Soil Assessment Report Prepared on: September 15, 2022 Stone’s Fast Save Project Manager: Laura Minor GRI Project No. 2796 iii EXECUTIVE SUMMARY Stone’s Fast Save (Now Lucky 7) is located at 119 East Main Street in Rowland, Robeson County, North Carolina. The site is currently an active petroleum retail facility and convenience store. Seven USTs of various sizes and contents were removed in 1981 and 2002. A site check was conducted in 2009 following a release from a spill bucket at the north end of the 15,000-gallon UST. Currently, one 15,000-gallon gasoline, one 10,000-gallon manifolded gasoline, and one 20,000-gallon manifolded kerosene and diesel USTs are currently in use on site. The adjoining properties are a mixture of residential and commercial/industrial properties. According to the information determined during receptor survey activities, four water supply wells were identified within 1,000 feet of the site. Public water is available to the site and surrounding properties within a 1,500-foot radius of the site. On August 8, 2022, six soil borings (SB-1 through SB-6) were installed to total depths of 20 feet BGS, each. Soil samples were collected from each boring at depths of 4, 8, 12, 15, and 20 feet BGS. A total of 28 soil samples were collected and analyzed onsite for TPH-GRO and TPH-DRO using GRI’s mobile UVF laboratory. Concentrations of GRO and/or DRO that exceeded the RALs were reported in the soil samples SB-1-4’, SB- 1-8’, SB-1-12’, SB-2-12’, SB-3-4’, and SB-4-12’. GRI is considering recommending excavation of soils in the vicinity of the former UST basin encompassing MW-1 and MW-5 with an area of approximately 400 sqft. to a depth of approximately 12 feet BGS, and an area in the vicinity of MW-13, SB-1 and SB-2 that is approximately 270 sqft. to approximately 15 feet BGS, however the top 8 feet of this area is expected to be clean and could be used as backfill. The excavation of this soil should eliminate a significant portion of the secondary source of the continuing free product and reduce high dissolved phase contaminant concentrations. Please note that, in addition, GRI is assessing the possibility of utilizing a remedial fluid via injection to remediate dissolved phase hydrocarbons within the area of concern. Based upon the anticipated quote from the third-party remediation contractor, GRI will present a recommendation as to the most cost-effective, safe, and less disruptive method of remediation at the site, whether it be soil excavation, injection, or a combination of both. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Soil Assessment Report Prepared on: September 15, 2022 Stone’s Fast Save Project Manager: Laura Minor GRI Project No. 2796 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the August 2022 soil assessment event at the Stone’s Fast Save (Lucky 7) site; located at 119 East Main Street in Rowland, Robeson County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 22-253, which was submitted to NCDEQ on June 27, 2022, and was approved as Task Authorization No. 29035-20 on June 28, 2022. State correspondence has been included as Appendix A. The site is currently owned by Shiva Real Estate LLC of Rowland, North Carolina. The site property is an active petroleum retail facility. Seven USTs of various sizes and contents were removed in 1981 and 2002. A site check was conducted in 2009 following a release from a spill bucket at the north end of the 15,000- gallon UST. Currently, one 15,000-gallon gasoline, one 10,000-gallon manifolded gasoline, and one 20,000-gallon manifolded kerosene and diesel USTs are currently in use on site. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. A copy of the current UST Permit is shown below: The site and surrounding area are a mixture of residential and commercial/industrial properties. The site contains one building and a fuel canopy and is primarily capped with concrete and asphalt. The overall topography at the site is relatively flat. A total of eight water supply wells were identified within a 1,500- foot distance from the source area. Four water supply wells (WSW-2, WSW-3, WSW-4, and WSW-7) are located within 1,000-feet of the source area but are inactive. Water supply well information is summarized in Table 3. No surface water bodies were identified within a 500-foot radius of the site. Nineteen (19) Type II monitoring wells (MW-1 through MW-19) and one Type III monitoring well (TW-1) were installed at the site during previous ground water assessment and corrective action activities. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. The site is located within the designated Wellhead Protection Area for the Town of Rowland. Adjacent property owner information is presented in Table 4. A Site Vicinity Map showing the adjacent properties and previously identified water supply wells has been included as Figure 2. A Site Map showing the locations of the monitoring wells has been included as Figure 3. A CAP has not yet been established since the contaminant plume has not been fully defined. According to available information, one 4,000-gallon kerosene, one 4,000-gallon diesel, two 4,000-gallon gasoline, one 10,000-gallon gasoline, one 2,000-gallon diesel and one 1,000-gallon kerosene USTs were reportedly in use in the past but have since been removed. Free product has been documented at the site since at least 2003. Free product recovery has been conducted intermittently since that time. Although GRI