Date Discovered: On December 30, 1993, four underground storage tanks (USTs) were
removed from Ainsley's Service Center (Figures 1 and 2) in Creswell, Washington County.
Reportedly, 265 cubic yards of soil were excavated from beneath the tanks, and groundwater
was encountered within the excavation (Landmark, 2002). Soil samples were collected from
beneath the tanks and analytical results confirmed the presence of total petroleum
hydrocarbons (TPH) exceeding the 10 milligrams per kilogram (mg/kg) Reportable
Concentration for soil (CES, 1994).
Estimated Quantity of Release: The quantity of the petroleum release is not known.
Cause of Release: The cause of the release is assumed to be deterioration of the former
USTs, and associated dispenser islands and piping.
Source of Release (e.g., Piping/UST): The former USTs and dispenser islands appear to be
the source of the release.
Sizes and contents of UST system(s) from which the release occurred: Ainsley's
Service Center previously maintained two 4000-gallon gasoline USTs, one 8000-gallon gasoline
UST, and one 2000-gallon diesel UST. Tank closure procedures were completed on December
30, 1993. Reportedly, two 10,OOO-galion gasoline USTs were installed at the site in November
of 1993 to replace the older USTs. Ainsley's Service Center reportedly stopped selling gasoline
in 2005 and the two 10,000 gallon USTs were emptied at approximately the same time (GMA,
2008).

2.0 INTRODUCTION AND SITE HISTORY
On December 30, 1993, four USTs were removed from Ainsley’s Service Center (Figures 1 and
2) in Creswell, Washington County. Soil samples were collected from beneath the tanks during
closure activities, and analytical results confirmed the presence of TPH exceeding the 10 mg/kg
Reportable Concentration for soil (CES, 1994).
A Comprehensive Site Assessment (CSA) was prepared in March of 1995 (CES, 1995a) and a
CSA Addendum in July of 1995 (CES, 1995b). An initial Corrective Action Plan (CAP) was
prepared in November of 1995 (ENSCI, 1995), followed by two CAP addendums in February of
1996 (ENSCI, 1996) and July of 1996 (Triangle, 1996), respectively. The CAP was approved by
the North Carolina Department of Environment and Natural Resources (NCDENR) in September
of 1996. A remediation system pilot test was performed in March of 2002 (Landmark, 2002),
and approved by NCDENR in October of 2002. A remediation system consisting of groundwater
pump-and-treat (P&T) and soil vapor extraction (SVE) technologies was installed and activated
in June of 2003. A total of 616,926 gallons of petroleum-contaminated groundwater was
reportedly recovered and treated by the remediation system through June of 2005 (CES, 2005).
The date that the P&T and SVE system was shut down and removed from the site is unknown.
Assessment and remedial efforts at the site were suspended by NCDENR in September of 2005,
but the incident was reactivated in September of 2007. Groundwater Management Associates,
Inc. (GMA), completed a sensitive receptor survey, performed three aggressive fluid-vapor
recovery (AFVR) events, deployed absorbent socks to recover free product, expanded the
monitoring-well network, delineated the extent of soil contamination, and conducted 10
groundwater monitoring events since reactivation of the incident. As requested in the
Acknowledgement of Remediation Monitoring Report Letter dated January 8, 2015, GMA has
completed the following tasks; (1) maintain absorbent socks in well MW3 to recover free
product , (2) perform a groundwater monitoring event, and (3) collect surface-water samples
from the ditch along the southern property boundary of the site (Appendix I). The remainder of
this report summarizes the completion of these tasks.
