Monitoring and reporting is being performed in accordance with the MCAS Cherry Point UST Closure and Management Program adopted by MCAS Cherry Point Environmental Affairs Department. A listing of sites for which sampling results are included in this Periodic Monitoring Report is presented in Table I and locations of these sites are shown on Figure I and Figure II. This Periodic Monitoring Report is designed such that all data and information pertaining to any individual site is contained entirely within one section of the report and each section is devoted entirely to one site. Therefore, each section serves as a stand-alone monitoring report for the respective site. Each section begins with an Executive Summary which provides information about location, monitoring, groundwater hydraulics, free-phase product plumes, dissolved- phase plumes, potential receptors, and remediation at the site. Each Executive Summary is supported by several site-specific tables and figures. Significant Changes from Previously Reported Data: None. 2.4 FREE PRODUCT PLUME Free Product Present?: Yes Free Product Thickness Measured: During the June 2021 gauging event, 17 wells were gauged and nine wells of those wells had measurable free-phase product ranging from 0.02 feet (N2PR47, N2RW17, N2UKN7 and N4GW12) to 0.37 feet (N2GW53). See Table 2.1. Plume Size and Location: See Figure 2.1 Free Product Removed from Site This Period: Approximately 17.6 gallons. The horizontal wells were shut down at that time and free-phase product has not returned in these areas. For the other areas of the site, long term historical trends indicate a general declining trend in the extent and thicknesses of product. 2.5 DISSOLVED-PHASE PLUME Plume Concentrations: Not applicable. See Tables 2.2 and 2.3. 2.6 REMEDIAL SYSTEM AIR MONITORING DATA AND EFFLUENT DISCHARGE DATA Air Contaminant Concentrations: Not Applicable. Past Evidence of Vapors?: No Significant Changes from Previously Reported Data?: None 2.8 REMEDIATION Status: System completely off as of November 19, 2020. Construction of the horizontal/vertical well system was completed in May 2007. The horizontal portion of the system has been shut down due to successful product recovery efforts in the area where the horizontal recovery wells exist. The skimmer pumps associated with the vertical system were shut down in the 2nd Semester 2016 due to lack of product recovery. Also, due to lack of product recovery and excessive system maintenance the use of most of the total fluids pumps was suspended on August 10, 2017. In August 2017, the remedial system was only partially running with N2RW13, N2RW14, N2RW16 and N2RW17 having operating pumps. Passive recovery of free-phase product was now occurring as of August 2017. The above-stated pumps were turned off and the system was completely shut down on November19, 2020 due to lack of any product recovery from the system. Passive recovery of product continues at the site. Type: Historically product removal via skimmer and total fluids pumps; currently only passive recovery of product. Progress: Free product removal underway Construction Contractor: SDC Operating Contractor: ITMS/GES MCAS Cherry Point FY-21; 221001VOL1.RPT47 CATLIN Engineers and Scientists CATLIN Project No. 221001 August 2021 2.9 OBSERVATIONS AND COMMENTS Historical: CATLIN continues to provide periodic engineering evaluations for the operation of the treatment system in order to maximize product recovery. Previously, seven wells with skimmer pumps were converted to total fluids free- phase product recovery wells in an effort to increase free-phase product recovery. After installation, the total fluids pumps became inoperable due to back pressure on the conveyance lines caused by iron fouling. In December 2011, the conveyance lines were replaced and configured to minimize future back pressure within the lines. CATLIN evaluated the effectiveness of the seven free-phase product recovery pumps and recommended that the entire system be converted into a total fluids free-phase product recovery system. Additionally, an iron/bacteria sampling event was conducted at the site in May 2013 to determine the composition and root cause of the iron fouling issues. Results from this sampling event were evaluated in the September 2013 Report of Findings. This report recommended evaluating and pilot testing the most promising cleaning/iron removal alternatives. During the Second Semester 2014 over 65 gallons of free-phase product was recovered at the subject site as opposed to only 27.5 gallons of free-phase product recovered during the First Semester 2014. The increase in free-phase product recovery was likely the cleaning and replacement of clogged conveyance lines due to fouling issues. During the First Semester 2015 approximately 28 gallons of free-phase product was recovered at the subject site. During the Second Semester 2015 approximately 15 gallons of free-phase product was recovered at the subject site. The decrease between semesters was attributable to clogging in the conveyance lines due to fouling issues. During the First Semester 2016, 36 gallons of free-phase product was recovered at the subject site. This increase in recovered product is the result of implementing passive recovery efforts that began in November 2015. The majority of the product recovered during the First Semester 2016 was from passive recovery efforts