B. Executive Summary
The former Underground Storage Tank (UST) and former Aboveground Storage Tank (AST)
systems located at 901 Dr. Martin Luther King Jr. Way (Site) in Gastonia, NC were owned by
Mr. John D’Arrigo. Mr. D’Arrigo never operated the USTs that were discovered at the Site or
the former ASTs. Several onsite structures have been demolished and removed from the
property and the Site currently contains a single story office building with an adjoining
warehouse consisting of Gaston County Parcel ID 305893. The property borders are
surrounded by a chain link fence in all directions.
The AST system and all associated components were removed from the Site between June
and August 2022. Blue Ridge personnel was not onsite during disassembly and removal of
the ASTs. The former AST system consisted of five (5) approximately 20,000-gallon diesel
steel ASTs and one (1) approximately 600,000-gallon heating oil steel AST.
The UST system consisted of two (2) 550-gallon and one (1) 3,000-gallon heating oil USTs,
located in three (3) individual tank basins. The USTs and ASTs are believed to have been
installed circa 1975, which is the year the Site was constructed. Under the direct supervision
of Blue Ridge, the three (3) USTs were excavated and removed from the Site on October 14,
2022 with very minor odor and no visual staining observe during the removal. Only the soils
above and adjacent deemed necessary to remove the USTs were excavated during the tank
removals. The final dimensions of the UST basins containing UST #1 and UST #2 each were
10 feet long X 8 feet wide X 6 feet deep, while the final dimension of UST #3 were 24 feet
long x 8 feet wide x 7.5 feet deep. Please note that the copper product lines of UST #1 and
UST #2 ran beneath the adjacent building, while UST #3 did not provide evidence of any
product lines.
The UST basin excavations were absent of odor or staining. The ASTs and USTs are
believed to have been installed circa 1975, which is the year the Site was constructed. Upon
removal, the USTs appeared to be in good condition with no holes, minor pitting or corrosion
observed (see photos in Appendix A). No groundwater, bedrock or free product was
encountered during the excavation of the UST system. Soil samples were collected within 2
feet beneath the bottom of the USTs and within 2 feet beneath the ground surface where the
former ASTs once reside.
Minor petroleum odors and minor staining was noted beneath and immediately surrounding
the AST loading rack during the AST closure activities. As a precaution, the property owner
requested the over-excavation and removal of the potentially petroleum impacted soils
surrounding the AST loading rack. The over-excavation activities were conducted under the
direct supervision of Blue Ridge on October 19, 2022. When no obvious evidence of potential
contamination remained based on field observations/screening with a handheld
photoionization detector (PID) for VOCs, the AST over-excavation activities were halted. One
(1) bottom and four (4) sidewall confirmation soil samples were subsequently collected from
the excavation area. The final dimensions of the AST over-excavation area were
approximately 18’ long X 8’ wide X 7’ deep. Approximately 31.50 tons of potentially impacted

soil immediately adjacent to the former AST loading rack were removed and transported to
Environmental Soil Inc. of Lattimore, North Carolina for proper off-site disposal.
Analysis from the seventeen (17) soil samples (SS-1 through SS-12, SW-1 through SW-4
and B-5) collected in association with the former AST system revealed detectable
concentrations of TPH-DRO found to be present below the North Carolina Action Level for
TPH-DRO of 100 mg/kg in fifteen (15) soil samples (SS-1 through SS-3, SS-6 through SS-
12, SW-1 through SW-4 and B-5) collected. Furthermore, a detectable concentration of TPH-
GRO below the North Carolina Action Level of 50 mg/kg was reported in the soil sample
collected from SS-8. No concentrations of TPH-DRO or TPH-GRO were reported in the soil
samples collected from SS-4 and SS-5. No violations of the North Carolina Action Level for
TPH-DRO and/or TPH -GRO were reported from the soil samples collected in association
with AST #1 through AST #6.
Analysis from three (3) (T-1, T-2 and T-3S) of the four (4) soil samples collected (T-1, T-2, T-
3N and T-3S) during the UST closure activities beneath the USTs, revealed detectable
concentrations of TPH-DRO found to be present below the North Carolina Action Level for
TPH-DRO. No concentrations of TPH-GRO were found to be present in the four (4) soil
samples collected. No violations of the North Carolina Action Level for TPH-DRO and/or TPH
-GRO were reported from the soil samples collected in association with UST #1 through UST
#3.
Based on the information obtained during the UST and AST closure activities, Blue Ridge
recommends a “No Further Action” (NFA) status be assigned to the Site. This UST-12
Closure Report has been submitted to the North Carolina Department of Environmental
Quality (NCDEQ) Mooresville Regional Office for review.

