(ATC), on behalf of Circle K Stores, Inc. (Circle K) is submitting this monitoring report for the Circle K Store #2723842 facility located at 7249 U.S. Highway 15-501 Carthage, Moore County, North Carolina (Incident #42180). Currently, the site is an active convenience store and retail fuel outlet. A site topographic map is presented as Figure 1 and site map is presented as Figure 2. UST owner/operator and system information is included in Table 1. 2.0 EXECUTIVE SUMMARY The presence of petroleum-related impacts to soil, above Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCCs), were identified in the area of the UST basin during site check activities. Laboratory analytical results of risk-based soil samples, collected during various phases of assessment, did not detect target compound concentrations above established STGW-MSCCs. Therefore, horizontally, the extent of impacted soil is in the vicinity of the UST basin. Vertically, impacted soil extends to the water table. Historical soil analytical data along with a map depicting the locations of the soil samples are provided in Appendix A. Overall, the dissolved contaminant concentrations of concern include dissolved benzene and MTBE in monitoring wells MW-1, MW-4, MW-5, MW-6, and/or MW-9 associated with the release. As a consequence of the assessment activities conducted at the facility, the horizontal and vertical extents of dissolved petroleum hydrocarbon concentrations have been reasonably defined. Light non-aqueous phase liquid (LNAPL) has not been associated with this release. A geologic transect and geologic cross-sections with the July 2019 analytical data are included in Appendix B. In 2019, the dissolved benzene contaminant mass at the site was estimated to cover an area approximately 6,500 square feet (ft2) resulting in: • a calculated dissolved benzene mass of 0.0353 kilograms (kg); • a calculated soil source zone benzene mass of 0 kg; and, • a calculated smear source mass of 0 kg. Monitoring Report December 1, 2022 NCDEQ Incident No. 42180 Page 2 These calculations resulted in a total mass baseline/milestone benzene concentration of 0.0353 kg. Based on the most recent groundwater analytical data (October 2022), the dissolved benzene contaminant mass at the site was estimated to cover an area approximately 3,200 ft2 resulting in a calculated dissolved benzene mass of 0.0034 kg. To date, the dissolved benzene mass has decreased at the site by approximately 90.368%. ATC recommends continued semi-annual groundwater sampling and the installation and maintenance of Biosocks in select monitoring wells to assist with natural attenuation activities. 3.0 SITE HISTORY The underground storage tank (UST) system was installed at the site in 1991 and is currently operational. The UST system includes two 8,000-gallon gasoline USTs and associated product lines and dispensers. On September 20, 2018, during onsite testing of the UST system, it was determined that the regular and premium gasoline spill buckets were in need of repair as they did not pass their respective hydrostatic tests. On October 3, 2018, Circle K personnel submitted a UST-17A: UST Suspected Release 24 Hour Notice. During site check activities, a soil sample was collected as close as possible to the regular gasoline spill bucket (labeled SS-1) at a depth of thirteen feet below ground surface (bgs). A soil sample was not able to be collected from soil boring SS-2 (premium spill bucket) as the parking lot was resurfaced and the location of the previously cleared borehole as well as the utility markings could not be determined. Laboratory analytical results of the soil sample SS-1 did not detect Total Petroleum Hydrocarbons (TPH) – Gasoline Range Organics (GRO) above laboratory method detection limits (MDLs). Benzene and MTBE concentrations were detected above established STGW-MSCCs in soil sample SS-1. On January 2, 2019, based on the soil analytical data, ATC personnel submitted a UST-61: 24-Hour Release and UST Leak Reporting Form to NCDEQ. Monitoring Report December 1, 2022 NCDEQ Incident No. 42180 Page 3 On January 4, 2019, a Site Check Report was submitted to the NCDEQ. On January 22, 2019, in response to the Site Check Report, a Notice of Regulatory Requirements (NORR) was issued requesting the preparation and submittal of a Limited Site Assessment (LSA) Report. ATC performed Phase I LSA activities in February and March 2019. As part of the LSA assessment, monitoring well MW-1 was installed and sampled. Based on the results of the LSA, the NCDEQ requested a Comprehensive Site Assessment (CSA) in correspondence dated April 26, 2019. Between April and July 2019, ATC conducted CSA activities at the site. A CSA Report was submitted to the NCDEQ on September 30, 2019. On July 28, 2021, the mid-grade spill bucket failed its hydrostatic test and a site check was performed. Monitoring well MW-9 was installed in proximity to the failed spill bucket. A groundwater sample collected from monitoring well MW-9 detected a dissolved benzene concentration above its established 2L Standard. A Site Check Report was submitted to the NCDEQ on October 19, 2021. During previous assessment activities, twenty-four (24) water supply wells were identified within 1,500 feet of the site. No water supply wells were identified within 500 feet of the source area. Ten of the 24 water supply wells were identified between 500 and 1,000 feet of the source area. Water supply information is summarized in Table 2 and depicted on Figure 3. Public water supplies in the area are provided by Moore County Public Utilities Department. Connection to the municipal water supply is not mandatory. The nearest surface water body is located approximately 985 feet east of the source area. It appears this unnamed water body is connected to an unnamed tributary of Long Leaf Lake. An unnamed tributary to Nicks Creek is located approximately 2,000 feet south of the source area. Nicks Creek is the drinking water source for the Town of Carthage and has a surface water classification of WS-III. The site is located within the Cape Fear River Basin. Monitoring Report December 1, 2022 NCDEQ Incident No. 42180 Page 4 The site and surrounding area are located outside the city limits of Carthage. The site is zoned for commercial purposes. Surrounding properties are zoned commercial and residential. Adjacent property owner information is included as Table 3. Figure 3 presents a map depicting the surrounding area. This report documents the results of a groundwater sampling event conducted during October 2022. 