GRI Project No. 6146 i EXECUTIVE SUMMARY The Conner’s Convenience Mart site is located at 701 E. Broad Avenue in Rockingham, Richmond County, North Carolina. The property operates as a petroleum retail facility and convenience store. The site is covered by concrete, asphalt and grass. There are three 10,000-gallon gasoline, one 6,000-gallon off-road diesel and one 1,000-gallon diesel USTs, as well as one 1,000-gallon kerosene AST currently in use at the site with associated dispenser islands. On June 30, 2022, a release was reported at the above referenced site. It has been determined that an unknown amount of diesel fuel was released from the leaking UST system, via diesel product piping underneath the diesel dispenser. The free product migrated along a storm water drain that discharged into a tributary of South Prong Falling Creek. Between June 30 and August 17, 2022, initial abatement activities of free product were conducted through the following methods: deployment of booms and pads, liquid removal of the surface water body and storm water drain, flushing the storm water drain and removing impacted backfill in the immediate source area while repairs were being made. A total of 3.86 tons of soil was removed from the site during line repairs and initial abatement activities. On August 17, 2022, GRI conducted a site check in the area along the leaking diesel product line and beneath the diesel dispenser. Three soil samples (SS-1-3’, SS-2-3’ and DI-1-3’) were collected at approximately 3 feet bgs, each, while repairs were being made. The reported contaminant concentrations exceeded the RALs for TPH-GRO and TPH-DRO for the three samples. A receptor survey was conducted on November 17, 2022. No water supply wells were identified within a 1,500-foot radius of the site. Public water is available to the subject site and to all surrounding properties. The South Prong Falling Creek is located approximately 1,250-feet southwest of the site. On November 17, 2022, one monitoring well (MW-1) was installed in the vicinity of soil sample (SS-2-3’), collected during the August 2022 site check. Two soil samples (MW-1-10’ and MW-1-40‘) were collected during the installation of MW-1 at 10-feet and 40-feet BGS, respectively, at the direction of the NCDEQ incident manager. All reported contaminant concentrations were less than the soil-to-water MCCs. On November 17, 2022, a ground water sample was collected from MW-1. All reported contaminant concentrations were less than the MACs. Free product was not observed. Free product has been abated and the reported contaminant concentrations are less than the applicable standards. According to the City of Rockingham Official Zoning Map, the site is zoned B3 (Business Highway). 8. Is the use of the property likely to change in the next 20 years? NO Explain: The subject property is currently an active convenience store and petroleum retail facility and likely remain a convenience store in the near future. Property Surrounding Source Area of Release The questions below pertain to the area within 1,500 feet of the source area of the release (excludes property containing source area of the release): 9. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The closest primary residence is 1010 Pickett Street located approximately 250 feet northeast of the UST basin. 10. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? Richmond County Rescue is located at 1004 Rockingham Road, approximately 1,400 feet west of the source area at the site. 11. What is the zoning status of properties in the surrounding area? According to the City of Rockingham Official Zoning Map, the surrounding areas are zoned B3 (Business Highway), R-9 (Moderate Density Residential) and I-1 (Light Industrial). 12. Briefly characterize the use and activities of the land in the surrounding area. The area surrounding the site is a mixture of commercial, industrial and residential. 2. RECEPTOR INFORMATION 1. Water Supply Wells: A receptor survey was conducted on November 17, 2022. No water supply wells were identified within a 1,500-foot radius of the site. Public Water Supplies: Are public water supplies available within 1,500 feet of the source area of the release? YES If yes, where is the location of the nearest public water lines and the source(s) of the public water supply. Explain: Municipal water is available to the site and the surrounding properties. Water lines run along the public streets in the area. Public water is supplied by Richmond County Water Department. 3. Surface Water: Identify all surface water bodies (e.g., ditch, pond, stream, lake, river) within 1,500 feet of the source area of the release. This information must be shown on the USGS topographic map. The South Prong Falling Creek is located approximately 1,250-feet southwest of the site. A tributary to the South Prong Falling Creek is approximately 535-feet southwest of the site. Free product was observed in the tributary to South Prong Falling Creek in June 2022. Free product was removed from the surface water body by use of absorbent booms and pads between June and August 2022. 4. Wellhead Protection Areas: Identify all planned or approved wellhead protection areas in the vicinity of the source area. This information must be shown on the USGS topographic map. Wellhead protection areas are defined in 42 USC 300h-7(e). On December 20, 2020, GRI personnel accessed the NCDEQ SWAP Program’s website to identify wellhead protection areas in the vicinity of the subject site. The site is not located within a wellhead protection area. 5. Deep Aquifers in the Coastal Plain Physiographic Region: The site is not located in the Coastal Plain Physiographic Region. 