D. Site History and Characterization
1. UST Owner/Operator Information
The former Underground Storage Tank (UST) and former Aboveground Storage
Tanks (AST) systems located at 901 Dr. Martin Luther King Jr. Way (Site) in Gastonia,
NC were owned by Mr. John D’Arrigo. Mr. D’Arrigo never operated the USTs that were
discovered at the Site or the former ASTs. The UST/AST former operator is unknown.
Refer to Table 2: Site History - UST/AST Owner/Operator and Other Responsible
Party Information for additional information regarding the USTs and ASTs.
2. UST/AST System and Other Release Information
The AST system and all associated components were removed from the Site between
June and August 2022. Blue Ridge personnel was not onsite during disassembly and
removal of the ASTs. The former AST system consisted of five (5) approximately
20,000-gallon diesel steel ASTs and one (1) approximately 600,000-gallon heating oil
steel AST.
The UST system consisted of two (2) 550-gallon and one (1) 3,000-gallon heating oil
USTs, located in three (3) individual tank basins. The ASTs and USTs are believed to
have been installed circa 1975, which is the year the Site was constructed. The UST
systems and all associated components were removed from the Site October 14, 2022
under the direct supervision of Blue Ridge.

illustrated on Figures 2 & 3, respectively. Please refer to Tables 1 – 3 for additional
information regarding the USTs and ASTs and soil sampling data.
Describe any past releases at this site
No previous release information was found on the North Carolina Regional
Underground Storage Tanks (RUST) database.
3. AST / Non-UST Spills and Release Information
There is no applicable AST or non-UST spill or release information for this Site. Please
refer to Table 1: Site History - UST/AST System and Other Release Information
for additional information regarding ASTs.

4. Release Information for Current UST/AST Closure
Based on the information obtained during the recent UST/AST closure activities, a
release has not been confirmed and additional soil and groundwater assessment is
not warranted.
5. Site Characteristics
Status of the facility at this present time (active / inactive):
Several on-site structures have been demolished and removed from the property and
the Site currently contains a single story office building with an adjoining warehouse.
The property borders are surrounded by a chain link fence in all directions. A UST
system status change for the three (3) USTs to “Permanently Closed” is requested by
means of this report and the attached UST-2B Form – Site Investigation Report for
Permanent Closure or Change in Service of Unregistered USTs, also sent to the
Raleigh Central Office on January 20, 2023.
Describe surrounding property use:
Primarily commercial properties currently surround the Site.
Water supply wells associated with this site or adjacent properties:
No water supply wells (WSWs) were evident on the subject property and public water
is available to the Site and surrounding properties. No obvious signs of WSWs were
observed on the Site or surrounding properties.
Surface Water Bodies on or Within the Vicinity of the Site:
There were no surface water bodies observed within the immediate vicinity of the Site.
6. Summary of Assessment and Corrective Actions
Blue Ridge personnel was not onsite during disassembly and removal of the ASTs.
Minor petroleum odors and minor staining was noted beneath and immediately
surrounding the AST loading rack during the AST removal activities. As a precaution,
the property owner requested the over-excavation and removal of the potentially
petroleum impacted soils surrounding the AST loading rack.
Over-excavation and removal of potentially petroleum contaminated soils adjacent to
the former AST loading rack was conducted under the direct supervision of Blue Ridge
during the UST/AST system closure activities on October 19, 2022. When no obvious
evidence of potential contamination remained based on field observations/screening
with a handheld photoionization detector (PID) for VOCs, the AST over-excavation

