HomeMy WebLinkAboutWA-688_9785_CA_FPR_20140516EXECUTIVE SUMMARY The former Red Apple Market #21 site is located along NC Highway 561 West in Saint John, Hertford County, North Carolina (Figure 1). Two 1,000-gallon gasoline USTs and one 550-gallon gasoline UST were removed from the site in October 1992. In addition, one 550-gallon gasoline UST was closed-in-place in October 1992. The site risk classification is currently High due to the presence of potable water supply wells within a 1,000-foot radius of the site. A Mobile Multi-Phase Extraction (MMPE) event was conducted between April 28 and May 2, 2014, by Greenwood Applied Services (GAS) on MW-2R, MW-3R, MW-4R and MW-5R, under the supervision of Geological Resources Inc. (GRI) personnel. No free product was measured in MW-2R, MW-3R, MW-4R or MW-5R prior to the start of the event. A total of 9,317 gallons of affected ground water was recovered during the MMPE event. Approximately 9 gallons of free product were observed in the tanker at the conclustion of the MMPE event. Upon conclusion of the event, a free product thickness of 0.45 feet was observed in MW-4R. No measurable free product was observed in MW-2R, MW-3R or MW-5R. The average fluid recovery rate was 97.05 gallons per hour. Based on mass-removal calculations, an additional 1.96 gallons of vapor phase hydrocarbons were removed during the event. Once GRI receives the results of the ground water sampling event that is tentatively scheduled for June 2014, the overall effectiveness of the MMPE event can be determined. The activities were conducted in accordance with Geological Resources, Inc. (GRI) Proposal No. 14-023, which was submitted to NCDENR on January 13, 2014 and approved as Task Authorization No. 9785-058 on March 25, 2014. The purpose of the activities was to remove free product and reduce contaminant concentrations in monitoring wells MW-2R, MW-3R, MW-4R and MW-5R. According to available information, two 1,000-gallon gasoline and one 550-gallon gasoline underground storage tanks (USTs) were removed from the site in October 1992. In addition, one 550-gallon gasoline UST was closed-in-place in October 1992. Twenty-seven Type II monitoring wells (MW-1 through MW-6, MW-8 through MW-23, MW-25 and MW-27 through MW-30), one Type III monitoring well (MWD-7) and three recovery wells (RW-1 through RW-3) were installed at the site during past ground water assessment and remediation activities. A total of 4,381.57 tons of contaminated soil was removed from the site between May 16 through June 2, 2011. Prior to the May-June 2011 soil excavation, monitoring wells MW-1 through MW5, MWD-7 as well as recovery wells RW-1 and RW-3 were abandoned. Monitoring wells MW-1R through MW-5R were installed following the completion of the May-June 2011 excavation activities. Please note, monitoring wells MW-6, MW-11, MW-12, MW-13 and MW-29 were destroyed during past site activities. Ground water samples collected from monitoring wells at the site and nearby water supply wells have exceeded the maximum allowable concentrations (MACs) during past sampling events. Free product has been historically reported in monitoring wells MW-2, MW-3, MW-5, MW-2R, MW-3R, MW-4R and MW-5R. Please note that certain information contained in this report was obtained under the supervision of previous consultants. Although GRI cannot verify the accuracy of information obtained from previous reports, for the purpose of this report, it is assumed to be correct. A Site Map showing the locations of the monitoring wells and the structures on-site and on surrounding properties has been included as Figure 2. Please refer to previous submittals for further historical information regarding the site. 2 2.0 MMPE EVENT A MMPE event was conducted at the site by Greenwood Applied Services (GAS) under the supervision of GRI beginning on April 28, 2014 and ending on May 2, 2014. The MMPE equipment included a liquid ring pump, 9,500-gallon capacity tanker, flexible vacuum hoses, 1-inch diameter PVC stinger pipes and associated couplings and pipe fittings to manifold to four monitoring wells (MW-2R, MW-3R, MW-4R and MW-5R). The MMPE system was rated at 24in./Hg at 280 cfm. Monitoring wells MW-2R, MW-3R, MW-4R and MW-5R were gauged on April 28, 2014 prior to the event. No free product was