219001VOL1.RPT44 CATLIN Engineers and Scientists CATLIN Project No. 219001 February 2020 INTRODUCTION The purpose of this Periodic Monitoring Report is to present the results of recent monitoring events performed at petroleum release sites located at Marine Corps Air Station Cherry Point (MCAS Cherry Point). Monitoring and reporting is being performed in accordance with the MCAS Cherry Point UST Closure and Management Program adopted by MCAS Cherry Point Environmental Affairs Department. A listing of sites for which sampling results are included in this Periodic Monitoring Report is presented in Table I and locations of these sites are shown on Figure I and Figure II. This Periodic Monitoring Report is designed such that all data and information pertaining to any individual site is contained entirely within one section of the report and each section is devoted entirely to one site. Therefore, each section serves as a stand-alone monitoring report for the respective site. Each section begins with an Executive Summary which provides information about location, monitoring, groundwater hydraulics, free-phase product plumes, dissolved-phase plumes, potential receptors, and remediation at the site. Each Executive Summary is supported by several site-specific tables and figures. Significant Changes from Previously Reported Data: None. 3.4 FREE PRODUCT PLUME Free Product Present?: Yes Free Product Thickness Measured: During the December 2019 gauging event, 23 wells were gauged, of which eight wells contained free-phase product. Free product thickness ranged from 0.01 feet in wells 51GW13, 51GW16 and 51PR44 to 2.35 feet in well 51GW12. See Table 3.1. Plume Size and Location: See Figure 3.1. Free Product Removed from Site This Period: 138 gallons Significant Changes from Previously Reported Data: None. Long-term historical trends indicate a general declining trend in the thickness of measureable product in on-site wells. Plume Size and Location: Not Applicable. Significant Changes from Previously Reported Data: No sampling event was conducted during the Second Semester 2019. See Tables 3.2 and 3.3. 3.6 REMEDIAL SYSTEM AIR MONITORING DATA AND EFFLUENT DISCHARGE DATA Air Contaminant Concentrations: See Table 3.4. Eleven vertical recovery wells and one horizontal recovery well are currently operating. Passive recovery of free-phase product is also occurring from on-site monitoring wells. Type: Vertical wells removing free-phase product and water via AP4 total fluids recovery pumps and passive recovery. One horizontal well (HW-C) also removing free-phase product and water. Progress: Ongoing Construction Contractor: Shaw and Rhea Operating Contractor: ITMS/GES 3.9 OBSERVATIONS AND COMMENTS Historical: The total fluids free-phase product recovery system had significant iron fouling issues throughout the conveyance line network. System modifications were installed to facilitate periodic conveyance line cleaning, in an effort to keep the system operational. In March 2012, CATLIN prepared and submitted a Workplan for system upgrades which included installation of five new vertical recovery wells (four within existing vault boxes and one in a new vault box). Additionally, the Workplan included modifications to deepen the three existing vertical recovery wells D1, D2, and D3 and install one additional Type II monitoring well. Rhea was tasked with upgrading the system and contracted CATLIN to install the recovery wells and monitoring well. Well installation was conducted from MCAS Cherry Point FY-19; 219001VOL1.RPT44 CATLIN Engineers and Scientists CATLIN Project No. 219001 February 2020 mid-October 2012 to mid-November 2012. System upgrades were completed by Rhea in mid-December 2012 and the upgraded system began operation in mid- December 2012. The upgraded system operated from mid-December 2012 until April 23, 2013 at which time a leak occurred in one of the effluent lines and the system had to be shut down. The repair to the effluent line was completed in October 2013 and the system was restarted on October 30, 2013. The system was generally operational from November 2013 through December 2014 with periodic shutdowns due to iron fouling issues and maintenance. During the 2014 calendar year approximately 109 gallons of free-phase product was recovered at the subject site. During the First Semester 2015, 86 gallons of free-phase product was recovered from the on-site remedial system. CATLIN and SDC/GES continued to evaluate and investigate the lack of free-phase product recovery at the subject site. It was decided that a 72-hour pumping test be conducted in the near future at one central well location at the subject site. To effectively conduct the test, the total fluids recovery system would be shut down. The data collected from the pumping test would be utilized to develop a plan to optimize free-phase product recovery. During the Second Semester 2015, only six gallons of free-phase product was recovered from the on-site remedial system. As of December 2015, the 72-hour pumping test had not yet been conducted at the subject site as it was determined that the 1.5” diameter discharge line associated with the remedial system was severely clogged and needs to be replaced with a 3” diameter discharge line before the pumping test is conducted. During the First Semester 2016, 57 gallons