activities were halted. One (1) bottom and four (4) sidewall confirmation soil samples
were subsequently collected from the excavation area. Approximately 31.50 tons of
potentially impacted soil immediately adjacent to the former AST loading rack were
removed, stock-piled and transported for proper off-site disposal. Please refer to
Appendix G for the Soil Disposal Manifests.
E. Closure Procedures
1. Preparations for Closure
Prior to initiating closure activities, a UST-3 Form: Notice of Intent: UST Permanent
Closure or Change in Service, dated June 14, 2022, was submitted to NCDEQ,
DWM. A copy of the UST-3 Form is included as Appendix B.
The North Carolina One Call Center was contacted and requested that the local utility
services conduct an Electromagnetic (EM) Survey in the area of concern at the Site
to determine the orientation and location of underground utility lines.
2. Procedures for Closure
The six (6) ASTs and all associated components were removed from the Site between
June and August 2022, while the three (3) USTs were removed from the Site October
2022. Blue Ridge personnel was not onsite during disassembly and removal of the
ASTs. The six (6) ASTs were empty prior to conducting field activities and minute
residual liquid remaining in the tanks was extracted. Prior to conducting field activities,
the three (3) USTs also were checked and pumped any fuel/residual material. A total
of approximately 2,070 gallons of residual heating oil, diesel fuel and residual
petroleum based water was removed from the ASTs and USTs and disposed of at
Zero Waste Recycling, LLC of Charlotte, NC on September 22, 2022. Please refer to
Appendix F - Residual Fuel Disposal Manifests. Prior to removal of the USTs, the
tanks were purged of volatile organic compounds (VOCs) utilizing dry ice until
rendered inert. Upon removal, the USTs appeared to be in good condition with no
holes, minor pitting or corrosion observed (see photos in Appendix A). No
groundwater or bedrock was encountered during the UST removal.
The location of the former AST and UST system components is illustrated on Figures
2 and 3, respectively. Photographs from the closure activities at the Site are included
as Appendix A. The UST-2B Form – Site Investigation Report for Permanent
Closure or Change in Service of Unregistered USTs is included as Appendix D.
3. Residual Material and Tank Disposal Handling
Describe the storage, sampling and disposal of the residual material and tanks:
A total of approximately 2,070 gallons of residual heating oil, diesel fuel and residual
petroleum based water was removed from the ASTs and USTs and disposed of at

Zero Waste Recycling, LLC of Charlotte, NC on September 22, 2022. During closure
activities, the USTs were rendered inert with dry ice. The three (3) removed USTs and
six (6) removed ASTs were loaded and transported to Foss Recycling located in
Gastonia, North Carolina. The UST Disposal Certificates and Residual Fuel
Disposal Manifests are included as Appendix E and F, respectively. Upon removal,
the USTs appeared to be in good condition with no holes, minor pitting or corrosion
observed.
4. Soil Excavation Activities
Describe excavation procedures noting the condition of the soils and the dimensions
of the excavation in relation to the system, piping and/or pumps:
The six (6) ASTs were removed from the Site prior to the removal of the USTs. Blue
Ridge personnel was not onsite during disassembly and removal of the ASTs. Minor
petroleum odors and minor staining was noted beneath and immediately surrounding
the AST loading rack during the AST closure activities. As a precaution, the property
owner requested the over-excavation and removal of the potentially petroleum
impacted soils surrounding the AST loading rack. The over-excavation activities were
conducted under the direct supervision of Blue Ridge on October 19, 2022. When no
obvious evidence of potential contamination remained based on field
observations/screening with a handheld photoionization detector (PID) for VOCs, the

Depth of tank(s) from land surface to top and base of tank:
The tops of the UST # 1 and UST #2 were approximately 2 feet bgl and the base of
the USTs was at approximately 6 feet bgl. The top of UST #3 was approximately 1.5
feet bgl and the base of the UST was at approximately 6 feet bgl.

