GRI Project No. 5426 ii EXECUTIVE SUMMARY Economy Foods #2 is located at 5310 Cedar Creek Road in Fayetteville, Cumberland County, North Carolina. The site is currently owned by Jamieson Lee Warren Jr. and was operated by D.K. Taylor Oil Company, Inc. as a petroleum retail facility. Reportedly, a release was discovered during an environmental assessment conducted prior to a property transaction in October 2003. On June 8, 2004, one 6,000-gallon gasoline, three 4,000-gallon gasoline, and one 2,000-gallon kerosene USTs were removed from the site. Currently, one 10,000-gallon gasoline UST, one 8,000-gallon gasoline UST, and one 2,000-gallon kerosene AST are active at the site. The adjoining properties are a mixture of single family residential, agricultural, and commercial properties. On December 5, 2022, seven Type II monitoring wells, one Type III monitoring well and one water supply well were gauged, purged and/or sampled, per NCDEQ guidelines. Free product was not measured during the December 2022 gauging and sampling activities. Please note, MW-8 could not be located and is believed to be destroyed. Concentrations of benzene, naphthalene and/or TAA that exceeded the MACs were reported in the ground water samples collected from MW-1, MW-2 and MW-5. All of the reported contaminant concentrations were less than the GCLs. Contaminant mass at the site has decreased by 39% since the February 25, 2021, ground water sampling event. Based on this information, the risk classification for the site should remain high risk. A plume stability analyses should be conducted to verify that the plume is stable and/or decreasing. GRI Project No. 5426 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the December 2022 ground water sampling event at the Economy Foods #2 site; located at 5310 Cedar Creek Road, in Fayetteville, Cumberland County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 22-741, which was submitted to NCDEQ on October 21, 2022, and was approved as Task Authorization No. 29112-9 on November 9, 2022. State correspondence has been included as Appendix A. The site is currently owned by Jamieson Lee Warren Jr and is operated by Li’l Thrift Food Marts, Inc. as a petroleum retail facility. Reportedly, a release was discovered during an environmental assessment conducted prior to a property transaction in October 2003. On June 8, 2004, one 6,000-gallon gasoline, three 4,000-gallon gasoline, and one 2,000-gallon kerosene USTs were removed from the site. Currently, one 10,000-gallon gasoline UST, one 8,000-gallon gasoline UST, and one 2,000-gallon kerosene AST are active at the site. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Reports are shown below: The site and surrounding area are a mixture of single-family residential, agricultural, and commercial properties. Cedar Creek was identified approximately 475 feet from the site. Eight Type II monitoring wells (MW-1 through MW-8) and one Type III monitoring well (DW- 1) were installed at the site during past ground water assessment activities. A Site Map showing the locations of the monitoring wells and the structures on-site has been included as Figure 2. The cross section drawings submitted by the past consultant are included as Appendix B. On September 14, 2020, GRI personnel conducted a receptor survey at the site. Thirteen water supply wells were identified within a 1,500-foot radius of the site. Ten of the thirteen wells identified (WSW-1 through WSW-7, WSW-9, WSW-11, and WSW-12) were determined to be active, potable, and located within a 1,000-foot radius of the site. Municipal water is not available to the site or surrounding properties. The site does not lie within a designated wellhead protection area. Water supply well information is presented in Table 3. Adjacent property owner information is presented in Table 4. A Site Vicinity Map showing the adjacent properties and the water supply wells has been included as Figure 3. Currently, a CAP has not been submitted for this site. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On December 5, 2022, seven Type II monitoring wells (MW-1 through MW-7), one Type III monitoring well (DW-1) and one water supply well (WSW-1) were gauged, purged and/or sampled in accordance with the NCDEQ guidelines. Please note, MW-8 could not be located and is believed to be destroyed. Free product was not measured during the December 2022 gauging event. Depths to ground water in the Type II monitoring wells ranged from 3.65 feet to 9.08 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells ranged from 90.45 feet to 92.31 feet. Ground water flow was generally to the northwest with a horizontal gradient of less than 0.01 feet per foot. The vertical gradient between paired wells MW-1 and DW-1 was approximately 0.12 feet per foot in the downward direction. Well construction and gauging information is presented in Table 5. GRI Project No. 5426 3 Ground water samples collected from the monitoring wells were submitted for laboratory analyses of VOCs plus oxygenates using EPA Method 6200B. Concentrations of benzene, naphthalene and/or TAA that exceeded the MACs were reported in the ground water samples collected from MW-1, MW-2 and MW-5. All of the reported contaminant concentrations were less than the GCLs. A summary of the analytical results for ground water samples collected on December 5, 2022, is presented in Table 6. A Ground Water Quality Map based on the December 2022 data is included as Figure 5. A contaminant specific isoconcentration map for naphthalene has been included as Figure 6. A complete report of laboratory analyses of the ground water samples collected from the monitoring wells during the December 2022 sampling event has been included as Appendix C. The contaminant plume was identified as one area (Area 1) based on the benzene concentrations during the December 2022 ground water sampling event. The contaminant mass has been reduced by 39%. Contaminant mass calculations have been included as Appendix D. A map of the contaminant mass area has been included as Figure 7. The water table has a seasonal high depth to water of approximately one to eight feet BGS. 3.0 FREE PRODUCT REMOVAL Free product has historically not been observed at this site. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS No natural attenuation monitoring plan is currently in place at the site. 5.0 CONCLUSIONS  On December 5, 2022, seven Type II monitoring wells, one Type III monitoring well and one water supply well were gauged, purged and/or sampled. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
