EXECUTIVE SUMMARY On April 11, 2017 the Division of Waste Management (DWM) issued a Notice of Regulatory Requirements (NORR) to complete a Site Check. The Site Check Report was received by DWM on July 7, 2017. DWM issued a NORR on July 20, 2017 requesting the completion of a Limited Site Assessment (LSA). On July 20, 2017, the property was purchased by RSO Holdings, LLC and is currently occupied by the Minuteman No. 39 convenience store. The Limited Site Assessment report was completed on February 26, 2018 and transmitted to the Fayetteville Regional Office (FRO) on February 27, 2018. Due to the elevated levels of Benzene reported in MW-1, two additional groundwater sampling events were completed on May 3, 2018 and November 15, 2018. The results of these sampling events were reported to the FRO in a letter report dated December 17, 2018. Benzene levels in MW-1 were reported above the Gross Contamination level. DWM issued a NORR on January 11, 2019 requesting the completion of a Comprehensive Site Assessment (CSA). During follow up discussions, the scope of work requested was revised to include the installation of five additional monitoring wells and a Monitoring Report instead of a CSA at this time. EHC mobilized to the site on July 22, 2019 to begin installation of monitoring wells MW-2 through MW-6D. The area surrounding the site is served by public water and sewer according to the City of Lumberton. No wells were identified within 1,500 feet of the site. Based on a review of the USGS Topographic Map, surface water flow is likely to the north or northeast towards Meadow Branch. This surface water is approximately 860 feet from the UST Basin at this site. A portion of the USGS Lumberton Quadrangle is provided as Figure 1. Gauging data from wells MW-5 and MW-6D continue to indicate a vertical gradient at the site. Groundwater elevations at the site are approximately the same as during the October 19, 2021 sampling event. Monitoring wells MW-1, MW-2, MW-3 and MW-4 were reported to contain concentrations of hydrocarbon constituents exceeding the 15A NCAC 2L standards. No constituents were reported above the Gross Contamination Levels. Lead was reported in each of the wells. Gross contamination levels were last reported in monitoring well MW-1 during the November 15, 2018 sampling event. Location of Current UST System Relative to Historical Releases (UST, Non-UST releases, and Off-site releases): The current UST system is located in the southwest corner of the property near the intersection of N. Rowland Avenue and Capuano Street. A previous incident at this site, 13344 received a No Further Action letter on June 9, 1998. 5. Site Characteristics: The property is currently owned by RSO Holdings, LLC according to records obtained from the Robeson County GIS and is occupied by convenience store and car wash. The facility is currently in operation. A copy of the 2016 USGS topographic map is provided as Figure 1. Figure 2 provides a Vicinity Map based on the 2017 aerial photography. A Site Map with Monitoring Well Locations is provided as Figure 3. Information from the USGS Lumberton quadrangles indicates that surface water flow from the site is likely to the north or northeast towards Meadow Branch. This surface water is located approximately 1,100 feet north from the UST Basin. An un-named tributary to Meadow Branch is located 860 feet to the northeast and Loch Ness Lake is located 1,450 feet to the northeast. During the August 29, 2022 sampling event the groundwater was observed at depths ranging from 11.67 feet BLS to 14.19 feet BLS. Table 2 provides a chronologic listing of groundwater elevations. Gauging data from MW-5 and MW-6D continue to indicates a vertical gradient. Soil at the site has been reported to be primarily fine to medium sand with some silt. No confining layers or rock were encountered during the installation of MW-6D. Layers of medium sand and some shell hash were observed during the installation of MW-6D. The aquifer thickness is unknown. 6. CURRENT SITE ASSESSMENT INFORMATION On August 29, 2022, groundwater samples were collected from monitoring wells MW-1 through MW-6D. Samples from the monitoring wells were submitted to Pace Analytical in Mt. Juliet, TN for analysis. Samples from monitoring wells MW-1 through MW-6D were analyzed by standard method 6200B, method 6010B and EPA 504.1. Table 1 provides information concerning the construction of the monitoring wells. Table 2 provided a chronologic listing of the groundwater elevations. Table 3 provides a listing of the groundwater chemistry from the August 29, 2022 sampling event. Table 4 provides a chronologic listing of groundwater chemistry. Groundwater elevations at the site are approximately the same as those reported during the October 19, 2021 sampling event. Monitoring wells MW-1, MW-2, MW-3 and MW-4 were reported to contain dissolved concentrations of hydrocarbon constituents exceeding the 15A NCAC 2L standards. Lead was reported in each of the monitoring wells. None of the monitoring wells were reported to contain concentrations exceeding the Gross Contamination Levels (GCL’s). Gauging data from monitoring wells MW-5 and MW-6D indicates the presence of a vertical gradient at the site. A copy of the Chain of Custody Form is provided in Appendix “A” and a complete copy of the laboratory analytical report is provided in Appendix “B”. E. FREE PRODUCT REMOVAL Not Applicable F. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description J The identification of the analyte is acceptable; the reported value is an estimate. J1 Surrogate recovery limits have been exceeded; values are outside upper control limits. J4 The associated batch QC was outside the established quality control range for accuracy.