Soil type(s) encountered:
Grayish brown loose gravel surrounded UST #1, while UST #2 and #3 were
immediately surrounded by a reddish orange, friable micaceous minor clayey silt.
Soils located beneath the former ASTs also consisted of a reddish orange, friable
micaceous minor clayey silt.
Type and source of backfill used:
The excavation was backfilled using the overburden material, tamped and tracked in
with the excavator.
Note if groundwater, free product, or bedrock was encountered:
Groundwater was not encountered during the tank removal activities; therefore, it was
not necessary to install a monitoring well. No free product or bedrock was
encountered during the excavation of the USTs.
Describe the method of temporary storage, sampling, and treatment/disposal of soil:
Blue Ridge personnel was not onsite during disassembly and removal of the ASTs.
Over-excavation and removal of potentially petroleum contaminated soils adjacent to
the former AST loading rack was conducted under the direct supervision of Blue Ridge
on October 19, 2022. When no obvious evidence of potential contamination remained
based on field observations/screening the over-excavation activities were halted and
one (1) bottom and four (4) sidewall confirmation soil samples were subsequently
collected. Approximately 31.50 tons of potentially impacted soil immediately adjacent
to the former AST loading rack were removed and transported to Environmental Soil
Inc. of Lattimore, North Carolina for proper off-site disposal. Please refer to Appendix
G for the Soil Disposal Manifests.
F. Site Investigation
1. Field Screening Information
Physical characteristics of the soil samples, as observed during collection: The soils
encountered during the UST/AST Closure activities were primarily described as a
reddish orange, friable micaceous minor clayey silt to the excavation termination
depth.
Field instrumentation used to screen soils: PID utilized for screening of VOCs.

Screening results: PID readings of VOCs were detected in soil samples collected
during the closure activities. See Table 3 for field screening VOCs noted during the
UST/AST closure activities.
2. Soil Sampling Information
Lithological description of excavation: Grayish brown loose gravel surrounded UST
#1, while UST #2 and #3 were immediately surrounded by a reddish orange, friable
micaceous minor clayey silt. Soils located beneath the former ASTs also consisted of
a reddish orange, friable micaceous minor clayey silt.
Type of samples (from excavation, stockpiled soil, etc.): Soil samples were collected
from native soil in the UST basins beneath the bottom of the tanks. Please note the
USTs were absent of any product piping and/or dispensers. In addition, soil samples
were also collected beneath the former AST locations and beneath the associated
product piping.
Soil sampling collection procedures (split spoon, grab, hand auger, etc.): Soil samples
collected from the UST basins were obtained by grab sample collection from the
excavator bucket teeth using clean nitrile gloves and the soil samples collected from
the former AST locations were obtained using a stainless-steel hand auger.

Depth of soil samples below land surface: Soil samples were collected from the tank
basins within 2-feet beneath the bottom of the USTs at depths ranging from of 6.5 feet
to 8-feet bgl. In addition, soil samples were also collected within 2-feet beneath the
former AST locations.
Time/Date of sampling: Soil samples were collected from September 8 through
October 19, 2022. See Chain-of-Custody Form in Appendix I for sample times.
Sample identification: See Figure 3 & Table 3 and attached Chain-of-Custody Form
in Appendix I.
Method(s) of soil sample analysis: EPA Method 8015C with 5030B prep method for
Total Petroleum Hydrocarbons – Gasoline Range Organics (TPH-GRO) and EPA
Method 8015C with 3550C prep method for Total Petroleum Hydrocarbons – Diesel
Range Organics (TPH-DRO). See Table 3 and attached Chain-of-Custody Form in
Appendix I.

5. Soil and Groundwater Investigation Results
All the target constituents were analyzed at low level detection limits and an
“estimated” results, “J” value was reported by the laboratory. The “J” value indicates
a concentration greater than the laboratory limit of quantitation (LOQ) and less than
the detection limit (DL). Details and the reported “J” value can be found in the
laboratory analytical report included as Appendix I.
Analysis from three (3) (T-1, T-2 and T-3S) of the four (4) soil samples collected (T-1,
T-2, T-3N and T-3S) during the UST closure activities beneath the USTs, revealed
detectable concentrations of TPH-DRO found to be present below the North Carolina
Action Level for TPH-DRO. No concentrations of TPH-GRO were found to be present
in the four (4) soil samples collected.
Analysis from the seventeen (17) soil samples (SS-1 through SS-12, SW-1 through
SW-4 and B-5) collected in association with the former AST system revealed
detectable concentrations of TPH-DRO found to be present below the North Carolina
Action Level for TPH-DRO of 100 mg/kg in fifteen (15) soil samples (SS-1 through SS-
3, SS-6 through SS-12, SW-1 through SW-4 and B-5) collected. Furthermore, a
detectable concentration of TPH-GRO below the North Carolina Action Level of 50
mg/kg was reported in the soil sample collected from SS-8. No concentrations of TPH-
DRO or TPH-GRO were reported in the soil samples collected from SS-4 and SS-5.
Refer to Table 3 and Figure 3 for detailed information regarding soil sampling results.