of free-phase product was recovered at the subject site. This increase in recovered product is the result of implementing passive recovery efforts that began in February 2016. The majority of the product recovered during the First Semester 2016 was from passive recovery efforts as the system was still not operating at optimal efficiency. During the Second Semester 2016, 65 gallons of free-phase product was recovered at the subject site. The on-site remediation system accounted for approximately half of the product recovered during the Second Semester 2016 and the other half being from passive recovery efforts. The on-site remediation system was adjusted and product recovery improved; however, the system was still not operating at optimal efficiency. As of January 2017, the discharge line associated with the remedial system was still in need of replacement. During the First Semester 2017, 187 gallons of free-phase product was recovered at the subject site. The on-site remediation system accounted for 132 gallons of the recovery while 55 gallons was recovered via passive efforts. The on-site remediation system was adjusted and product recovery improved significantly. However, as of June 2017, the discharge line associated with the remedial system was still in need of replacement, once this replacement is completed system performance should further improve. MCAS Cherry Point FY-19; 219001VOL1.RPT44 CATLIN Engineers and Scientists CATLIN Project No. 219001 February 2020 During the Second Semester 2017, approximately 129 gallons of free-phase product was recovered at the subject site. The on-site remediation system accounted for approximately 61 gallons of the recovery while approximately 68 gallons was recovered via passive efforts. The on-site remediation system continues to be adjusted and product recovery has improved over the past year (starting in the fall of 2016). A project to refine the extent of free-phase product at this site was completed in November 2017. An updated Conceptual Site Model has been prepared which indicates that the free-phase product and gross contamination has been generally horizontally and vertically delineated at the subject site. The updated Conceptual Site Model can be utilized to evaluate numerous remediation technologies/alternatives to address the remaining free-phase product at the subject site. Also, at the end of November 2017, horizontal recovery well HW-C was reactivated. During the First Semester 2018, approximately 115 gallons of free-phase product was recovered at the subject site. The on-site remediation system accounted for approximately 66 gallons of the recovery while approximately 49 gallons was recovered via passive efforts. The on-site remediation system continued to be adjusted and product recovery from the system improved slightly over the past semester which may be attributable to the reactivation of HW-C. A groundwater sampling event of select, on-site wells was conducted in May 2018. The analytical results revealed that the dissolved-phase contaminant concentrations were fairly consistent (i.e. no significant increases or decreases) and the plumes were generally stable. During the Second Semester 2018, approximately 148 gallons of free-phase product was recovered at the subject site. The on-site remediation system accounted for approximately 117 gallons of the recovery while approximately 31 gallons was recovered via passive efforts. The on-site remediation system continued to be adjusted and product recovery improved over the past semester which was likely attributable to the addition of HW-C. During the First Semester 2019, approximately 160 gallons of free-phase product was recovered at the subject site. The on-site remediation system accounted for approximately 124 gallons of the recovery while approximately 36 gallons was recovered via passive efforts. The on-site remediation system continued to be adjusted and product recovery has slightly improved over the past semester. Also, the annual groundwater sampling event of select, on-site wells was again conducted in February 2019. The analytical results revealed that the dissolved-phase contaminant concentrations continue to be consistent (i.e. no significant increases or decreases) and the plumes appear to be generally stable. Current: During the Second Semester 2019, approximately 138 gallons of free-phase product was recovered at the subject site. The on-site remediation system accounted for approximately 96 gallons of the recovery while approximately 42 gallons was recovered via passive efforts. In late September 2019 when the system was repaired and restarted a pumping test was conducted for approximately 20 days. The data from the pumping test was evaluated and the conclusions found were that product recovery increases as the amount of groundwater table drawdown increases. Therefore, it is critical that the system continually operations to keep the groundwater table drawn down and that additional system modifications should be evaluated that could increase the groundwater table drawdown. The remediation system will continue to operate and be continually evaluated and optimized. Also, passive recovery of free-phase product will continue to be conducted. In addition, the next annual groundwater sampling event is planned for February 2020 at the subject site.