as the system is still not operating at optimal efficiency. During the Second Semester 2016, 17 gallons of free-phase product was recovered at the subject site. The majority of the product recovered during the Second Semester 2016 was from passive recovery efforts as the system is still not operating at optimal efficiency. Late in the Second Semester 2016 it was decided to remove the skimmer pumps due to a lack of product recovery from these pumps. Therefore, as of the end of the Second Semester 2016 the system was operating with only the seven wells containing total fluids pumps which are N2RW15, N2RW16, N2RW17, N2RW25, N2RW26, N2RW31 and N2RW32. During the First Semester 2017, only seven gallons of free-phase product was recovered at the subject site. The majority of the product recovered during the MCAS Cherry Point FY-21; 221001VOL1.RPT47 CATLIN Engineers and Scientists CATLIN Project No. 221001 August 2021 semester was from passive recovery efforts. Due to the lack of product recovery and excessive maintenance time to keep the total fluids pumps operating it was decided on August 10, 2017 to suspend operation of the total fluids pumps. Therefore, as of August 10, 2017 only passive recovery of free-phase product was occurring at the subject site. Also, it should be noted that a review of free- phase product thicknesses in on-site wells for the past year (August 2016 through June 2017) indicated only minor amounts of product (largest amount 0.61 feet in N2GW53 in March 2017) and thicknesses were generally less than 0.50 feet. In addition, the lateral extent of free-phase product also continued to indicate a declining trend. However, there were still a few areas at the subject site where additional product delineation was recommended. During the Second Semester 2017, 14 gallons of free-phase product was recovered at the subject site. The product recovered during this semester was from passive recovery efforts. However, select recovery wells were reactivated for small scale pilot testing of different recovery techniques for those wells containing measureable free-phase product. A project to refine the extent of free-phase product at this site was completed in November 2017. An updated Conceptual Site Model was prepared which indicated that the free-phase product and gross contamination was horizontally and vertically delineated in the majority of the free-phase product areas at the subject site. During the First Semester 2018, 16 gallons of free-phase product was recovered at the subject site. The product recovered during this semester was from passive recovery efforts. Also, select deep monitoring wells were sampled in February 2018 and only one well (52GW16) contained petroleum-related contaminants above the 2L Standards. The groundwater sampling at this site was historically “split sampled” (i.e. deep wells in February and shallow wells in August). However, due to the minimal deep, dissolved-phase petroleum contamination it was proposed that the site sampling frequency be modified to “Annual” sampling. It was proposed that both shallow and deep wells at the site would be sampled in August 2018. During the Second Semester 2018, 27 gallons of free-phase product was recovered at the subject site. The product recovered during this semester was mainly from passive recovery efforts. Select shallow monitoring wells were sampled in August 2018 and results indicated that the dissolved-phase contamination at the subject site is fairly stagnant and not significantly increasing or decreasing. Please note, no deep monitoring wells were sampled in August 2018 due to the historical, extremely low contaminant concentrations in these wells. However, another annual groundwater sampling event is planned for August 2019 during which both shallow and deep wells will be sampled. During the First Semester 2019, 48 gallons of free-phase product was recovered at the subject site. The product recovered during this semester was from both the total fluids system (operating pumps in N2RW13, N2RW14, N2RW16 and N2RW17 only) and passive recovery efforts. No groundwater sampling was conducted during the First Semester 2019 at the subject site. However, another MCAS Cherry Point FY-21; 221001VOL1.RPT47 CATLIN Engineers and Scientists CATLIN Project No. 221001 August 2021 annual groundwater sampling event was planned for August 2019 during which both shallow and deep wells will be sampled. During the Second Semester 2019, approximately one gallon of free-phase product was recovered at the subject site. The product recovered during the current semester was only from passive recovery efforts. In August 2019, select shallow and deep monitoring wells were sampled. The product recovered during the current semester was only from passive recovery efforts. In August 2020, select shallow and deep monitoring wells were sampled. Due to the lack of any product recovery from the active system, it was shut down completely on November 19, 2020. The pilot test was conducted at well N2GW53 in July 2021 and the results of this pilot test are being compiled and evaluated at the time of this writing. Passive product recovery efforts will continue for the Second Semester 2021. Also, the previously stated, updated Conceptual Site Model will be utilized to evaluate numerous remediation technologies/alternatives to address the remaining free-phase product at the subject site.
