HomeMy WebLinkAboutWA-649_9420_CA_RPTS_20180222_MRP EXECUTIVE SUMMARY The Myers Grocery and White’s Cross Grocery sites are located at 1901 and 1906 Wakelon Road in Colerain, Bertie County, North Carolina. According to available information, two 2,000 gallon gasoline USTs were removed from the Myers Grocery site in September 1992. One 4,000-gallon gasoline UST, one 2,000-gallon gasoline UST, one 1,000-gallon gasoline UST and one 4,000-gallon diesel UST were removed from the White’s Cross Grocery site in February 1994. In addition, one 1,000-gallon kerosene UST was abandoned in place. In March 2001, NCDEQ recommended that the two sites (White’s Cross Grocery and Myers Grocery) be combined into one site. Twenty-four Type II monitoring wells ((M)MW- 1, (M)MW-2, (M)MW-3, (M)MW-5 through (M)MW-11), ((W)MW-1 through (W)MW-7 and (W)MW-9 through (W)MW-15), and two Type III monitoring wells ((M)MWD-4 and (W)MWD-8) were installed at the sites during previous ground water assessment and corrective action activities. On February 1, 2018, eight Type II monitoring wells were gauged, purged and sampled. Concentrations of requested method constituents that exceeded the Maximum Allowable Concentrations specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from (M)MW-2, (W)MW-1, (W)MW-12 and (W)MW-15. None of the reported contaminant concentrations exceeded the Gross Contamination Levels (GCLs). Contaminant absorbent BioSocks were removed and were not replaced in (M)MW-2, (W)MW-1 and (W)MW-15 during the February 2018 sampling event. Based on this information, it is recommended that options to abandon WSW-1 should continue to be pursued in an effort to lower the risk of the site. If the site risk classification cannot be lowered, semi- annual ground water sampling activities should continue. The next semi-annual sampling event is tentatively scheduled for August 2018. Additionally, the BioSocks installed in September 2016, and since removed from the site, appear to have been marginally effective in reducing contaminant concentrations. More aggressive means of remediation should be considered in order to reduce the contaminant concentrations at the site. According to available information, one 4,000- gallon gasoline, one 2,000-gallon gasoline, one 1,000-gallon gasoline and one 4,000-gallon diesel underground storage tanks (USTs) were removed from the White’s Grocery site in February 1994 by Coastal Environmental Services, Inc. (Coastal). In addition, one 1,000-gallon kerosene UST was abandoned in place. Two 2,000-gallon gasoline USTs were removed from the Myers Grocery site by Coastal in September 1992. In March 2001, NCDEQ recommended that the two sites be combined into one site, and Coastal renamed the monitoring wells with a prefix of (M) added to the Myers’s facility monitoring wells and a (W) to the White’s facility monitoring wells. Twenty-two Type II monitoring wells ((M)MW-1, (M)MW-2, (M)MW-3, (M)MW-6, (M)MW-9, (M)MW-10 through (M)MW-14), ((W)MW-1 through (W)MW-7 and (W)MW-9 through (W)MW-13), and two Type III monitoring wells ((M)MWD-4 and (W)MWD-8) are present onsite, having been installed during previous ground water assessment and corrective action activities. Although Geological Resources, Inc. (GRI) cannot verify the accuracy of information obtained from previous reports, for the purposes of this report, it is assumed to be correct. A Site Map showing the structures on-site and the locations of the monitoring wells is included as Figure 2. Please note that on July 28, 2010, as requested by NCDEQ, GRI personnel verified with Bertie County Water Department personnel that municipal water lines run along Meadow Road. Please refer to previous submittals for further historical information regarding the site. 2.0 CURRENT SITE ASSESSMENT This report presents the results of ground water sampling and BioSock maintenance activities conducted in February 2018 at the Myers Grocery and White’s Cross Grocery sites. The activities were conducted in accordance with GRI proposal number 17-504, which was submitted to NCDEQ on August 25, 2017, and approved as Task Authorization No. 9420-29 on September 27, 2017. The purpose of the activities was to obtain current ground water quality data and remove contaminant absorbent BioSocks from the site. 2 3.0 GROUND WATER QUALITY Eight Type II monitoring wells ((M)MW-2, (M)MW-3, (M)MW-9, (W)MW-1, (W)MW-3, (W)MW-11, (W)MW-12 and (W)MW-15) were gauged, purged and sampled on February 1, 2018. The depths to ground water in the Type II monitoring wells during the February 2018 sampling event ranged from the top of well casing to 1.50 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark with an assumed elevation of 100.00 feet ranged from 97.33 to 97.75 feet. Based on this information, ground water flow direction was generally toward the west with an average hydraulic gradient of less than 0.01 feet per foot. A Water Table Surface Map for the February 1, 2018, gauging event has been included as Figure 3. Well construction and gauging information is presented in Table 1. Laboratory analyses were performed on the ground water samples collected from the monitoring wells during the February 2018 sampling event for volatile organic compounds using EPA Method 6200B. Concentrations of one or more individual BTEX constituents, MTBE, naphthalene, 1,2-dichloroethane, isopropylbenzene, IPE, n-propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the Maximum Allowable Concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from (M)MW-2, (W)MW-1, (W)MW-12 and (W)MW-15. None of the reported contaminant concentrations exceeded the Gross Contamination Levels (GCLs). A Ground Water Quality Map based on data from the February 2018 sampling event has been included as Figure 4. A summary of ground water sample analytical results is presented in Table 2. A complete laboratory report has been included as Appendix A. Upon conclusion of the February 2018 sampling event, contaminant absorbent BioSocks were removed and not replaced in (M)MW-2, (W)MW-1 and (W)MW-15. Since the initial installation of BioSocks at the site in September 2016, contaminant concentrations in (M)MW-2 have been reduced by 35.02% (47,270 µg/l in September 2016 to 30,714 µg/l in February 2018); contaminant concentrations in (W)MW-1 have been reduced by 34.36% (3,494.8 µg/l in September 2016 to 2,293.9 µg/l in February 2018) and contaminant concentrations in (W)MW-15 appear to have increased by 34.73% (3,698.5 µg/l in September 2016 to 4,983 µg/l in February 2018). 3 4.0 CONCLUSIONS AND RECOMMENDATIONS  The average depth to ground water during the February 2018 sampling event was 1.14 feet below the tops of well casings. Ground water flow at the site was toward the west with an average horizontal hydraulic gradient of less than 0.01 feet per foot.  Concentrations of one or more individual BTEX constituents, MTBE, naphthalene, 1,2- dichloroethane, isopropylbenzene, IPE, n-propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5- trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from (M)MW-2, (W)MW-1, (W)MW-12 and (W)MW-15. None of the reported contaminant concentrations exceeded the GCLs.  Contaminant absorbent BioSocks were removed and were not replaced in (M)MW-2, (W)MW-1 and (W)MW-15 following the completion of the February 2018 sampling event. Contaminant concentrations in (M)MW-2, (W)MW-1 and (W)MW-4 appear to have decreased since the initial installation of BioSocks in September 2016. Concentrations in (W)MW-15 appear to have increased.  Based on this information, it is recommended that options to abandon WSW-1 should continue to be pursued in an effort to lower the risk of the site. If the site risk classification cannot be lowered, semi-annual ground water sampling activities should continue. The next semi-annual sampling event is tentatively scheduled for August 2018. Additionally, the BioSocks installed in September 2016, and since removed from the site, appear to have been marginally effective in reducing contaminant concentrations. More aggressive means of remediation should be considered in order to reduce the contaminant concentrations at the site. 5.0 LIMITATIONS This report has been prepared for the exclusive use of North East Oil Company, Inc. for specific application to the referenced site in Bertie County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No 4 additional information can logically be inferred from this data. Please note field data collected prior to the July 2009 sampling and updated receptor survey event were not obtained under the supervision of GRI. Although the accuracy of these data cannot be verified, for the purpose of this report GRI assumes that the information is correct.
