Reilly Road, Fayetteville, Cumberland County, North Carolina (Drawings 1.1 & 1.2). The site is a closed petroleum retail facility and convenience store and contained four underground storage tanks (USTs) total: three 10,000-gallon capacity USTs (regular gasoline, premium gasoline, and diesel fuel) and one 6,000-gallon capacity UST (kerosene). The three 10,000-gallon capacity USTs were located to the north of the building and dispensers, and the one 6,000-gallon capacity UST was located to the east. The site topographic location is shown on Drawing 1.1, and the site drawing with monitoring well locations is presented as Drawing 1.2. UST closure activities were performed in February 2019. During the tank closure, petroleum impact was identified in the overburden of the three 10,000-gallon tanks. The impacted material was segregated and disposed of offsite at an approved facility. On February 28, 2019, diesel fuel contamination was encountered in the vicinity of the diesel dispenser during the UST closure activities. Initial soil sampling confirmed the release and initial abatement measures were taken. Approximately 14 tons of impacted soil was excavated and disposed of at the A&D Environmental (A&D) facility in High Point, North Carolina. The extent of the excavation was limited due to the structural concerns of undermining the canopy. Drawing 1.2 shows the location of the former UST basins, product lines, diesel dispenser (source area), and monitoring wells. A 24-Hour Release and UST Leak Reporting Form was submitted to the North Carolina Department of Environmental Quality (NCDEQ) by Mid-Atlantic on March 1, 2019. A UST Closure and Initial Abatement Action Report was submitted on June 3, 2019. The NCDEQ issued a Notice of Regulatory Requirements on June 24, 2019 requiring the completion of a Limited Site Assessment (LSA). A Phase II Limited Site Assessment Report was submitted to the UST Section on April 27, 2020. On June 26, 2020 NCDEQ issued a Notice of Regulatory Requirements (NORR) requiring the a comprehensive groundwater sampling event and the submittal of a Groundwater Monitoring Report to the Fayetteville division by September 24, 2020. The opinions included herein are based on our experience and the information obtained during the study. This report is based on limited observations made on the dates noted using the procedures described herein. If additional information becomes available, we request the opportunity to review the information, reassess the potential environmental concerns and modify our conclusions and recommendations, if appropriate. 2.0 SITE HISTORY AND SOURCE CHARACTERIZATION 2.1 UST Information According to the UST Section’s Registration database, the site’s Facility I.D. number is 00-0-0015515. Approximately 14 tons of impacted soil was excavated and disposed of at the A&D Environmental (A&D) facility in High Point, North Carolina. 2.4 Regional Geology and Hydrogeology According to the map titled Geology of North Carolina (1985), prepared by the North Carolina Geological Survey Section of the NCDEQ, the subject site is located in the Middendorf Formation (Geologic Unit: Km). The site appears to be located in an area of “sand, sandstone, and mudstone, gray to pale gray with an orange cast, mottled; clay balls and iron-cemented concretions common, beds laterally discontinuous, cross bedding common”. SPEEDWAY #6993 FAYETTEVILLE, NORTH CAROLINA September 25, 2020 Page 2 The subject site is located in the Coastal Plain physiographic region. In the coastal plain, an aquifer is typically composed of one to several layers of eastward thickening, permeable sands or limestone split by discontinuous, clay-rich materials. Confining units, consisting of clay-rich sediments, exist above and below an aquifer. These confining units are more continuous clay layers and separate the aquifer. The surficial or unconfined aquifer overlies all the confined aquifers in the coastal plain. 2.5 Site Geology and Hydrogeology Selected historical site assessment data is provided in Appendix A. A receptor survey update was not conducted during this monitoring event. Please refer to previous reports for detailed receptor information. As indicated, the site is currently classified as “intermediate” risk due to the exceedance of GCLs for benzene in MW-1. According to the USGS 1. Refer to Mid-Atlantic’s Comprehensive Site Assessment Report dated February 22, 2019 for additional information. *Note: testing to calculate the hydraulic conductivity and groundwater flow velocity were not approved by the NCDEQ and therefore were not included. Selected historical site assessment data is provided in Appendix A. SPEEDWAY #6993 FAYETTEVILLE, NORTH CAROLINA September 25, 2020 Page 3 topographic quadrangle map of Cliffdale, North Carolina (Drawing 1.1), the nearest surface water body is Persimmon Creek, located approximately 2,770 feet to the northeast of the source area of the release. 