(ATC), on behalf of North East Oil Company, Inc., is submitting this groundwater monitoring report for Union Country Cupboard located at 836 North Carolina Highway 461 in Union (Ahoskie), North Carolina (Incident # 10670). The scope of services included groundwater elevation monitoring, groundwater sampling, laboratory testing, and report preparation. The report documents the results of groundwater sampling event performed on September 6, 2018. 2.0 SITE BACKGROUND Union Country Cupboard (Incident #10670) store is not currently operating. The site is located at 836 North Carolina Highway 461 in Union (Ahoskie), Hertford County, North Carolina. The site consists of a single-story building. A site topographic map is presented as Figure 1, a site map is presented as Figure 2, and a water supply well map is presented as Figure 3. On May 21, 1993, Coastal Environmental Services, Inc. (CES) conducted underground storage tank (UST) closure and soil quality assessment activities at the site. The closure and assessment activities were conducted in conjunction with the removal of one 1,000-gallon and one 550- gallon gasoline USTs. As part of the closure, existing USTs were removed and soil in the immediate vicinity of the tanks was analyzed for Total Petroleum Hydrocarbons (TPH). The analytical results indicated that the soil surrounding the tanks was contaminated with petroleum hydrocarbons at concentrations exceeding the state’s action limit of 10 milligrams per kilogram (mg/kg). On September 23, 1993, CES conducted a Phase I Groundwater Quality Assessment to determine the presence of groundwater contamination. The assessment included the installation of three monitoring wells (MW-1 through MW-3) and the collection of groundwater samples for laboratory analysis. The analytical results indicated that dissolved phase hydrocarbons were present above the 2L standards in monitoring well MW-3. Groundwater Monitoring Report September 27, 2018 NCDENR Incident No. 10670 ATC Project No. 45.36019.1012 Page 2 CES conducted a Phase II Groundwater Quality Assessment at the site on February 22, 1994, to help determine the lateral extent of the contaminant plume. The assessment included the installation of two additional monitoring wells (MW-4 and MW-5) and the collection of groundwater samples for laboratory analysis. The analytical results indicated that dissolved phase hydrocarbons were present above the 2L standards in monitoring wells MW-1 through MW-5. On June 14 through 16, 1994, CES conducted a Phase III Groundwater Quality Assessment at the site to help define the lateral and vertical extent of the contaminant plume. This assessment included the installation of three additional monitoring wells (MW-6D through MW-8) and the collection of groundwater samples for laboratory analysis. The analytical results indicated that dissolved phase hydrocarbons were present above the 2L standards in monitoring wells MW-1 through MW-6. A Phase IV Groundwater Quality Assessment was conducted on October 3, 10, and 11, 1995 to further delineate the lateral extent of the dissolved contaminant plume. The assessment included the installation of monitoring wells MW-9 through MW-14 and the collection of groundwater samples for analytical testing. The analytical results indicated that dissolved phase hydrocarbons were present above the 2L standards in monitoring wells MW-1, MW-3, MW-4, MW-5, and MW-9. A Comprehensive Site Assessment (CSA) summarizing the activities to date was submitted to NCDENR on January 18, 1996. No additional information was collected for the preparation of the CSA. A Corrective Action Plan (CAP) was submitted to NCDENR on June 15, 1997. The CAP recommended Monitored Natural Attenuation as the remedial strategy for the site. Groundwater was collected from the monitoring wells associated with the site quarterly in August and November 1997; February, May, August, and November 1998; February and May 1999; August 2002; and February 2003. Site activities were suspended due to the funding by the State Trust Fund. Groundwater Monitoring Report September 27, 2018 NCDENR Incident No. 10670 ATC Project No. 45.36019.1012 Page 3 On March 25, 2009, Geologic Resources, Inc. advanced five soil borings (SB-1 through SB-5) in the vicinity of the former tank pit. In addition, Geologic Resources, Inc. supervised the installation of monitoring wells MW-15, MW-16, MW-17, and MW-18D. A Notice of Regulatory Requirement (NORR) was issued on June 19, 2009, requesting a continuation of semi-annual monitoring, replacement of MW-3, soil delineation, a mobile multi- phase extraction (MMPE) event be performed on MW-4, and continue efforts to abandon water supply wells in the area. On December 18, 2009, a Notice of Violation (NOV) was issued for failure to submit a groundwater monitoring report. In December 2009, North East Oil Company, Inc. awarded an environmental services contract to ATC for continuing environmental assessment services at the site. In April 2010, ATC performed an updated receptor survey, free product recovery via Mobile Multi-Phase Extraction (MMPE), monitoring well installation, and groundwater sampling. The results of the assessment activities were documented in a Groundwater Monitoring Report dated May 27, 2010. ATC performed risk-based soil sampling and groundwater sampling in November 2010 and presented the results in a Groundwater Monitoring Report dated February 1, 2011. ATC performed a