Phase I Limited Site Assessment Report Prepared on: September 15, 2022 Flash Market #370 Project Manager: Laura Minor GRI Project No. 6117 i EXECUTIVE SUMMARY The Flash Market #370 site is located at 1390 Northwest Maynard Road in Cary, Wake County, North Carolina. The property operates as a petroleum retail facility and convenience store. The site is covered by concrete and asphalt. There are one 17,000-gallon gasoline and one 10,000-gallon gasoline USTs currently in use at the site with six associated gasoline dispenser islands. The surrounding properties are commercial or residential. On June 2, 2022, a non-passing spill bucket integrity test was reported. GRI conducted a site check at the subject site on July 6, 2022. One monitoring well (MW-1) was installed adjacent to the tank #2 spill bucket, the suspected source of contamination. Soil samples were collected at 10-foot intervals during the installation of monitoring well MW-1. The concentration of MTBE reported in soil sample SS-1-10’ and SS-1-30’ exceeded the soil-to-water MCC. A ground water sample was collected from MW-1. The concentrations of benzene, MTBE, naphthalene, TAA, TBA, C5-C8 aliphatics, and C9-C10 aromatics reported in the ground water sample collected from MW-1 exceeded the MACs. No free product was noted at the site. Site Check results identified a release at the site and a LSA was required. A receptor survey was conducted on September 7, 2022. No water supply wells were identified within a 1,500-foot radius of the site. Public water is available to the subject site and to all surrounding properties. Two surface water bodies were identified within a 500-foot radius of the site. Coles Branch, a class C/NSW water, was identified about 250 feet southeast of the site. A retention pond was identified about 400 feet northeast of the site. The reported contaminant concentrations do not exceed ten times the NCDEQ surface water standards. Based on the lack of receptors other than surface water bodies, the availability of municipal water to all properties in the area, and relatively low ground water contaminant concentrations, GRI recommends the site be classified as Low Risk and the incident closed after filing a Notice of Residual Petroleum. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. The closest primary residence is 306 Cole Canyon Court located approximately 300 feet north of the UST basin. 10. Black Creek Greenway is located approximately 200 feet north of the UST basin. 11. What is the zoning status of properties in the surrounding area? According to the City of Cary Official Zoning Map, the surrounding areas are zoned Commercial (GC and GCCU), Office/institutional (OI/OICU), Industrial (I/ICU) and Residential (R8/R8CU, R12/R12CU, R20, R40, RMF/RMF-C). 12. Briefly characterize the use and activities of the land in the surrounding area. The area surrounding the site is a mixture of commercial, public/institutional and residential. Land use information has been included as Table 3. A zoning map has been included as Figure 2B. 2. RECEPTOR INFORMATION 1. Water Supply Wells: A receptor survey was conducted on September 7, 2022. No water supply wells were identified within 1500 feet of the site. Receptor information has been provided in Table 4. 2. Public Water Supplies: Are public water supplies available within 1,500 feet of the source area of the release? YES If yes, where is the location of the nearest public water lines and the source(s) of the public water supply. Explain: Municipal water is available to the site and the surrounding properties. Water lines run along the public streets in the area. Public water is supplied by the City of Cary. 3. Surface Water: Identify all surface water bodies (e.g., ditch, pond, stream, lake, river) within 1,500 feet of the source area of the release. This information must be shown on the USGS topographic map. Two surface water bodies were identified within a 500-foot radius of the site. A small stream was identified about 250 feet southeast of the site. A retention pond was also identified about 400 feet northeast of the site. 4. Wellhead Protection Areas: Identify all planned or approved wellhead protection areas in the vicinity of the source area. This information must be shown on the USGS topographic map. Wellhead protection areas are defined in 42 USC 300h-7(e). On September 12, 2022, GRI personnel accessed the NCDEQ SWAP Program’s website to identify wellhead protection areas in the vicinity of the subject site. The site is not located within a wellhead protection area. 5. Deep Aquifers in the Coastal Plain Physiographic Region: The site is not located in the Coastal Plain Physiographic Region. 