A Site location map is provided as Figure 1. The Site consists of two contiguous parcels of land (Parcel ID Nos. 373110453053 and 373110456232) that total approximately 8.1 acres. The Site is developed with an approximately 11,600-square foot (sq ft) industrial office/service garage building that was constructed in 1962 and an approximately 4,800-sq ft storage/garage building that were constructed in the early to mid-1960s. The Site is occupied by New South Tractor, a farm, construction, and lawn equipment dealer. The remainder of the Site consists of paved parking areas and driveways, concrete loading and storage areas, gravel storage areas, and undeveloped land. Two unnamed tributaries of Cline Creek transect the central and southern portions of the Site. During recent Phase I ESA activities on the Site, H&H identified the following Recognized Environmental Condition (REC):  The Site owner reported that the on-Site facility has been used for automotive or agricultural equipment service since 1962. According to the Site owner, the Site building is not connected to the municipal sanitary sewer system and discharges wastewater to a septic system located west of the northern Site building. During our Site visit, H&H observed a north-south oriented trench drain in the central portion of the service department. The trench drain appeared to be filled with concrete at the time of Site reconnaissance but may have previously been connected to the septic system. H&H considered the long-term use of the Site for automotive and agricultural equipment service and associated collection of waste fluids in the trench drain and potential discharge to the septic system to be a REC.  On September 15, 2022, H&H performed Phase II ESA soil and groundwater sampling activities at the Site to evaluate the potential for impacts from the REC noted above. The methods and results of the Phase II ESA are detailed in the following sections. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc 2.0 Phase II ESA Sampling Activities 2.1 Geophysical Survey/Utility Locating Prior to conducting the assessment activities, H&H contacted North Carolina 811, the public utility locator, to mark subsurface utilities on the Site. H&H also contracted with Probe Utility Locating (PUL), a private utility locator, to screen proposed sample locations for subgrade utilities and to confirm public utility locator markings using electromagnetic and ground- penetrating radar (GPR) methods. Additionally, PUL used GPR to locate the trench drain effluent pipe and septic influent and effluent piping. Based on the results of the GPR survey, it appears that the trench drain historically discharged to a drainage ditch rather than the on-Site septic system. Soil boring locations were hand cleared using a decontaminated stainless-steel hand auger to approximately 5 ft below ground surface (bgs) prior to use of mechanical drilling equipment to further screen the boring locations for the presence of subsurface utilities. 2.2 Soil Assessment Methodology H&H contracted with AmeriProbe, a North Carolina-licensed drilling contractor, to advance five soil borings (SB-1 through SB-5) using a track-mounted direct push technology (DPT) drill rig and a hand auger to depths of approximately 5 to 35 ft bgs. Soil boring locations are described below and are depicted on Figure 2.  One soil boring (SB-1) was advanced on the downgradient (south) side of the southern Site building.  One soil boring (SB-2) was advanced on the west side of the southern Site building near the potential discharge point of the closed trench drain located in the service department.  Three soil borings (SB-3 through SB-5) were advanced adjacent to the closed trench drain located in the service department. Continuous soil samples were collected from the borings using a hand auger and macrocore sampler, logged for lithologic description, and screened for the presence of staining, odors, and https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc organic vapors using a calibrated photoionization detector (PID). Elevated PID readings and petroleum-like odors were identified in shallow soil within soil borings along the shallow trench drain (SB-3 through SB-5). Therefore, based on field observations and screening results, one soil sample was collected from borings SB-3 through SB-5 at depth intervals of 0-2 ft, 0-2 ft, and 1-3 ft, respectively. One soil sample was also collected from SB-2 from a depth interval of 2-3 ft based on PID screening results. The primary purpose of the boring on the south side of the southern Site building (SB-1) was to evaluate groundwater conditions; therefore, no soil samples were collected for laboratory analysis. Borings logs including PID readings are provided in Appendix A. The soil samples were placed in dedicated laboratory-supplied sample containers and then shipped to Pace