4.0 FIELD ACTIVITIES On August 5, 2020 Mid-Atlantic personnel mobilized to the site to conduct groundwater sampling, which included liquid level measurements. 4.1 Liquid Level Measurements Mid-Atlantic personnel collected depth to free product and/or depth to groundwater measurements from site monitoring wells on August 5, 2020. Monitoring well construction details are provided in Table 4.1. Liquid level measurements, along with historical measurements, are summarized in Table 4.2. As indicated, monitoring wells MW-1, MW-2, MW-3R and MW-4R did not exhibit free product. 4.2 Monitoring Well Sample Collection Mid-Atlantic personnel collected groundwater samples from the monitoring wells MW-1, MW-2, MW-3R and MW-4R on August 5, 2020. Groundwater samples were collected using the procedures described in Appendix B. Samples were shipped to Pace Analytical Services (Pace) in Mt. Juliet, Tennessee and analyzed by the methods shown on the chain-of-custody record provided in Appendix C. 5.0 DISCUSSION OF SAMPLING RESULTS 5.1 Summary of Analytical Results The laboratory analytical report and chain-of-custody record for groundwater samples collected in August 2020 are provided in Appendix C and the results of selected target compounds are summarized in Table 5.1 and Drawing 5.1. As summarized, the groundwater samples collected from wells MW-1, and MW-3R exhibited several contaminant concentrations above the NCGQS. However, only benzene in MW-1 exhibited a concentration greater than the GCL. Benzene was detected for the first time at a concentration exceeding the NCGQS in the sample collected from well MW-3R. Samples collected from monitoring wells MW-2 and MW-4R did not exhibit contaminant concentrations above the NCGQS or the GCLs. 5.2 Description of Current Plume Size and Location Free Product SPEEDWAY #6993 FAYETTEVILLE, NORTH CAROLINA September 25, 2020 Page 4 On August 5, 2020, Mid-Atlantic measured the depth to water in the monitoring wells using an electronic water level indicator. The depth-to-water in the monitoring wells is provided in Table 4.2. Free product was not observed in the monitoring wells at this time. Groundwater An isoconcentration map for benzene for the August 5, 2020 groundwater sampling event is provided as Drawing 5.1. The contaminant plume appears to be migrating towards the south/southwest, as benzene was detected at a concentration exceeding the NCGQS for the first time. 5.3 Additional Monitoring Information • Proximity of Plume to Nearest Receptor Based on the results of the LSA receptor survey, three water supply wells were observed within 1,500 feet of the release area during the area reconnaissance. Mid-Atlantic spoke with the owner of Pro Carwash & Detail located at 648 N. Reilly Road regarding the onsite water supply well. He said that the well is used for irrigation only and is not used for drinking water. Mid-Atlantic used GIS software to measure the distance from the diesel dispenser to the water supply well and determined that the well is located 264 feet from the source area. The Property is connected to city water. Mid-Atlantic spoke with Mr. Heavner, the property owner of the two water supply wells located at 735 N Reilly Road, and he indicated that the wells are not currently in use and have been out of service for a long time. Both Properties are connected to city water. According to the Fayetteville Public Works Commission (PWC) Water Resources Engineering Department municipal-supply system is available to all the properties within the 1,500-foot radius search area of the search area of the release. The nearest surface water body is Persimmon Creek, located approximately 2,770 feet to the northeast of the source area of the release. • Groundwater Flow Direction Based on the available data, it is not possible to accurately determine horizontal groundwater flow direction at the site. Based on general observation of water levels in the on-site wells, however, it appears that groundwater may flow towards