6. Subsurface Structures: No structures with basements were observed in the vicinity of the source area. The water main and other underground utilities run along East Broad Avenue and several underground utility lines were observed on the property. 7. Property Owners and Occupants: The names and addresses of the owners of properties adjacent to the site are presented in Table 3. Property boundaries are shown on Figure 2. Property cards for the adjacent property owners are attached as Appendix A. 3. SITE GEOLOGY AND HYDROGEOLOGY According to the 1985 Geologic Map of North Carolina, the site is located in the Middendorf Formation. While the Middendorf Formation is generally located in the North Carolina Coastal Plain, it does extend westward into the Piedmont. The site is located west of the Fall Line and is considered to be located within the Piedmont Physiographic Region of North Carolina. The Middendorf Formation consists of sand, sandstone, and mudstone; gray to pale gray with an orange cast, mottled; clay balls and iron-cemented ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. GRI Project No. 6146 5 concretions are common; beds are laterally discontinuous, with cross-bedding common. The depth to ground water during the November 2022 gauging event measured 28.31 feet below the top of well casing. Copies of the well construction record and subsurface log have been included as Appendix B. A Site Map is included as Figure 3. Well construction and gauging information is presented in Table 4. 4. SITE INVESTIGATION On June 30, 2022, DEQ personnel observed diesel fuel in the storm water catch basin area down gradient of the site during a site visit. Free product was also reported on the surface water body located at the outfall of the storm water drain. On July 1, 2022, tank and product line tightness testing was conducted and the diesel product piping failed. Between June 30 and August 17, 2022, initial abatement activities of free product were conducted through the following methods: deployment of booms and pads, liquid removal of the surface water body and storm water drain, flushing the storm water drain and removing impacted backfill in the immediate source area while repairs were being made. A total of 3.86 tons of soil was removed from the site during line repairs and initial abatement activities. On August 17, 2022, GRI conducted a site check at the subject site. Three soil borings were advanced adjacent to the spill buckets to depths of approximately 3 feet BGS and soil samples were collected from the borings (SS-1-3’, SS-2-3’ and DI-1-3’). The reported concentrations of TPH-GRO and TPH-DRO exceeded the RAL in soil samples SS-1-3’, SS-2-3’ and DI-1-3’. Based on these results, a LSA was required. A copy of the NORR has been included in Appendix C. A receptor survey was conducted on November 17, 2022. No water supply wells were identified within a 1,500-foot radius of the site. Public water is available to the subject site and to all surrounding properties. The South Prong Falling Creek is located approximately 1,250-feet southwest of the site. On November 17, 2022, one monitoring well (MW-1) was installed in the vicinity of soil boring SS-2-3’. The location of MW-1 was selected due to the presence of product and utility lines in the immediate area near SS-2-3’, as well as the fuel canopy, which limited access between the utilities and dispenser. Two soil samples (MW-1-10’ and MW-1-40‘) were collected during the installation of monitoring well MW-1 at 10-feet and 40-feet BGS, respectively and submitted for laboratory analysis EPA Method 8260, semi-VOCs using EPA Method 8270 and MADEP VPH and EPH. On November 17, 2022, MW-1 was gauged, purged and sampled in accordance with NCDEQ guidelines. The collected ground water sample was submitted for VOCs using EPA Method 602, semi-VOCs + 10 highest tentatively identified compounds using EPA Method 625 and MADEP Methods VPH/EPH. 1. A summary of the soil sample analytical results is presented in Table 5. Ground Water Sampling: All reported contaminant concentrations were less than the MACs. No free product was observed at the site. A Ground Water Quality Map has been included as Figure 6. A summary of the ground water analytical data has been included in Table 6. A copy of the laboratory report from the November 2022 groundwater sampling event has been included in Appendix D. Quality Control: The soil and ground water samples were immediately placed in laboratory-supplied containers after collection, which were then placed in iced coolers. New disposable bailers were used to sample the monitoring well and new nitrile gloves were worn during soil and ground water sampling. Samples were logged using proper chain-of-custody procedures. The samples were transported to a North Carolina certified laboratory for analysis. A laboratory supplied trip blank was included in the sample cooler. No detectable concentrations of requested method constituents were reported in the trip blank. 5. CONCLUSIONS AND RECOMMENDATIONS  The site is an active convenience store and petroleum retail facility. Land use in the area consists of commercial, residential, office and public/institutional properties.  A receptor survey was conducted on November 17, 2022. No water supply wells were identified within a 1,500-foot radius of the site. LIMITATIONS This report has been prepared for the exclusive use of Quality Oil & Gas Company. for specific application to the referenced site in Richmond County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
