HomeMy WebLinkAboutWA-805_11114_CA_MRP_20150728EXECUTIVE SUMMARY Al Simmons Store is located at the intersection of US Highway 13 and NCSR 1409 (Hall Siding Road) in Ahoskie, Hertford County, North Carolina. The adjoining properties are residential. Municipal water is available to the site and surrounding properties. The site risk classification is currently ranked as high risk due to the presence of three water supply wells within 250 feet of the source area. A total of 801 gallons of petroleum impacted ground water was removed during the Aggressive Fluid- Vapor Recovery (AFVR) event which occurred on May 26, 2015. The average fluid recovery rate was 100.13 gallons per hour. Based on mass-removal calculations, approximately 1.62 pounds or 0.26 gallons of vapor phase hydrocarbons were removed. An average of 0.03 gallons of vapor phase hydrocarbons was removed per hour by the AFVR event. The cost per gallon of recovered petroleum affected ground water was $3.26. On July 2, 2015, ten monitoring wells were gauged, purged and sampled. Concentrations of requested method constituents that exceeded the maximum allowable concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-1R, MW-2R, MW-3R, MW-4R and MW-11. None of the reported contaminant concentrations exceeded the GCLs. The total VOC concentrations reported in MW-1R, MW-2R and MW-3R in the October 2014 and July 2015 ground water sampling events were 5,141.40 g/l and 4,296.03 g/l, respectively. Based on this information, total VOCs concentrations in the above referenced monitoring wells have been reduced by approximately 16.4% following the May 2015 AFVR event. Based on this information, Geological Resources, Inc. recommends that ground water monitoring for the site should continue on an annual basis. The number of monitoring wells sampled during subsequent sampling events may be reduced. Additionally, receptor information should be updated for the incident. The site is a former convenience store and petroleum retail facility. According to information obtained from the Corrective Action Plan dated February 27, 1996 prepared by ENSCI Engineering Group, P.A. (ENSCI), three 1,000-gallon gasoline USTs were removed on September 16, 1993. A ground water pump and treat system was installed at the site by Coastal Engineering Services, PC (CES). The system operated from March 1997 through September 2005 when it was shut down due to lack of funding from the NCDENR trust fund. On August 5, 2008, the remediation system was re-started by Geological Resources, Inc. (GRI) personnel and subsequent operation and maintenance visits were conducted monthly. On June 23, 2010, the remediation system was turned off at the direction of the NCDENR. A total of twenty Type II monitoring wells (MW-1, MW-2, MW-3, MW-5, MW-6, MW-7 and MW-9 through MW-22), two Type III monitoring wells (MW-4 and MW-8) and five recovery wells (RW-1 through RW-5) were installed at the site during past assessment activities. Based on the historical presence of free product and high contaminant concentrations, a soil excavation was conducted in the vicinity of MW-1 through MW-4 in June and July 2011. Monitoring wells MW-1 through MW-4, MW-8 and RW-1 were destroyed during the soil excavation activities. Replacement wells MW-1R through MW-4R were installed upon the completion of the excavation. Socks treated with oxygen releasing compound (ORC) were installed in MW-1R through MW-4R in December 2013. The ORC socks were removed in February 2014. Seventeen water supply wells (WSW-1 through WSW-17) were identified within a 1,500-foot radius of the source area during past receptor survey activities. Eight of the seventeen water supply wells are used as potable sources of water. Three water supply wells (WSW-1, WSW-2 and WSW-17) are located within 250 feet of the source area and are active. The site has been given a high risk classification by NCDENR. 2.0 CURRENT SITE ASSESSMENT The purpose of this report is to present the results of the Aggressive Fluid Vapor Recovery (AFVR) event and ground water sampling activities conducted at the site in May and July 2015. The activities were conducted in accordance with GRI proposal number 14-717 which was submitted to NCDENR on November 25, 2014 and approved as Task Authorization No. 11114-059 on February 13, 2015. The 2 purpose of the activities was to reduce contaminant concentrations at the site and to obtain current ground water quality data. 3.0 AFVR EVENT On May 26, 2015, an AFVR event was conducted by Greenwood Applied Services, LLC under the supervision of GRI. The AFVR equipment included a vacuum truck, flexible vacuum hoses, 1.5-inch diameter PVC stinger pipes and associated couplings and pipe fittings needed to connect to three monitoring wells (MW-1R, MW-2R and MW-3R). The vacuum truck had a storage capacity of 3,200 gallons and was rated at 680 CFM @ 18 in /Hg. Prior to the event, the depths to ground water were measured in MW-1R, MW-2R and MW-3R. No free product was measured in any of the wells prior to the event. A summary of well construction information and ground water gauging data is presented in Table 1. A Site Map showing the locations of monitoring wells and structures onsite is included as Figure 2. During the event, which was conducted for 8 hours, measurements of vacuum, relative humidity, temperature, exhaust air velocity and off-gas concentrations were recorded at 15-minute intervals for the first two hours and every 30 minutes thereafter. No measurable free product was reported at the conclusion of the event. A copy of the AFVR Event Field Data Sheet has been included as Appendix A. A summary of the calculations used to determine the amount of free product recovered in the vapor phase has been included as Appendix B. The results of the AFVR event indicate that 801 gallons of liquid were removed during the 8-hour event. No free product was observed in the tanker at the conclusion of the event. Based on 8 hours of operation, the average fluid recovery rate was 100.13 