Source Information/Free Product 2BThe source of the gasoline release appears to be from one or more USTs formerly installed at the site in the tank pit northwest of the store. An unknown amount of gasoline was released at one or more locations caused by overfilling and by releases from product piping at the tank pit. Free product was previously detected on site down slope from the release location toward Frye Creek. No free product was detected in the wells opened and sampled during this monitoring event. 3B 2. Maximum Groundwater Contaminant Concentrations The highest levels of contaminants were detected in MW-4R, downgradient of the tank pit. Wells MW-6R, MW-12R and MW14R showed low to moderate levels of groundwater contamination. Contaminant levels have decreased in MW-14R and increased in MW-4R, MW-6R and MW-12R since the last monitoring event. 5B 3. Current Extent of Groundwater Contamination 6BCurrent levels of groundwater contamination are elevated near the edge of the tank pit with lower levels further downgradient. The free product plume appears to have been removed and no product was detected. The groundwater at the store site appears to move toward the northeast. Much of the area covering the plume is covered with asphalt/concrete pavement and only receives minor influxes of surface water. Contaminant levels have decreased since the last monitoring event in MW14R, the farthest down gradient monitoring well. The downgradient extent of the plume is not well defined to the north of 12th Avenue Drive NW due to lack of groundwater sampling points. 7B4. Maximum Soil Contaminant Concentrations 8BBased on cursory review of available information from the original CSA, significant soil contamination remains in the vadose zone below the former tank pit. Three soil samples were collected in May 2018 in the area of the former release and results indicate levels of contamination which exceed the maximum soil contaminant concentrations (MSCCs). SITE HISTORY AND CHARACTERIZATION 1. 9BSite History Information for all USTs currently or previously located at the Jack B Quick #3 Site (Fig. 1) is presented in Table 1. 2. 10BTable 2 provides the owner/operator information for all USTs currently or previously located at the Site. 3. 11There are no known AST or other non-UST type spills associated with this site. 4. 1BThe Source of the release is from four (4), 4,000-gallon gasoline underground storage tank (USTs) formerly in use at the site. An unknown amount of gasoline was released at the former UST pit. The release was discovered during UST closure activities on 5/24/1994. Additional potential sources of contamination at the Jack B Quick #3 Site include the present USTs (one 20,000 gallon two compartment tank) on-site as well as the present fuel lines and fuel dispensers. Also, contamination could occur from overfilling vehicles, overfilling the USTs or leaks from vehicles visiting the present convenience store. 13BFour (4) gasoline USTs were closed by removal on May 24, 1994 as described in the UST Closure Report submitted to the Department in July of 1994. Soils were excavated from the top and sides of the USTs, product lines and fuel islands. The excavations included an unknown amount of contaminated soil which was removed from the tank pit and properly disposed of at a permitted disposal facility. 5. 14BThe property contains a single story structure with a single row of dispensers. The front portion of the property is paved with small grassed islands and a larger grassed area to the west. The rear portion of the property consists of a large steep slope that drops off toward the north. The depth to bedrock is unknown. It was not encountered in the deep monitoring well. Soils encountered at the site are silty sands and sandy silts that appear to mainly be residual. An updated water supply well survey has not been completed; therefore the total number of remaining water supply wells is unknown. It is assumed that public water supply is available to any residences within the 1,500 foot survey radius. A perennial stream occurs 550 feet northeast of the release location. The site is not located in an approved Wellhead Protection area or in the vicinity of the deep aquifers of the Coastal Plain physiographic region. Subsurface structures at the site include telephone lines along 3rd Avenue Drive, a private electric line leading from the building to a lighted sign, a single two (2) compartment operational gasoline UST, and operational product delivery lines and fuel dispensers. Land use in the vicinity of the site is primarily residential with some businesses located along 3rd Avenue Drive NW. 6. The information about the property owners and occupants is shown in Table 3. 7. There has not been a recent well survey performed at this site. ALPHA Jack B Quick #3-GW Monitoring Report 6 8. For this monitoring report, monitoring wells MW-4R, 6R, 11R, 12R, 13, 14R and 15 were opened, gauged and when groundwater sufficient to sample was encountered, the wells were sampled. A total of 7 monitoring wells for this sampling event were purged and sampled for volatile organic compounds. The results are reported within the text and tables of this report. 9. The groundwater contaminant levels appear to be gradually decreasing overall due to natural attenuation and dilution as the free product has been removed; however, contaminant levels fluctuate from one monitoring event to the next. The results are shown in the attached tables and chart. A plume stability analysis was performed as part of the June 2022 sampling event and results indicate that the benzene contaminant plume is shrinking and the naphthalene contaminant plume is expanding. 43BE. SUMMARY OF CURRENT AND HISTORICAL ASSESSMENT INFORMATION 1. Present Water Level and Free Product Information Current water levels and relative groundwater elevations are shown in table 7. The depth to water at the store elevation is approximately 20 feet below existing grade. At the adjacent property at lower elevation, groundwater was encountered at 5 to 9 feet below existing grade. 2. Groundwater Monitoring Event This groundwater monitoring event was performed on December 12, 2022. The wells sampled included MW-4R, MW-6R, MW-11R, MW-12R, MW-13, MW-14R and MW-15. All of the monitoring wells were analyzed for 601/602 volatile organic compounds (VOCs) by EPA Method 6200. Fewer VOCs are included under this analytical compared to recent groundwater monitoring events. The analytical results are shown in Table 4. 3. Surface Water Monitoring Surface water samples were not collected during this monitoring event. Surface water sampling of Frye Creek took place most recently during the December 2018 monitoring event. VOCs were not detected above laboratory detection limits in these two surface water samples. 