B SITE HISTORY AND CHARACTERIZATION
B.1 UST Owner and Operator Information
General information regarding Underground Storage Tank (UST) history and ownership is displayed in Table 1
in Appendix II.
B.2 UST Information
The subject USTs were constructed of single walled steel that later were lined with fiberglass and are registered
with the North Carolina Department of Environmental Quality (NC-DEQ) UST Section. The NC-DEQ UST
database reports that the diesel UST was installed during May 1982 while the three 4,000-gallon gasoline USTs
were added during May 1984. Product piping associated with the UST systems was single walled steel. See
Appendix I, Figure 2 for Site map indicating former UST system locations. Three of the four USTs were closed
by removal while the fourth UST (T-8 in Figure 2) had to be closed in-place by filling with concrete because it
was located too close to the Stewarts Tire Store, Inc. building to safely remove without undermining the building
foundation. Associated product lines were partially removed as well as part of the closure activities. There are
no longer any operational petroleum UST systems located on the Site.
General information for the USTs removed from the Stewart’s Tire & Auto, Inc. (hereinafter referred to as the
“Site”) is based on historical information obtained from the NC-DEQ Registered UST Database, observation
made while the UST systems were being removed and from Site representatives. This information is displayed
in Table 1 in Appendix II.
B.3 Non-UST Information
There were no petroleum Aboveground Storage Tanks (ASTs) noted on the Site during the UST removal
activities.
B.4 Historical Release Description
The Site once contained a 2,000-gallon kerosene UST system which released kerosene under the associated
product dispenser at some time in the past. The kerosene UST system was removed along with 7.5-tons of
petroleum contaminated soil during February 2006. See Figure 2 for former kerosene UST system location. The
NC-DEQ assigned the release incident number 29284. Finally, incident 29824 was closed out by the NC-DEQ
through issuance of a letter of no further action dated December 6, 2006.

B.5 Site Characteristics
The Site is currently occupied by the Stewart’s Tire & Auto, Inc. (Figures 1 and 2). The immediately surrounding
properties are currently being used primarily for commercial and residential purposes. The Site reportedly did
contain four petroleum UST systems prior to the ones that are the subject of this closure report but no new UST
systems are planned for installation on the Site. The NC-DEQ database reports that the subject UST systems
were installed during 1982 and 1984 and there is no record of a previous petroleum release incident associated
with the subject USTs. See Table I for historical summary of all known USTs.
The Site has an approximate elevation of 190-feet above mean sea level (MSL) and the Site and surrounding area
is gently flat with a very mild slope to the west. Locally, groundwater is expected to flow to the west as well. No
subsurface utilities were observed in the excavation while removing the UST systems.
The Geologic Map of North Carolina1 locates the Site as being underlain by the Middendorf Formation of the
Coastal Plain Physiographic Province. Further, the Geologic Map describes the Middendorf Formation as “Sand,
sandstone and mudstone gray to pale gray with an orange cast, mottled; clay balls and iron cemented concretions
common, beds laterally discontinuous, cross bedding common”.
Observations made by ECE during removal of the USTs revealed that this location is underlain by yellow-orange
mottled clayey silt to approximately twelve feet below land surface. Neither groundwater nor rock was observed
at the bottom of the excavation.
The Site and all surrounding properties utilize potable water supplied by the City of Fayetteville as their water
supply. No water supply wells were noted to be located within a 1,000-foot radius of the former UST area.

C UST CLOSURE
C.1 Preparations for UST Closure
A UST-3 (Notice of Intent) form was prepared and submitted to the NC-DEQ Fayetteville Regional Office and
NC-DEQ Central Office before removal of the subject UST systems. The City of Fayetteville Fire Marshal’s
Office was also contacted in order to obtain a permit for the removal of the USTs. See Appendix III for UST-3,
UST-2a and City of Fayetteville Fire Marshal UST removal permit fee receipt.
C.2 UST Residuals
None of the three 4,000-gallon gasoline USTs contained residual liquids. The 3,000-gallon diesel fuel UST
contained approximately six inches of water that was removed and disposed of by Creekside Land Development
prior to beginning closure activities.
C.3 Closure Procedures
The UST closure activities were performed by Creekside Land Development during December 14-16, 2022
utilizing an excavator. The subject tanks were noted to be single walled steel which had been upgraded at some
time in the past with the installation of internal fiberglass coatings. The associated product lines were constructed
of single walled galvanized steel. See Figure 2 for former UST system locations.
The excavation made to remove the tanks measured as much as 40-feet in length by 22-feet in width and was up
to 12-feet in depth. Observations made by ECE during removal of the USTs revealed that this location is underlain
by yellow-orange mottled clayey silt. Neither groundwater nor rock was observed at the bottom of the excavation.
Finally, no obvious signs of a petroleum release to the soils under and around the tanks was noted during the UST
closure excavation.
As sated previously, three of the four USTs were closed by removal while the fourth UST (T-8 in Figure 2) had
to be closed in-place by filling with concrete because it was located too close to the Stewarts Tire Store building
to safely remove without undermining the building foundation. Associated product lines were partially removed
as well as part of the closure activities. There are no longer any operational petroleum UST systems located on
the Site.
A UST-3 was submitted to the NC-DEQ Central Office and NC-DEQ Fayetteville Regional Office prior to
beginning UST closure activities. A UST-2a (Site Investigation Report) has also been submitted to the NC-DEQ
Central Office and NC-DEQ Wilmington Regional Office and included as part of this UST Closure Report. See

