Reilly Road, Fayetteville, Cumberland County, North Carolina (Drawings 1.1 & 1.2). The site is a petroleum retail facility and convenience store and contained four underground storage tanks (USTs) total: three 10,000 gallon capacity USTs (regular gasoline, premium gasoline, and diesel fuel) and one 6,000 gallon capacity UST (kerosene). The three 10,000 gallon capacity USTs were located to the north of the building and dispensers, and the one 6,000 gallon capacity UST was located to the east. The objective of this report was to document the removal of four USTs located on the subject site, as Speedway is selling this property. This report presents background information, the laboratory analytical results, and our findings, conclusions and recommendations. The opinions included herein are based on our experience and the information obtained during the study. This report is based on limited observations made on the dates noted using the procedures described herein. On October 1, 2014, Speedway, LLC purchased the site from Hess Corporation, who had previously purchased the site from WilcoHess, LLC. The site has been a retail petroleum UST Closure and Initial Abatement Action Report June 3, 2019 Speedway 6993 Page 3 Fayetteville, North Carolina station since 1979, when the tanks were reportedly installed. The site operated as a retail petroleum station until September 2018 when the store was closed. The nearest downgradient surface water body is located approximately 1,500 feet to the west of the property. Surface drainage and groundwater flow, determined based on topography (Drawing 1.1) is expected to be generally towards the west. 2.0 UST CLOSURE PROCEDURES 2.1 Pre-Closure Procedures Prior to the commencement of UST closure activities, Mid-Atlantic submitted a UST-3 Notice of Intent: UST Permanent Closure or Change In Service (UST-3) form to NCDEQ on February 11, 2019. A copy of the UST-3 form is included in Appendix A. Mid-Atlantic Associates (MAA) mobilized to the site on February 25, 2019 to oversee the excavation activities for the UST removal. Tanks 1, 2, and 4 did not contain liquids prior to cleaning. Tank 3 had approximately one inch of residual diesel fuel. On February 26, 2019, A&D Environmental Services (A&D), a contractor for Speedway, power-washed the inside of the tanks and removed a total of approximately 330 gallons of wash water and sludge from the USTs. A&D then transported the liquid off-site to their facility for disposal. A copy of the disposal manifest is provided in Appendix B. 2.2 Excavation Procedures A&D obtained a UST removal permit prior to removal of the tanks. The assistant Fire Marshal from the Cumberland County Fire Marshal’s Office (Mr. J. Naylor) was onsite and approved removal of the tanks. A&D uncovered the USTs, excavated the tanks, and transported petroleum-contaminated soil to a certified disposal facility. The top of all four USTs were located approximately 3 feet below land surface (BLS). After approval by the Fire Marshal, the USTs were removed from the ground. As the USTs were uncovered, soils were screened with a Mini-Rae 3000 Photo-Ionization Detector (PID) and were segregated into separate soil stockpiles for later evaluation or disposal. All four tanks appeared to be in good condition with minor corrosion and pitting observed, but no obvious holes. Petroleum impact was identified in the soils overlaying the three, 10,000-gallon tanks. This material was stockpiled onsite and was later transported to Earthtec of NC, Inc. (Earthtec) in Sanford, North Carolina for disposal. No petroleum impacts to soil were observed in the overburden soils at the 6,000-gallon kerosene UST. The approximate locations of the former USTs and the approximate excavation areas are shown on Drawing 1.3. The 10,000-gallon tanks measured approximately 10 feet in diameter by 17 feet long, and the 6,000-gallon UST measured approximately 8 feet by 16 feet. The disposal manifest for the tanks is provided in Appendix B. UST Closure and Initial Abatement Action Report June 3, 2019 Speedway 6993 Page 4 Fayetteville, North Carolina 2.3 Excavated Soil During excavation activities, soils were routinely screened for the presence of volatile organic vapors with a PID. Excavated clean soils above the tanks and product lines were placed to the side of the excavations to be used as clean fill. Based on the PID readings and olfactory observations, the soils above Tanks 1, 2, and 3 were impacted with petroleum, and were therefore removed for disposal. Approximately 14 tons excavated petroleum-impacted soils were stockpiled onsite on plastic, and were subsequently taken to Earthtec for disposal. No impacts were detected above the North Carolina TPH Action Levels in the soils below Tanks 1, 2, or 3. No impacts were observed in the soils at Tank-4. The PID readings of the UST closure confirmation sample locations are documented in Table 2.1. The All four steel tanks were removed on February 27, 2019 and transported by Solis Transportation of Fayetteville, North Carolina to Omni Recycling in Fayetteville, North Carolina. Documentation