4.0 GROUNDWATER MONITORING 4.1 Geology and Hydrogeology The subject facility lies along the western boundary of the Coastal Plain Physiographic Province within the Sand Hills Region. Specifically, the site is located in the Middendorf Formation. The Middendorf Formation generally consists of gray to light gray sandstones and mudstones with orange mottling. Clay balls and iron-cemented concretions are abundant. The surficial aquifer consists mostly of moderately to well-drained soil consisting of fine sand, silty loam, and sandy clay loam. A significant percentage of clay is present in certain area. The sediments that comprise the surficial aquifer in Moore County are generally of fluvial and littoral origin and Cretaceous in age. In this area, the Black Creek aquifer underlies the surficial aquifer in the area of the site. The Black Creek Formation is comprised largely of clay with thin beds and laminae of fine-grained micaceous sand and thick lenses of cross-bedded sand. Glauconitic, fossiliferous clayey sand lenses occur in the upper part of the Formation. The surficial aquifer in the area varies in thickness. According to the United States Department of Agricultural Natural Resources Conversation Service Web Soil Survey website, the site lies within the Ailey loamy sand (AeB) with 2 to 8 percent slopes. Ailey loamy sand consists of gently sloping, well-drained soils that formed from weathered sandy and loamy marine deposits. This soil is on summits and crests of low hills. It has a surface layer of loamy sand that is 0 to 3 inches thick. The subsoil is sand and is 27 to 30 Monitoring Report December 1, 2022 NCDEQ Incident No. 42180 Page 5 inches thick with sandy clay loam to 50 inches bgs and sandy loam below that. Available water capacity is low. Depth to the seasonally high water table is greater than 80 inches. Groundwater movement in the upper portion of the surficial aquifer appears to flow in a westerly direction across the site. Based on available groundwater data, it appears there is a vertical head difference between the shallow and deep monitoring well, which suggest that a vertical exchange of groundwater may occur between the upper and lower portions of the surficial aquifer. As part of the CSA, ATC performed a slug test using monitoring well MW-4. Based on the slug test results, the average hydraulic conductivity at the site was calculated at approximately 3.1025 feet per day. 4.2 Groundwater Elevations On October 27, 2022, ATC collected static water level measurements from monitoring wells MW-1, MW-4, MW-6, and MW-9. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 4. Current and historical groundwater elevation data are included in Table 5. A groundwater elevation contour map based on the October 2022 static water level data is included as Figure 4. Based on the recent groundwater level measurements, groundwater flow appears to be toward the northwest. Historical groundwater flow maps are provided in Appendix C. 4.3 Biosock Maintenance On July 14, 2022 and October 27, 2022, ATC personnel installed biosocks in monitoring wells MW-1, MW-4, MW-6, and MW-9 to assist with natural attenuation activities. 4.4 Groundwater Analytical Results On October 27, 2022, groundwater samples were collected from monitoring wells MW-1, MW-4, MW-6, and MW-9. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody to SGS North America, Inc. in Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic Monitoring Report December 1, 2022 NCDEQ Incident No. 42180 Page 6 compounds (VOCs) via EPA Method 6200B to include ethanol and oxygenates. A summary of the recent groundwater analytical data is presented in Table 6 and a historical summary of groundwater analytical data is presented in Table 7. The laboratory analytical results from the October 2022 sampling event indicated dissolved target compound concentrations above established 2L Standards in the groundwater samples collected from monitoring wells MW-1, MW-4, and MW-9. Select natural attenuation measurements are provided in Table 8. A dissolved benzene isoconcentration contour map is included as Figure 5. Dissolved contaminants of concern, exceeding 2L Standards, are included as Figure 6. A copy of the laboratory analytical report is included as Appendix D. Groundwater concentration trend plots for dissolved benzene and MTBE concentrations through time versus depth to water for monitoring wells MW-1, MW-4, and MW-6 are provided in Figures 7, 8, and 9, respectively. Contaminant mass versus time is provided in Appendix E. 5.0 MONITORING PLAN AND SCHEDULE ATC recommends continued semi-annual groundwater sampling and the installation and maintenance of Biosocks in select monitoring wells to assist with natural attenuation activities. 6.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Circle K Store #2723842 facility located in Carthage, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: •Depth to groundwater measurements ranged from 4.53 feet to 8.66 feet below ground surface MW-6 and MW-9, respectively. Based on information obtained during the October 2022 sampling event, groundwater appears to flow across the site in a northwesterly direction; •Horizontally, the extent of impacted soil is in the vicinity of the UST system. Vertically, impacted soil extends to the water table; •The laboratory analytical results from the October 2022 sampling event indicated dissolved target compound concentrations above established 2L Standards in several of the monitoring wells sampled; •The dissolved benzene contaminant mass at the site was estimated to cover an area approximately 3,200 ft2 resulting in a calculated dissolved benzene mass of 0.0034 kg; and, •To date, the dissolved benzene mass has decreased at the site by approximately 90.368%. ATC recommends continued semi-annual groundwater sampling and the installation and maintenance of Biosocks in select monitoring wells to assist with natural attenuation activities.