G. Conclusions and Recommendations
The former UST and former AST systems located at 901 Dr. Martin Luther King Jr. Way (Site)
in Gastonia, NC were owned by Mr. John D’Arrigo. Mr. D’Arrigo never operated the USTs
that were discovered at the Site or the former ASTs. Several onsite structures have been
demolished and removed from the property and the Site currently contains a single story
office building with an adjoining warehouse consisting of Gaston County Parcel ID 305893.
The property borders are surrounded by a chain link fence in all directions.
The AST system and all associated components were removed from the Site between June
and August 2022. Blue Ridge personnel was not onsite during disassembly and removal of
the ASTs. The former AST system consisted of five (5) approximately 20,000-gallon diesel
steel ASTs and one (1) approximately 600,000-gallon heating oil steel AST.
The UST system consisted of two (2) 550-gallon and one (1) 3,000-gallon heating oil USTs,
located in three (3) individual tank basins. The USTs and ASTs are believed to have been
installed circa 1975, which is the year the Site was constructed. Under the direct supervision
of Blue Ridge, the three (3) USTs were excavated and removed from the Site on October 14,
2022 with very minor odor and no visual staining observe during the removal. Only the soils
above and adjacent deemed necessary to remove the USTs were excavated during the tank
removals. The final dimensions of the UST basins containing UST #1 and UST #2 each were
10 feet long X 8 feet wide X 6 feet deep, while the final dimension of UST #3 were 24 feet
long x 8 feet wide x 7.5 feet deep. Please note that the copper product lines of UST #1 and
UST #2 ran beneath the adjacent building, while UST #3 did not provide evidence of any
product lines.
The UST basin excavations were absent of odor or staining. The ASTs and USTs are
believed to have been installed circa 1975, which is the year the Site was constructed. Upon
removal, the USTs appeared to be in good condition with no holes, minor pitting or corrosion
observed (see photos in Appendix A). No groundwater, bedrock or free product was
encountered during the excavation of the UST system. Soil samples were collected within 2
feet beneath the bottom of the USTs and within 2 feet beneath the ground surface where the
former ASTs once reside.
Minor petroleum odors and minor staining was noted beneath and immediately surrounding
the AST loading rack during the AST closure activities. As a precaution, the property owner
requested the over-excavation and removal of the potentially petroleum impacted soils
surrounding the AST loading rack. The over-excavation activities were conducted under the
direct supervision of Blue Ridge on October 19, 2022. When no obvious evidence of potential
contamination remained based on field observations/screening with a handheld
photoionization detector (PID) for VOCs, the AST over-excavation activities were halted. One
(1) bottom and four (4) sidewall confirmation soil samples were subsequently collected from
the excavation area. The final dimensions of the AST over-excavation area were
approximately 18’ long X 8’ wide X 7’ deep. Approximately 31.50 tons of potentially impacted
soil immediately adjacent to the former AST loading rack were removed and transported to

samples collected. No violations of the North Carolina Action Level for TPH-DRO and/or TPH
-GRO were reported from the soil samples collected in association with UST #1 through UST
#3.
Based on the information obtained during the UST and AST closure activities, Blue Ridge
recommends a “No Further Action” (NFA) status be assigned to the Site. This UST-12
Closure Report has been submitted to the North Carolina Department of Environmental
Quality (NCDEQ) Mooresville Regional Office for review.

Quality Assurance/Quality Control Procedures
Drilling and Field Activities Protocol
Pre-Drilling Protocol
Blue Ridge will contact a commercial utilities location service a minimum of 48 hours (per location service
requirements) prior to mobilization of the drill crew to the project site. It will be the responsibility of the utilities
location service to locate and delineate (by marking the ground surface), to the extent possible, buried or
underground utilities which may be encountered during or impeded by drilling activities. This should include
but may not be limited to: electrical power services, private and/or municipal water and sewer services,
telecommunication services, natural gas services, and/or other public or municipal utilities. Borehole
locations will not be made closer than 36" from surface delineated utilities. If closer proximity to delineated
utilities is required, bore hole advancement will be conducted by hand auger boring protocol.
Prior to commencement of drilling, the augers, down hole equipment and associated tools will be cleaned in
a designated decontamination control area using a steam cleaner or high-pressure washer. Bulk soil material
which may remain inside or outside of the augers or tools will be removed. Augers will also be pressure
washed between each successive bore hole to remove any soil material from the preceding boring.
Before raising the drill rig mast, Blue Ridge drilling personnel will observe over-head conditions for the
presence of aerial mounted utilities, tree limbs, canopies, awnings, building overhangs or other structural
impedances to normal drill rig operations.
Drill Protocol and Techniques
Bore holes utilized in sub-surface intrusive investigations will be advanced using a trailer mounted Simco
2400 SK-1 drill rig equipped with 4.5 inch outside diameter solid stem augers or 3.25-inch inner diameter
hollow stem augers.
Where warranted, shallow boring hole advancement may require utilization of a steel hand auger equipped
with a 3" inside diameter barrel.