of disposal is provided in Appendix B. 2.4 Sampling Procedures Upon removal, UST closure samples were collected according to procedures outlined in the NCDEQ’s Underground Storage Tank Section Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement. Tank pit and product line samples were collected at the locations shown in Drawing 1.3. UST closure samples collected underneath the former Tanks 1, 2 and 3 were collected at approximately 14 feet BLS at the north and south ends of the tank, and below former Tank 4 at approximately 12 feet BLS at the east and west ends of the tank. Soil samples were also collected at 10 foot intervals along the product lines, and from below the dispenser spill bucket. Dispenser and product lines samples were collected from a depth of 3 feet BLS. On February 26, it was noted that two types of product lines were in place at the site. Based on field observations, the product lines were constructed of double walled flexible plastic piping and were connected to the USTs and dispensers. In addition, an out of service single wall fiberglass piping system was noted to be abandoned in place, suggesting that the fiberglass lines had been historically upgraded to double-walled plastic. The fiberglass lines were noted to be dry with no residual fuel observed. Speedway directed Mid-Atlantic and A&D to remove the abandoned fiberglass product lines and to contact the NCDEQ to determine if soil sampling and reporting was conducted during the product lines system upgrade. On February 27, Mid-Atlantic contacted Mr. Ken Currie of the NCDEQ Fayetteville Regional Office UST Section to obtain information on the product line upgrade. Mr. Currie informed Mid-Atlantic that historically, reporting and sampling of the out of service product lines during an upgrade was only required when a release was identified. Mr. Currie indicated that the UST Section did not have records documenting the UST system upgrade and the UST Section inspection notes did not provide a clear date when the system was upgraded. Mr. Currie instructed Mid-Atlantic to proceed with the line closure as planned. The soil samples were analyzed onsite by RED Lab for Total Petroleum Hydrocarbons (TPH) Gasoline Range and Diesel Range Organics (DRO/GRO), benzene, toluene, ethylbenzene, and xylenes (BTEX), total aromatics, and 16 EPA polycyclic aromatic hydrocarbons (PAHs). Following sample collection, Mid-Atlantic placed the samples into labeled zip-lock bags and handed them UST Closure and Initial Abatement Action Report June 3, 2019 Speedway 6993 Page 5 Fayetteville, North Carolina directly to the RED Lab technician onsite for preparation and analysis for TPH-GRO and DRO using the UVF Method. 2.5 Quality Control Measures The UST closure soil samples were retrieved using the excavator bucket with care being taken so that sampled soil did not have contact with the bucket. Product line, dispenser, and stockpile samples were collected using properly decontaminated hand auger buckets. New nitrile gloves were worn during the collection and handling of soil samples. Further quality control measures are described in the sampling procedures outlined in Appendix C and the laboratory analytical reports from RED Lab is included in Appendix D. 2.6 Investigative Results A total of 50 Samples were collected during the UST closure phase. The laboratory analytical report for the soil samples collected at the site is provided in Appendix D. As summarized in Table 2.2, and Drawing 2.1, test results indicated the presence of TPH-GRO and TPH-DRO exceeding the regulatory action level of 50 milligrams/kilogram (mg/kg) and 100 mg/kg, respectively, in grab soil samples collected from beneath Dispenser-2 and the associated piping (P-5). Soil stockpile sample SP-LP (1) had exceedances for TPH-GRO and TPH-DRO. Sample SP-LP (2) had an exceedance for TPH-GRO. Both soil piles consisted of the impacted soils overlaying Tanks 1, 2, and 3. The laboratory analytical report for the confirmation soil samples did not indicate the presence of either TPH-GRO or TPH-DRO above the regulatory actions levels at any other locations during the initial sampling activities. 2.7 Backfilling Procedures Backfilling was conducted upon receipt of analytical data from RED Lab and typically finished on the same day. Backfill material included clean fill removed from above the USTs and processed fill (screenings) obtained from Henson’s of Bunnlevel, North Carolina. The backfill was mechanically compacted using the backhoe bucket. 