Dear Messrs. Williams and Graham:
On September 19, 2022, a Notification of an Inactive Hazardous Substance or Waste Disposal Site
was received for the above referenced Site. Also provided was a July 15, 2022 Limited Site
Investigation (Report) prepared by Terracon Consultants, Inc. that summarized Site sampling
activities. Petroleum related impacts were detected in all media sampled and tetrachloroethene
(PCE) was detected in the two (2) soil vapor samples that were collected. Please note that the
Inactive Hazardous Sites Branch (IHSB) does not regulate petroleum releases or chlorinated
solvent impacts if associated with waste oil tanks. These issues are managed by the UST Section
of the Division of Waste Management.
The Report did not indicate a possible source for the PCE that was detected. Prior to adding this
Site to the IHSB inventory of sites, we are offering you the opportunity to perform additional
assessment activities to determine the source of the PCE. While PCE was detected at a
concentration that exceeded one of the vapor intrusion screening levels (Residential) and did not
present a significant risk of indoor exposure per the NCDEQ Risk Calculator, additional
assessment activities are needed to identify the source and to determine if higher concentrations
are present on the Site.
If you are interested in moving forward with the additional sampling, please provide a
brief workplan by November 30, 2022. Results of the sampling should be received within 90 days
of our approval of your workplan.
If this additional sampling is not performed at this time, the Site will be added to the IHSB
inventory and addressed in order of priority. If you have any questions, please contact me at (919)