gallons per hour. Based on mass-removal calculations, approximately 1.62 pounds or 0.26 gallons of vapor phase hydrocarbons were removed. Based on 8 hours of operation, an average of 0.03 gallons of vapor phase hydrocarbons was removed per hour by the AFVR event. For the July 2015 AFVR event, the cost per gallon of recovered petroleum affected ground water was $3.26. A summary of the free product recovery results is presented in Table 2. A summary of information collected during the AFVR event as well as a breakdown of fluids removed is included in Table 3. A summary of costs associated with free product and total fluids recovery is included in Table 4. At the conclusion of the AFVR event, all wastewater was transported to a permitted facility for disposal. A copy of the disposal manifest has been included as Appendix C. 3 4.0 GROUND WATER QUALITY Nine Type II monitoring wells (MW-1R, MW-2R, MW-3R, MW-5, MW-11, MW-12, MW-14, MW-17 and MW-18) and one Type III monitoring well (MW-4R) were gauged, purged and sampled on July 2, 2015. The depths to ground water in the Type II monitoring wells during the July 2015 sampling event ranged from 1.76 to 5.37 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells relative to mean sea level ranged from 40.91 to 48.94 feet. Based on this information, ground water flow during the July 2015 gauging event appeared to be convergent toward the former excavation basin. The horizontal hydraulic gradient across the site was approximately 0.17 feet per foot. The average vertical gradient between paired wells MW-3R and MW-4R was approximately 0.36 feet per foot downward. A Water Table Surface Map for the July 2015 sampling event has been included as Figure 3. Well construction and gauging information is presented in Table 1. Laboratory analyses were performed on the ground water samples collected from the monitoring wells during the July 2015 sampling event for volatile organic compounds (VOCs) using EPA Method 6200B. Concentrations of benzene, xylenes, MTBE, naphthalene, methylene chloride, n-propylbenzene and/or 1,2,4-trimethylbenzene that exceeded the maximum allowable concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-1R, MW-2R, MW-3R, MW-4R and MW-11. None of the reported contaminant concentrations exceeded the gross contamination levels (GCLs). A Ground Water Quality Map based on data from the July 2015 sampling event has been included as Figure 4. A summary of ground water sample analytical results is presented in Table 5. A complete copy of the laboratory report has been included in Appendix D. 5.0 CORRECTIVE ACTION EVALUATION Based on a comparison of ground water quality data obtained from the October 2014 and July 2015 sampling events, the total VOC concentrations (including BTEX constituents, MTBE, and naphthalene) in MW-1R, MW-2R and MW-3R, have been reduced as a result of the May 2015 AFVR activities. The sum of the total VOC concentrations reported in the above referenced monitoring wells in the October 2014 and July 2015 ground water sampling events were 5,141.40 g/l and 4,296.03 g/l, respectively. Based on this information, total VOC concentrations in the above referenced monitoring wells have been reduced by approximately 16.4%. A comparison of data between October 2014 and July 2015, indicates a contaminant reduction of approximately 82.2% in MW-1R (from 199.60 g/l in October 2014 to 35.53 g/l in July 2015); approximately 12.8% in MW-2R (from 3,910.70 g/l in October 2014 to 3,409.20 g/l in July 2015) and approximately 17.4% reduction in MW-3R (from 1,031.10 g/l in October 2014 to 4 851.30 g/l in July 2015). Graphs showing variations in individual VOCs (BTEX constituents, MTBE and Naphthalene) and depths to ground water versus time in each of the affected wells have been included as Appendix E. 6.0 CONCLUSIONS AND RECOMMENDATIONS  A total of 801 gallons of petroleum impacted ground water was removed during the AFVR event which occurred on May 26, 2015. The cost per gallon of recovered petroleum affected ground water was $3.26.  The average depth to ground water in the monitoring wells during the July 2015 sampling event was 3.86 feet. Ground water flow during the July 2015 gauging event was convergent toward the former excavation basin. The horizontal hydraulic gradient across the site was 0.17 feet per foot toward the southeast. The average vertical gradient between paired wells MW-3R and MW-4R was approximately 0.36 feet per foot downward.  Concentrations of benzene, xylenes, MTBE, naphthalene, n-propylbenzene and/or 1,2,4- trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-1R, MW-2R, MW-3R, MW-4R and MW-11. None of the reported contaminant concentrations exceeded the GCLs.  Since October 2014, the sum of total VOC concentrations in MW-1R, MW-2R and MW-3R has decreased by approximately 16.4% as a result of the May 2015 AFVR activities. Individually, a general declining trend in contaminant concentrations is evident for each of the above referenced wells since the October 2014 sampling event.  Based on this information, the AFVR event was effective in reducing the contaminant concentrations in MW-1R, MW02R and MW-3R. It is recommended that ground water monitoring for the site should continue on an annual basis. The number of monitoring wells sampled during subsequent sampling events may be reduced. Additionally, receptor information should be updated for the incident. 7.0 LIMITATIONS This report has been prepared for the exclusive use of North East Oil Company, Inc. for specific application to the referenced site in Hertford County, North Carolina. The assessment was conducted 5 based on the scope of work and level of effort desired by NCDENR and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. Please note that field data collected prior to the July 2008 sampling and updated receptor survey event was not obtained under the supervision of GRI. Although the accuracy of these data cannot be verified, for the purpose of this report GRI assumes that it is correct.
