GRI Project No. 3058 ii EXECUTIVE SUMMARY Eastwood Service Station is located at 156 Lea Road in West End, Moore County, North Carolina. The site is currently owned by Eve Williamson and is operated as an automotive service center. A petroleum release occurred from a UST system consisting of three 6,000-gallon gasoline USTs. The former UST system was owned by McNeill Oil Company. The system was removed from the site on August 29, 2011, and UST Incident Number 29723 was issued by NCDEQ. A former UST system consisting of two 8,000- gallon gasoline, one 4,000-gallon gasoline, three 1,000-gallon gasoline and one 550-gallon kerosene USTs owned by Quality Oil Company, Inc. of Winston-Salem was removed from the site in November 1989. UST Incident Number 8135 was issued by NCDEQ. The adjoining properties are residential and commercial. The site risk classification is currently high risk due to the presence of potable water supply wells within a 1,000-foot radius of the site. A total of nine Type II and one Type III monitoring wells have been installed during past assessment activities. Free product was observed at the site in MW-4 during past site activities. On November 9, 2022, seven soil borings were advanced to 15 feet BGS, across the site. Twenty-eight soil samples were collected during soil characterization activities. Concentrations of TPH-GRO and/or TPH- DRO that exceeded the RALs in all samples except SB-15-1’, SB-15-3’, and SB-16-3’. On November 15, 2022, eight Type II monitoring wells, one Type III monitoring well and one water supply well were gauged, purged and/or sampled in accordance with NCDEQ guidelines. A free product thickness of 0.02 feet was observed in MW-4. Concentrations of benzene, ethylbenzene, xylenes, naphthalene, p- isopropyltoluene, and/or 1,2,4-trimethylbenzene that exceeded the MACs were reported in the ground water sample collected from MW-6. Concentrations of bromodichloromethane, dibromochloromethane and bromoform that exceeded the MACs were reported in the ground water sample collected from WSW- 1. These constituents are consistent with water treatment activities. All of the reported contaminant concentrations were less than the GCLs. Based on this information, the risk classification for the site should remain high risk. Due to the continued presence of free product at this site, excavation activities targeting soil between 8 and 15 feet BGS in the vicinity of SB-13 through SB-17 should be conducted. Additionally, GPR should be conducted in the vicinity of MW-6 in order to determine if an unknown source is contributing to contamination in that well. GRI Project No. 3058 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the November 2022 soil and ground water sampling event at the Eastwood Service Station site; located at 156 Lea Road in West End, Moore County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 22-740, which was submitted to NCDEQ on October 26, 2022, and was approved as Task Authorization No. 29723-007 on October 31, 2022. State correspondence has been included as Appendix A. The site is currently owned by Eve C. Williamson and is operated by Eastwood Service Station as an auto repair shop and general store. A petroleum release was discovered during the 2011 UST removal. The former UST system was owned by McNeill Oil Company, Inc. A former UST system consisting of two 8,000- gallon gasoline, one 4,000-gallon gasoline, three 1,000-gallon gasoline and one 550-gallon kerosene USTs owned by Quality Oil Company, Inc. of Winston-Salem was removed from the site in November 1989. UST Incident Number 8135 was issued by NCDEQ. Currently, there are no active USTs on site. There is an AST and propane dispensing tank on site. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: The site and surrounding area are residential and commercial properties. The site contains two buildings (the store and storage shed) and is primarily capped with concrete and grass. No surface water bodies were identified within a 500-foot radius of the site. Nine Type II monitoring wells (MW-1 through MW- 9) and one Type III monitoring well (TW-1) were installed at the site during previous ground water assessment activities. A Site Map showing the locations of the monitoring wells and the structures on- site has been included as Figure 2. On February 25, 2019, GRI personnel conducted an updated receptor survey at the site. Twenty-one water supply wells (WSW-1 through WSW-4 and WSW-6 through WSW-22) were identified within a 1,500- foot radius of the site. GRI Project No. 3058 2 survey, was noted to have been destroyed during the February updated receptor survey. Six potable water supply wells (WSW-1, WSW-7, WSW-10, WSW-12, WSW-13 and WSW-14) were identified within a 1,000-foot radius of the site. Three water supply wells (WSW-1, WSW-2 and WSW-3) were identified within a 250-foot radius of the site. WSW-1 and WSW-2 are not in use. Municipal water is available to the site and surrounding properties. Water supply well owner information is presented in Table 3. Adjacent property owner information is presented in Table 4. A Site Vicinity Map showing the locations of water supply wells and property boundaries has been included as Figure 3. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION / COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On November 9, 2022, seven soil borings were advanced to approximately 15 feet BGS in the vicinity of the former dispenser island, as well as the approximate location of the former Quality Oil Company, Inc. of Winston-Salem UST system that was removed in 1989. Samples were collected from each soil boring at every foot and analyzed in the field using a handheld PID. The samples with the highest PID readings from each of the unsaturated (estimated from 0 feet to 2 feet) and smear (estimated from 2 feet to 4 feet) zones, as well as the two highest readings from the saturated (estimated from 4 feet to 15 feet) zones respectively, were submitted for onsite UVF analysis for gasoline and diesel range TPH. Twenty-eight total samples were submitted for UVF analysis. Concentrations of TPH-GRO and/or TPH-DRO that exceeded the RALs were reported in all samples except SB-15-1’, SB-15-3’, and SB-16-3’. A summary of the UVF analysis results for soil samples collected on November 9, 2022, is presented in Table 5. A soil quality map including soil boring locations is included as Figure 4. Soil boring logs are included as Appendix B. Past soil quality information, including cross sections, is included as Appendix C. A complete UVF report for soil samples collected in November 2022 is included as Appendix D. Please note, MW-7 is reported as destroyed and could not be gauged or sampled. A free product thickness of 0.02 feet was observed in MW-4. Depths to ground water in the Type II monitoring wells ranged from 2.47 feet to 6.49 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells ranged from 449.19 feet to 451.92 feet. Ground water flow across the site was generally toward the northeast with a horizontal gradient of less than 0.01 feet per foot. The vertical gradient between paired wells MW-1/TW-1 was approximately 0.87 feet per foot in the downward direction. Monitoring well construction and gauging information is presented in Table 6. Concentrations of benzene, ethylbenzene, xylenes, naphthalene, p-isopropyltoluene, and/or 1,2,4-trimethylbenzene that exceeded the MACs were reported in the ground water sample collected from MW-6. Concentrations of bromodichloromethane, dibromochloromethane and bromoform that exceeded the MACs were reported in the ground water sample collected from WSW-1. A Corrective Action Plan has not been submitted. According to the 1985 Geologic Map of North Carolina, the site is located in the western edge of the Coastal Plain Physiographic Province of North Carolina. The Coastal Plain is part of an extensive geologic province that roughly parallels the Atlantic Ocean and continues northward and southward through the neighboring states. The site is located in close proximity to the fall line where the surficial aquifer extends to bedrock. The water table in the vicinity has a seasonal high depth to water of approximately 1 to 10 feet BGS. 3.0 NATURAL ATTENUATION/ NATURAL SOURCE ZONE DEPLETION STATUS Since a CAP has not been completed, no natural attenuation monitoring plan is currently in place at the site. 4.0 PROPOSED REMEDIAL ACTION The site risk classification is currently ranked high due to the presence of potable water supply wells within a 1,000-foot radius of the site. Cleanup goals are to remove free product and reduce ground water contamination to less than the MACs. Free product remains present in MW-4; contaminant concentrations greater than the MACs remain in MW-6. Corrective action should proceed at the site to include the removal of free product and contaminated soil in the vicinity of MW-4. Based on the November 2022 soil sampling activities, excavation activities targeting soil between 8 and 15 feet BGS in the vicinity of SB-13 through SB-17 should be conducted. GRI Project No. 3058 5 conducted prior to the development of a CAP since the activities are proposed to remove free product from the site. There appears to be a former dispenser island not associated with the Eastwood Service Station site in the vicinity of MW-6. The area in the vicinity of this suspected dispenser island could be the source of dissolved hydrocarbons present in MW-6. A GPR survey should be conducted in this area in order to determine if a potential source area is present. The GPR survey could be conducted during the next semi- annual ground water sampling event. 