(ATC) was retained by Phillips 66 Company to conduct site monitoring and remediation activities at the Former Conoco Store No. 33047 (RM No. 6182). The project site is located at 1122 North Raleigh Street in Rocky Mount, Edgecombe County, North Carolina. This report presents investigative procedures, field activities, and laboratory analytical results performed during the reporting period. 2.0 SITE DESCRIPTION 2.1 Site Characterization The site is located at the western corner of the intersection of North Raleigh Street and East Grand Avenue in Rocky Mount, North Carolina. Figure 1 represents a site topographic map and Figure 2 represents a site map indicating the site layout. The property consists of a single- story concrete building and is currently a convenience store operating a retail gasoline distribution system. Surrounding land usage is residential and commercial. Parker’s Canal is located along the northern property boundary and discharges into Cowlick Branch. According to the North Carolina Department of Environment and Natural Resources (NCDENR)-Division of Water Quality, Cowlick Branch is identified as both Class C and Nutrient Sensitive Waters. Currently, the site risk ranking is intermediate due to the presence of a surface water body within 500 feet of the site and the historical presence of free product. 2.2 Site Background A free product release was discovered in the gasoline dispenser area on April 27, 1994. In response, site assessment activities were conducted in July 1994. During assessment, petroleum hydrocarbons were detected in soil and groundwater samples. A Corrective Action Plan (CAP) was submitted to NCDENR in May 1996. During CAP activities, free product was detected in select monitoring wells and petroleum concentrations in groundwater exceeded 10 times the current groundwater standards. It was also confirmed there was a leaking underground storage tank (UST) located at an Exxon gas station up-gradient of the site which was currently undergoing remediation. A Phase I air sparge (AS) system was Groundwater Monitoring Report May 1, 2014 Former Conoco Store No. 33047 (RM No. 6182) ATC Project No. 45.75118.6182 2 installed and began operation in March 2001. To enhance remediation efforts, a Phase II AS/soil vapor extraction (SVE) system was installed and began operation in September 2002. The Phase I remediation system was discontinued in 2005. ATC conducted groundwater sampling and aggressive fluid vapor recovery (AFVR) events between February 2004 and November 2007, at which point Delta Environmental Consultants of NC, P.C. (Delta) was contracted to continue environmental services at the site. Due to the reduction of contaminant concentrations, the onsite remediation system was shut down on February 11, 2009, as requested by ConocoPhillips and approved by NCDENR. Delta conducted a groundwater sampling event in June 2010 and submitted a Semi-Annual Groundwater Monitoring Report on September 16, 2010, recommending AFVR events and groundwater sampling on a semi-annual basis. Delta conducted two AFVR events which are reported in Free Product Recovery Reports dated October 5, 2010, and March 17, 2011. On March 23, 2011, NCDENR issued a letter requesting a sampling event and free product removal. In April 2011, ATC was awarded the ConocoPhillips contract to continue groundwater remediation activities at the site. ATC performed an AFVR event on July 21, 2011, and a groundwater sampling event on August 4, 2011. The field activities were documented in a Monitoring Report dated September 21, 2011. On October 5, 2011, NCDENR issued a letter recommending continued AFVR events and semiannual sampling. ATC submitted a Groundwater Monitoring Report on March 28, 2012, documenting two AFVR events conducted in December 2011 and January 2012 and a groundwater sampling event performed in February 2012. Groundwater Monitoring Report May 1, 2014 Former Conoco Store No. 33047 (RM No. 6182) ATC Project No. 45.75118.6182 3 On May 1, 2012, ConocoPhillips separated into two companies, ConocoPhillips and Phillips 66 Company. The environmental remediation activities associated with this site are managed by Phillips 66 Company. On December 21, 2012, a Groundwater Monitoring Report was submitted documenting three AFVR events conducted in July 2012, August 2012, and September 2012 and a groundwater sampling event performed in October 2012. On September 17, 2013, a Groundwater Monitoring Report was submitted documenting three AFVR events conducted in April 2013, May 2013, and June 2013 and a groundwater sampling event performed in July 2013. This Groundwater Monitoring Report documents three AFVR events conducted in November 2013, December 2013, and January 2014 and a groundwater sampling event performed in February 2014. 