Appendix III for a copy of the UST-3 and UST-2a forms. A UST disposal certificate is also included in
Appendix III.
C.4 Field Screening Procedures and Observations
Field screening of soils consisted of their visual and olfactory profiling after the UST systems were removed from
the ground. No petroleum odors or staining were noted in the soils under and surrounding the any of the USTs
after their removal. Further, no petroleum odors or staining were noted in soil samples collected from under the
former product dispenser locations or from under the product lines collected as part of the UST closure activities.
C.5 Soil Sampling
At the conclusion of UST removal activities, ECE collected a series of eleven excavation bottom samples from
the bottom limits of the UST excavations utilizing a hand auger as shown in Figure 2. Nine additional soil
samples were also collected from under the product lines and dispensers for completion of the UST closure
activities also utilizing a hand auger. See Figure 3 in Appendix I for soil closure sample locations.
Soil samples collected for closure of the UST systems were submitted to ENCO Laboratories of Cary, NC for
analysis by EPA method 8015 for Gasoline Range Organics (GRO) and Diesel Range Organics (DRO). Closure
samples were collected in order to comply with the North Carolina Department of Environmental Quality (NC-
DEQ) “Guidelines for Site Checks, Tank Closure and Initial Response and Abatement for UST Releases March
1, 2007 Version, Change 11 2021” Hereinafter referred to as “The Guidelines”.
The results for the soil closure samples collected from under the diesel and gasoline USTs and associated product
lines were all below the action levels of 50-mg/kg and 100-mg/kg for GRO and DRO.
C.6 Groundwater Sampling
No groundwater was encountered while completing the UST excavation therefore no groundwater samples were
collected for completion of these UST closure activities.
C.7 Quality Control Measures
The soil samples collected for laboratory analysis were handled only with clean nitrile gloves and placed in the
appropriate laboratory supplied bottles for transportation on ice to ENCO Laboratories or Cary, NC for testing by
EPA Method 8015 for GRO and DRO.

Specific information related to the samples collected, including date and time of collection, is found on the Chain
of Custody forms at the back of the laboratory analytical report in Appendix IV.
All nitrile gloves used by ECE personnel during petroleum contaminated soil removal activities were properly
discarded, along with any other potentially contaminated articles, immediately after their use.
ECE followed standard EPA and NC-DEQ protocols and guidelines for collecting soil samples. It is ECE's belief
that the laboratory analytical results provided in this report should not have been adversely affected by our
sampling, handling and shipment procedures.
Summary of Soil Analytical Results
Analytical results for all soil samples collected for completion of these UST closure activities showed either
GRO or DRO at concentrations in excess of their action levels of 50 mg/kg and 100-mg/kg, respectively as set
forth in the Guidelines. The sample locations for these soil samples can be found in Figure 3. A summary of
the analytical data can be found in Table 2 located in Appendix II.
C.8 Groundwater Sampling
No groundwater samples were collected as part of these closure activities as no groundwater was observed
entering the excavation.
D CONCLUSIONS
ECE has reviewed the information obtained after the removal of three gasoline and one diesel fuel UST systems
from the subject locations. Based on ECE's Site observations and the laboratory results for twenty-two soil
samples collected for completion of the UST closure activities, it can be concluded that no release of either
gasoline or diesel fuel was noted or detected during these closure activities at concentrations in excess of their
action levels as set forth in the Guidelines.
A copy of this Underground Storage Tank Closure Report should be forwarded to the NC-DEQ Wilmington
Regional Office to the attention of Liz Price for review.

designees. This study was conducted in accordance with generally accepted environmental practices. No other
warranty, expressed or implied, is made. ECE's conclusions and recommendations are based on information
supplied by others, together with ECE's own site observations. Although ECE cannot be responsible for the
accuracy of data supplied by others, ECE has no reason to suspect that any of the information is inaccurate. The
observations described herein are based upon conditions readily visible at the site at the time of ECE's visit, in
addition to information provided by the Client.
