On Thursday July 7, 2022, at 5:08 pm CST, I received a report from Estes Express Lines that a
tractor trailer roll-over causing the release of possible diesel fuel from the saddle tanks located
at 3511 Ashemont Rd in Raeford, NC 28376. It was reported undetermined as not really for
sure if there was a release or not at this point in time. I identified First Call Environmental as a
tier 1 contractor in the geographical area to respond to the incident at 5:17 pm.
At 6:04 pm I notified the National Response Center of the incident due to a major artery being
blocked by this roll-over and was issued a report number of 1340875. At 6:21 pm, I notified
the North Carolina Department of the Environment of the possible release and was issued a
report number of 20220707-13.
At 7:06 pm, the contractor notified me he arrived on-site and began his assessment. He
advised the towing vender has up righted the tractor and diesel fuel had released onto the
soil. The contractor stated that approximately the size of the impact was the size of 25’ X 70’.
They began to deploy absorbent boom to contain the released fuel. The contractor estimated
40-gallons of diesel fuel had released when the tractor was up righted. This project is in
pending excavation pending the contractor’s cost estimate for a future excavation. PES will
examine the cost estimate and if it lines out with the scope of work, the excavation will be
schedule at a pending date.
