Figure 1 and Figure 2 have been included to show the approximate location of the subject site. ECS was contracted to provide environmental consulting services due a reported estimate of 42 quarts of motor oil released from an US Xpress auto accident on September 22, 2022 at 3:37pm. According to ERTS and Hepaco, the spill was reported to be contained to the roadway and did not impact the soil. Emergency Response activities were performed by Fred’s Towing on September 22, 2022 and consisted of the use of absorbent pads, socks, and cat litter to contain and absorb the spilled motor oil for disposal. According to Karrie Fogg of Fred’s Towing, the recovered motor oil and used absorbent pads, socks, and cat litter were reportedly containerized and transported to their nearby facility located in Henderson, NC to be disposed of at a later date. During the emergency response activities, approximately 42 quarts of motor oil was reportedly recovered and transported to a nearby Fred’s Towing Facility located in Henderson, NC to be transported and disposed at Crystal Clean at a later date. Hepaco reported that the area of stained concrete measured approximately 33 feet long by 15 feet wide. ECS understands that since no soil was reported to be impacted by this release of motor oil, no soil excavation was required. A 24-Hour Notification of Discharge Form (UST-62 Form) has been prepared and is attached herein as Appendix A. 2.0 FIELD ACTIVITIES On October 20, 2022, ECS mobilized to the site to observe and document the area of the spill in an effort to confirm that no remaining impact was observed. No staining was observed on the highway in the reported spill area. The emergency response (ER) activities were conducted by Fred’s Towing and Hepaco on September 22, 2022. Initial abatement activities were not warranted since the roadside soils were not impacted as a result of this incident. Site photographs provided by HEPACO following ER activities and those taken by ECS during our site visit are provided in Appendix B. As of the issue date of this report, ECS has not been provided with disposal manifests generated during the ER cleanup activities. If the disposal manifests are received at a later date and if requested, ECS will revised this report to include the copies of the disposal manifests. 4.0 CONCLUSIONS Based on the post-excavation soil quality results, ECS concludes the following: • ECS understands 42 quarts of motor oil were released from an US Xpress auto accident on Interstate 85 southbound, near Exit 209 in Henderson, Vance County, North Carolina on September 22, 2022. • Emergency Response activities were conducted on September 22, 2022 and consisted of the use of absorbent pads and socks to contain and absorb the spilled motor oil for disposal. According to Karrie Fogg of Fred’s Towing, the recovered motor oil and used absorbent pads and socks were reportedly containerized and transported to their nearby facility located in Henderson, NC to be disposed of at a later date. The waste stream profile for Crystal Clean has been completed by Fred’s Towing and included in Appendix C. • No laboratory analysis was necessary due to the spill occurring on the concrete/asphalt roadway. Incident Closure Report I-85 Near Ext 209 Roadside Spill ECS Project No. 49-18777 December 8, 2022 2 5.0 RECOMMENDATIONS Based on the information provided by ERTS and our field observations, ECS does not recommend additional assessment at the site; however, a copy of this report should be submitted to the NCDEQ UST Section Raleigh Regional Office in order to support the closure of the Incident generated by submittal of the above referenced UST-62 Form. 6.0 QUALIFICATIONS The activities and evaluative approaches used in this assessment are consistent with those normally employed in projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
