1.0 EXECUTIVE SUMMARY
On March 31, 2017, SUMMIT Engineering, Laboratory and Testing, PC (SUMMIT) personnel
conducted a Limited Phase II ESA, based on environmental concerns identified in an Phase I ESA,
performed by SUMMIT, dated March 31, 2016. The Phase I ESA identified RECs in connection
with the automotive repair operation located within one (1) parcel of the subject site.
In summary, three (3) groundwater samples were collected from the subject site to identify if the
on-site environmental concerns identified in the Phase I ESA impacted the groundwater quality
beneath the subject site. This assessment focused on the automotive repair operation located at
3701 Miranda Road, and not the entire 35.97 acre site. All collected groundwater samples were
analyzed for the presence of Volatile Organic Compounds (VOCs) by EPA method 8260 and Semi-
Volatile Organic Compounds (SVOCs) by EPA method 8270.
Groundwater samples collected from TMW-3 detected the presence of 1,2-Dichloroethane above its
respected regulatory limits (NCAC 2L). TMW-2 detected the presence of Methyl-tert-butyl ether
below its respective regulatory concentration. No other detections were reported. Based on the
detection of 1,2-Dichloroethane above established regulatory concentrations, SUMMIT concludes
that the environmental concerns identified in the Phase I ESA have impacted the groundwater
quality beneath the subject site.
Due to the limited nature of this assessment, further impacts may exist at the site. Additional
assessment would be recommended in order to collect soil and groundwater quality information
near the septic tank area and further downgradient of the Max Auto Shop. If this assessment was
performed as due diligence prior to purchase or deed transfer, SUMMIT recommends the
perspective owner consider entering the DEQ Brownfields program as a Non-Responsible Party
and completing additional assessment activities under the direction of DEQ Brownfields Program.
Additionally, SUMMIT recommends submitting a copy of this report to North Carolina
Department of Environment Quality.

2.0 INTRODUCTION
2.1. PURPOSE
SUMMIT was retained by Marline Bay, LLC to perform a Limited Phase II ESA of the Miranda
Road Site, located at 3701 Miranda Road, Charlotte, Mecklenburg County, North Carolina
(Mecklenburg County Tax IDs: 03315105, 03315225, 03315201). The Limited Phase II ESA was
requested in order to assess environmental concerns identified in a Phase I ESA, performed by
SUMMIT ELT, Inc, dated March 31, 2016. This report presents the results of our Limited Phase II
ESA of the Miranda Road Site.
2.2. SITE DESCRIPTION
The subject site is irregular in shape and was noted to be comprised of three (3) contiguous parcels
(Mecklenburg County Parcel IDs: 03315105, 03315225, 03315201) totaling approximately 37.59
acres in area. The site parcels are located along the northern site of Miranda Road and the physical
addresses of 3701 and 3705 Miranda Road correlate with two (2) of the site parcels. The eastern
most parcel (03315225) is generally agricultural with a cell phone tower and pond. Portions of the
property are used for storage of vehicles. The central parcel (03315201) is developed with a cinder
block building along Miranda Road, utilized by Max Auto Shop (3701 Miranda Road). This
building has a single pull through bay and office. The remaining portions of this parcel is
undeveloped agricultural field. The western most parcel (03315105) is developed with a residential
mobile home located along Miranda Road and with agricultural fields in the remaining portions of
the parcel. Two (2) colonial gas high pressure pipelines run north to south through this parcel.
Refer to the Site Location Map shown in Figure 2 of Appendix I for the location of the subject
property.

2.3. ASSESSMENT HISTORY
SUMMIT completed a Phase I ESA, dated March 31, 2016 for the subject site. The following
Recognized Environmental Conditions (RECs) were identified in the Phase I ESA:
• The historical use of the building located at 3701 Miranda Road as an auto repair facility
was considered a REC.
• A floor drain potentially connected to a septic system was considered to represent a REC.
• Several ASTs and the general housekeeping of the automotive facility was considered to
represent a REC.
• Property owner reported the former use and closure of USTs at the auto repair facility. No
documentation or records of closure could be provided. The former USTs were considered
a REC.
No other site specific or surrounding area assessment history is known at the time of this report.
2.4. WORK PLAN OBJECTIVES
SUMMIT proposed to perform a Limited Phase II ESA according to our understanding of the most
likely potential for impact, in general accordance with ASTM E1903, and in accordance with the
USEPA Field Branches Quality System and Technical Procedures Manual. The proposed scope of
services included the installation and sampling of three (3) temporary monitoring wells in order to
assess the groundwater quality near the automotive shop located on-site. The proposed sampling
locations were placed in accessible locations and in areas that may help identify migrating
contaminants from the area of concern. All samples collected were scheduled to be relinquished to
a NC certified laboratory for analysis of Volatile Organic Compounds (VOCs) by EPA method 8260
and Semi-Volatile Organic Compounds (SVOCs) by EPA method 8270.