the south. Wells MW-1 and MW-2 were set to depths of 22 feet BLS, while MW-3R and MW-4R were set to 40 feet BLS. Wells MW-3 and MW-4 were initially set to 22 feet BLS, but did not produce any water. Therefore, the depth to water near wells MW-1 and MW-2 is significantly shallower than the depth to water in wells MW-3R and MW-4R. Mid-Atlantic suspects that MW-1 and MW-2 may be set in a perched aquifer and/or are hydraulically separated from a deeper, surficial aquifer in which MW-3R and MW-4R were constructed. Vertical groundwater flow direction beneath the site has not been determined, since a deeper, Type III well has not been constructed to date. Bedrock was not encountered at the site when drilling to 40 feet, and mostly sandy material was encountered. Based on the soil types encountered, it does not appear that a confining layer was encountered. SPEEDWAY #6993 FAYETTEVILLE, NORTH CAROLINA September 25, 2020 Page 5 6.0 FUTURE SITE REMEDIATION Dissolved phase concentrations of the target compound benzene have increased in the samples collected from monitoring wells MW-1 and MW-3R. MW-1 returned results for benzene above the GCL, however, no free product was found. Mid-Atlantic recommends continued groundwater monitoring events to monitor plume movement and to evaluate whether an active remedial approach may be necessary. The next event should be conducted in January 2021. 7.0 SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS Based on the results of the August 2020 assessment activities, Mid-Atlantic concludes the following: • Free product was not detected in site monitoring wells; • Groundwater samples collected from wells MW-1 and MW-3R exhibited several contaminant concentrations above the NCGQS. However, only benzene in MW-1 was detected at a concentration greater than the GCL; • Groundwater samples collected from monitoring wells MW-2 and MW-4R did not exhibit contaminant concentrations above their respective NCGQS or the GCLs; and • Groundwater flow direction could not be accurately determined based on the degree of variance in the depth to water between wells MW-1 and MW-2, and wells MW-3R and MW-4R. Mid-Atlantic suspects that MW-1 and MW-2 were installed within a perched aquifer and/or are hydraulically separated from a deeper, surficial aquifer in which MW-3R and MW-4R were constructed. Based on the results, Mid-Atlantic recommends the following: • Continued periodic sampling (at least semi-annual) of the monitoring wells to evaluate contaminant plume movement; and, • Submittal of this report to the NCDEQ for their review and comment. Sample Collection A. Monitoring Wells Prior to sample collection, each well is purged of three to five standing well volumes or to dryness to remove stagnant water from the well and well bore in an effort to collect samples that are representative of the water quality in the formation surrounding each well. Purging is performed either with a new, polyethylene bailer dedicated to each well, or with a decontaminated pump. Samples are retrieved from the monitoring well using the dedicated bailer. New nylon string is used on each dedicated bailer, and new nitrile sampling gloves are donned prior to purging and sampling of each well. B. Geoprobe “Screen Point Sampler” The screen point sampler is a “grab” sampling device that is driven into the saturated zone and a surrounding metal sheath is retracted, exposing a screen. Groundwater entering the screen is then drawn to land surface through disposable tubing that is placed through the hollow push rods. The sample is collected from the tubing into the appropriate sampling glassware. C. Water-Supply Wells Water samples are typically collected from the available spigot that is nearest to the well. The water is allowed to run at a high flow from the spigot for approximately 10 to 15 minutes to allow the water in the delivery lines to be purged. NATIONWIDE.GLOSSARY OF TERMS Guide to Reading and Understanding Your Laboratory Report The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RT Retention Time. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description B The same analyte is found in the associated blank. J The identification of the analyte is acceptable; the reported value is an estimate. J5 The sample matrix interfered with the ability to make any accurate determination; spike value is high. J6 The sample matrix interfered with the ability to make any accurate determination; spike value is low.