groundwater sampling event in May 2011 and submitted a Groundwater Sampling Report to NCDENR on July 21, 2011. On August 12, 2011, NCDENR issued a letter requesting the continued groundwater sampling, performing an MMPE event on MW-4 and a limited excavation near MW-4. In December 2011, ATC performed an MMPE event on MW-4 in order to reduce the contaminant concentrations. ATC performed a groundwater monitoring event and limited water supply well survey in June 2014 and submitted a Groundwater Monitoring Report on September 11, 2014. The analytical results indicated that dissolved phase hydrocarbons were present above the 2L standards in monitoring wells RMW-3, MW-4, and MW-6D. Groundwater Monitoring Report September 27, 2018 NCDENR Incident No. 10670 ATC Project No. 45.36019.1012 Page 4 ATC performed a monitoring well sampling event and updated receptor survey on November 28, 2016 and submitted a Groundwater Sampling Letter Report on December 29, 2016. The analytical results indicated that dissolved phase hydrocarbons were present above the 2L standards in monitoring wells RMW-3 and MW-4. The updated receptor survey identified three inactive water supply wells located within 1,500 feet of the site. Table 1 presents the updated water supply well results. Figure 3 depicts the water supply well locations. This report documents the results of the September 6, 2018 groundwater sampling event. 3.0 GROUNDWATER MONITORING 3.1 Groundwater Elevations On September 6, 2018, ATC collected static water level measurements from monitoring wells RMW-3, MW-4, MW-6D, MW-16, and MW-18D. Monitoring well construction information is included in Table 2. Depth to water measurements were collected using an electronic oil/water interface probe. Historical groundwater elevations are included in Table 3. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. A groundwater elevation contour map is included as Figure 4. Based on the groundwater level measurements, groundwater flows west across the site. Table 4 provides a summary of natural attenuation parameters collected during the sampling event. 3.2 Groundwater Analytical Results On September 6, 2018, groundwater samples were collected from monitoring wells RMW-3, MW-4, MW-6D, MW-16, and MW-18D. Groundwater samples were collected into laboratory- approved containers, packed in ice and delivered under chain-of-custody to Accutest Laboratories in Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) by Method 6200B. A summary of the recent groundwater analytical data is presented in Table 5 and a historical summary of groundwater analytical data is presented in Table 6. Groundwater Monitoring Report September 27, 2018 NCDENR Incident No. 10670 ATC Project No. 45.36019.1012 Page 5 The laboratory analytical results from the September 6, 2018, sampling event indicates that the following compounds exceed the Title 15A NCAC 2L.0202 (2L) standards:  Benzene, Toluene, and Total Xylenes: MW-4  MTBE: MW-4  Naphthalene: RMW-3 and MW-4  n-Propylbenzene: MW-4  1,2,4-Trimethylbenzene: MW-4 A concentration map is included as Figure 5. A copy of the laboratory analytical report is included as Appendix A. ATC utilized the GSI Mann-Kendall Toolkit to quantitatively evaluate if benzene and MTBE levels in select monitoring wells are increasing, decreasing, or stable over time. The Toolkit output provides a concentration trend and a graphical representation of concentration versus time data. As shown in Appendix B, the following trends were observed:  MW-4: Benzene, Toluene, and MTBE concentrations are decreasing.  MW-4: Ethylbenzene and Total Xylenes concentrations are stable. In 1995, the dissolved contaminate mass at the site was estimated to cover an area approximately 7,200 square feet (ft2) resulting in a calculated dissolved COC mass of 11.4 kilograms (kg). Based on the most recent groundwater analytical data (September 2018), the dissolved contaminant mass at the site was estimated to cover an area approximately 25 ft2 resulting in a calculated dissolved benzene mass of 0.023 kg. To date, the dissolved benzene mass has been reduced at the site by approximately 98.80%. The contaminant mass calculations are provided in Table 7 and contaminant mass removal is provided in Table 8. Groundwater Monitoring Report September 27, 2018 NCDENR Incident No. 10670 ATC Project No. 45.36019.1012 Page 6 4.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Union Country Cupboard facility in Union (Ahoskie), North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following:  Based on the 2016 updated receptor survey, there are no active water supply wells located within 1,500 feet the site. Three inactive water supply wells were previously identified;  Depth to groundwater measurements ranged from 1.32 feet to 11.09 feet below ground surface in MW-18D and MW-6D, respectively. The inferred shallow groundwater flow direction across the site is historically to the west;  The groundwater analytical results indicated that benzene, toluene, total xylenes, MTBE, naphthalene, n-propylbenzene, and 1,2,4-trimethylbenzene exceeded the NC 2L Standards;  Based on the GSI Mann-Kendall Toolkit, the VOC concentrations are decreasing and/or stable in MW-4; and  Overall, the impacted groundwater has been reduced by approximately 98.80% through natural attenuation. Based on the recent analytical results and the findings presented in this report, the site is a candidate for site closure.
