HomeMy WebLinkAboutWA-688_9785_CA_MRP_20150827 EXECUTIVE SUMMARY The former Red Apple Market #21 is located along NC Highway 561 West, in Saint John, Hertford County, North Carolina. According to available information, two 1,000-gallon gasoline and one 550- gallon gasoline underground storage tanks (USTs) were removed from the site in October 1992. In addition, one 550-gallon gasoline UST was closed-in-place in October 1992. The site risk classification is currently high due to the presence of potable water supply wells within a 1,000-foot radius of the site. On July 27, 2015, GRI personnel conducted receptor survey update at the site. Three water supply wells were identified within a 250-foot radius of the source area. Two potable water supply wells were identified within a 1,000-foot radius of the site. A pond is located approximately 500 feet southwest of the site. On July 27, 2015, thirteen monitoring wells were gauged, purged and/or sampled. Concentrations of requested method constituents that exceeded the Maximum Allowable Concentrations specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-2R, MW-3R, MW-4R, MW-5R, MW-9, MW-10 and MW-23. The concentration of benzene reported in the ground water sample collected from MW-2R exceeded the Gross Contamination Levels (GCLs). GRI recommends that Mobile Multi-Phase Extraction (MMPE) events and semi-annual ground water monitoring should continue at the site until contaminant concentrations are reduced to below the GCLs. Recovery wells could be installed in the vicinity of MW-2R and MW-4R in order to enhance the results of the MMPE activities. The next monitoring event is tentatively scheduled for January 2016. According to available information, two 1,000-gallon gasoline and one 550- gallon gasoline underground storage tanks (USTs) were removed from the site in October 1992. In addition, one 550-gallon gasoline UST was closed-in-place in October 1992. Twenty-seven Type II monitoring wells (MW-1 through MW-6, MW-8 through MW-23, MW-25 and MW-27 through MW-30), one Type III monitoring well (MWD-7) and three recovery wells (RW-1, RW-2 and RW-3) were installed at the site during past ground water assessment and remediation activities. Please note, MW-6, MW-11, MW-12 and MW-13 have been destroyed. A total of 4,381.57 tons of contaminated soil was removed from the site between May 16 and June 2, 2011. Prior to the May-June 2011 soil excavation, monitoring wells MW-1 through MW-5, MWD-7 as well as recovery wells RW-1 and RW-3 were abandoned. Monitoring wells MW-1R through MW-5R were installed following the completion of the May-June 2011 excavation activities. Ground water samples collected from monitoring wells at the site and nearby water supply wells have exceeded the maximum allowable concentrations (MACs) during past sampling events. Free product has been reported in MW-2, MW-3, MW-5, MW-2R, MW-3R, MW-4R and MW- 5R. Please note that certain information contained in this report was obtained under the supervision of previous consultants. Although Geological Resources, Inc. (GRI) cannot verify the accuracy of information obtained from previous reports, for the purposes of this report, it is assumed to be correct. Please refer to previous submittals for further historical information regarding the site. 2.0 CURRENT SITE ASSESSMENT The purpose of this report is to present the results of updated receptor survey and ground water monitoring activities conducted on July 27, 2015 at the Red Apple Market #21 site. The activities were conducted in accordance with GRI proposal number 15-155 which was submitted to NCDENR on March 9, 2015 and approved as Task Authorization No. 9785-062 on April 7, 2015. The purpose of the activities was to update receptor information and to obtain current ground water quality data for the site. 3.0 UPDATED RECEPTOR SURVEY On July 27, 2015, GRI personnel conducted an updated receptor survey for the site. Twenty-five water supply wells (WSW-2, WSW-4, WSW-5, WSW-6 and WSW-8 through WSW-28) were observed within 2 a 1,500-foot radius of the site. Please note, WSW-1, WSW-3 and WSW-7 were not located and are assumed to have been destroyed. Three water supply wells (WSW-2, WSW-5 and WSW-6) were identified within a 250-foot radius of the source area. Two potable water supply wells (WSW-6 and WSW-16) were identified within a 1,000-foot radius of the site. A pond is located approximately 500 feet southwest of the site. Municipal water is available to the site and the surrounding properties. The site is not located within a wellhead protection area. A Site Vicinity Map showing the locations of water supply wells and property boundaries is included as Figure 2. Adjacent property owner information is presented in Table 1. Water supply well information is presented in Table 2. 