Apex Companies, LLC (Apex) prepared this report on behalf of CPC for submittal to the North Carolina Department of Environmental Quality (NCDEQ). A Site Location Map is provided as Figure 1. The site consists of one aboveground storage tank for the transfer of refined petroleum products, pipelines, a manifold yard, a control building, and associated above- and below-ground piping, as shown on the Site Plan on Figure 2. 1.1 Site Background On September 5, 2013 dead vegetation and an odor were reported at the Site. Emergency response actions were initiated, which included shutting down all delivery/shipper lines running through the affected area of the site and locking out all associated valves. During initial emergency response activities between September 5-18, 2013, approximately 60 gallons of gasoline and approximately 1,600 tons of soil were removed from the suspected release area. CPC estimates that approximately 200 gallons of gasoline were released. The release was assigned Incident Number 90172 by the NCDEQ. No apparent leaks were observed in the underground delivery/shipper lines exposed during the initial excavation activities; however, a corroded section of pipe was discovered in the excavated area. Physical inspection of the corroded area revealed significant pitting and the pipe was subsequently repaired. On September 10, 2013, the three delivery/shipper lines were pressure tested. One of the lines maintained pressure for the duration of the test and was cleared to return to service but the other two lines did not maintain pressure during the test. The pressure loss was attributed to leaking valves. On September 11, 2013, an acoustic emission test was conducted on the two lines that did not pass the pressure test. The test results did not indicate evidence of a leak in either line. The area that exhibited the highest noise during the acoustic emission test was excavated but no evidence of a leak was identified in that area. Following the results of the acoustic emission testing, additional excavation activities conducted between September 13-18, 2013 extended the excavation trench along the pipeline to a total length of 210 feet. Between September 24-26, 2013, the impacted soil was transported to Soilworks, Inc., a permitted soil disposal facility in Selma, North Carolina. Following completion of excavation activities, the trench was backfilled with clean fill and the area was restored. An Initial Assessment Report was submitted to NCDEQ on April 6, 2015, and a Comprehensive Site Assessment (CSA) Report was submitted to NCDEQ on October 29, 2015. A CAP proposing AFVR technology combined with MNA to address petroleum impacted soil and groundwater at the site was submitted to NCDEQ on October 2, 2018 and was approved by the agency on November 5, 2018. Colonial Pipeline Company – Selma Station December 22, 2021 2020 Annual Groundwater Monitoring and AFVR Report Page 2 The site is currently classified as intermediate risk because several dissolved phase constituents of concern (COCs), including benzene, ethylbenzene, naphthalene, toluene, and xylenes, exceed the NCAC 2B Surface Water Standards (2B Standards) by a factor of ten in the shallow, unconfined aquifer, and because an unlined retention pond is located on the adjacent property approximately 500 feet in the direction of groundwater flow from the source area. Mill Creek, the receiving surface water for the retention pond, is located approximately 1,500 feet downgradient of the source area. Mill Creek is classified by NCDEQ Division of Water Resources as a Water Supply Class IV surface water body. 2.0 FIELD ACTIVITIES The following sections provide a summary of the field methods used for the May and October 2020 semiannual groundwater monitoring events, as well as the AFVR events performed in March and December 2020. 2.1 Groundwater Gauging and LNAPL Thickness Measurements Prior to sampling, groundwater monitoring wells were gauged to measure the depth to groundwater and for the presence of light non-aqueous phase liquid (LNAPL). Upon arriving at the site, wells were opened and allowed to equilibrate. Wells were gauged and later sampled in accordance with the United States Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division Field Branches Quality System and Technical Procedures. Depths to groundwater and LNAPL were measured using an electronic oil/water interface probe, with a measurement accuracy of 0.01 feet (ft.). The interface probe was thoroughly decontaminated before collecting measurements at each subsequent monitoring well. On May 27, 2020 and October 20, 2020, twelve monitoring wells (AP-1, AP-2, AP-2D, AP-3, AP-4, AP-5, AP-6, AP-7, AP-8, AP-9, AP-10, and AP-11) were gauged. The location of each monitoring well is shown on Figure 2. 