(CEI) was contracted on behalf of the City of Sanford (Sanford) to conduct a Phase I Limited Site Assessment (LSA) Report associated with a release of petroleum from a leaking underground storage tank (UST). The subject site is located at 7441 Poplar Springs Church Road in Lee County near Sanford, North Carolina. See Figure 1 for the Topographic Location Map. Petroleum-impacted soils were encountered during the removal of one 5,000-gallon diesel UST on October 18, 1999. Soil samples collected beneath the UST confirmed the presence of petroleum impacted soils. Approximately 200 tons of petroleum-impacted soil was transported to Soil Reclaiming Inc. (Lee Brick) in Sanford, North Carolina for treatment. Environmental Answers, LLC summarized the removal operations in the UST Closure Report dated November 1999. Figure 2 is included which illustrates the UST closure sampling locations with laboratory results. The North Carolina Department of Environment, Health and Natural Resources (NCDENR) issued a Notice of Regulatory Requirements (NORR) letter to the City of Sanford dated June 2, 2000. This report contains results of the Phase I LSA, which CEI conducted on August 8, and September 5, 2000. CEI used an excerpt for the LSA from the NCDENR's Groundwater Section Guidelines for the Investigation and Remediation of Soil and Groundwater dated January 2, 1998 as a guide. 2.0 RISK CHARACTERIZATION CEI gathered information concerning the risk and land use required to characterize the site. CEI reconnoitered the area within 1,500 feet of the site. CEI looked for water supply wells, surface waters, and other pertinent features during this reconnaissance. CEI did not identify any active water supply wells within 1,500 feet of the site. CEI reviewed tax records and zoning status files for the subject site and surrounding properties at the City of Sanford Engineering Department. The tax map and records are included in Appendix A. The zoning review indicates that the subject I I I I I I I I I I I I I I I I I I I site and all the immediate surrounding properties are zoned as residential agricultural (RA). CEI completed the "Limited Site Assessment Ris.k Classification and Land Use Form" which is included in NCDENR guidelines dated January 2, 1998. The completed form may be found in Appendix B. 3.0 RECEPTOR INFORMATION 3.1 Water Supply Wells CEI conducted a water supply well search of the area within a 1,500-foot radius of the subject site during the Phase I LSA activities. CEI did not identify water supply wells located within the search area. 3.2 Public Water Supplies CEI did a visual search for public water supplies within 1,500 feet of the subject site. There are no public water supply source areas within 1,500 feet of the site. The source for the municipal water supply for the Sanford Water Treatment Plant is the Cape Fear River located approximately 1 ½ miles northeast of the subject site. CEI also reviewed city water maps for the subject site and surrounding properties. The subject site and surrounding properties are connected or have access to the municipal potable water system for consumptive use. 3.3 Surface Water An intermittent surface water stream is illustrated on the Moncure, North Carolina USGS topographic quadrangle map approximately 1,000 feet northwest of the subject site. However, CEI did not observe water flowing in this unnamed surface water body during the reconnaissance. 2 I I I I I I I I I I I I I I I I I I I 3.4 Wellhead Protection Areas CEI contacted Mr. John Maloy of the NCDENR, Raleigh Regional Office about the wellhead protection areas. CEI was informed that there are currently no wellhead protection areas located within Lee County. 3.5 Deep Aquifers in the Coastal Plain Physiographic Area The site is located in the Piedmont Physiographic range, which is located west of the Coastal Plain Physiographic area. 3.6 Subsurface Structures The pump building facility has a basement containing large pumps used to pump water to the distribution system. Water distribution lines are located throughout the water treatment plant and in front of the facility along Highway 42. The source area petroleum impacted soils were excavated and removed during the UST closure. The area over the former UST is covered by a concrete pad, w;b.ich should eliminate vapors that could cause a threat to human health or the environment. 3.7 Land Use The subject site, which is the city water treatment plant, is zoned as residential agricultural (RA). The properties located to the immediate north, south, east and west are also zoned RA. Current and projected future use of the subject site and the immediate surrounding properties should remain as residential agricultural. 3.8 Property Owners and Occupants CEI obtained names through the City of Sanford GIS system to gather the names and addresses of property owners contiguous to the subject site. Please refer to Table 1 for the adjacent property ownership and Appendix A for tax map and tax records. 3 I I I I I I I I I I I I I I I I I I I 4.0 SITE GEOLOGY AND HYDROLOGY The subject property is situated within the Sanford Formation of the Triassic Basin of the Piedmont Physiographic province. Based on CEI's review of the North Carolina Geologic Map dated 1985, the underlying bedrock at the site consists of conglomerate, sandstone and mudstone of Triassic age. The overburden soils consist of unconsolidated regolith consisting of red-brown, silty clay, which grade in depth to dark red-brown, tight clay. Intercalated layers of highly weathered saprolitic bedrock also exist at intermittent intervals in the regolith. 