Soil Sampling Collection and Analysis
The sample preparation area at each bore hole location will be located as reasonably possible away from
running motors or where discharged vapors, exhaust and/or fumes may come in contact with the sample.
Towels, field meters, sample jars and other equipment will be placed such that they do not come into contact
with soil or other materials which may contaminate the sampled soils.
Unless specified by the client or by project requirements, soil samples will be collected at approximately 5-
foot intervals. Soil samples will be retrieved according to one of two sampling protocols (dependent upon
project or client requirements): (1) by split barrel sampling protocol or (2) from bulk soil material retrieved
from the solid stem auger following flight advancement.
In an effort to reduce cross contamination of samples, soil samples which are to be submitted for chemical
analysis will only be handled by the geologist using fresh, manufacturer clean, latex examination gloves.
Following retrieval, the soil sample from each interval will be split into roughly equal portions with one portion
subjected to field examination and classification by Blue Ridge geologic personnel and the remaining portion
placed into a glass sample container to await selection for chemical analysis.
Samples which are to be submitted for volatile constituent analysis will be thermally isolated by being placed
into the plastic ice chest. After the sample is retrieved from the bore hole and placed into the sample
container, the project name, sampling interval, data and time will be noted on the container.
Soil Screening and Photoionization Detector
Soil samples collected from each sampling interval will be subjected to on site screening by head space
analytical method utilizing a Photovac brand portable photoionization detector (PID). Prior to the soil
screening, the PID will be calibrated in the field to 98.9 parts per million (ppm) using isobutylene calibration
gas per manufacturer's standards.
Soil screening will be conducted by placing a spilt portion of each sample collected from the specified
sampling interval into a resealable plastic bag. The bag is then placed aside to allow the head space air
above the sample to equilibrate. Following the anticipated equilibration interval, the probe of the PID is
inserted through the side of the sample bag and the resulting levels of volatile organic vapors recorded. PID
levels are recorded in parts per million (ppm) and may be an indication of the relative concentration of volatile
organic compounds in the soil.

Monitoring Well Construction Protocol
Monitoring well bore hole advancement will be conducted utilizing 3.25 inch inside diameter hollow stem
auger. For typical monitoring well construction, the bore hole will be advanced through the vadose zone
(over burden soil) into the saturated zone to approximately 10 feet below the water table thereby allowing
approximately 10 feet of hydrostatic head within the well. The boring will be converted into a groundwater
monitoring well by the emplacement of 2 inch inside diameter schedule 40 PVC pipe (well screen and riser).
The well screen will have a manufacturer machine cut 0.010-inch slot width and will be emplaced so the top
of the well screen will be located above the anticipated seasonal high-water table. The annular space
surrounding the well screen will be backfilled utilizing an FX-2 filter sand (45 to 55 mm grain size) to
approximately 2 feet above the top of the well screen. The filter pack will be isolated by the emplacement of
approximately 2 feet of bentonite pellets and the bentonite seal will then be hydrated and allowed to seal.
Following the bentonite seal hydration, the remaining annular space will be backfilled to the surface grade
utilizing a neat Portland Type II cement or similar type grout. Typically, the wells will be completed at grade
level inside a traffic rated steel vault and the well sealed, using a water-tight locking pressure cap. Where it
is possible, the well vault will be raised above the existing surface grade approximately 1 inch to promote
surface water run-off and reduce the potential for standing water above the well head.
Monitoring Well Development
Blue Ridge will allow an anticipated time interval for the well bore to stabilize following construction. The
monitoring well will then be developed by hand bailing utilizing a fresh manufacturer clean polyvinyl bailer.
Well development will be conducted until: approximately 5 well volumes of water have been removed, the
water is relatively silt and sediment "free", or until essentially dry.
Well development should be performed to accomplish the following:
1) To remove silt and sediment which may have entered the well during construction activities.
2) To remove mud cake and "smeared material@ on the bore hole walls from drilling.
3) To seat and grade the filter pack.
4) To promote hydraulic conductivity into the well bore.
Monitoring Well Gauging
Static water levels within each monitoring well will be measured. Measurements will be made from the top of
the casing (riser) and recorded to the nearest 0.01 foot.
Blue Ridge will electronically measure for the presence of free product in suspect wells. Where free product