2.2 Groundwater Investigation Activities and Results Semiannual groundwater sampling was performed at the site on May 27, 2020 and October 20, 2020. During both 2020 sampling events, groundwater samples were collected from nine monitoring wells (AP-1, AP-2, AP-3, AP-4, AP-5, AP-8, AP-9, AP-10, and AP-11). At each monitoring well location, a baseline set of water quality parameters (temperature, pH, specific conductivity, dissolved oxygen, and turbidity) were measured using a Hanna 9829 water quality meter and a Hach 2100Q turbidimeter. A minimum of three well volumes were purged from each well using a disposable bailer before sample collection. Groundwater sampling logs documenting the groundwater purging and sampling are included as Appendix A. After purging an adequate volume of water from each well, a sample was collected in laboratory supplied bottle ware and placed on ice in a cooler. Samples were submitted for analysis of benzene, toluene, ethylbenzene, xylenes (BTEX) and naphthalene by EPA Method 6200B. Groundwater samples collected on October 20, 2020 were also submitted for laboratory analysis of volatile Colonial Pipeline Company – Selma Station December 22, 2021 2020 Annual Groundwater Monitoring and AFVR Report Page 3 petroleum hydrocarbons (VPH) in accordance with Massachusetts Department of Environmental Protection (MADEP) Method. Samples were submitted under standard chain-of-custody procedures to Shealy Environmental Services, Inc (Shealy), a North Carolina-certified laboratory. Two quality assurance/quality control samples were collected and analyzed for BTEX and naphthalene using EPA Method 6200B and VPH via MADEP Method. During the May 27, 2020 and October 20, 2020 sampling events, DUP-1 was collected as a duplicate sample of AP-9 and AP-11, respectively. One equipment blank (EB-1) was collected following the completion of sampling activities during both sampling events by pouring de-ionized water over a decontaminated interface probe. Groundwater gauging results collected on May 27, 2020 and October 20, 2020 are summarized in Table 1. LNAPL was not detected in either gauging event. Depth to water and top of well casing elevations were used to determine groundwater potentiometric elevations relative to an on-site benchmark referenced to mean sea level datum. For shallow wells that are screened across the water table surface, the groundwater potentiometric surface is approximately equal to the water table elevation. Groundwater potentiometric surface maps for the surficial aquifer unit were developed for the site based on the October 20, 2020 gauging data (Figure 3). The potentiometric surface map indicates that groundwater flows in a multi-directional pattern primarily toward the south, southwest, and southeast which is consistent with historical data. Groundwater analytical results for volatile organic compounds and hydrocarbon fractions during the May and October 2020 sampling events are summarized along with historical analytical results in Table 2a and Table 2b, respectively. Laboratory analytical reports and chain-of-custody records are provided in Appendix B. 2.3 Aggressive Fluid Vapor and LNAPL Recovery Activities and Results Eight-hour AFVR events were conducted on March 5, 2020 and December 15, 2020. Prior to initiating AFVR activities, monitoring wells AP-3, AP-4, AP-5, AP-8, and AP-11 were gauged using an electronic oil/water interface probe capable of detecting depth to water (DTW) and LNAPL (if present) to an accuracy of 0.01 feet. A vacuum truck operated by Legacy Environmental Services, LLC (Legacy) was mobilized to the site. The vacuum truck was attached to the extraction well (AP-11) using vacuum hoses and a piping manifold system. A drop tube was inserted into the extraction well, approximately six inches below the water table surface and an airtight seal was established on the top of the well. The drop tube depth was adjusted periodically during the AFVR event. During the AFVR events, peripheral responses to the vacuums and fluid drawdowns were monitored at nearby wells not used for direct fluid extraction. Vacuum readings as well as DTW measurements at the peripheral wells (AP-3, AP-4, AP-5, and AP-8) were recorded every half hour for the first two hours and every hour thereafter. Colonial Pipeline Company – Selma Station December 22, 2021 2020 Annual Groundwater Monitoring and AFVR Report Page 4 During both the March and December AFVR events, one vacuum truck tank effluent air sample (collected at sample location AP-11) was collected for analysis of volatile organic compounds by EPA Method TO-15 approximately 15 minutes after initiating the AFVR event. A second air sample (collected from sample location AP-11) was collected near the end of the 8-hour AFVR event. Air samples were collected in individual six-liter