3.0 POTENTIAL RECEPTORS
In 2008, GMA performed a sensitive receptor survey update by investigating all properties
within 1500 feet of the source area (Figure 2). Two inactive water-supply wells were identified
within 500 feet of the source area. Two active municipal water-supply wells, one active
nonpotable well, one inactive well, and one well of unknown status were identified between 500
and 1000 feet from the source area. The two municipal wells serving the Town of Creswell
(PWSID 04-94-020) are located approximately 930 feet southeast (WSW2) and 975 feet
southeast (WSW1) of the source area (Table 1). The source area lies within the designated

wellhead protection area for the two municipal wells (Figures 1 and 2). Municipal wells WSW1
and WSW2 are screened within the Yorktown Aquifer from 89 to 119 feet and from 90 to 110
feet below land surface (BLS), respectively (GMA, 2008).
An intermittent drainage ditch is located approximately 125 feet south of the source area, along
the southern property boundary of the site (Figure 3). This drainage ditch connects to another
channelized tributary of the Scuppernong River (Figures 1 and 2).
4.0 SURFACE WATER SAMPLING AND TESTING
An intermittent drainage ditch is located along the southern property line of the site, south of
monitoring wells MW11, MW13, MW22, MW27, and MW30, and north of monitoring wells
MW15, MW24, and MW25 (Figure 3). In February of 2009 GMA measured the elevation of the
bottom of the ditch south of monitoring wells MW11 and MW18 relative to the monitoring-well
network. The water levels in nearby monitoring wells MW11, MW13, MW22, MW24, and MW25
during recent and previous groundwater monitoring events indicated the water table was above
the bottom of the ditch and groundwater was discharging to the ditch.
On June 16-17, 2015, GMA collected surface water samples from the intermittent drainage ditch
located along the southern property boundary of the site to investigate if the petroleum-
contaminated groundwater is discharging into the ditch. A total of three surface water samples
were collected in areas upgradient (SW1), within (SW2), and downgradient (SW3) of the area
where the petroleum-contaminated groundwater is anticipated to discharge to the ditch (Figure
3). The samples were submitted to Prism for analysis of volatile organic compounds (VOCs) by
EPA Method 6200B. Technical methods and standard procedures utilized for sample collection
are described in Appendix II.
Methyl tert-butyl ether (MTBE) was detected in surface water samples SW2 and SW3, but their
concentrations did not exceed either 15A NCAC 2B surface water standard (690 µg/L) or the
15A NCAC 2L groundwater standard (20 µg/L). Toluene, ethylbenzene, 1,3,5-trimethylbenzene,
and 4-isopropyltoluene were detected in upgradient surface water sample MW1, and the
concentration of toluene exceeds the 15A NCAC 2B surface water standard (11 µg/L; Table 2).

5.0 FREE PRODUCT RECOVERY
On January 24, 1995, liquid-phase gasoline (free product) was first discovered at the site in
monitoring well MW3 (Figure 4). Monitoring well MW1 contained free product on May 17 and
December 21, 2004, but none has been detected since. Well RW3 contained free product on
September 5, 2002, but none has been detected since (Table 3). Six AFVR events have been
conducted on monitoring well MW3 since 2001, and approximately 9.78 gallons of liquid and
vapor-equivalent gasoline and 15,693 gallons of contaminated groundwater were recovered
during the six AFVR events (GMA, 2011).
Beginning on February 24, 2012, GMA deployed absorbent socks in monitoring well MW3 to
recover free product, and a total of 4.02 gallons (~22.6 pounds) of free product have been
recovered through July 16, 2015 (Table 4). A combined total of approximately 13.8 gallons of
gasoline (including vapor equivalent) have been recovered by absorbent sock deployment and
maintenance and the six AFVR events.
6.0 GROUNDWATER INVESTIGATION
6.1 WATER-LEVEL MEASUREMENTS AND HYDRAULIC GRADIENTS
On July 16, 2015, GMA collected water-level measurements (Table 5) from 37 wells (MW1
through MW34, RW1, RW3, and RW4). The depth to groundwater near the former UST basin
was approximately five feet below land surface (BLS). The equipotential map (Figure 5)
indicates that the horizontal component of groundwater flow was directed toward the west
along a horizontal hydraulic gradient ranging from approximately 1.6 x 10-5 feet per foot
(feet/foot) to 6.8 x 10-3 feet/foot.
