Licensed Geologist North Carolina Seal No. 1338 Monitoring Report Former Carolina Petroleum Distributors (Pantry #3945) Charlotte, North Carolina Page No. iii EXECUTIVE SUMMARY The former Pantry #3945 facility is located at 4718 North Graham Street within the city limits of Charlotte, Mecklenburg County, North Carolina (the site). The site is currently owned by National Retail Properties, LP of Orlando, Florida and is operated under the name of Kangaroo Express. In 1996, during UST closure activities, one 550-gallon UST historically used for waste oil and one 4,000-gallon UST historically used for gasoline and diesel fuel were removed from the site. During excavation activities, two additional orphaned 550-gallon USTs were discovered and removed. A petroleum release was discovered associated with the former UST system, and NCDEQ issued Incident #15786 for the release. One 20,000-gallon, 12,000-gallon, 4,000-gallon gasoline, one 12,000-gallon diesel, and one 4,000-gallon kerosene UST were removed from the referenced facility on April 29, 2022. The USTs, product lines/piping, and dispensers were owned by Circle K Stores, Inc. of Raleigh, North Carolina. Circle K Stores, Inc. no longer occupies the site. Results of a receptor survey completed by previous consultants, and further review of the Mecklenburg County Well Information System, indicate that eight water supply wells (WSWs) were identified within 1,500-feet of the property. The closest WSWs are located approximately 800 feet from the source area. Five of the WSWs, reportedly used for drinking, are located within 1,000-feet of the source area. ATC conducted a groundwater sampling event on December 29, 2022. Seven monitoring wells (MW-2A, MW-9, MW-11, MW-13, MW-14, MW-15 and VE-1) were gauged and sampled for laboratory analysis of volatile organic compounds (VOCs) by Standard Method (SM) 6200B including oxygenates. Findings from the sampling event and laboratory analysis are as follows:  Free phase product was not measured or observed in the sampled wells.  Based on the current analytical results, samples collected contained constituents in excess of the North Carolina Administrative Code 2L Groundwater Quality Standard (2L Standards), as established in Title 15A NCAC Subchapter 02L Section .0202 in the wells listed:  Benzene (1 ug/L) in VE-1 at 772 ug/L, an increase of approximately 58% as compared to December 2021,  MTBE (20 ug/L) in VE-1 at 1,420 ug/L;  Naphthalene (6 ug/L) in MW-2A at 9.1 ug/L and VE-1 at 440 ug/L; and  Monitoring well VE-1 also contained oxygenates TAA (2,980 ug/L) and TAME (223 ug/L);  The groundwater elevations in the Type II wells, ranged from 80.79-feet (well MW-13) to 76.90-feet (well MW-15). The groundwater elevation in Type III well VE-1 was 78.41; and  The approximate horizontal hydraulic gradient between monitoring wells MW-13 and MW- 15 was calculated to be 0.018 ft/ft in December 2022. Groundwater flow is generally to the south. ATC recommends conducting an updated Sensitive Receptor Survey within 1,000 feet of the source area to confirm the status and location of previously identified water supply wells, and complete fate and transport modeling to assess the potential for impact to the nearby water supply wells. The former Pantry #3945 facility is located at 4718 North Graham Street within the city limits of Charlotte, in Mecklenburg County, North Carolina (the site). A site vicinity map with topographic features is included as Figure 1. The site is currently owned by National Retail Properties, LP of Orlando, Florida, and is operated under the name of Kangaroo Express. During the December 2022 sampling event, the site was developed with a one-story building, underground storage tank (UST) system and associated asphalt/concrete parking areas. The existing UST locations are illustrated on Figure 3. The current activities were conducted in accordance with the Pre-Approval Task Authorization (PATA) as approved by the North Carolina Department of Environmental Quality (NCDEQ) dated November 3, 2021 (PATA No. 15786-46). 