The site is a former convenience store and gasoline station that stored petroleum products in underground storage tanks (USTs) for retail sale. The site is currently developed with a commercial business. On January 18, 1989, Midway Oil and Gas Company, Inc. reported to the Raleigh Regional Office of the North Carolina Department Environmental Quality (NCDEQ) that water had accumulated in an underground storage tank (UST) at the former Ice Cream Shop (Amoco Food Shop) in Roxboro, North Carolina. In response to this discovery, a preliminary assessment was initiated in May of 1989. Results of the assessment revealed the soil surrounding the UST system had been adversely impacted. In March of 1990, four groundwater monitoring wells were installed at the site to determine the extent of impacted groundwater. Analytical results revealed petroleum- related compounds in excess of their respective 2L North Carolina Groundwater Quality Standards (2L Standards). A Comprehensive Site Assessment (CSA) was completed for the site by others in April 1991. Additionally, a Hydrogeologic Contaminant Assessment and Remedial Investigation Report dated June 18, 1991 was submitted by others identifying the areas of impact at the site. On March 18, 1992, a Corrective Action Plan (CAP) was submitted to the NCDEQ. On March 1, 1993 a CAP Addendum was submitted, which discussed additional remedial alternatives. Following acceptance of the CAP, a pump and treat and soil vapor extraction system was installed at the site in the mid-1990s and was operated by SPATCO Environmental, Inc. Due to the location of the site and lack of potential water-supply wells within 1,000 feet, the site was classified as having an intermediate risk. Because of insufficient funding, the NCDEQ did not require the restart of the remediation system. Midway Oil and Gas Company, Inc. (Midway) contracted with Progress Environmental (Progress) to remove five USTs from the site. Each of the USTs contained gasoline and were constructed of steel. At the time of removal, Progress discovered one additional UST that had previously been closed in place, and this tank was also removed from the site. Progress previously completed an Initial Abatement Action Report, dated March 12, 2010 and a Phase I Limited Site Assessment, dated February 15, 2011. In response to the results of a soil sample collected as part of the Phase I Limited Site Assessment, Progress advanced soil borings to collect soil samples in the vicinity of a fuel dispensing island located on the western portion of the site. The soil samples were analyzed for volatile organic compounds by EPA Method 8260/5035 and for volatile petroleum hydrocarbons (VPH) by the Massachusetts Department of Environmental Protection (MADEP) Method. Laboratory analysis of soil samples detected naphthalene (1.72 mg/Kg) at a concentration that exceeds it Soil-to- Groundwater Maximum Soil Contaminant Concentration Levels (MSCCs). No other compounds were detected at concentrations that exceed the laboratory detection limit or the Soil-to- Groundwater MSCCs as part of the assessment. Groundwater Monitoring Report Ice Cream Shop (Amoco Food Shop) Pilot Project G-7520.3 January 17, 2023 2 Progress completed a groundwater sampling event from select monitoring wells (MW-3, MW- 30, MW-31, EBVEW-3 and MW-32) on March 11, 2021. Laboratory analysis of the groundwater samples collected from monitoring well EB-VEW-3 and newly installed monitoring well MW-32 did not detect targeted compounds in excess of the laboratory detection limits. Laboratory analysis of a groundwater sample collected from monitoring well MW-3, MW-30 and MW-31 detected targeted compounds above their respective 2L Standards, but below their applicable Gross Contaminant Levels (GCLs). Pilot completed a Groundwater Monitoring Report, dated December 7, 2021. On October 21, 2021, Pilot collected groundwater samples from existing monitoring wells MW-3, MW-30, MW- 31 and MW-32. Laboratory analysis of the groundwater samples collected from monitoring wells MW-3, MW-30 and MW-31 detected targeted compounds above their respective 2L Standards, but below their respective GCLs. Monitoring well EB-VEW-3 was not sampled as the well could not be located. Laboratory analysis of the groundwater sample collected from monitoring well MW-32 did not detect targeted compounds above the laboratory detection limits. Pilot completed a Groundwater Monitoring Report, dated June 17, 2022. On May 26, 2022, Pilot collected groundwater samples from existing monitoring wells MW-3, MW-30, and MW-31 and MW-32. Laboratory analysis of the groundwater samples collected from monitoring wells MW- 3, MW-30 and MW-31 detected targeted compounds above their respective 2L Standards, but below their respective GCLs. Monitoring well EB-VEW-3 was not sampled as the well could not be located. Laboratory analysis of the groundwater sample collected from monitoring well MW- 32 did not detect targeted compounds above the laboratory detection limits. Pilot completed a Groundwater Monitoring Report, dated October 10, 2022. On September 28, 2022, Pilot collected groundwater samples from existing monitoring wells MW-3, MW-30 and MW-31. Laboratory analysis of the groundwater samples collected from monitoring wells MW- 3, MW-30 and MW-31 detected targeted compounds above their respective 2L Standards, but below their respective GCLs. Based on the results, the NCDEQ required that additional groundwater monitoring events be completed. Project information is based on conversations between NCDEQ personnel, Midway personnel and Pilot and the previously completed activities. 1.1 UST Information In January of 2010, Progress excavated and removed six USTs from the site. The USTs were nested in two separate basins, a western and eastern. The USTs in the eastern basin consisted of one 6,000-gallon gasoline, one 3,000-gallon gasoline, and one 2,000-gallon gasoline. The USTs in the western basin consisted of three 3,000-gallon gasoline. One of the three 3,000-gallon gasoline USTs had previously been abandoned in-place by others. The former locations of the USTs are shown on Drawing 3. UST information is summarized in Table 1. The Initial Abatement, Site Check and Characterization Report (Applied Environmental Services, Groundwater Monitoring Report Ice Cream Shop (Amoco Food Shop) Pilot Project G-7520.3 January 17, 2023 3 Inc., March 28, 1991) depicts two additional abandoned in-place USTs on Drawing 2 of the March 1991 report. One of the USTs was shown on the west side of the site building, while the second UST is shown east side of the site building. Pilot does not have information pertaining to if these USTs remain at the site. 1.2 Adjacent Property Owner Information The adjacent property owners are provided in Table 2 and on Drawing 6. 