STATUS OF PERMIT:
Active; Permit to Construct (PTC); Permit to Operate (PTO) issued 12 July 2021. This permit shall expire 12 July
2026. Significant site changes may require permit modification. The owner or operator should submit a request to the
Section for permit review prior to 12 January 2026, and must update pertinent Facility plans including, but not limited
to, the Facility operation.

PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection

STATUS OF PAST NOTED VIOLATIONS:
None applicable

OBSERVED VIOLATIONS:
There were no violations observed during this Facility Compliance Inspection. Please see the ADDITIONAL
COMMENTS section below for details concerning this inspection.

ADDITIONAL COMMENTS:
1) This Facility is a Landclearing and Inert Debris (LCID) Landfill and must be operated in accordance with the
operational requirements of the NC Solid Waste Management Rules, outlined in 15A NCAC 13B .0566.
2) This Facility is permitted to receive land clearing waste; yard trash; untreated and unpainted wood;
uncontaminated soil; inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in

accordance with NCGS 130-294(m).
3) Proper signage including the Facility permit number, accepted waste types, and the emergency contact
number is posted at the Facility entrance.
4) The Facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my
arrival and an attendant was on site during this Facility Compliance Inspection.
5) The Facility access road is of all-weather construction and is being maintained in overall good condition.
6) Gravel has been brought on-site and stockpiled in an area adjacent to the landfill for use in road building and
maintenance.
7) Edge of waste markers delineating the permitted waste disposal footprint are in place and maintained as
required.
8) This Facility maintains a Caterpillar D3G Tracked Crawler/Dozer and a Caterpillar 312Cl Hydraulic
Excavator on site for maintenance, grading, and Facility operations.
9) This Facility is operating with one active working face. The working face is being maintained in a compact
and manageable size.
10) The waste type was reviewed. The waste type was landclearing and inert debris only and no unpermitted
materials were observed during this Facility Compliance Inspection.
11) Soil has been brought on-site and stockpiled at the working face for use as monthly cover.

12) Scrap concrete and brick have been placed in a berm around the toe of the active area outlining the disposal
footprint. Portions of this berm have been covered; the remaining portion of this material will be completely
covered as the initial lift is constructed.
13) No off-site erosion was observed during this Facility Compliance Inspection.
14) No violations were observed during this Facility Compliance Inspection.