measured in MW-2R, MW-3R, MW-4R and MW-5R prior to the start of the event. The stinger pipes were set at depths of 13.72, 14.22, 11.71 and 14.97 feet in MW-2R, MW-3R, MW-4R and MW-5R, respectively. Monitoring wells MW-2R, MW-3R, MW-4R and MW-5R were vacuumed continuously for a total of 96 hours during the event. Measurements of relative humidity, temperature, vacuum, exhaust velocity, and off-gas concentrations were recorded at the discharge stack at a minimum of two times per 24-hour period. Vacuum at the extraction wells ranged from 23 to 27.5 in./Hg. Exhaust velocities ranged from 162 to 291 fpm. Temperatures ranged from 59.8 to 103.0ºF and relative humidity ranged from 33.0 to 100.0 percent. Total VOC off-gas concentrations ranged from 375.5 to 1,999 ppm during the event. At the conclusion of the event, no measurable free product was observed in MW-2R, MW-3R or MW-5R; however, 0.45 feet of free product were measured in MW-4R. A summary of well construction and gauging data obtained before start up and at the conclusion of the MMPE event is presented in Table 1. A copy of the MMPE data and calculations has been included as Appendix A. The results of the MMPE event indicate that a total of 9,317 gallons of liquid were removed during the event. Of the 9,317 gallons of liquid recovered, 9 gallons of free phase product was present in the tanker. Based on 96 hours of operation, the average fluid recovery rate was 97.05 gallons per hour. Based on mass-removal calculations, an additional 12.27 pounds or 1.96 gallons of vapor phase hydrocarbons were removed. Based on 96 hours of operation, an average of approximately 0.02 gallons of vapor phase hydrocarbons was removed per hour by the MMPE system. Based on the April-May 2014 MMPE event, the cost of free product and contaminated ground water recovered per gallon was $1.11. A summary of free product recovery results has been included as Table 2. A summary of information collected during the MMPE event as well as a breakdown of fluids removed is included as Table 3. A summary of costs associated with free product recovery is included as 3 Table 4. At the conclusion of the MMPE event, all wastewater was transported to a licensed facility for disposal. Copies of disposal manifests have been included as Appendix B. Upon the conclusion of the MMPE event on May 2, 2014, the absorbent boom that had been installed in MW-4R was replaced. 3.0 CONCLUSIONS AND RECOMMENDATIONS  A total of 9,317 gallons of affected ground water was recovered during the MMPE event conducted between April 28 and May 2, 2014. Of the 9,317 gallons recovered, 9 gallons of free product were observed in the tanker at the conclusion of the event. The average fluid recovery rate was 97.05 gallons per hour. Based on mass-removal calculations, an additional 12.27 pounds or 1.96 gallons of vapor phase hydrocarbons were removed at an average of approximately 0.02 gallons per hour by the MMPE system. Based on the April-May 2014 MMPE event, the cost of free product and contaminated ground water recovered per gallon was $1.11. Upon conclusion of the event, no measurable free product was observed in MW-2R, MW-3R or MW-5R; however, 0.45 feet of free product was measured in MW-4R.  The absorbent boom that had been installed in MW-4R was replaced on May 2, 2014.  Based on the above information, the MMPE removed contaminated ground water and free product from monitoring wells MW-2R, MW-3R, MW-4R and MW-5R. GRI personnel will return to the site in June 2014 to conduct a comprehensive ground water sampling event. Once the data from the June 2014 sampling event are evaluated, the overall effectiveness of the MMPE event will be evaluated. 4.0 LIMITATIONS This report has been prepared for the exclusive use of North East Oil Company, Inc, for specific application to the referenced site in Hertford County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDENR and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. 4 The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. Please note that field data collected prior to the July 2007 sampling and updated receptor survey event was not obtained under the supervision of GRI. Although the accuracy of this information cannot be verified, for the purpose of this report GRI assumes that it is correct.
