BlueLinx, Charlotte, NC February 7, 2023 3 2.0 Executive Summary A 10,000 gallon diesel fuel UST was closed by removal at the Bluelinx Corporation warehouse and transportation facility located at 3300 Parkside Drive, Charlotte, North Carolina. This UST was installed on September 15, 1992 and replaced an earlier 10,000-gallon diesel fuel UST located in the same basin. The closed 10,000-gallon UST was removed from the tank basin on November 29, 2022. The UST was of double-wall fiberglass reinforced plastic (FRP) construction and measured approximately 31 feet long by 7.5 feet in diameter. Product and vent lines were of FRP construction and connected to a single product dispenser pump. Approximately 288 gallons of residual diesel fuel and wash-water from emptying and cleaning the tank prior to removal was disposed by CCI Environmental Services (CCI) at their facility in Thomasville, North Carolina. The product lines were also drained, flushed, and capped by CCI, as the product lines will remain in the ground. The product dispenser is also remaining in place as it will be used for the replacement UST system. The former UST was crushed and disposed by CCI at the Davidson County Landfill in Lexington, North Carolina. Soil samples obtained from beneath the former UST, beneath the product and vent lines, and from the overburden soil removed from the basin, were analyzed at the laboratory for TPH-GRO and TPH-DRO in accordance with DEQ Guidelines for the closure of USTs. None of the soil samples obtained identified detections of TPH-GRO or TPH-DRO, with the exception of the two soil samples beneath the product and vent lines which had estimated TPH-DRO of less-than 10 mg/kg. Following the removal of the former UST, overburden soil was returned to the former UST basin and compacted, and gravel was used to fill the basin to grade. Following the addition of the gravel, a rebar reinforced concrete cover was added for site restoration. Based on the laboratory analytical results and visual observations, TRC has not identified a release of petroleum hydrocarbons associated with this UST closure and recommends no further action. BlueLinx, Charlotte, NC February 7, 2023 4 3.0 Site History and Characterization According to the UST Database maintained by the North Carolina Department of Environmental Quality (DEQ), a 10,000-gallon diesel fuel tank was initially installed at the UST basin location on March 4, 1971. This UST was closed by removal on September 12, 1992. The tank owner and operator was listed as Georgia Pacific. According to records reviewed by TRC, petroleum soil contamination was identified at the time of closure, and the soil was excavated from the basin at the time of the tank removal. The petroleum contaminated soil was disposed, and a letter dated October 1, 1992 from the North Carolina Department of Environmental Health and Natural Resources (DEHNR) provided regulatory confirmation that the petroleum soil contamination was removed from the site and disposed. The UST Database lists the current 10,000-gallon diesel fuel tank as being installed on September 15, 1992. This UST was closed by removal on November 29, 2022. There were no reported releases from this UST or ancillary product or vent lines. The UST owner and operator are provided in Section 1.0 of this report. The closed tank was located at the BlueLinx Corporation warehouse facility located at 3300 Parkside Drive in Charlotte, Mecklenburg County, North Carolina (Figure 1). The closed 10,000-gallon UST was removed from the tank basin on November 29, 2022. The UST was of double-wall FRP construction and measured approximately 31 feet long by 7.5 feet in diameter. Product and vent lines were of FRP construction and connected to a single product dispenser pump. Soil samples were obtained from the base of the UST and from the overburden soil pile at the time of closure on November 29, 2022, and no petroleum hydrocarbon contamination was identified. Soil samples were obtained along the product and vent lines on December 12, 2022, and no petroleum hydrocarbon contamination was identified. The location of the former UST system is presented on Figure 2. BlueLinx, Charlotte, NC February 7, 2023 5 4.0 Closure Procedure and Sampling Assessment Closure Procedure Prior to the removal of the UST, the UST-3 Notice of Intent: UST Permanent Closure Form was submitted to the DEQ on October 27, 2022 (Appendix A). The Charlotte Fire Marshal was notified in advance of the tank closure scheduled for November 29, 2022. A public utility notification through the NC-ONE notification system was made so that utilities could mark-out the locations of subsurface utilities along right-of-way areas. The UST closure by removal on November 29, 2022, was observed by TRC. The tank removal was performed by CCI. Prior to removal, TRC retained the services of Integrated Scanning Solutions (ISS), a private subsurface utility locating firm, to verify the locations of the UST, product and vent lines, and subsurface utilities in the vicinity of the tank basin. On November 28, 2022, the day prior to the removal of the UST, CCI verified that electricity was safely locked out of the UST system. The UST was then checked for contents and CCI determined that there was a small quantity of diesel fuel in the tank. The contents of the tank were removed through a pump truck provided by CCI. The interior of the tank was then pressure washed to remove residual sludge. The wash water was contained and stored in a truck- mounted vessel for disposal. The total amount of liquid removed from the UST, including the diesel fuel and wash water, was 288 gallons. The concrete surface above the tank basin was cut using a concrete saw. On November 29, 2022, the concrete cover above the UST was removed and placed at an area beside the tank basin on a layer of Visqueen polyethylene plastic. A track hoe was used to remove overburden soil above the tank and soil surrounding the tank and placed on the plastic cover. Once the product line and vent line were fully exposed in the basin, the two lines were cut and sealed as these lines were not scheduled to be removed with the UST. The Charlotte, North Carolina Fire Marshal inspected the UST prior to removal and performed a vapor test inside of the vessel and determined that vapors inside of the tank were below the lower explosive limit and safe to remove. The remaining overburden soil was then removed from the basin by CCI. Once a sufficient amount of soil had been removed, the