Monitoring-well pairs MW2/MW4 and MW11/MW18 are screened within the surficial aquifer and
underlying Yorktown confining layer, respectively. Upward-directed vertical hydraulic gradients
of 1.3 x 10-3 feet/foot and 2.1 x 10-3 feet/foot were present in well pairs MW2/MW4 and
MW11/MW18, respectively.
6.2 GROUNDWATER SAMPLE COLLECTION AND ANALYTICAL METHODS
On June 16-17, 2015, groundwater samples were collected from 36 wells (MW1 through MW34,
RW3, and RW4) and submitted to Prism for analysis of VOCs by EPA Method 6200B. Sample
collection, storage, and transportation methods complied with state recommendations
(NCDWM, 2013) and GMA’s standard practices (Appendix II).

6.3 GROUNDWATER CONTAMINANT ANALYTICAL DATA
New and historical groundwater analytical results are summarized in Table 6. A copy of the
laboratory report and chain-of-custody forms for the groundwater samples collected on June
16-17, 2015, are provided in Appendix III.
Twenty-two of the 36 monitoring-well samples contained a detectable concentration of at least
one petroleum-related contaminant. Twelve of these 22 samples contained at least one
petroleum-related contaminant at a concentration greater than the 15A NCAC 2L groundwater
standard, including benzene, toluene, ethylbenzene, total xylenes, MTBE, 1,2-dichloroethane
(1,2-DCA), naphthalene, 1,2,4-trimethylbenzene, isopropylbenzene, and n-propylbenzene. The
benzene concentration in the sample from well MW2 (5900 µg/L) exceeded the gross
contaminant level (GCL) of 5000 µg/L (Table 6). The concentrations of benzene, toluene,
ethylbenzene and total xylenes in the samples from one or more groundwater monitoring wells
exceeded the 15A NCAC 2B surface water standards by a factor of 10 (Table 6).
Benzene and MTBE are the most common compounds to exceed the 15A NCAC 2L groundwater
standards, and the estimated horizontal extents of these compounds are shown in Figures 6
and 7, respectively. The benzene plume (Figure 6) decreased in size slightly during this
monitoring period (October 1, 2014 through June 17, 2015) due to the contaminant
concentration decreases in well MW22. The benzene plume is currently delineated to an
approximate area of 40,850 square feet. MTBE is the most widespread contaminant at the site
and the extent of MTBE exceeding the 15A NCAC 2L groundwater standard is not delineated to
the west of monitoring well MW30 (Figure 7).
Contaminant concentrations exceeding the 15A NCAC 2L groundwater standards appear to be
restricted to the surficial aquifer. The groundwater samples collected on June 16-17, 2015,
from the two “deep” Type III wells (MW4 and MW18) screened within the Yorktown confining
layer did not contain any petroleum-related compounds at concentrations above the analytical
method’s detection limits (Table 6).
The concentrations of benzene, toluene, ethylbenzene, total xylenes, and MTBE were graphed
through time for monitoring wells MW1, MW2, MW6, MW11, MW14, MW16, and MW23 (Figures
8 through 14, respectively). One or more of the contaminant concentrations in source-area
wells MW1 and MW2, and downgradient wells MW14 and MW23 increased during this
monitoring period (October 1, 2014, through June 17, 2015). However, the contaminant
concentrations in downgradient wells MW6, MW11, and MW16 either decreased or stayed the
same during this monitoring period.