5.0 CONCLUSIONS  On November 9, 2022, seven soil borings were advanced across the site to a depth of 15 feet BGS. Four samples from each boring were submitted for analysis by the mobile UVF laboratory.  Reported concentrations of TPH-GRO and/or TPH-DRO that exceeded the RALs were reported in all samples except SB-15-1’, SB-15-3’, and SB-16-3’.  On November 15, 2022, eight Type II monitoring wells, one Type III monitoring well and one water supply well were gauged, purged and/or sampled.  Ground water flow during the November 2022 gauging event was generally toward the northeast with an average horizontal hydraulic gradient across the site of less than 0.01 feet per foot. The vertical gradient between paired wells MW-1/TW-1 was approximately 0.87 feet per foot downward.  Concentrations of benzene, ethylbenzene, xylenes, naphthalene, p-isopropyltoluene and/or 1,2,4-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-6. Concentrations of bromodichloromethane, dibromochloromethane and bromoform that exceeded the MACs were reported in the ground water sample collected from WSW-1. These constituents are consistent with water treatment activities. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Sampler must use a clean pair of nitrile gloves for each sample collected. The sample will be placed in a clean, sealable bag (ziplock). Once collected, the sample must be analyzed immediately or placed on ice. The sample may be kept on ice for up to 48 hours prior to UVF analyses. If the sample cannot be analyzed within 48 hours, the sample may be extracted and kept at 4 degrees C for up to 14 days. Proper chain-of-custody procedures must be followed. Calibration The UFV Trilogy has standard calibrations stored for the following analysis:  GRO  DRO  Total PAH  Target PAH  Heavy PAH Prior to use, calibration standards are used to perform a 5-point verification on the factory stored calibrations for GRO and DRO. The calibration standards used are as follows: GRO  0.5 ppm  1 ppm  3 ppm  5 ppm  10 ppm DRO  0.1 ppm  0.5 ppm  1 ppm  3 ppm  5 ppm Operation Sample Extraction  5mg of soil are weighed into a clean extraction jar  Methanol is added to the extraction jar to create a 2x or 4x dilution o 2x Dilution: 10 mL of methanol o 4x Dilution: 20 mL of methanol  The extraction jar is shaken for several minutes to thoroughly mix the soil with solvent (methanol)  The mixture is allowed to settle for several minutes  A clean syringe is used to draw liquid from the extraction jar  A clean filter is attached to the end of the syringe and the liquid dispensed through the filter into a clean test tube  This liquid is referred to as the extraction Dilution Preparation  An adjustable micropipette is used to precisely measure out the amount of extract needed for the dilution Technical Procedures  The measured out amount of the extract is added to a clean test tube and methanol is added dilute the extract. Examples of dilutions are shown below: Extract Amount 500 μL 200 μL 100 μL 50 μL 25 μL Add Solvent to the 5 mL line 5 mL line 5 mL line 5 mL line 5 mL line 2x Extract Dilution Factor 20x 50x 100x 200x 400x 4x Extract Dilution Factor 40x 100x 200x 400x 800x Sample Analyzation  The dilution is shaken to thoroughly mix, then poured into a clean glass cuvette  The desired module is inserted into the UVF Trilogy and the corresponding factory calibration is selected  “Measure Fluorescence” is pressed on the touchscreen and the reading is recorded  The reading should be between the concentrations of the calibration standards (GRO: 0.5-10 ppm; DRO 0.1-5 ppm) o Reading below the calibration standard range are recorded as below the detection limit  Detection Limit = (lower range of calibration standards range) x dilution factor (i.e. a GRO sample with a 100x dilution factor has a detection limit of 50 ppm) o Readings above the calibration standard range should be further diluted and reanalyzed o Negative readings are an indication of quenching (see below)  The reading is multiplied by the dilution factor to calculate the final concentration  Check suspected contaminated samples for quenching by running additional dilutions o According to the siteLAB Quick Reference Guide: “Quenching” can occur when the detector is swamped by too many hydrocarbons or organic interferences, producing low or negative concentrations.
