Per 15A NCAC 02L .0408(3) for the site to be ranked as low‐risk, soil has to be remediated to
industrial/commercial . At this site, soil (naphthalene) is above industrial/commercial MSCCs. Soil would need
to be remediated per .0408 as closely thereto as economically or technologically feasible (per 15A NCAC 02L
.0407(e)(1). A NRP on soil may be the most feasible but want to ensure GW contamination will not increase
above GCL’s.
Additionally, as soil contamination above industrial/commercial has been found, we may expect GW
concentrations to increase.