Chlorinated compounds were first detected in well MW5 in September of 2009 (Table 6). Prior
to GMA’s involvement, groundwater samples collected from the monitoring-well network were
not analyzed for chlorinated compounds. The chlorinated compounds detected in well MW5
include tetrachloroethylene (PCE), trichloroethylene (TCE), cis-1,2-dichloroethene (cis-1,2-DCE),
trans-1,2-dichloroethene (trans-1,2-DCE), and vinyl chloride (VC). Each of these compounds
have been detected in well MW5 at least once at concentrations greater that the 15A NCAC 2L
groundwater standards, with the exception of trans-1,2-DCE. Concentrations of PCE and TCE
exceeding the 15A NCAC 2L groundwater standards have also been detected in monitoring well
MW17, which is located immediately downgradient of well MW5.
7.0 STATUS OF THE ACTIVE REMEDIATION SYSTEM
A groundwater pump-and-treat (P&T) and soil-vapor extraction (SVE) remediation system was
installed and activated at the site in June of 2003. The P&T system recovered petroleum-
contaminated groundwater from wells RW1 and RW2, and the SVE system recovered
subsurface petroleum vapors from wells RW3, RW4, and RW5. A total of 616,926 gallons of
petroleum-contaminated groundwater were reportedly recovered and treated by the
remediation system through June of 2005 (CES, 2005). The date that the P&T and SVE system
was shut down and removed from the site is unknown.
8.0 SUMMARY
This Remediation Monitoring Report describes activities performed at the Ainsley’s Service
Center site (UST Incident # 11512) during the period of November 18, 2014, through July 16,
2015, as summarized below.
A total of 4.02 gallons (~22.6 pounds) of free product have been recovered by
absorbent socks deployed in MW3 from February 24, 2012, through July 16, 2015.
On June 16-17, 2015, GMA collected three surface water samples from the intermittent
drainage ditch located along the southern property boundary of the site, from locations
upgradient, within, and downgradient of where the dissolved petroleum-related
groundwater contamination is anticipated to discharge to the ditch.
MTBE was detected in two of the surface water samples, but their concentrations did
not exceed the 15A NCAC 2B surface water standard or the 15A NCAC 2L groundwater
standard.
Toluene, ethylbenzene, 1,3,5-trimethylbenzene, and 4-isopropyltoluene were detected in
the upgradient surface water sample, and the toluene concentration exceeded the 15A
NCAC 2B surface water standard.

On June 16-17, 2015, GMA collected water-level measurements and groundwater
samples from 36 monitoring wells, MW1 through MW34, RW3, and RW4.
The horizontal component of groundwater flow in the surficial aquifer was directed
toward the west along a horizontal hydraulic gradient ranging from approximately 1.6 x
10-5 to 6.8 x 10-3 feet/foot.
Upward-directed vertical hydraulic gradients of 1.3 x 10-3 and 2.1 x 10-3 feet/foot were
present in surficial aquifer and Yorktown confining layer well pairs MW2/MW4 and
MW11/MW18, respectively.
Twenty-two of the 36 monitoring-well samples contained a detectable concentration of
at least one petroleum-related contaminant, and 12 of these samples contained at least
one petroleum contaminant at a concentration greater than the 15A NCAC 2L
groundwater standards.
The benzene concentration in the sample from well MW2 exceeded the GCL of 5000
µg/L.
The concentrations of benzene, toluene, ethylbenzene, and total xylenes in the samples
from one or more monitoring wells exceeded the 15A NCAC 2B surface water standards
by a factor of 10.
The benzene plume decreased in size during this monitoring period, and currently
underlies an estimated area of 40,850 square feet.
MTBE is the most widespread contaminant at the site and the extent of MTBE exceeding
the 15A NCAC 2L groundwater standard is not delineated to the west of monitoring well
MW30.
One or more of the contaminant concentrations in source-area wells MW1 and MW2,
and downgradient wells MW14 and MW23 increased during this monitoring period
(October 1, 2014, through June 17, 2015), but concentrations in wells MW6, MW11, and
MW16 either decreased or stayed the same.