3.0 INITIAL RESPONSE AND ABATEMENT ACTION Petroleum-impacted soils above Tanks 1, 2, and 3 were screened with a PID. Excavation was conducted to uncover the USTs to facilitate UST removal and continued around the USTs until PID measurements were less than 5 parts per million (ppm). Excavated impacted soils were removed from the UST excavation and directly-loaded into a dump truck and transported to Earthtec, as previously noted. The laboratory test results from analysis of the confirmation soil samples collected from beneath the USTs indicated that impacted soils had been removed. Laboratory analytical data indicated the presence of a release in the vicinity of the diesel dispenser (Disp-6) and adjacent product line sample (P-5). Following the receipt of the UST closure analytical data, a release was reported to the NCDEQ via telephone on March 1, 2019. A “UST-61 24-hour Release and UST Leak Release” form was subsequently submitted to the UST Closure and Initial Abatement Action Report June 3, 2019 Speedway 6993 Page 6 Fayetteville, North Carolina NCDEQ Fayetteville Regional Office on March 4, 2019. A copy of the UST-61 form is included in Appendix A. Following the submittal of the UST-61 form, over-excavation activities were conducted in the vicinity of UST closure samples “Disp-6” and “P-5”. The initial abatement activities conducted on March 6, 2019 are discussed below. 4.0 EXCAVATION OF PETROLEUM-IMPACTED SOIL 4.1 Over-Excavation and Sampling Activities Over-excavation was conducted at Dispenser-2/P-5, (Drawing 2.1) since both samples were above the NCDEQ TPH-GRO and DRO action levels. At Mid-Atlantic’s direction, A&D excavated down to 6 feet BLS at this location. The excavation was terminated due to the close proximity to the canopy support and the risk of undermining the support footer. During excavation activities, Mid-Atlantic personnel screened soils using a PID and submitted samples to RED Lab for field analysis and confirmation. Once the limits of the excavation had been reached, five confirmatory soil samples were collected from the sidewalls (OE-DISP-2-N, OE-DISP-2-E, OE-DISP-2-S, OE-DISP-2-W) and pit bottom (OE-DISP-2) of the over-excavation area. The samples were then submitted to RED Lab for laboratory analysis of TPH-GRO/DRO. Additional samples were submitted to Pace National of Mt. Juliet, Tennessee for VOCs by EPA Method 8260, SVOCs by Method 8270, and VPH and EPH by MADEP. The depths and locations of the five confirmatory soil samples are identified on Tables 2.2 and 4.1, which includes a summary of laboratory analytical results for both the UST closure and over- excavation soil sampling. A copy of the laboratory analytical reports is provided in Appendix D. The excavated soils (approximately 1 ton) was stockpiled onsite on plastic and covered. The soils were then containerized in drums by A&D, and transported off-site for disposal at the A&D facility in High Point, North Carolina. Copies of the Soil Manifest and Certificate of Acceptance and Disposal are included in Appendix B. 4.2 Backfilling Procedures After removal of the UST, collection of closure samples, and over-excavation activities, the excavation was backfilled. Backfill material included re-used excavated soil that did not exhibit laboratory evidence of residual impacts, and clean imported fill. 4.3 Quality Control Measures The over-excavation soil samples were retrieved using the excavator bucket. Samples were collected as discussed in the Mid-Atlantic field procedures included in Appendix C. New nitrile gloves were worn during the collection and handling of the soils. The samples were placed into pre- labeled, laboratory-supplied glassware, placed into an ice-filled cooler and shipped under chain-of- custody to Pace National in Mt. Juliet, Tennessee. UST Closure and Initial Abatement Action Report June 3, 2019 Speedway 6993 Page 7 Fayetteville, North Carolina 4.4 Investigative Results The laboratory analytical report and chain-of-custody record for UST closure and over-excavation samples are included in Appendix D and the results summarized in Tables 2.1 and 4.1, and Drawing 4.1. The laboratory results indicate that contaminated soils still remain at concentrations exceeding the NCDEQ soil-to-groundwater MSCCs. In addition, concentrations of C9-C22 Aromatics were identified in sample OE-DISP #2 (N) in excess of the NCDEQ residential MSCCs. Excavation activities were limited due to canopy structural integrity concerns, and petroleum impacted soils remain in the subsurface above the residential soils MSCC. 5.0 REGULATORY STATUS A release from Dispenser-2 has been confirmed at the site, and petroleum impacted soil remains in the subsurface. Mid-Atlantic submitted form UST-61, 24-Hour Release and UST Leak Reporting Form, to the NCDEQ on March 4, 2019. Mid-Atlantic submitted a copy of the UST-2A, Site Investigation Report for Permanent Closure or Change in Service of Registered UST to NCDEQ. Copies of these documents are included in Appendix A. 6.0 SUMMARY, CONCLUSIONS AND RECOMMENDATIONS Summary:  Three 10,000-gallon and one 6,000-gallon steel USTs were removed during closure activities and transported to the Omni Recycling facility in Fayetteville, North Carolina. Additionally piping associated with the UST system was removed and properly disposed;  A total of 303 gallons of petroleum-impacted water generated during UST cleaning activities was removed from the site during UST closure activities. The water was transported to the A&D facility in High Point, North Carolina;  A total of approximately 15 Tons of petroleum-impacted soil was removed from the site during UST closure activities. Approximately 