1.1 RECEPTORS/POTENTIAL RECEPTORS A receptor survey was conducted for the site and surrounding area in 2008. The survey indicated that there are at least five water supply wells used for drinking water within 1,000 feet of the site and an additional three water supply wells within 1,500 feet of the site. The closest water supply wells were identified approximately 800 feet from the source area. Municipal water is available to the site and surrounding areas although not all properties within the search radius are connected to municipal water. ATC contacted the City of Charlotte in January 2017 and confirmed public water is still not available to the five residential properties located on Wild Rose Lane. A Private Water Supply Well Information table is included as Table B-5. The locations of the WSWs are illustrated on Figure 2. 1.2 REGIONAL & LOCAL GEOLOGY According to the “1985 Geologic Map of North Carolina”, the site is located in the Charlotte Belt of the Piedmont Physiographic Province. Subsurface lithology in the region consists of metamorphosed, inter-bedded tuffs and flow rock of felsic to mafic composition. Granitic intrusions are also common in the area. The soils are typically saprolitic and are formed by in-place weathering of bedrock and the subsequent breakdown of associated minerals. Surficial soils observed at the site primarily consist of gray, brown, red, orange, and yellow silty clay with varying minor amounts of sand. 1.3 SITE HISTORY An Amoco gasoline service station was located at the site and reportedly operated a 550- gallon UST and a 4,000-gallon UST for the storage of gasoline. After purchasing the site in the late 1980’s, Carolina Petroleum Distributors used the former service station as an office and distribution center for their operations. Carolina Petroleum Distributors used Monitoring Report Former Carolina Petroleum Distributors (Pantry #3945) Charlotte, North Carolina Page No. 6 the 550-gallon UST for waste oil and the 4,000-gallon UST for diesel fuel. In 1996, Carolina Petroleum Distributors demolished the former service station and removed the UST system to build the current convenience store. During UST removal, two orphaned 550-gallon USTs were discovered and removed. According to the UST Closure Report, approximately 700 tons of petroleum-impacted soil was excavated and removed from the site. A petroleum release was documented by S&ME, Inc., and NCDEQ issued Incident #15786 for the release. The release was classified as high risk due to the presence of water supply wells within 1,000 feet of the site. Water supply well locations are shown on Figure 2. The new convenience store was constructed in March 1999. A Limited Site Assessment (LSA) and a Comprehensive Site Assessment (CSA) have since been completed to delineate the petroleum release. In June 2004, Applied Earth Sciences, Inc. completed a monitoring report for the site. In 2008, M D Shaw & Associates, P.C. (MDSA) updated the receptor survey (Table 5) and completed a round of groundwater monitoring. MDSA conducted additional CSA Addendum activities, including the installation and sampling of monitoring wells MW-12 through MW-18 and VE-2. In 2009, MDSA and Withers & Ravenel submitted a Corrective Action Plan (CAP) for the site, including an air sparge and soil vapor extraction system. The remediation system installation was completed in September 2010 and the system was started on October 6, 2010. In August 2016, vertical extent well VE-2 was connected to the system as a sparge well and wells AS-3, AS-4, AS-5, AS-6, and AS-7 were shut down. Groundwater samples were collected from the site approximately every three months from September 2010 through December 2013. Semi-annual groundwater monitoring was conducted from June 2014 through July 2019. The system was shut down in July 2019, and three groundwater sampling events have been conducted since then. This report presents the results of the December 2022 sampling event. One 20,000-gallon, 12,000-gallon, 4,000-gallon gasoline, one 12,000-gallon diesel, and one 4,000-gallon kerosene UST were removed from the referenced facility on April 29, 2022. The USTs, product lines/piping, and dispensers were owned by Circle K Stores, Inc. of Raleigh, North Carolina. Circle K Stores, Inc. no longer occupies the site. 2.0 CURRENT ASSESSMENT INFORMATION On December 29, 2022, ATC mobilized to the site for a groundwater monitoring event. Groundwater monitoring wells MW-6A, MW-7, MW-8, MW-10, MW-12, MW-16, MW-17, MW-18, and VE-2 could not be located . 