4.0 GROUND WATER QUALITY Thirteen monitoring wells (MW-1R through MW-5R, MW-8, MW-9, MW-10, MW-21, MW-22, MW- 23, MW-25, and MW-30) were gauged, purged and sampled on July 27, 2015. The depths to ground water in the monitoring wells during the July 2015 sampling event ranged from 12.15 to 16.84 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells relative to mean sea level ranged from 39.67 to 42.19 feet. Please note, the depth to water and ground water elevation for MW-23 appear to be anomalies and were not included in the July 27, 2015 gauging data. Based on this information, ground water flow for the site during the July 2015 gauging event was generally toward the southwest. The average horizontal hydraulic gradient across the site was less than 0.01 feet per foot. A Site Map showing the locations of the monitoring wells and the structures on-site and on surrounding properties has been included as Figure 3. A Water Table Surface Map for the July 2015 sampling event has been included as Figure 4. A summary of well construction and gauging information is presented in Table 3. Laboratory analyses were performed on the ground water samples collected from the above referenced monitoring wells during the July 2015 sampling event. The collected ground water samples were submitted for analyses of volatile organic compounds using EPA Method 6200B. Concentrations of individual BTEX constituents, MTBE, naphthalene, 1,2-dichloroethane, isopropylbenzene, n-propylbenzene, 1,3,5-trimethylbenzene and/or 1,2,4-trimethylbenzene that exceeded the Maximum Allowable Concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-2R, MW-3R, MW-4R, MW-5R, MW-9, MW-10 and MW-23. None of the contaminant concentrations exceeded the gross contamination levels (GCLs). A Ground Water Quality Map based on data from the July 2015 sampling event has been included as Figure 5. A 3 summary of ground water sample analytical results is presented in Table 4. A complete laboratory report has been included in Appendix A. The absorbent boom that had been installed in MW-4R following the completion of the October 2014 MMPE event was removed prior to when MW-4R was gauged, purged and sampled on July 27, 2015 and was not re-installed. 5.0 CONCLUSIONS AND RECOMMENDATIONS  Twenty-five water supply wells were observed within a 1,500-foot radius of the site during July 2015 updated receptor survey activities. Three water supply wells were identified within a 250- foot radius of the source area. Two potable water supply wells were identified within a 1,000- foot radius of the site. A pond is located approximately 500 feet southwest of the site.  The average depth to ground water in the monitoring wells during the July 2015 sampling event was 13.95 feet. Ground water flow for the site during the July 2015 gauging event was generally toward the southwest with an average horizontal hydraulic gradient of less than 0.01 feet per foot.  Concentrations of individual BTEX constituents, MTBE, naphthalene, 1,2-dichloroethane, isopropylbenzene, n-propylbenzene, 1,3,5-trimethylbenzene and/or 1,2,4-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-2R, MW-3R, MW-4R, MW-5R, MW-9, MW-10 and MW-23. The concentration of benzene reported in the ground water sample collected from MW-2R exceeded the GCL.  The absorbent boom that had been installed in MW-4R following the completion of the October 2014 MMPE event was removed prior to gauging on July 27, 2015. The boom was not replaced following the completion of the July 2015 sampling activities.  GRI recommends that Mobile Multi-Phase Extraction (MMPE) events and semi-annual ground water monitoring should continue at the site until contaminant concentrations are reduced to below the GCLs. Recovery wells could be installed in the vicinity of MW-2R and MW-4R in order to enhance the results of the MMPE activities. The next monitoring event is tentatively scheduled for January 2016. 6.0 LIMITATIONS This report has been prepared for the exclusive use of Red Apple Markets, Inc. for specific application to the referenced site in Hertford County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDENR and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of 4 environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. Please note that field data collected prior to the July 2007 sampling and updated receptor survey event was not obtained under the supervision of GRI. Although the accuracy of this information cannot be verified, for the purpose of this report GRI assumes that it is correct.