6. Subsurface Structures: No structures with basements were observed in the vicinity of the source area. The water main and other underground utilities run along Northwest Maynard Road and several underground utility lines were observed on the property. 7. Property Owners and Occupants: The names and addresses of the owners of properties adjacent to the site are presented in Table 5. Property boundaries are shown on Figure 2A. Property cards for the adjacent property owners are attached as Appendix B. 3. SITE GEOLOGY AND HYDROGEOLOGY According to the 1985 Geologic Map of North Carolina, the site is located in the Carolina Slate Belt. The bedrock is generally described as metamorphosed argillite, mudstone, volcanic sandstone, conglomerate, and volcanic rock. The soil samples collected during well installation activities were tan, gray and red clay. The depth to ground water during the July 2022 gauging event was 23.71 feet below the top of well casing. Copies of the well construction record and subsurface log have been included as Appendix C. SITE INVESTIGATION On July 2, 2022, a non-passing spill bucket integrity test was reported and on July 6, 2022, GRI conducted a site check at the subject site. A soil boring was advanced adjacent to the spill bucket to a depth of approximately 30 feet BGS and soil samples were collected from the borings (SB-1-10’, SB-1-20’, and SB- 1-30’). Soil boring SB-1 was completed as monitoring well MW-1 by a North Carolina licensed well contractor on July 6, 2022, to assess the identified release at the site. MW-1 was installed to a total depth of 30 feet BGS with a 15-foot screened interval set to bracket the water table at the time of installation. Based on the soil and ground water sample analytic results, a LSA was recommended. A copy of the NORR requiring an LSA has been included as Appendix D. Monitoring well MW-1 was gauged on July 6, 2022. The depth to ground water was 23.71 feet. Gauging data from the July 2022 gauging event has been included in Table 6. Soil Sampling: Soil samples (SB-1-10’, SB-1-20’, and SB-1-30’) were collected on July 6, 2022, during Site Check activities. Samples SB-1-10’ and SB-1-30’ were submitted for laboratory analyses of and VOCs by EPA Method 8260, and VPH by the MADEP method. Soil sample SB-1-20’ was submitted for VPH only by the MADEP method. The applicable soil-to-water MCCs were below the concentrations of MTBE reported in the soil samples collected from SB-1-10’ and SB-1-30’. No free product was noted at the site. A Soil Quality Map has been included as Figure 4. A summary of the soil sample analytical results is presented in Table 7. A copy of the laboratory analytical report from the July 2022 soil sampling event has been included as Appendix D. Ground Water Sampling: On July 6, 2022, MW-1 was gauged, purged, and sampled in accordance with NCDEQ guidelines. The ground water sample was submitted for analysis of VOCs by EPA Method 6200B, EDB by EPA Method 504.1, total lead by EPA Method 3030C and VPH by the MADEP Method. The concentrations of benzene, MTBE, naphthalene, TAA, TBA, C5-C8 aliphatics, and C9-C10 aromatics reported in the ground water sample collected from MW-1 were below the MACs. All contaminant concentrations were below the GCLs and below ten times the surface water standards. No free product was observed at the site. A Ground Water Quality Map has been included as Figure 6. A summary of the ground water analytical data has been included in Table 8. A copy of the laboratory analytical report has been included as Appendix E. Quality Control: The soil and ground water samples were immediately placed in laboratory-supplied containers after collection, which were then placed in iced coolers. Samples were logged using proper chain-of-custody procedures. The samples were transported to a North Carolina certified laboratory for analysis. A laboratory supplied trip blank was included in the sample cooler. No detectable concentrations of requested method constituents were reported in the trip blank. 5. CONCLUSIONS AND RECOMMENDATIONS  The site is an active convenience store and petroleum retail facility. Land use in the area consists of commercial, residential, office and public/institutional properties.  A receptor survey was conducted on September 7, 2022. No water supply wells were identified within a 1,500-foot radius of the site. Public water is available to the subject site and to all surrounding properties.  Two surface water bodies were identified within a 500-foot radius of the site. LIMITATIONS This report has been prepared for the exclusive use of Transit Energy Group and Mr. Scott Gordon for specific application to the referenced site in Wake County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