3.0 PROPERTY SETTING
3.1. TOPOGRAPHIC SETTING
The United States Geological Survey (USGS) Charlotte topographic quadrangle map was reviewed
for this report. According to the contour lines on the topographic maps, the site is located on the
side slope of a natural draw that is trending west towards an unnamed tributary. The elevation of
the subject property ranges from approximately 750 feet (along the southeastern property boundary)
to approximately 730 feet (along the northern property boundary) above Mean Sea Level (MSL).
The contour lines indicate the general direction of downward slope is to the north towards an un-
named creek. A pond is located on-site, discharging into the un-named creek that flows north off-
site. The un-named creek flows into Gar Creek. Gar Creek flows into Mountain Island Lake
(Catawba River). Refer to Figure 1 in Appendix I of this report.
3.2. GEOLOGIC SETTING
The property is located in Mecklenburg County, North Carolina, which is located in the south
central Piedmont Physiographic Province. The Piedmont Province generally consists of well-
rounded hills and ridges which are dissected by a well-developed system of draws and streams. The
Piedmont Province is predominantly underlain by metamorphic rock (formed by heat, pressure
and/or chemical action) and igneous rock (formed directly from molten material) which were
initially formed during the Precambrian and Paleozoic eras. The volcanic and sedimentary rocks
deposited in the Piedmont Province during the Precambrian era were the host from the
metamorphism and were changed to gneiss and schist. The more recent Paleozoic era had periods
of igneous emplacement, with at least episodes of regional metamorphism resulting in the majority
of the rock types seen today.
The topography and relief of the Piedmont Province has developed from differential weathering of
the igneous and metamorphic rock. Ridges and hills have been developed on the more easily
weathered and erodible rock. Because of the continued chemical and physical weathering, the

rocks in the Piedmont Province are now generally covered with a mantle of soil that has weathered
in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or
residual soils. The residuum is typically finer grained and has higher clay content near the surface
because of the advanced weathering. Similarly, the soils typically become coarser grained with
increasing depth because of decreased weathering. As the weathering decreases, the residual soils
generally retain the overall appearance, texture, gradation and foliations of the parent rock.
3.3. HYDROLOGIC SETTING
Based on a review of the United States Geological Survey (USGS) Charlotte topographic
quadrangle map, the inferred groundwater flow direction based on topography appears to be to the
north towards the unnamed tributary of Gar Creek. Refer to Figure 1 in Appendix I for a
topographic map for the subject property.

4.0 SUMMARY OF FIELD ACTIVITIES
4.1. DRILLING ACTIVITES AND METHODS
Prior to temporary well installation, SUMMIT completed a utility located via NC811. Following
the utility locate submittal, SUMMIT was contacted by a representative of Colonial Pipeline
regarding the two (2) high pressure pipelines within the subject site. Due to the locations of the
pipelines on the downgradient parcel of the subject site, SUMMITs assessment was limited to the
areas immediately surrounding the Max Auto Shop building (within the fence) due to the possibility
of damaging the pipelines with the heavy equipment or drilling augers.
On March 31, 2017, SUMMIT personnel conducted the temporary monitoring well installation
scope of the Limited Phase II ESA. The proposed temporary monitoring well (TMW) locations
were placed in accessible locations within the fenced in portions of the Max Auto Shop as directed
by Colonial Pipeline, and in areas that may help identify migrating contaminants from up-gradient
properties. The locations of the TMW locations can be viewed on the attached Sampling Location
Map, Figure 3, in appendix I.
SUMMIT utilized a CME Hollow Stem Auger drill rig to complete the soil borings and TMW
installation. At each location, a boring was advanced to 40 feet below ground surface (bgs). At
termination depths, the TMWs were constructed within the HSA drill string. The TMWs consisted
of 20 feet of 1-inch Schedule 20 PVC 0.01-inch slotted well screen that was encased in #3 filter
sand and 20-feet of 1-inch Schedule 20 PVC solid riser pipe. A bentonite seal was placed above the
well screen and filter media.
Each boring typically encountered tan/orange fine to medium grained sandy clay and sandy silts.
Soil cuttings generated during TMW installation were spread on-site.