cannot verify the accuracy of information obtained from previous reports prepared by other consultants, for the purposes of this report, it is assumed to be correct. Please refer to previous submittals for further historical information regarding the site. 2.0 SOIL ANALYTICAL RESULTS On August 8, 2022, six soil borings (SB-1 through SB-6) were installed to total depths of 20 feet BGS, each. Soil samples were collected from each boring at depths of 4, 8, 12, 15, and 20 feet BGS. A total of 28 soil samples were collected and analyzed for TPH-GRO and TPH-DRO on-site by GRI’s mobile UVF laboratory. Concentrations of GRO and/or DRO that exceeded the RALs were reported in soil samples SB-1-4’, SB-1- 8’, SB-1-12’, SB-2-12’, SB-3-4’, and SB-4-12’. The locations of the soil borings are shown on Figure 4. A copy of the right-to-enter agreement is included as Appendix B. The soil boring logs are included as Appendix C. The soil sample analytical results are presented in Table 5. A copy of the mobile laboratory report is included as Appendix D. However, due to surface and subsurface obstructions, additional soil assessment is not recommended. GRI is considering recommending excavation of soils in the vicinity of the former UST basin encompassing MW-1 and MW-5 with an area of approximately 400 sqft. to a depth of approximately 12 feet BGS, and an area in the vicinity of MW-13, SB-1 and SB-2 that is approximately 270 sqft. to approximately 15 feet BGS, however the top 8 feet of this area is expected to be clean and could be used as backfill. This should remove a significant amount of free product held in the soil and reduce dissolved phase petroleum constituent concentrations. Please note that, in addition, GRI is assessing the possibility of utilizing a remedial fluid via injection to remediate dissolved phase hydrocarbons within the area of concern. Based upon the anticipated quote from the third-party remediation contractor, GRI will present a recommendation as to the most cost-effective, safe, and less disruptive method of remediation at the site, whether it be soil excavation, injection, or a combination of both. 5.0 LIMITATIONS This report has been prepared for the exclusive use of Mr. Ricky Stone for specific application to the referenced site in Robeson County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. Sampler must use a clean pair of nitrile gloves for each sample collected. The sample will be placed in a clean, sealable bag (ziplock). Once collected, the sample must be analyzed immediately or placed on ice. The sample may be kept on ice for up to 48 hours prior to UVF analyses. If the sample cannot be analyzed within 48 hours, the sample may be extracted and kept at 4 degrees C for up to 14 days. Proper chain-of-custody procedures must be followed. Calibration The UFV Trilogy has standard calibrations stored for the following analysis:  GRO  DRO  Total PAH  Target PAH  Heavy PAH Prior to use, calibration standards are used to perform a 5-point verification on the factory stored calibrations for GRO and DRO. The calibration standards used are as follows: GRO  0.5 ppm  1 ppm  3 ppm  5 ppm  10 ppm DRO  0.1 ppm  0.5 ppm  1 ppm  3 ppm  5 ppm Operation Sample Extraction  5mg of soil are weighed into a clean extraction jar  Methanol is added to the extraction jar to create a 2x or 4x dilution o 2x Dilution: 10 mL of methanol o 4x Dilution: 20 mL of methanol  The extraction jar is shaken for several minutes to thoroughly mix the soil with solvent (methanol)  The mixture is allowed to settle for several minutes  A clean syringe is used to draw liquid from the extraction jar  A clean filter is attached to the end of the syringe and the liquid dispensed through the filter into a clean test tube  This liquid is referred to as the extraction Dilution Preparation  An adjustable micropipette is used to precisely measure out the amount of extract needed for the dilution Technical Procedures  The measured out amount of the extract is added to a clean test tube and methanol is added dilute the extract. Examples of dilutions are shown below: Extract Amount 500 μL 200 μL 100 μL 50 μL 25 μL Add Solvent to the 5 mL line 5 mL line 5 mL line 5 mL line 5 mL line 2x Extract Dilution Factor 20x 50x 100x 200x 400x 4x Extract Dilution Factor 40x 100x 200x 400x 800x Sample Analyzation  The dilution is shaken to thoroughly mix, then poured into a clean glass cuvette  The desired module is inserted into the UVF Trilogy and the corresponding factory calibration is selected  “Measure Fluorescence” is pressed on the touchscreen and the reading is recorded  The reading should be between the concentrations of the calibration standards (GRO: 0.5-10 ppm; DRO 0.1-5 ppm) o Reading below the calibration standard range are recorded as below the detection limit  Detection Limit = (lower range of calibration standards range) x dilution factor (i.e. a GRO sample with a 100x dilution factor has a detection limit of 50 ppm) o Readings above the calibration standard range should be further diluted and reanalyzed o Negative readings are an indication of quenching (see below)  The reading is multiplied by the dilution factor to calculate the final concentration  Check suspected contaminated samples for quenching by running additional dilutions o According to the siteLAB Quick Reference Guide: “Quenching” can occur when the detector is swamped by too many hydrocarbons or organic interferences, producing low or negative concentrations.