Summa canisters and submitted under chain-of-custody procedures to Pace Analytical Services, LLC, a North Carolina-certified laboratory. The air emissions from the vacuum truck tank were also qualitatively tested for volatile organic vapors using a photoionization detector (PID), and airflow rates were recorded using a digital anemometer. Following completion of the AFVR pilot test, temporary equipment was removed from the extraction well and peripheral observations wells and DTW measurements were collected from the extraction well and peripheral wells. The volume of fluid recovered in the vacuum truck after the 8-hour AFVR event was also measured and recorded. Field data is summarized in Table 3a and 3b. During the March 2020 and December 2020 AFVR events, approximately 860 and 653 gallons of petroleum impacted water were recovered respectively. The total liquid removed was determined by lowering a measuring stick inside the tank of the vacuum truck and recording the depth of liquid. A tank specific calibration curve table was then used to convert the depth measurements to gallons. A copy of the tank-specific conversion table is provided as Appendix C. The air sample analytical data were evaluated to assess the vapor recovery rates during the AFVR event and to calculate the total volume of vapor-phase petroleum hydrocarbons removed, expressed in equivalent gallons of gasoline. Summaries of the March 2020 and December 2020 air sampling results are provided in Table 4a and Table 4b, respectively, and laboratory reports are included as Appendix B. Vapor mass removal calculations are provided in Table 5a and Table 5b for March 2020 and December 2020 events. Approximately 0.73 pounds (0.117 gallons) of vapor-phase petroleum hydrocarbons (as gasoline) were removed during the March 2020 AFVR event. Comparison of the March 2020 air samples collected within the first 30 minutes and the within the last 30 minutes of the AFVR event indicated a reduction in vapor-phase VOC recovery rates after eight hours of AFVR duration. Approximately 6.44 pounds (1.03 gallons equivalent) of vapor-phase petroleum hydrocarbons (as gasoline) were removed during the December 2020 AFVR event. Comparison of the December 2020 air samples collected within the first 30 minutes and the within the last 30 minutes of the AFVR event indicated an increase in vapor-phase VOC recovery rates after eight hours of AFVR duration. This is most likely the result of a change in sample location. The initial air sample was collected from the vacuum blower. Due to equipment malfunction during the AFVR event, the final air sample location was changed to the vacuum pump. Following the completion of each AFVR pilot test the total liquid contained within the vacuum truck was measured. LNAPL was not present. A tank specific conversion table was used to convert the depth of liquid in the vacuum truck to gallons (Appendix C). Waste was transported by Legacy to the Legacy Facility at 3637 N. Graham Street, Charlotte, Mecklenburg County, North Carolina, a North Carolina-permitted waste handling facility. The waste manifests are included in Appendix D. 4.0 CONCLUSIONS AND RECOMMENDATIONS Apex conducted semi-annual groundwater monitoring in May and October of 2020, as well as AFVR events performed in March and December 2020. Results of these activities indicate: LNAPL was not detected in any wells during the reporting period. LNAPL has not been detected in any wells for over 7 years. Groundwater exceedances of NCAC 2L Standards in Benzene, Ethylbenzene, Naphthalene, Toluene, and Xylenes (Total) Approximately 860 gallons of petroleum impacted groundwater were recovered from extraction well AP-11 during the March 2020 AFVR event. Approximately 653 gallons of petroleum impacted groundwater were recovered from extraction well AP-11 during the December 2020 AFVR event. Approximately 0.73 pounds (0.117 gallons equivalent) of vapor-phase petroleum hydrocarbons (as gasoline) were removed during the March 2020 AFVR event. Approximately 6.44 pounds (1.03 gallons equivalent) of vapor-phase petroleum hydrocarbons (as gasoline) were removed during the December 2020 AFVR event. AP-11 will continue to be the primary extraction point; however, additional wells (i.e., AP-4) may be added as extraction wells utilizing a manifold system so that a vacuum can be applied to multiple extraction wells simultaneously. Semiannual groundwater monitoring events will be performed approximately 30 days following each AFVR event. Semiannual groundwater monitoring events are proposed for completion in April and October of each year, and a submittal of an annual groundwater monitoring and AFVR report is proposed by December 31st of each year. A summary of the proposed semiannual groundwater sampling program is provided as Table 6.