4. Soil Contamination Monitoring The most recent soil sampling was conducted on May 23, 2018 in proximity to the area of the release and identified as SB-1, SB-2 and SB-3. VOCs were detected in all three samples, however only soil sample SB-1 contained levels which exceeded the Soil to Water Maximum Contaminant Concentration Levels (MSCC). The analytical results are shown in Table 8. 5. Summary of Groundwater Monitoring Groundwater contaminant levels primarily increased in monitoring wells MW-4R, MW-6R and MW-12R. Levels in MW-12R are significantly higher than previous sampling events. Many wells on the site have no identity plaques in the well man holes and there are several wells in the area of the former USTs that are not shown on historical site maps, therefore it is ALPHA Jack B Quick #3-GW Monitoring Report 7 possible that the incorrect well was sampled. The identity of the sampled will be established at the time of the next sampling event to determine if contaminant levels are showing an increase in MW-12R. Groundwater contaminant levels in MW-14R decreased since the last monitoring event. MW-14R is the farthest downgradient monitoring well on the site. Benzene, toluene, ethylbenzene, xylenes and naphthalene exceed the groundwater standard in MW-4R, benzene, xylenes and naphthalene exceed the groundwater standard in MW-12R and benzene and naphthalene exceed the groundwater standard in MW-6R and MW-14R. Contaminant levels do appear to be decreasing overall; however, a definitive trend is difficult to establish due to the fluctuations of the levels of detected contaminants from one event to the next. There were no contaminants detected above laboratory detection limits in monitoring wells MW-11R, MW-13 and MW-15. 6. Geology and Hydrogeology of the Region and the Site The subject site is located within the Inner Piedmont Physiographic Province of Western North Carolina. According to the Geologic Map of North Carolina (NC Geologic Survey, 1985) the site is underlain by Cambrian foliated to massive granitic gneiss and schist. Soils encountered during tank removal, soil excavation (05/24/94) and monitoring well installation (4/96) consisted of tan-brown to orange sandy silt (ML) and silty sand (SM) with a saprolitic texture. Groundwater was encountered at a depth of approximately 17.5-21.2 feet below ground surface (BGS) at the elevation of the store. 7. Summary of Assessment for Soil and Groundwater The soil contamination remaining at the site is located from 15 to 20 feet below the existing pavement grade. The most recent soil sampling shows levels which continue to exceed soil to water MSCC levels in a sample collected from a location northeast and downgradient of the release. The current levels of petroleum constituents in the area of the release are shown in Table 8. The groundwater contamination consists of an apparent moderate to low level dissolved contaminant plume. The gasoline dissolved plume currently consists of 4 wells that contain low to moderate level gasoline contamination. Overall, the monitoring wells appear to be showing a decrease of detected contaminants; however fluctuations from one sampling event to the next is very common. Monitoring wells MW-11R, MW-13 and MW-15 have been, for the most part, outside of the contaminant plume. A plume stability analysis was performed as part of the June 2022 monitoring event utilizing the Mann-Kendall analysis method. The Mann-Kendall statistical method is used to determine if concentrations of a contaminant are increasing, decreasing or stable over time. The GSI Mann-Kendall Toolkit software, developed by GSI Environmental, Inc. was used for this plume stability analysis. The worksheets for the naphthalene and benzene concentration trends are included in Appendix B. Monitoring wells MW-4R, MW-6R and MW14R were used in the analysis for naphthalene concentration trends and wells MW-4R, MW-6R, MW-12R ALPHA Jack B Quick #3-GW Monitoring Report 8 and MW-14R were used in the determination for benzene concentration trends. Concentration levels that were below detection limits for the wells used in this analysis were reported as half of the value of the laboratory detection limit. Analytical data from sixteen consecutive monitoring events was used in the determination of plume stability. Analysis of the benzene concentration trend indicates that concentrations are decreasing or probably decreasing in all of the wells. The overall contaminant plume trend is characterized as shrinking. For naphthalene, the individual concentration trends are determined to be stable, no trend and increasing in MW-4R, MW-6R and MW-14R, respectively. Using these individual concentration trends in conjunction with where the wells are located within the plume, the Mann-Kendall analysis method shows that the the overall contaminant plume trend for naphthalene is characterized as expanding. F. FREE PRODUCT Free product was not detected in any wells opened and gauged during this sampling event. A previous monitoring event in 2001 showed product accumulating in wells MW-4 and MW-11. The product was originally bailed from the wells but was followed up by an Aggressive Fluid Vapor Recovery (AFVR) event. No free product removal is needed at this time. G. SOIL REMEDIATION Soil remediation was not performed during this reporting period. H. GROUNDWATER REMEDIATION A Corrective Action Plan was submitted to clean up the site in 1996. The CAP was not executed. No groundwater remediation is currently planned or directed for the site. I. CONCLUSIONS Based on the results of this round of monitoring, Alpha recommends continued semi-annual groundwater monitoring to confirm that elevated contaminant levels in MW-4R, MW-6R and MW-14R will not reach the creek. J. CLOSING STATEMENTS This Monitoring Report and the results found herein are limited to the specific site and the sampling locations as described. However, it is a well-known fact that variation in both geology and hydrogeology may occur between well sampling locations. It is also a well- known fact that changes in groundwater and subsurface conditions can and do occur through ALPHA Jack B Quick #3-GW Monitoring Report 9 time. These chiefly are regarding groundwater flow velocity, groundwater elevations and changes in groundwater quality at various locations on a given site. The conclusions drawn from the data presented in this report as well as the reporting methodology are in general accordance with the existing standards and accepted hydrogeologic and environmental engineering practices in use at the current time. Should at some point in the future, changes occur which require revision of this report or the conclusions drawn from it, we reserve the right to make the necessary changes given the data showing the changes and conditions and revise the conclusions drawn from the data as may be required.