5.0 PHASE I INVESTIGATION On August 9, 2000, CE! observed American Environmental Drilling Service (AEDS) advance one soil boring near the southeast corner of the pump building near the former location of the diesel UST. Due to the presence of an underground electric line and a new concrete pad with above ground storage tanks (ASTs), the soil boring was placed as close as possible to the former UST location. See Figure 3 for the soil boring location. AEDS utilized an Ingersol Rand mobile drilling rig utilizing hollow stem auger (HSA) drilling technique. The purpose of the soil boring labeled SB-1 was to collect soil samples every five feet in the unsaturated zone between land surface and the water table and visually describe soil cuttings. Competent bedrock was encountered at 24 feet below grade level (BGL) and the hollow stem auger would not penetrate further. Refer to Appendix C for the Soil Boring Log. Petroleum-impacted soils were previously excavated to a reported depth of 15 feet BGL and subsequently backfilled with clean soils and crush and run. Upon completion of soil sampling, a permanent monitoring well was inserted into soil boring SB-1. Monitoring well MW-1 was constructed of two-inch inside diameter (ID) PVC screen and riser pipe. The monitoring well was screened from 24 to 9 feet BGL with 0.010-inch slotted screen. A two-inch ID riser pipe was attached to the well screen and extended to land surface. A gravel sand pack was placed from 24 to 7 feet BGL with a two-foot overlying bentonite seal. The remaining annular space was cement grouted to grade level. The well head was finished flush to grade with a steel manhole cover and bolt down lid. Soil cuttings generated during the installation 4 I I I I I I I I I I I I I I I I I ·I I I of the monitoring well thin spread onto an adjacent grassy area. Appendix D contains a copy of the well construction record. Based upon visual observation during drilling activities, the water table appeared to be at approximately 20 feet BGL. Therefore, the well was set to 24 feet BGL. However, ground water failed to enter the monitoring well for a period of one to two weeks. CEI submitted soil samples from the 5, 10, 15 and 20 intervals for laboratory analysis. Since ground water appeared to be at a depth greater than 25 feet BGL, CEI instructed the laboratory to not analyze the 10-foot soil sample. CEI intended to analyze soil samples at ten-foot centers, however there was no recovery at 25 feet BGL. Therefore, CEI instructed the laboratory to analyze soil samples at 5, 15 and 20 feet BGL in order to fulfill the NCDENR sampling requirements. CEI submitted the soil samples by chain of custody procedure to Pace Analytical Services (Pace). Pace is a North Carolina certified environmental laboratory. CEI instructed Pace to analyze each soil sample for volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH) in accordance with US EPA Methods 8260 and 8270 and the Massachusetts Department of Environmental Protection (MADEP) methodologies. CEI intended to drill a monitoring well using air hammer technique in order to penetrate the competent bedrock. Prior to mobilization, CEI contacted with the City Water Treatment personnel to check MW-1 for ground water. Sanford personnel reported ground water at approximately 20 feet BGL on August 31, 2000. CEI measured the static water level at 19.83 feet on September 5, 2000. This would suggest that the formation that the shallow aquifer is in tightly compacted above the weathered and competent bedrock interface and is slow to recharge. The accumulation of ground water appears to allow the advection of addition ground water to the monitoring well. On September 5, 2000 CEI purged three well volumes prior to collecting a representative ground water sample. The ground water sample was then withdrawn from MW-1 with a polypropylene disposable bailer. The ground water sample was submitted to Pace for analyses for purgeable halocarbons and aromatics following EPA Method 602 including xylenes, base/neutral/ acids to include the ten 5 I I I I I I I I I I I I I I I I I I I highest tentatively identified compounds (TICs) in accordance with EPA Method 625, and VPH and EPH by the MADEP Methodologies. 6.0 SAMPLING RESULTS The Pace Analytical report did not indicate the presence of petroleum constituents in the soil samples collected at the 5 and 15-foot intervals. The soil sample collected at the 20-foot interval reported VPH concentrations of 43 milligrams per kilogram (mg/kg) in the CS-C8 aliphatic range and 23 mg/kg in the C9-C10 aromatic range. The 20-foot soil sample was collected at the capillary fringe and may not be representative of soil impact. The reported concentrations are below the NCDENR soil-to-groundwater, residential and industrial\commercial exposure scenarios. The analytical report did not indicate the presence of any other petroleum constituents in the soil samples analyzed. Laboratory results for the soil samples are summarized in Tables 2 and 3. The Pace soil laboratory analytical results are included as Appendix E. The Pace analytical report did not indicate petroleum concentrations in the ground water sample collected on September 5, 2000. Therefore, the ground water quality sample does not exceed any of the North Carolina Administrative Code (NCAC), subchapter 2L reporting standards (!SA NCAC 2L). No constituent analyzed for from the ground water sample were above the most restrictive soil-to-groundwater standard. The ground water laboratory report for the September 5, 2000 sampling event is attached as Appendix F. Analytical results for the ground water sample collected during the Phase ILSA are summarized in Table 4. 7.0 CONCLUSIONS AND RECOMMENDATIONS Environmental Answers, LLC reported that 200 tons of petroleum impacted soils were removed at the time of the UST removal. Based on the amount of impacted soil removed at the time of UST closure, it appears that the majority of the source area has been removed. The former excavation has been backfilled with crush and run rock and a concrete pad with ASTs covers the former excavation. Therefore, human exposure to petroleum-impacted soil or accumulation of vapors is unlikely. 6 I I I I I I I I I I I I I I I I I I I The laboratory reported soil concentrations are below the most restrictive soil-to-groundwater standard. The laboratory reported ground water concentrations are below the 15A NCAC 2L ground water standards. Based on the Phase I LSA investigation, the site should be classified as low risk. Based upon the aforementioned information, CEI recommends a low risk classification for the subject site. To that extent, CEI recommends NCDENR issue a "no further action" letter and close the site. 8.0 REMARKS The analyses contained in this report represents CEI's professional opinions and are based upon the finding of its investigation. These opinions were developed in accordance with currently accepted hydrogeologic and engineering practices at this time and location and no warranties or guarantees are intended or implied. Many of the opinions in this report are based upon the work and statements of others, including but not limited to laboratory reports.