Analytical, a North Carolina-certified laboratory, under standard chain of custody protocols. The soil samples were analyzed for volatile organic compounds (VOCs) by EPA Method 8260D and polynuclear aromatic hydrocarbons (PAHs) by EPA Method 8270E. 2.3 Groundwater Assessment Methodology To evaluate groundwater conditions, two of the soil borings (SB-1 and SB-3) were converted to temporary monitoring wells (TMW-1 and TMW-2, respectively) for collection of groundwater samples as described below. TMW-1 was installed adjacent to the southern Site building, and TMW-2 was installed adjacent to the trench drain’s effluent pipe in the downgradient portion of the service department. The temporary monitoring wells were advanced beyond the water table to depths of approximately 20 to 35 ft bgs using DPT methods. The temporary monitoring wells were constructed of 1-inch diameter PVC with 15 ft of well screen. Filter sand was placed in the well annulus from the base of the borehole to approximately 2 ft above the well screen. Additionally, at least 3 ft of hydrated bentonite was placed above the sand pack of each well. Temporary monitoring well construction details are provided in Table 1 and depicted on temporary well logs in Appendix A. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc Prior to purging and sampling, H&H measured the depth to water in the temporary wells using an electronic water level indicator. Groundwater was measured at depths of approximately 10.53 ft bgs in TMW-1 and 28.75 ft bgs in TMW-2 (see Table 1). Based on topography, groundwater flow at the Site is estimated to be generally to the south. Following installation, H&H used a peristaltic pump to develop the monitoring wells by removing at least three well volumes and until the development water was visibly clear of suspended sediment. Subsequently, H&H purged the temporary monitoring wells by removing at least three well volumes using a peristaltic pump and low flow techniques until field parameters of temperature, pH, specific conductivity, and oxidation reduction potential (ORP) stabilized. Following purging, a groundwater sample was collected from each well using a peristaltic pump. Groundwater sampling field forms completed by H&H sampling personnel are provided in Appendix B. The groundwater samples were placed in dedicated laboratory-supplied sample containers and then delivered to Pace Analytical under standard chain of custody protocols. Groundwater samples were analyzed for VOCs by EPA Method 8260D and PAHs by EPA Method 8270E. 2.4 Investigation Derived Waste Upon completion of the soil and groundwater assessment activities, the soil borings and temporary monitoring wells were properly abandoned using hydrated bentonite by AmeriProbe. Soil cuttings and well purge water generated during soil and groundwater sampling activities were spread on- Site. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc 3.0 Phase II ESA Sampling Results 3.1 Soil Analytical Results VOC and PAH data were compared to the DEQ Underground Storage Tank (UST) Section Soil- to-Water, Residential, and Industrial/Commercial Maximum Soil Contaminant Concentrations (MSCCs) dated October 2021. A tabular summary of soil analytical results is presented in Table 2. The laboratory analytical report and chain of custody record are provided in Appendix C. VOCs Methylene chloride was detected in sample SB-2 (2-3 ft), SB-3 (0-2 ft), and SB-4 (0-2 ft) at concentrations above the Soil-to-Water MSCC but below the Residential and Industrial/Commercial MSCCs. Methylene chloride is a common laboratory contaminant, and the detections are not likely representative of Site soil conditions. Tetrachloroethylene (PCE) was detected in SB-4 (0-2 ft) at a concentration of 0.0566 mg/kg, which exceeds the Soil-to- Water MSCC of 0.005 mg/kg but is below the Residential and Industrial/Commercial MSCCs of 93.8 mg/kg and 1,400 mg/kg, respectively. Naphthalene was detected in SB-3 (0-2 ft) at a concentration of 1.51 mg/kg, which exceeds the Soil-to-Water MSCC of 0.2 mg/kg but is below the respective Residential and Industrial/Commercial MSCCs of 5.5 mg/kg and 27 mg/kg. The VOC p-isopropyltoluene (1.01 mg/kg) was detected in soil sample SB-3 (0-2 ft) at a concentration above the Soil-to-Water MSCC of 0.12 mg/kg but below the Residential MSCC of 1,560 mg/kg and the Industrial/Commercial MSCC of 23,300 mg/kg. Several other petroleum- related VOCs were detected in SB-3 and SB-4; however, none of the detected concentrations are above the MSCCs. No VOCs were detected above the laboratory method detection limits in sample SB-5 (1-2 ft). PAHs 1-Methylnaphthalene was detected in SB-3 (0-2 ft) and SB-4 (0-2 ft) at concentrations of 0.88 mg/kg and 1.19 mg/kg, respectively, which exceed the Soil-to-Water MSCC of 0.054 mg/kg. Naphthalene was detected in soil borings SB-3 and SB-4 (up to 0.32 mg/kg), and 2-methylnaphthalene (1.74 mg/kg) was detected in soil boring SB-4 at concentrations above the https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc respective Soil-to-Water-MSCCs of 0.2 mg/kg and 1.5 mg/kg. None of the detections in samples SB-3 (0-2 ft) or SB-4 (0-2 ft) exceed the Residential or Industrial/Commercial MSCCs. Trace levels of several PAHs were detected in sample SB-5 (1-3 ft) at concentrations below the MSCCs. No PAHs were detected in sample SB-2 (2-3 ft) at concentrations above the laboratory detection limits. 