9.0 RECOMMENDATIONS
The extent of soil contamination and the dissolved petroleum hydrocarbon plume have been
delineated, with the exception of MTBE west of monitoring well MW30. GMA recommends
continued semi-annual groundwater monitoring to track changes in the MTBE concentrations in
the far-downgradient monitoring wells to determine if expansion of the monitoring-well network
is needed.
NCDENR requested the preparation of a New Technology Cleanup Plan (NTCP) to provide a cost
comparison of dewatering alternatives for the excavation of contaminated soil at the site. More
specifically, a comparison of onsite treatment and disposal via a National Pollutant Discharge
Elimination System (NPDES) permit versus hauling and offsite treatment/disposal for water
generated from dewatering the excavation will be addresses in the NTCP. A preapproval task

authorization to prepare the NTCP (Task Authorization #11512-33) has been approved, and we
are currently working on the NTCP.
GMA recommends continued monthly deployment of absorbent socks in monitoring well MW3
and semi-annual groundwater monitoring until the NTCP is implemented. The next semi-annual
groundwater monitoring event should be conducted in December of 2015. The groundwater
samples will be submitted to a North Carolina certified laboratory for analysis of VOCs by EPA
Method 6200B. GMA recommends continued monitoring of the surface water in the ditch along
the southern property line of the site due to the presence of petroleum-related contaminants in
surface water samples collected on June 16-17, 2015.

TECHNICAL METHODS AND STANDARD PROCEDURES
I. COLLECTION OF SURFACE WATER SAMPLES
Surface water samples SW1, SW2, and SW3 were collected using a stainless-steel pitcher and
new disposable nitrile gloves. The stainless-steel pitcher was decontaminated between each
sample location. Prior to sample collection the stainless-steel pitcher was rinsed with surface
water by submerging it into standing water within the surface water feature, then removing it
from the water and dumping its contents on the bank of the surface water feature. The
stainless-steel pitcher was then used to collect standing water within the surface water feature
and transferred to sample containers provided by the North Carolina certified laboratory. Each
sample was added slowly to their respective sample containers in order to minimize the loss of
volatile compounds. All sample containers were stored in plastic Ziploc® bags and were
immediately placed in a cooler with ice. Samples were delivered by a courier to a North
Carolina certified laboratory, Prism Laboratories, Inc., for analysis under chain-of-custody
protocol.
II. WATER-LEVEL MEASUREMENTS
Depths to water within wells were measured with an electronic water-level indicator that is
accurate to within 0.01 feet. Standard practice is to measure the water level after an adequate
period of time has elapsed after removing the well seal to allow the water level in the well to
equilibrate. Water-level measurements are collected throughout the monitoring-well network
within the minimum possible time, and the electronic water-level indicator is decontaminated
between wells to minimize the risk of cross contamination.
III. WELL PURGING AND COLLECTION OF GROUNDWATER SAMPLES
The monitoring wells were purged of three well volumes prior to groundwater sampling using
new, decontaminated, disposable bailers and new vinyl rope. Fresh, disposable nitrile gloves
were worn during the purging and sampling of each well. The groundwater samples were
collected immediately after purging in order to minimize the loss of volatile compounds.
Groundwater samples collected for volatile organic compound analysis by EPA Method 6200B
were collected in a bailer and subsequently transferred to 40 milliliter, zero-headspace glass
vials. Each groundwater sample was added slowly to the vial to minimize the loss of volatile
compounds. Air bubbles were not allowed to be present in the sample container once the
Teflon®-lined cap was fitted to the vial. Samples were also collected from wells MW1, MW2,
MW6, MW9, MW10, MW11, MW16, MW22, MW25, MW27, and MW30 for analysis of dissolved
iron, nitrate, sulfate, alkalinity, and dissolved methane. All sample containers were stored in
plastic Ziploc® bags and were immediately placed in a cooler with ice. Samples were delivered
by a courier to a North Carolina certified laboratory, Prism Laboratories, Inc., for analysis under
chain-of-custody protocol.
