II monitoring wells (MW-1 through MW-5, MW-7, MW-13 through MW-16, and MW -18) and one Type III monitoring well (MW-8) were gauged, purged and sampled. Please note, MW-12 and MW-19 were not accessible and MW-22 was not located, therefore, these wells 2 were not sampled. The depths to ground water in the Type II monitoring wells during the January 2016 sampling event ranged from 7.80 to 10.02 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark assumed by the previous consultant ranged from 90.02 to 90.44 feet. Based on these data, the general ground water flow direction appears to be toward the northwest. The average horizontal hydraulic gradient across the site was less than 0.01 feet per foot. The vertical hydraulic gradient between paired wells MW-4 and MW-8 was approximately 0.01 feet per foot in the downward direction. A Site Map showing the locations of the monitoring wells has been included as Figure 2. A Water Table Surface Map based on the January 2016 sampling event is included as Figure 3. A summary of well construction and gauging data is presented in Table 1. Laboratory analyses were performed on the ground water samples collected from the monitoring wells during the January 2016 sampling event for volatile organic compounds using EPA Method 6200B. Concentrations of one or more individual BTEX constituents, naphthalene, isopropylbenzene, n- propylbenzene, 1,3,5-trimethylbenzene and/or 1,2,4-trimethylbenzene that exceeded the Maximum Allowable Concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-2, MW-3, MW-4, MW-13 and MW-14. None of the reported contaminant concentrations exceeded the Gross Contamination Levels (GCLs). A summary of ground water sample analytical results is presented in Table 2. A Ground Water Quality Map based on data collected during the January 2016 sampling event is included as Figure 4. Inferred isoconcentration contours for benzene and naphthalene are included as Figures 5 and 6, respectively. The laboratory report has been included as Appendix A. During the current ground water monitoring event, three water supply well abandonment letters were submitted to the owner of the Oliver Garage Well. To date, no response has been received from the owner of the well. Copies of the submitted letters are included as Appendix B. 4.0 CONCLUSIONS AND RECOMMENDATIONS  The average depth to ground water in the Type II monitoring wells in January 2016 was 9.13 feet. The general ground water flow direction is toward the northwest with an average horizontal hydraulic gradient of less than 0.01 feet per foot. The average vertical gradient between paired wells MW-4 and MW-8 was approximately 0.01 feet per foot downward.  Concentrations of one or more individual BTEX constituents, naphthalene, isopropylbenzene, n- propylbenzene, 1,3,5-trimethylbenzene and/or 1,2,4-trimethylbenzene that exceeded the MACs 3 were reported in the ground water samples collected from MW-2, MW-3, MW-4, MW-13 and MW-14. None of the reported contaminant concentrations exceeded the GCLs.  The NCDENR incident manager identified a water supply well approximately 750 feet to the north/northwest of the site. Based on the January 2016 ground water sampling data, it appears that the water supply well is down gradient/cross gradient of the release. The usage of this well has yet to be determined by NCDEQ. Attempts were made to have the water supply well abandoned. To date, no response has been received from the property owner.  Regardless of the use of the water supply well, the results of the March 14, 2014, Ground Water Monitoring and Fate & Transport Model Report indicate that the well is not considered to be at risk from this site. The site risk classification should be lowered to Low Risk and the incident should be closed with the completion of Notice of Residual Petroleum. 5.0 LIMITATIONS This report has been prepared for the exclusive use of Red Apple Markets, Inc. for specific application to the referenced site in Washington County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by the NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. Please note that field data collected prior to the June 2010 free product recovery event was not obtained under the supervision of GRI. Although the accuracy of this information cannot be verified, for the purpose of this report GRI assumes that it is correct.