3.2 Soil Exposure Risk Evaluation H&H utilized the DEQ Risk Calculator (July 2022) to further evaluate cumulative risks to occupants and workers based on the soil sample analytical results. The DEQ and Environmental Protection Agency (EPA) acceptable risk levels for potential carcinogenic risks is a cumulative lifetime incremental carcer risk (LICR) of 1 x 10-4 or less and a cumulative hazard index (HI) of 1.0 or less for non-carcinogenic risks. Residential 8.1 x 10-7 0.038 No Non-Residential Worker 1.9 x 10-7 0.0063 No As shown in the table above, the results of the risk calculations indicate that the calculated cumulative carcinogenic and non-carcinogenic risks are below the DEQ and EPA acceptable levels for residential and non-residential worker exposure scenarios. A copy of the completed DEQ Risk Calculator is provided as Appendix D. 3.3 Groundwater Analytical Results Groundwater data were compared to the North Carolina 2L Groundwater Standards dated April 2022. A tabular summary of groundwater analytical results is presented in Table 3. The laboratory analytical report and chain of custody record are provided in Appendix C. No VOCs were detected above the laboratory detection limits in samples TMW-1 or TMW-2. The PAHs 1-methylnaphthalene (0.89 µg/L) and 2-methylnaphthalene (0.90 µg/L) were detected in https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc TMW-2 at concentrations below the respective 2L Standards of 1.0 µg/L and 30 µg/L. No PAHs were detected above the laboratory detection limits in TMW-1. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc 4.0 Conclusions and Recommendations H&H has completed Phase II ESA activities at the New South Tractor facility located at 977 and 985 US Highway 70 in Newton, Catawba County, North Carolina. A summary of the assessment results is provided below.  Based on the results of a GPR survey, it appears that a closed trench drain in the equipment service garage previously discharged waste fluids to a drainage ditch in the western portion of the Site.  Three soil samples were collected to evaluate potential soil impacts along the closed trench drain in the equipment service garage, and one soil sample was collected near the former location of wastewater discharge to the drainage ditch. Two groundwater samples were collected to evaluate potential groundwater impacts from equipment service activities and former waste fluid collection in the trench drain.  Field evidence of petroleum-related soil impacts was identified along the trench drain during field screening.  Laboratory analytical results indicate the presence of PCE, naphthalene, 1- methylnapthalene, and 2-methylnaphthalene in one or more soil samples collected adjacent to the trench drain at concentrations above the Soil-to-Water MSCCs. The detected concentrations of these compounds do not exceed the Residential or Industrial/Commercial MSCCs.  Methylene chloride was also detected in samples SB-2 through SB-4; however, methylene chloride is a common laboratory contaminant, particularly at the low concentrations detected in soil samples collected at the Site. As such, the methylene chloride detections are not likely representative of soil conditions at the Site. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/New South Tractor/Phase II/Report/Phase II ESA - New South Tractor, Newton, NC (11-11-22).doc  Results of the hypothetical worst-case risk calculations using soil data indicate that cumulative carcinogenic and non-carcinogenic risks are below the DEQ and EPA acceptable levels for residential and non-residential worker exposure scenarios.  Groundwater analytical data do not indicate the presence of PAHs in groundwater at concentrations above the respective 2L Standards. No VOCs were detected above the laboratory method reporting limits in TMW-1 or TMW-2. Based on the results of the Phase II ESA activities, it appears that a waste oil release has occurred from the closed trench drain in the service garage. H&H recommends that the Phase II ESA soil and groundwater data be reported to the DEQ UST Section to facilitate risk-based closure of the release incident. Assuming the Site is assigned a “low risk” classification, the incident should be eligible for risk-based closure following the filing of a Notice of Residual Petroleum that will prohibit groundwater use at the Site.