2.1 SITE HYDROGEOLOGY On December 29, 2022, the depths to groundwater and total well depths were measured in monitoring wells MW-2A, MW-9, MW-11, MW-13, MW-14, MW-15, and VE-1. Groundwater elevations were calculated relative to a temporary benchmark with an assumed datum of 100.00 feet above mean sea level. Well construction information, gauging data, and groundwater elevation data is included in Table B-7. Monitoring Report Former Carolina Petroleum Distributors (Pantry #3945) Charlotte, North Carolina Page No. 7 The groundwater elevations in the Type II wells, ranged from 80.79-feet (well MW-13) to 76.90-feet (well MW-15). The groundwater elevation in Type III well VE-1 was 78.41. The approximate horizontal hydraulic gradient between monitoring wells MW-13 and MW- 15 was calculated to be 0.018 ft/ft in December 2022. Groundwater flow is generally to the south across the measured monitoring wells, as illustrated on Figure 4. 2.2 GROUNDWATER QUALITY - CURRENT Prior to sample collection and utilizing new PVC bailers and disposable nitrile gloves, monitoring wells were purged of approximately three standing volumes or until dry and allowed to recharge, to ensure the collection of a representative groundwater sample. Field parameters (i.e., dissolved oxygen and pH) were measured and recorded at the time of sampling. Field parameter data is included on Table B-7. Collected water samples were placed into laboratory provided containers for laboratory analysis. The groundwater samples were submitted to Pace Analytical Services, located in Huntersville, North Carolina, a North Carolina certified laboratory. Samples were transported under chain-of- custody, and analyzed for volatile organic compounds (VOCs) and oxygenates by Standard Method (SM) 6200B. Free product was not observed in site monitoring wells during the December 2022 sampling event. A review of groundwater laboratory data indicated the following VOCs were detected over their respective 2L Standards:  Benzene (1 ug/L) in VE-1 at 772 ug/L, an increase of approximately 58% as compared to December 2021,  MTBE (20 ug/L) in VE-1 at 1,420 ug/L;  Naphthalene (6 ug/L) in MW-2A at 9.1 ug/L and VE-1 at 440 ug/L; and  Monitoring well VE-1 also contained oxygenates TAA (2,980 ug/L) and TAME (223 ug/L). All remaining detected constituents were at concentrations below their respective 2L Standards as summarized in Table B-4. Select historical groundwater analytical data can be found on Table B-4B. A chemicals of concern map, identifying contaminants exceeding the 2L Standards, is included as Figure 5. The laboratory report and chain of custody record are included as Appendix A. 2.3 GROUNDWATER QUALITY - HISTORICAL COMPARISON Based on a comparison of current to previous groundwater quality data from historical sampling events, levels of petroleum hydrocarbon concentrations remain stable or generally decreasing. The concentration of MTBE in wells MW-11 and VE-2 has fluctuated since at least 2017, but remains below previously reported historical concentrations. The differences in VOC concentrations between wells MW-2A, VE-1, suggest a plunging plume and a downward component of flow in the deeper water table. Monitoring Report Former Carolina Petroleum Distributors (Pantry #3945) Charlotte, North Carolina Page No. 8 2.4 REMEDIAL PLAN STRATEGY The remediation system was shut down in July 2019, and additional remediation activities do not appear warranted at this time. 3.0 CONCLUSIONS & RECOMMENDATIONS Groundwater quality data from samples collected in December 2022 revealed multiple petroleum constituents were detected at concentrations in exceedance of the applicable 2L Standards. The concentrations decreased with system operation and after system shut down in July 2019, indicating its effectiveness. The concentration plume appears generally stable and remains in the area of the UST basin. In September 2019, ATC recommended a temporary shutdown of the remediation system for one year to assess rebound. The results of groundwater sampling events conducted in September 2020 and December 2022 indicate concentrations of petroleum constituents continue to generally decrease, after the system was shut down. ATC recommends conducting an updated Sensitive Receptor Survey within 1,000 feet of the source area to confirm the status and location of previously identified water supply wells, and complete fate and transport modeling to assess the potential for impact to the nearby water supply wells.