UST was removed from the tank basin and loaded on to a flatbed truck using a trackhoe. The top of the tank was approximately two- feet below the concrete surface. The UST measured approximately 31 feet in length and 7.5 feet in diameter. Four soil samples were obtained beneath the former tank location in native soil approximately 9.5 feet below the ground surface from the bucket of the trackhoe. Additionally, two soil samples were obtained approximately 2 feet below the product line and 2 feet below the BlueLinx, Charlotte, NC February 7, 2023 6 vent line, exposed at the southwest extent of the basin. Two composite soil samples were obtained from the stockpiled soil using a hand auger. The final dimensions of the former UST basin excavation were approximately: 35 feet in the northwest-southeast direction (length); 8 feet in the northeast-southwest dimension; and 9 feet in depth. The soil encountered was brown silty clay to a depth of approximately 9 feet below ground surface (ft bgs). The soil encountered between 9 ft bgs and 9.5 ft bgs was silty sandy clay saprolite with relict textures representative of the weakly foliated granitic bedrock in this area. There was no groundwater encountered in the former tank basin. The soil sample locations are illustrated on Figure 3. The soil samples from beneath the former UST, the distribution lines, and composite samples from the soil stockpile were screened in the field using a photoionization detector (PID) to determine the presence of volatile organic compounds (VOCs). The PID readings ranged from non-detect to a maximum of 1.9 parts-per-million (ppm) and are presented on Table 1. Following the PID screening for each soil sample, the soil samples were placed in laboratory- supplied containers and a pre-chilled cooler provided by Waypoint Analytical Laboratory of Charlotte, North Carolina. The chain-of-custody was completed and each of the eight soil samples designated for analysis for Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO) and Diesel Range Organics (DRO) in accordance with DEQ Guidelines. Following the completion of the field sampling in the former tank basin, TRC determined that based on the field observations and PID scanning results, the excavated soil could be returned to the former tank basin. The excavated soil was then returned to the tank basin by CCI and compacted. Following the soil compaction, CCI provided graded aggregate base gravel (crusher run) to be placed on top of the soil in the former basin. The gravel base was added to the former basin to grade. On December 12, 2022, a drill rig using Direct Push Technology (DPT) was used to advance two shallow soil borings through the concrete in the vicinity of the product line run from the dispenser pump to the former UST basin. Due to the continued use of the subject property, and truck traffic in this part of the property, it was not practical to remove the product lines. Therefore, the product lines remain as abandoned in-place with the two soil samples providing data for their closure. The approximate length of product line was 17 feet from the dispenser pump to the edge of the tank basin, therefore, two soil samples were obtained: one near the product dispenser and the one near the center of the product line run. This line sampling augmented the samples obtained at the time of the tank removal from within the UST basin. The BlueLinx, Charlotte, NC February 7, 2023 7 product lines were measured to be approximately 2 feet below the concrete, and the samples were obtained at 2.5 feet below the concrete, or, 0.5 feet below the lines. The two soil samples were analyzed at Waypoint Analytical Laboratory for TPH GRO and TPH DRO. The location of the line samples are illustrated on Figure 3. Both the product line and vent line extend from the dispenser pump to the former UST basin with a gentle slop towards the basin. The depth of these lines are approximately 2 ft bgs below the concrete at the dispenser pump and approximately 2.5 ft bgs below the concrete at the former UST basin. The purpose of this downward slope is based on the design of the former UST system utilizing a European Suction System where product returns through the line to the tank when not being pumped. Sampling Assessment The laboratory analytical results from the soil sampling from below the UST, the product lines, and the soil pile were all below the DEQ criteria for TPH GRO and TPH DRO. The soil sampling results are summarized below and presented in Table 2. The sampling locations are illustrated on Figure 3, the DEQ Site Investigation Report for Closure (UST-2 Form) is provided in Appendix B, and the laboratory report is provided in Appendix C. Liquid and UST Disposal / Site Restoration The residual diesel fuel and wash-water contents from the tank were transported by CCI for disposal at their licensed waste disposal facility in Thomasville, North Carolina. According to the non-hazardous waste manifest, the total quantity of diesel fuel and wash-water disposed was 288 gallons. BlueLinx, Charlotte, NC February 7, 2023 8 The former UST was transported by CCI for disposal at the Davidson County Landfill in Lexington, North Carolina. According to the non-hazardous waste manifest, one empty (and crushed) 10,000 fiberglass UST, weighing approximately 11,420 pounds, was disposed. The manifests are provided in Appendix D. On December 30, 2022, CCI’s contractor, Petrishen Concrete, LLC of Mocksville, North Carolina, completed the site restoration by providing a concrete cover over the former UST basin. BlueLinx, Charlotte, NC February 7, 2023 9 5.0 Summary On November 29, 2022, the 10,000-gallon diesel fuel UST was closed by removal. The ancillary product line and vent line were capped and abandoned in-place. Overburden soil that was removed from the former tank basin was returned to the basin following the removal of the tank. Soil samples obtained from beneath the former UST and beneath the product line and vent line were analyzed at the laboratory for TPH-GRO and TPH-DRO in accordance with DEQ Guidelines for the closure of USTs. None of the soil samples obtained identified detections of TPH-GRO or TPH-DRO, with the exception of the two soil samples beneath the product and vent lines which had estimated TPH-DRO of less-than 10 mg/kg. Based on the laboratory analytical results and visual observations, TRC has not identified a release of petroleum hydrocarbons associated with this UST closure and recommends no further action.
