HomeMy WebLinkAboutMO-4506_14908_CA_O_20230120_SWS    January 18, 2023    Mr. James P. McDorman, P.G.  Environmental Compliance Coordinator  Charlotte Douglas International Airport  5601 Wilkinson Boulevard  Charlotte, North Carolina 28208    Subject:  Surface Water Sampling and Analysis Report (Fourth Quarter)  Former U.S. Airways Maintenance Hangar    NCDEQ UST Section Incident No. 14908  5020 Hangar Road  Charlotte, North Carolina  WSP Project: 6228‐21‐0061  Dear Mr. McDorman:  WSP USA Environment & Infrastructure Inc. (WSP) formerly known as Wood Environment & Infrastructure Solutions, Inc.  (Wood) is pleased to submit this Surface Water Sampling and Analysis Report for the above‐referenced property in  Charlotte, North Carolina. Included in this report is an outline of our understanding of the project background,  description of the sampling activities and results.   Project Background  U.S. Airways, Inc. (U.S. Airways) previously operated an aircraft jet fuel defueling/refueling system at the U.S.  Airways Maintenance Hangar located at 5020 Hangar Road in Charlotte, North Carolina. The site is located in the  southwest portion of the Charlotte/Douglas International Airport property (Tax Parcel ID 115‐211‐05). American  Airlines (formerly U.S. Airways) currently leases the maintenance hangar facility from the City of Charlotte and  performs aircraft maintenance at the property. A 1995 release of petroleum occurred at the hangar location. In  December 2018, CLT personnel observed evidence of petroleum seepage from the bank of Coffey Creek  approximately 800 feet north of contaminant source area (Figure 1).  In email correspondence, dated May 13, 2021, Mr. James McDorman informed WSP personnel that Mr. Wes Bell  of the North Carolina Department of Environmental Quality (NCDEQ), Division of Water Resources (DWR)  requested performance of quarterly surface water sampling and analysis of Coffey Creek to assess whether  dissolved petroleum hydrocarbons are present in the stream.     WSP USA Environment & Infrastructure Solutions, Inc.   2801 Yorkmont Road, Suite 100  Charlotte, North Carolina 28208  NC Geology License: C‐247  T: 704‐357‐8600    Surface Water Sampling and Analysis Report                                                                                                       January 18, 2023  Former U.S. Airways Maintenance Hangar  WSP Project: 6228‐21‐0061   Surface Water Sampling and Analysis  On December 14, 2022, WSP personnel collected one surface water sample (4Q‐SW‐1) from Coffey Creek. The  sample was collected using a stainless‐steel cup attached to a stainless‐steel rod. This device allows for the water  sample to be dipped from near the center of the stream by the sampler. The sampling cup was decontaminated  prior to use by rinsing with isopropyl alcohol, followed by distilled water.   Sample 4Q‐SW‐1 was collected approximately 20 feet downstream of the last petroleum absorbent boom. The  location is shown on Figure 1. The collected sample was poured into laboratory‐provided containers with  appropriate preservatives. The sample containers were placed in an ice‐filled sample cooler and delivered to  Waypoint Analytical, LLC (Waypoint) in Charlotte, North Carolina for analysis. The sample was maintained under  chain‐of‐custody protocol. The laboratory analyzed the surface water sample for volatile organic compounds  (VOCs) by EPA Method 6200B including MTBE and semi‐volatile organic compounds (SVOCs) by EPA Method  625.1.   Results  The results of the analyses did not identify any detectable constituents in surface water sample 4Q‐SW‐1. The  laboratory report is attached. The next surface water sampling event is planned for March 2023.   Closing  We appreciate your selection of WSP for this project and look forward to assisting you further on this project. If  you have questions, please contact us.  Sincerely,  WSP USA Environment & Infrastructure Inc.       Kaitlin Starr      Robert C. Foster, L.G.  Associate Consultant     Associate Geologist         Registered, NC #1335  Cc: Mr. Wes Bell, Senior Environmental Specialist, NCDEQ, Division of Water Resources   Enclosures Surface Water Sampling and Analysis Report                                                                                                              January 18, 2023  Former U.S. Airways Maintenance Hangar  WSP Project: 6228‐21‐0061            FIGURE     !!! ! ! ! ! ! !! !! ! ! ! ! ! ! ! ! ! ! ! The analytical data has been validated using standard quality control measures performed as required by the analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136 Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of sampling. Usually, but not always, any field parameter analyzed at the laboratory is outside of this holding time. Refer to sample analysis time for confirmation of holding time compliance.