is indicated to be present, the depth to the top of the product layer and the depth to the top of the water will
be recorded. Measurement will be made from the top of the well casing (riser) and recorded to the nearest
0.01 foot. Monitoring wells will be gauged before performing sample collection events at other times that may
be required and warranted.
The water level indicator and the oil/water interface probe will be cleaned with a solution of laboratory grade
soap (Alconox) and distilled water, rinsed with distilled water, rinsed with methanol alcohol and finally rinsed
with deionized water both before the first well is checked and between successive wells. Bailers used to
inspect the water surface will also be cleaned between successive wells using a solution of 5% tri-sodium
phosphate and water.
Groundwater Sampling
Whenever possible, prior to conducting the initial sample collection event for any given monitoring well, Blue
Ridge will allow for the well to stabilize following monitoring well development. Before conducting each
sampling event, an attempt will be made to purge each well of a minimum of three volumes of water or until
the well becomes essentially dry. All wells will then be allowed to recharge in part or in whole prior to
sampling.
Groundwater samples will be collected by Blue Ridge personnel utilizing disposable manufacturer clean
polyvinyl bailers equipped with a bottom ball check valve. An inert string will be used to lower the bailer to
the water surface. The string will be replaced between successive samples. The sample will be collected
by gently lowering the bailer into the water, thereby reducing degasification and/or volatilization of the sample.
After the bailer is lowered into the water, the sample will be allowed to stabilize for approximately three
seconds, allowing the ball valve to close. Care will be taken not to overfill the bailer, allowing inspection of
the water surface upon removal of the bailer from the well. Once the bailer is removed, water samples will
be transferred to glass vials in such a manner as to reduce volatilization. To reduce the potential of sample
cross contamination, Blue Ridge personnel will don fresh disposable latex examination gloves
between each monitoring well sampling point and whenever contact with groundwater is possible.
Transportation of Samples to Laboratory
Before drilling activities are initiated, a plastic ice chest will be prepared for temporary soil and water sample
storage. Preparation will include placing ice packs into the ice chest for thermal isolation in an attempt to
preserve sample integrity. The cooler will be pre-chilled using blue ice, ice packs or similar items to provide
thermal isolation of the sample materials.
The maximum holding time for samples to be tested for volatile organics is 14 days. Therefore, samples will
be delivered to the laboratory and analyzed by the laboratory within this time frame. The laboratory has been
consulted regarding holding times.
If the samples are taken directly to the lab from the drill site, they will be held in the same pre-chilled cooler.

If the samples cannot be taken directly to the lab, they will be taken to Blue Ridge's office, where the sample
containers will be transferred immediately from the cooler to the assigned refrigerator, until such time that
they can be taken to the lab. When the samples are scheduled to be delivered to the lab, they will be
transferred from the refrigerator to a pre-chilled cooler until delivery to the lab has been made.
Blue Ridge Chain of Custody Protocol
For each set of samples collected from the specified project site, Blue Ridge will enter all samples, containers,
and ice chests into standard chain of custody protocol. A chain of custody form will be established for each
sampling event a includes the following information: (1) project name and location, (2) sampling personnel,
(3) project management personnel, (4) sample identification numbers, (5) sample collection date and time,
(6) sample matrix {soil or water}, (7) sample description, (8) preservatives utilized, (9) number of containers,
(10) requested parameters, (11) miscellaneous field or laboratory remarks, (12) and transference records.
The chain of custody form will accompany the samples through each phase of the delivery process.