3.0 GROUNDWATER CHARACTERIZATION 3.1 Groundwater Levels On February 20, 2014, groundwater levels were measured in monitoring wells MW-1, MW-3, MW- 4, MW-5R through MW-11, MWHS-10, and MWHS-11. At the time of sampling monitoring well MW-2 could not be located. An oil/water interface probe was used to measure the depths to water and free-phase product. Free product was detected in well MWHS-10 at a thickness of 0.15 feet and in MWHS-11 at a thickness of 0.02 feet. Depths were measured from the top of the well casings, which are referenced to an arbitrary benchmark of 100.00 feet. The locations of the monitoring wells are shown in Figure 2. Monitoring well construction details and current groundwater elevation data are summarized in Table 1 and historical groundwater elevations for the site are presented in Table 2. A groundwater elevation contour map based on February 2014 data is included as Figure 3. Groundwater Monitoring Report May 1, 2014 Former Conoco Store No. 33047 (RM No. 6182) ATC Project No. 45.75118.6182 4 3.2 Groundwater Quality On February 20, 2014, groundwater samples were collected from monitoring wells MW-1, MW-3, MW-4, MW-5R through MW-11, MWHS-10, and MWHS-11. Monitoring wells MWHS-10 and MWHS-11 could not be sampled due to the presence of free product. The samples were transported under chain of custody to Lancaster Laboratories in Lancaster, Pennsylvania. The groundwater samples were analyzed for volatile organic compounds by Standard Method 6200B. Copies of the laboratory analytical results for groundwater samples are included in Appendix A. Groundwater analytical results for the February 2014 sampling event are summarized in Table 3. The laboratory analytical results from the February 20, 2014, sampling event indicate that the following compounds meet or exceed the Title 15A NCAC 2L.0202 (2L) standards: • Benzene: MW-4 • Methyl tertiary butyl ether (MTBE): MW-5R • Naphthalene: MW-4 The 2B Standards for Class C/Nutrient Sensitive Waters (2B) were exceeded for: • n-butylbenzene: MW-4 All other constituents analyzed by Standard Method 6200B were detected below 2L Standards, 2B Standards, and Gross Contaminant Levels (GCLs). Dissolved benzene, MTBE, and naphthalene isoconcentration contour maps are included as Figures 4 through 6, respectively. Historical groundwater analytical results are summarized in Table 4. 4.0 AGRESSIVE FLUID VAPOR RECOVERY EVENTS ATC supervised A&D Environmental, Inc. (A&D) during AFVR events performed on November 20, 2013, December 19, 2013, and January 23, 2014. Extraction was performed from monitoring well MWHS-10. Prior to the events, ATC measured free product in well MWHS-10. Free product thickness for the November 2013, December 2013, and January 2014 AFVR events were measured at 0.66 feet, 0.31 feet, and 0.20 feet, respectively. At the conclusion of the November 2013 event, 1,642 gallons of petroleum-impacted water were removed from the site. Groundwater Monitoring Report May 1, 2014 Former Conoco Store No. 33047 (RM No. 6182) ATC Project No. 45.75118.6182 5 At the conclusion of the December 2013 event, approximately 2,649 gallons of petroleum- impacted water were removed from the site. Finally, at the conclusion of the January 2014 event, 1,884 gallons of petroleum-impacted water were removed from the site. Free product was not detected in well MWHS-10 following any events. Figure 7 presents the historical free product thickness in MWHS-10. The waste disposal manifests are included as Appendix B. 5.0 MONITORING PLAN AND SCHEDULE The groundwater sampling schedule will continue on a semi-annual basis. The next sampling event is scheduled for August 2014. The next monitoring report will be submitted by October 31, 2014. 6.0 SUMMARY During this reporting period, ATC conducted a groundwater sampling event and performed three AFVR events at the site. A summary of field activities and groundwater analytical data indicated the following: • Parker’s Canal is located along the northern property boundary and discharges into Cowlick Branch, which is identified as both Class C and Nutrient Sensitive Waters; • The northernmost edge of the contaminant plume is approximately 170 feet south of Parker’s Canal; • Groundwater flow is to the north, across the site; • During the sampling event, free product was detected in MWHS-10 at a thickness of 0.15 feet and in MWHS-11 at a thickness of 0.02 feet; • Contaminant concentrations exceeding the 2L Standards were detected in monitoring wells MW-4 and MW-5R. None of the compounds exceeded the GCLs; • Contaminant concentrations exceeding the 2B Standards were detected in monitoring well MW-4; Groundwater Monitoring Report May 1, 2014 Former Conoco Store No. 33047 (RM No. 6182) ATC Project No. 45.75118.6182 6 • An approximate total of 6,175 gallons of petroleum-impacted water were removed from the site during three AFVR events performed in November 2013, December 2013, and January 2014. Free product thickness was measured at 0.66 feet (November), 0.31 feet (December), and 0.20 feet (January) prior to the events; and • Historic free product thickness levels in MWHS-10 show a decreasing trend since the AFVR events have been performed. ATC recommends continued semi-annual sampling at the site. ATC also recommends periodic AFVR events to recover free product from the site and to decrease contaminant concentrations.