Groundwater was encountered in all TMWs at approximate depths to water (DTW) ranging from
23 ft bge to 25 ft bgs in the TMWs after installation. New disposable bailer was utilized to purge
the TMW following installation and collect groundwater from each TMW.
Upon completion of the drilling activities, the drilling equipment was decontaminated by the well
driller by use of a steam cleaner or Alconox and tap water wash, tap water rinse, isopropanol rinse
(sampling equipment), and deionized water rinse. Decontamination of the drilling equipment was
performed prior to starting drilling activities, and upon the completion of drilling activities at each
boring/well location.
4.2. SAMPLING
The TMWs were purged of approximately 3 well volumes following installation and allowed to
equilibrate for a minimum of 24 hours prior to sampling. Water elevations were measured
following equilibrium period and prior to sampling. The depth to water measurements are provided

Based on the field data it appears that an south to north/northeast hydrologic gradient is present at
the site. The water table elevation ranges from 721 ft msl in the southern and western portion of the
site to 720 ft msl in the northern portion of the site.
Samples were collected utilizing a new disposable bailer on April 4, 2017. Groundwater samples
were containerized in laboratory provided vials and containers, placed on ice and transported to the

laboratory for analysis. All groundwater samples were analyzed for VOCs (8260) and SVOCs
(8270).
4.3. PACKING AND SHIPMENT
Upon securing the samples in laboratory provided containers, the vial and jar lids were tightly
fastened, and the jars encapsulated in shock-resistant plastic bags. The samples and ice were
double-bagged in large plastic bags, tied off with rubber bands, and packed into a cooler. The
samples were delivered to Pace Analytical, in Huntersville, NC. The vials and jars used for the
collection of the samples at this site were prepared by Pace, and were pre-labeled and contained
analyte-appropriate preservatives. A listing of the preservatives in the sample containers utilized for
the collection of the samples at this site are cataloged in the Chain-Of-Custody record, attached in
Appendix III of this report. The secured samples were relinquished to laboratory on April 4, 2017
for laboratory analysis.
4.4. SAMPLING POINT ABANDONMENT
All boreholes will be abandoned within 60 days of installation in accordance with Mecklenburg
Well requirements. A copy of the well permit can be viewed in Appendix IV of this report.

5.0 SUMMARY OF LABORATORY ANALYSIS
All samples were relinquished to Pace Analytical on April 4, 2017 for the prescribe analysis. Table
1.0 in Appendix II of this report summarizes all detections. The analytical detections are
summarized below:
• Methyl-tert-butyl ether (MTBE) was detected in groundwater from TMW-2 at 2.4 ug/L,
below NCDEQ reference value of 20 ug/L established in the 15A NCAC 2L standards.
• 1,2-Dichloroethane was detected in groundwater from TMW-3 at 46.5 ug/L, above the
NCDEQ reference value of 0.4 ug/L established in the 15A NCAC 2L standards.
No other detections were identified in the laboratory analysis.

6.0 FINDINGS & CONCLUSIONS

7.0 QUALIFICATION OF REPORT
The Limited Phase II ESA was performed in general accordance with ASTM E1903, and in
accordance with the USEPA Field Branches Quality System and Technical Procedures Manual. The
findings detailed in this report are specific to the conditions in the immediate vicinity of the sample
locations for this particular project.

8.0 ADDITIONAL SERVICES
This report does not include any environmental assessment of surface water, the determination of
wetlands, the determination of noise impact, the assessment of air quality, the identification of
cultural resources, or the identification of endangered species. These services are beyond the scope
of services of this limited sampling and analysis.

General Conditions of This Permit:
• This permit shall be VALID for a period not to exceed twelve (12) months from the date of issuance.
• This permit is VALID for the site specified aboveDQGmust be on-site during the course of the investigation
and made available to a Department representative upon request.
• A North Carolina Certified Well Contrator must perform any well contractor activities associated with this permit.
• All wells shall be constructed and abandoned to the standards of Chapter VI, Section V and Section VIof the Mecklenburg County Groundwater Well Regulations.
• All temporary wells, including those installed using Direct Push Technology, must be abandoned
to the standards of Chapter VI, Section VI of the Mecklenburg County Groundwater Well Regulations.
• Registration information for all wells must be submitted to the Department within thirty (30) days of well completion. If water samples are collected, it is recommended that the well NOT be registered until the