2.0 SITE GEOLOGY AND HYDROGEOLOGY The USGS Topographic Map, Roxboro, North Carolina Quadrangle depicts a structure on the northern portion of the site. Elevations on the site range from approximately 700 feet above mean sea level (msl) on the northwestern portion of the site to approximately 710 feet above msl on the southern portion of the site. An intermittent tributary of the Tanyard Branch is depicted approximately 620 feet north of the site. The subject site is located within the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of hills and ridges which are dissected by a system of swales and stream. The Piedmont Physiographic Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material). The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed in areas of less weathered rock. Because of the continued chemical and physical weathering, rock in the Piedmont Physiographic Province is generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or residual soils. The residuum is typically finer grained and has higher clay content near the surface because of the advanced weathering. Similarly, the soils typically become coarser grained with increasing depth because of decreased weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture and foliations of the parent rock. In general, groundwater movement in the Piedmont Physiographic Province is from higher to lower elevations. As such, the presumed direction of groundwater flow is generally to the north- northeast across the site. Based on the presumed groundwater flow direction, areas to the south are potentially up-gradient of the site. 3.0 FIELD ACTIVITIES The field activities were completed or observed by Pilot on January 9, 2023. The field activities consisted of collecting groundwater samples from existing monitoring wells MW-3, MW-30 and MW-31 (Drawing 4). Groundwater Monitoring Report Ice Cream Shop (Amoco Food Shop) Pilot Project G-7520.3 January 17, 2023 4 3.1 Monitoring Well Sampling A groundwater sample was collected from monitoring wells MW-3, MW-30 and MW-31 using a disposable bailer and new length of nylon string. Prior to sampling, approximately three well volumes were purged from the monitoring wells. The monitoring wells were purged to remove silt and sediment from the groundwater and collect a representative sample of groundwater. After the purging was completed, groundwater samples were collected in the sample containers provided by the laboratory. Pilot personnel wore a new pair of disposable nitrile gloves during purging and sampling. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately 4 Celsius. The samples were then transported to Pace Analytical (Pace) for chemical analysis. The groundwater samples collected were analyzed for volatile organic compounds (VOCs) using Standard Method 6200B. A chain of custody record was maintained and is included in Appendix C. Isoconcentration maps for the compounds that exceed their respective 2L Standard are included as Drawings 7 through 14, respectively. Copies of the Monitoring Well Sampling Sheets are included in Appendix A. The depth to the groundwater surface in monitoring wells MW-3, MW-30 and MW-31 was measured using a decontaminated water level indicator. The top of casing elevation for each well was previously surveyed relative to an arbitrary benchmark (MW-30) with an assumed elevation of 100 feet above mean sea level (msl). The previously documented monitoring well elevations were utilized to prepare a potentiometric surface map (Drawing 5). The relative groundwater elevations collected from each monitoring well on January 9, 2023 are provided in Table 3. Based on data collected during the assessment activities, the groundwater flow direction appears to be generally toward the northeast beneath the site. 3.2 Groundwater Modeling Groundwater modeling was not completed based on a surface water featuring not being identified within 500 feet of the source area of the release. 3.3 Free Product Investigation and Recovery Free product has not been detected during the assessment and remediation activities. 4.0 LABORATORY ANALYTICAL RESULTS 4.1 Groundwater Sample Analysis Laboratory analysis of the groundwater samples collected from monitoring wells MW-3, MW-30 and MW-31 detected targeted compounds above their respective 2L Standards, but below their respective GCLs. A summary of the groundwater analytical results is presented in Table 4. The laboratory data sheets are included in the Appendix C. Historical groundwater elevations compared with historical targeted compound concentrations are presented as graphs in Appendix B. Groundwater Monitoring Report Ice Cream Shop (Amoco Food Shop) Pilot Project G-7520.3 January 17, 2023 5 5.0 CONCLUSIONS Based on the results of this monitoring event, Pilot concludes the following:  Laboratory analysis of the groundwater samples collected from monitoring wells MW-3, MW- 30 and MW-31 detected targeted compounds above their respective 2L Standards, but below their respective GCLs.  The groundwater flow was calculated to be to be generally to the northeast.  Based on review of previous reports, water-supply wells were not identified within 1,000 feet of the site, and the site was classified as having an intermediate risk.  The majority of the plume of impacted groundwater appears to be confined to the site. The detected concentrations of targeted compounds continue to exhibit a decreasing trend. It is expected that the detected concentrations will continue to degrade and decrease since the primary source and the accessible secondary source of contamination have been removed.  Based on the findings it is Pilot’s opinion that the site should be reclassified as a low-risk site and closed with a Notice of Residual Petroleum (NORP). 6.0 RECOMMENDATIONS Pilot recommends that the current property owner/responsible party submit a copy of this Groundwater Monitoring Report to the NCDEQ, UST Section for their review. Please note, that prior to a property transaction occurring a NORP is required to be filed. 7.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