14 tons of soil was transported to the Earthtec facility in Sanford, North Carolina; and approximately one ton of soil was transported to the A&D facility in High Point, North Carolina;  Laboratory analytical results confirm a release from overburden soils above Tanks 1, 2, and 3 with contaminant concentrations above the NCDEQ’s action level of 50 mg/kg for TPH- GRO and 100 mg/kg for TPH-DRO. These overburden soils were removed and transported to Earthtec for disposal; and  Confirmation soil sample analytical results from the Dispenser-2 over-excavation confirm the presence impacted soils above NCDEQ’s action level of 50 mg/kg for TPH-GRO and 100 mg/kg for TPH-DRO. These soils were over-excavated but excavation was limited due to structural integrity concerns for the canopy. Sample Collection Direct Push Technology (DPT, or “Geoprobe”) DPT uses a truck-mounted hydraulic rig to push a steel sampling probe into the subsurface to collect soil and/or groundwater samples. The sampling device used to collect the soil samples during this investigation was the “macrocore” sampler. This sampler consists of a four-foot long, two-inch diameter stainless steel spoon containing a clear, acetate liner. When the macrocore sampler is driven into the subsurface, the soil is collected into the acetate liner and then retrieved to the land surface. The liner is then cut open and the soil lithology is characterized and soil samples are collected. Split Spoon Sampling This method of soil sampling is typically used during advancement of hollowstem augers for the construction of monitoring wells. Soil samples are obtained from the borings by driving a prewashed, 1-3/8-inch inner-diameter split-spoon sampler at five foot intervals to termination in general accordance with ASTM D-1586 (Standard Penetration Test) specifications. Blow counts for each six inches of split-spoon penetration are recorded during advancement of the spoon. Samples are then retrieved to the land surface, the split-spoon is opened, and the soil lithology is characterized and soil samples are collected. Hand Augering This method is typically used for shallow sampling in areas where access is limited or underground obstacles such as utilities may be present. A pre-washed, three-inch diameter steel auger bucket is attached to extension rods and manually turned to penetrate the subsurface to the desired sampling depth. Samples are then retrieved to the land surface and the soil lithology is characterized and soil samples are collected directly from the hand auger bucket. Excavator Bucket Sampling This method is typically used during UST excavation and soil excavation projects. The soil samples are collected from the excavator bucket when it is not safe to collect the samples by other means. Care is taken when collecting samples from the bucket to avoid soil that has come in contact with the bucket itself to avoid cross contamination. II. Headspace Field Screening A portion of each sample is removed from the sampling device and placed in a pre- labeled, plastic "ziploc" bag. After several minutes, the gas contained in the "headspace" or void area within the bag is tested with a photoionization detection (PID) and/or Flame Ionization Detector (FID). These are useful as scanning devices to detect the presence of volatile organic compounds (VOCs) but are not relied upon to determine specific levels of contamination. Typically, the samples exhibiting the highest headspace readings will be submitted to the laboratory for analysis. III. Preparation for Laboratory Analysis The sample collector dons new nitrile sampling gloves prior to handling each sample. The samples are placed into laboratory-prepared, pre-labeled, sampling containers, packed in ice, and shipped to a certified laboratory under chain-of-custody control. The sampler places an executed custody seal on the cooler prior to leaving the sampler’s custody. Laboratory analyses to be performed on the samples, along with other sampling information, are specified on the chain-of-custody, which is placed in the cooler with the samples. NATIONWIDE.GLOSSARY OF TERMS Guide to Reading and Understanding Your Laboratory Report The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Abbreviations and Definitions (dry)Results are reported based on the dry weight of the sample. [this will only be present on a dry report basis for soils]. MDL Method Detection Limit. MDL (dry)Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). RDL Reported Detection Limit. RDL (dry)Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description B The same analyte is found in the associated blank. E The analyte concentration exceeds the upper limit of the calibration range of the instrument established by the initial calibration (ICAL). J The identification of the analyte is acceptable; the reported value is an estimate. J0 J0: The identification of the analyte is acceptable, but the reported concentration is an estimate. The calibration met method criteria. J2 Surrogate recovery limits have been exceeded; values are outside lower control limits.
